Whatwouldbeinvolvedinthemechanicsofsucha proposalisamatterfortheexperts.Whatconcernsus hereisthequestionofwhoshouldexercisesuchcontrols shouldtheyprovepracticalandnoalternativecanbe putforward.Intheinterestsofthecommongoodand ofpoliticalliberty,thepowerofgovernmentsshouldbe invokedonlyasalastresort.Hasprivateenterprise thewisdomandthewittodeviseitsownsystemof self-control?
Hence,atitsgrassroots,theproblemisoneofmorals. Shouldtherebe,inconscienceorevenasamatterof publicresponsibility,anylimitationtoprofits?Isthere suchathingasajustpriceandisbusinessgenerally preparedtoacceptsuchaconceptandtoimplementit?
Ifthedemandsofworkersforincreasedwages,margins, childendowment,etc.,bringthenationaleconomyinto jeopardy,whyisitthattheproprietarysideofbusiness isseldomcalledupontoexerciseasenseofrespon- sibilityinthesamecauseandforsimilarreason?
Previouslyitmighthavebeenpleadedthatwhereasthe opinionsandintentionsofworkersmightbeeasily canvassedthroughtheclosely-knittradeunions,the views,motives,etc.,ofbusinessmencouldnotsoreadily besoughtbecauseoftheirdispersionandlackof cohesion.Now,however,thatthesmallmenaredisappearingintothenationalmergersuchanobjectionis nolongervalid.
WhySocialisationIsAttractive
Actuarilytheredoesnotseemtobeanychallengeto thestatementthatthegenerallevelofAustralian businessprofitsisintheregionof19percent.Certainly thereisnosuchmargininwagesafterthe"needs" factorhasbeenmet.Inthenationalinterestitis indisputablethatprofitsandnotwagesmusttakethe rap.Moreover,asthemergersandcombinesadvance, notevenasentimentalistcouldarguethatalimitation to10percentonprofitscouldbringgenuinehardship tothehandfulofmenandfamilieswhocontrolthevast massofAustraliancapitalinvestedinindustry.Even ifthisfinancialoligarchyhasnomorals,believingthat theskyisthelimitasregardsrake-off,willtheybe restrainedbyconsiderationofthenationalinterest? Modernhistorygivesuslittlereasonforhope.
Itispreciselythisrampantspiritofgreedandits concretemanifestationswhichmakesocialisationsuch anattractivepropositionforsomany..Italsomakesthe defenceofthe"democraticwayoflife"sointensely difficultsolongasitistiedinwitheconomicdictatorship,capitalconcentrationandcryinginjustices, especiallyinthematterofinterestrates.Itisnot unnaturalthattheworker,recallingtheMarxiancatchorythathehasnothingtolosebuthischains,willnot bestronglyimpelledtofightindefenceofsuchasystem againstCommunism.SolongasthecaseagainstCom- munismrestsonthesuperioreconomicconditions providedbycapitalism,itwillclearlycollapsewhen theSovietandChinahaveovertakenourstandardsof
living.Hewouldbeaboldmanwhowouldsaythisis notpossibleinourlifetime.

Soonerorlater(andthelatertheharder),theState governmentsaregoingtobeforcedtoactagainstthese anti-socialmanoeuvres.Theywillbecompelledtodo sobecause,especiallyinthefieldofmanufacturing,the monopolistswillpricethiscountryoutoftheexport markets.Onthehomefronttheywillbetheprimary breedingpensofrevolution.ForthisreasonourState governmentistobepraisedforseekingcapitalinvestmentsabroad.Itseemstheonlychannelforproviding competitionthatisrealandhealthyandforkeeping downpricesandprofits.Inthelongrun,however, onlysomemeasuresforfosteringindependent,smallscaleowershipwillprevailagainstthoseN.'haareruiningthenationaleconomyandpreparingthewayfor Communism.

VenerableBrothers,greetingsandapostolicbenediction, Fromtheveryfirst monthsofOurpontifical serviceithasoftenoccurredtoUs-andtheword wasoftenananxiousand innocentforerunnerofOur feelings-toinvitethe faithfulinmattersofdaily andlivingdevotiontoturn withardentfervourtoward thedivineexpressionof mercyoftheLordforindividualsouls,forHisholy Churchandforthewhole world,ofwhichJesusremainstheRedeemerand Saviour.WemeanthedevotiontotheMostPrecious Blood. ThisdevotionwasinstilledinUsinthesame homelysurroundings in whichOurchildhoodflourished,andWestillrememberwithdeepemotionthe recitationoftheLitanyof theMostPreciousBloodby Oureldersinthemonthof July.
Rememberingthesalutary exhortationoftheApostle: "Takeheedtoyourselves andtothewholeflockin whichtheHolySpirithas placedyouasbishops,to ruletheChurchofGod, whichHehaspurchased withHisownblood"(Acts 20,28),Webelieve,0venerablebrothers,thatamong theconcernsofOuruniversalpastoralministry aftervigilanceoversound doctrine,thequestionof thehonestdevelopmentand increaseofreligiouspiety inthemanifestationsof liturgicalandprivateworshipshouldhaveaprivilegedplace.
ItthereforeseemstoUs tobeparticularlyopportunetoredirecttheattentionofOurbelovedchildrentotheindissoluble connectionwhichmustunite thetwodevotionsofthe mostholynameofJesus andofHismostSacred Heart,whicharealreadyso widespreadamongChristian people,tothat(devotion) whichhonourstheMost PreciousBloodoftheIncarnateWord"shedfor manyuntotheforgiveness ofsins"(Matt.26,28). Ifitis,infactofsupremeimportancethatsound harmonyshouldreignbetweentheCatholicCredo andtheliturgicalactionof theChurch,sincethelaw ofbelievingestablishesthe lawofprayer(cf.EncyclicalMediatorDei,Acta ApostolicaeSadie,XXXIX, 1949,p.45),andthatthere neverbeallowedformsof worshipnotoriginating fromtheverypuresources oftruefaith,itisalsoright thatasimilarharmony shouldflourishamongthose devotionsconsideredfundamentalandmoresanctifying.
Movinginthisatmosphere ofhonestfaithandsound piety,believersarecertain offeeling,togetherwiththe Church,thatistosay,of livinginthecommunionof prayerandofthecharityof JesusChrist,founderand supremepriestofthatsublimereligionwhichdraws fromHim,togetherwithits name,allitsdignityand worth.
IfWenowglancdbackon theadmirableprogressthat theCatholicChurchhas madeinthefieldofliturgicalpiety,insoundaccord withthedevelopmentofits faithinthepenetrationof divinevirtues,itisundoubtedlycomfortingto notethatduringthecenturiesclosesttoustherehave notbeenwantingonthe partofthisApostolicSee clearandrepeatedproofs ofconsentandencouragementforthethreeaforementioneddevotions,devotionswhichwerepractised frommedievaltimesby manypioussoulsandwhich werespreadlaterinvarious diocesesandreligiouscongregationsandorders,but whichwaitedtoreceive fromtheChairofPeterthe sealoforthodoxyandapprovalfortheUniversal Church.
S.HeartDevotion
Itsufficesfor torecallthatsincethe16thcenturyOurpredecessorsenrichedwithspiritualfavours thedevotiontotheSacred nameofJesus,ofwhich,in pastcenturies,St.Bernard ofSienahadbeentheuntiringapostleinItaly.It wasparticularlyinhonour ofthesacrednamethatthe officeandtheMasswere approved,andlaterthe litanies(cf.AASXVIIIa. 1886,p.509).
Nolessimportantwere theprivilegesgrantedby thepontiffstotheworship oftheMostSacredHeartof Jesus,intheadmirablepropagationofwhichsucha greatpartwasplayedbythe revelationsoftheSacred HearttoSt.MargaretMary Alacoque(cf.Officeofthe FeastoftheSacredHeart ofJesus,IInoct,lect.V).
Andsogreatandunanimouswastheesteemofthe supremepontiffsforthis devotionthatitpleased themtoillustrateitsnature, defenditslawfulness,instillthepracticeofitwith manyofficialacts,which werecrownedbythreeimportencyclicalsregarding thisquestion(Encyclical letter"AnnumSacrum," ActaLeonis,a.1899,vol. "Thereisnoplacefor luxuryandwasteintheface ofpovertyandsorrow. Thereisnoplaceforsuperfluousthingswhensomany ofourbrotherslackwhatis necessary.Thereisnoplace forexcessiveeconomicand socialinequalitiesintheface ofapeoplethatwishesand needstorisefromitsruins. Economicrestrictions,therefore,shouldnotfallupon thosewhoscarcelyhave whatisindispensableto live.Economymusthavean eminentlyhumansense."
