CastroMakesFirst.AttackOnPriests

Havana:PremierFidelCastrohaslaunchedhisfirstopenattack onCatholicpriests.Inathree-hourtelevisionharanguetothe Cubannation,hecalledSpanishpriestsinCuba"fascistsand "falangists,"orsupportersoftheSpanishregimeofGen.Francisco Franco.ThemajorityofCuba's700priestsarefromSpain.

PremierCastrolashed outattheclergyhoursafterthesecondoftwoanticommunistdemonstrationsin asmanydayseruptedinto violenceoutsideaCatholic church. ThedemonstratorshadattendedaMass forvictimsofcommunists inaCapuchinchurchin Havana'sswankMiramar quarter,andclashedwith pro-communistdemonstratorswhowaitedforthem outside.

Thepreviousday'sclash tookplaceoutsideHavana cathedral,whereCatholics hadheardanotherMassfor victimsofRedpersecution. There,too,pro-communists werewaitingfortheCatholicsastheyemergedfrom church.

HebrandedtheCatholic UniversityofVillaneuva withsomeofhisworst epithets:"Yankee"and "counter-revolutionary."The universitywasfoundedby AmericanAugustinianFathers.

ThefollowingdayCuban policeannouncedthearrest ofGastonFernandez,apro-

OnlyDiffusedOwnershipCanBeatInflation

ManyyearsagothelateG.K.Chestertonplacedhis fingerwithunerringaccuracyupononeoftheineradicableanomaliesofthecapitalistsystem.Hepointedout thatbusinessmen-andbigbusinessmeninparticularweretryingtotreattheoneandsameworkerintwo irreconcilableways.Asanemployeetheysoughtto payhimthelowestpossiblewagetomass-produce goods.Thentheyturnedtohimasacustomerand beggedhimthroughbig-scaleadvertisingtobuytheir goods,havingdeniedhim(asanemployee)thepurchasingpowertodoso.Thatispreciselythedilemma inwhichoursocietyfindsitselfandwehavegivenit thenameofinflation.Isitremediableand,ifso,in whatmanner?

Itisclearthatrisesinthebasicwagewillnevercatch upwithrisingpricesandthereforeonlybenefitthe wage-earnernominally.Itisequallyplainthatrestorationofquarterlyadjustmentswouldbeoflittlereal relief.Itwouldbefarbettertopegthebasicwageat somefigureapproximatingtherealneedsoftheaveragesizedAustralianfamilyandatthesametimetopeg pricesorotherwiseplacecontrolonprofitmargins. Whatwouldbeinvolvedinthemechanicsofsucha proposalisamatterfortheexperts.Whatconcernsus hereisthequestionofwhoshouldexercisesuchcontrols shouldtheyprovepracticalandnoalternativecanbe putforward.Intheinterestsofthecommongoodand ofpoliticalliberty,thepowerofgovernmentsshouldbe invokedonlyasalastresort.Hasprivateenterprise thewisdomandthewittodeviseitsownsystemof self-control?

Hence,atitsgrassroots,theproblemisoneofmorals. Shouldtherebe,inconscienceorevenasamatterof publicresponsibility,anylimitationtoprofits?Isthere suchathingasajustpriceandisbusinessgenerally preparedtoacceptsuchaconceptandtoimplementit?

Ifthedemandsofworkersforincreasedwages,margins, childendowment,etc.,bringthenationaleconomyinto jeopardy,whyisitthattheproprietarysideofbusiness isseldomcalledupontoexerciseasenseofrespon- sibilityinthesamecauseandforsimilarreason?

Previouslyitmighthavebeenpleadedthatwhereasthe opinionsandintentionsofworkersmightbeeasily canvassedthroughtheclosely-knittradeunions,the views,motives,etc.,ofbusinessmencouldnotsoreadily besoughtbecauseoftheirdispersionandlackof cohesion.Now,however,thatthesmallmenaredisappearingintothenationalmergersuchanobjectionis nolongervalid.

WhySocialisationIsAttractive

Actuarilytheredoesnotseemtobeanychallengeto thestatementthatthegenerallevelofAustralian businessprofitsisintheregionof19percent.Certainly thereisnosuchmargininwagesafterthe"needs" factorhasbeenmet.Inthenationalinterestitis indisputablethatprofitsandnotwagesmusttakethe rap.Moreover,asthemergersandcombinesadvance, notevenasentimentalistcouldarguethatalimitation to10percentonprofitscouldbringgenuinehardship tothehandfulofmenandfamilieswhocontrolthevast massofAustraliancapitalinvestedinindustry.Even ifthisfinancialoligarchyhasnomorals,believingthat theskyisthelimitasregardsrake-off,willtheybe restrainedbyconsiderationofthenationalinterest? Modernhistorygivesuslittlereasonforhope.

Itispreciselythisrampantspiritofgreedandits concretemanifestationswhichmakesocialisationsuch anattractivepropositionforsomany..Italsomakesthe defenceofthe"democraticwayoflife"sointensely difficultsolongasitistiedinwitheconomicdictatorship,capitalconcentrationandcryinginjustices, especiallyinthematterofinterestrates.Itisnot unnaturalthattheworker,recallingtheMarxiancatchorythathehasnothingtolosebuthischains,willnot bestronglyimpelledtofightindefenceofsuchasystem againstCommunism.SolongasthecaseagainstCom- munismrestsonthesuperioreconomicconditions providedbycapitalism,itwillclearlycollapsewhen theSovietandChinahaveovertakenourstandardsof

living.Hewouldbeaboldmanwhowouldsaythisis notpossibleinourlifetime.

When,therefore,anotherfive-yearplanortwohas placedthecompetingsystemsonallfours,whatwill compeltheloyaltyoftheproletariat?Ifitisthe delusionthattheyenjoygreaterpoliticalliberty,itwill beshort-lived.ForonceCommunismhasgainedworld ascendancy,thereisnoreasonwhythetightdiscipline ofthemomentcannotberelaxed.Sincenorevoltwill bepossibleinternally(therewasnonesuchinthe historicinstitutionofslavery)andnoexternalthreat exists,thesystemwouldworkallthesmootherfora fewsemi-humanconcessions.Khrushchevhasforeshadowedthepossibilityofthisinhistreatmentof politicalopponents.Hedoesnotputthemtodeathas Stalindid;heletsthemrotawaygracefullyinremote places.

Thecrimeofbigbusinessismaterialism.Theythink theycangooncorneringnaturalresourcesandperfectingthemeansofacquiringwealthwithoutregardfor manorGod.Theyexhibitscarcelyanyregardfor nationalwelfareandawoefullackofcomprehensioncr interestinworldtrends.Meanwhile,theCommunist octopusspreadshistentaclesineveryplaceandthose whostandtolosemostaffectnottoseeit.Nerofiddles whileRomeburns.Evennowitisverymuchlater thanthetycoonsthink.Theyfaceasituationfrom

truthisfalsehood,etc."Havingmadeplainthepath forsocialisation,thetycoonsinadvancehaveadopted thelyingslogansoftheprocess.Coles,havingbeaten Woolworthstothedrawinthetaking-overofasignificantindustrysuchasfoodstuffs,havesimplifiedthe processforacombinationoftheirmutualinterests whichwillcrowdoutthesmallman,establishafood monopolyandthenchargewhattheylike.Inwhat senseisthatcompetition,orhealthy,oranassurance tothepublic?Itrepresentstheeliminationofcompetition,socialdecayandanone-too-subtlethreattothe public.

Soonerorlater(andthelatertheharder),theState governmentsaregoingtobeforcedtoactagainstthese anti-socialmanoeuvres.Theywillbecompelledtodo sobecause,especiallyinthefieldofmanufacturing,the monopolistswillpricethiscountryoutoftheexport markets.Onthehomefronttheywillbetheprimary breedingpensofrevolution.ForthisreasonourState governmentistobepraisedforseekingcapitalinvestmentsabroad.Itseemstheonlychannelforproviding competitionthatisrealandhealthyandforkeeping downpricesandprofits.Inthelongrun,however, onlysomemeasuresforfosteringindependent,smallscaleowershipwillprevailagainstthoseN.'haareruiningthenationaleconomyandpreparingthewayfor Communism.

Ifthemonopolistsfailtoactinaspiritofenlightened self-interestandcompelgovernmentstoaction,the countrywillbeindoubleperil.Itmaygaineconomic emancipation,butitwillsufferacontractionofpolitical liberty.Eveninthecaseofconservativegovernment, itisacomparativelyshortstepfromcontrollingthe growthandoperationofmonopolytobecomingthe monopolyitself.WhereLaborpoliticsareconcerned, thereisamoreimmediateperil,forherethenationis facedwithafactionwhichhasrecentlyre-dedicated itselftotheoutwornconceptofsocialisation.Sothat, onallscorestheperilofprivatemonopolydeveloping intothorough-goingsocialismisquitearealone.If thathappenseconomiclibertywillgodownthedrain withpoliticalfreedomandthecountrywillberipefor aMarxistcoup.

Thisisatimelyquestionbeforethechangingtime doesawaywiththerestofasacredbuildingthatwas erectedinastyleotherthanthattraditionallycurrent atthattimeinWesternAustralia,andnowalsothat theinterestofcompetentarchitectsonthecolonial architectureofPerthisbeginningtobestirredforthe goodofthepublic.

AlthoughPuginerectedmanychurchesintheUnited Kingdomaswellasinthecolonies,yetthereisno reasontobelievethatoldSt.Mary'swaspurposely desigedforPerth.Pugindiedin1852,theyearbefore Dr.Serra'sarrivalinLondon,andbeforeheheardof himorofhisplans.

Thepuzzlenowis:Whichplacewasthedesignintendedfor?WasPerthofallthecolonialcitiestheonly onetomakeuseofit?

Beasitmay,intheoldSt.Mary'swehaveaheritage ofsacredbeautyworthmodellinginplasterboardfor

Withthedesigninhand,Dr.Griverapproachedthe BenedictineBrothers,thenlivingatSubiaco,andhe obtainedtheirservicesforpracticallynothing.Including £100fromtheImperialGovernment,thebuildingdid notcostmorethan£5,000.

Stonemasonsandcarvers,blacksmiths,locksmiths, metallurgistsandcarpenters,theBrotherswere reckonedamongthebestofcolonialcraftsmen.They haderectedchurchesandpresbyteriesatFremantle, GuildfordandtheoldBishop'sPalaceinPerth.Now Theywerecalledupontoperformataskofsuchmagnitudeandcomplexityastorequirethebestoftheirminds andbravery.

Fortwoyears,dayafterday,whiletheworkof buildinglasted,theytrudgedthethree-mile-longsand tracktheythemselveshadcutfromSubiacotoPerth, workedfromSunrisetosunset-andevenuntilten, o'clockifthenightwereamoonlitone.

Religiousinstructioninthepublicschoolsisguaranteedunderthe1940concordatbetweentheHolySee andPortugal.ThecountryhasfoundinthearrangementasolutiontothefactthattheChurchherehasno educationalsystemofherown.

TheStatehighschools,withverylowfees,trainthe majorityofpupilstakingsecondaryeducation.They alsohavecompulsoryreligiousinstructionclasses, usuallygivenbythelocalpriestandsometimesby chaplainsorlaypeopleappointedbythebishop.

Thereisalargenumberofsmallprivateschoolsrun byindividuals.Butasubstantialproportionofsecondaryeducationisinthehandsofthereligiousorders. TheJesuits,forinstance,havetwobigschools,onein thenorthatSantoTirso,whichhasabout450boarders and70daystudents,andanotherinLisbonwith500 pupils.Thetuitionfeeforboththeseschoolsisabout £150ayear.Theyareconsideredtobeamongthebest inPortugal.

TheMaristBrothershavetwoschoolsinLisbon,one fordaystudentsonlyinthecentreofthecity,where thefeesareabout£65ayear,andtheotheraboarding school.Thesetwoschoolshaveanenrolmentofseveral hundredboys.

ThesamecongregationhasaschoolnearLeiriaand foursecondaryschoolsinAngolaandMozambiquein PortugueseAfrica.TheMaristsalsohaveanative teachers'trainingcollegeinthelatterprovince.

PortugueseDominicansrunalargedayschoolin Lisbon,wherethefeesareabout£20aterm,andthe Silesionshaveadayschoolofover600boysinthe LisbonsuburbofEstoril.Itisdividedintosecondary andtechnicalcourses.Sonsofwell-to-doparentspay, whilethosewhocannotpayattendfree,

mustsupplementthisbygivingprivatelessons.There isapreponderanceofwomenteachers.

Highschoolorlyceumteachersearnabout£550a year.IfemployedinStateschools,theyareentitledto asubstantialpensiononretirement.

Primaryeducationisofficiallycompulsory.Butin scatteredcountrydistrictsasmallpercentageofchildren escapetheeducationalnet,astherearenotenough inspectorstoseethateverychildgoesregularlyto school.

Elementaryschoolingendsattheageof11or12and only10percentofthechildreninPortugalgoonto highereducation,whichmeanseitheratechnicalcourse offiveyearsortheofficialhighschoolcourseofseven years,whichisessentialtoenteranyPortugueseuniversitiy.

ThethreeuniversitiesatLisbon,CoimbraandOporto arenotresidential.Studentseitherliveathomeorin lodgingsoruniversityhostels.Thisallhelpstokeep thecostofauniversityeducationtotheminimum.

Thereisaneedforreligiousformationinstitutesfor thelaity,butatpresentthechiefCatholicinfluencein thelivesofuniversitystudentsisthevariousbranches ofCatholicAction.TherearenoofficialCatholic chaplains.

OnedifficultywithCatholicActioninPortugalisthat ittendstobeverytheoretical.Butyoungpeoplewant action.Thisisespeciallytrueofundergraduates,some ofwhomhavestartedsocialactiongroupsintheuniversitytowns.BecauseCatholicsformsuchanoverwhelmingmajority,thereisnottheincentivetobear witnesstotheFaiththatisfeltwhentheyareina minority.

EveryEasterseason,largegroupsofsecondaryand universitystudents,oftennumberingasmanyastwo thousand,joinatspecialEastertideCommunionMasses. Teamsofpriestsinstructthestudentsandhearconfessionsfordaysbeforehand.

ThusitcanbeseenthateducationinPortugal, althoughnotagainsttheChurch,cannotbecalled Catholiceducationinthetruesense.Portuguesechildrenarenotcreditedwithabsorbingmuchreligionat thepublicschools.Theirgrestestchanceofdoingthis iseitherathome,attheweeklyparochialcatechism classes,orinoneofthevariousformsofCatholic Actionattheuniversitylevel.

Seoul,Korea:ChurchauthoritiesinKorea oreremainingneutralintheelectoralcampaignnowbeingwogedinthiscountry.

TheBishopsofKoreaendorsednopartyorcandidate, andissuednostatementontheJuly29elections,the firstheldheresincethegovernmentofformerPresident SyngmanRheewasoverthrowninApril.

Catholiclaymen,however,playedanimportantrole intheelections,despitethefactthatCatholicsnumber only417,079inatotalSouthKoreanpopulationof23 million.

Althoughmorethanascoreofnewpartieshave comeintobeingsincetheRheeregime'sdownfall,the Democraticparty-headedbyaCatholiclayman,former Vice-PresidentJohnChang-isseenhereasKorea's strongest.Itisexpectedtowincontrolofthenew NationalAssembly.

Strongestofthenewpoliticalgroupsarethree moderatesocialistparties-thePopularSocialists, KoreanSocialistsandReformAlliance.Allhavepublicly repudiatedcommunism.

Themainpointatissuebetweentheconservative Democratsandthesocialistgroupsiseconomic.The socialistsadvocateaplannedeconomy,whiletheDemocratsfavourthefreeenterprisesystem.Thereislittle differenceintheconservativeandsocialiststandson foreignpolicyandnationaldefence.

TheLiberalparty,formerlyheadedbyex-President Rhee,whichruledKoreabetweenWorldWarIIand theoustingoftheRheeregime,hasbeenseriously weakened.Whilemaintainingitsorganisationsinrural areasandsmalltowns,itisnotrunning'candidatesin cities,whichareDemocraticstrongholds.Someformer Liberals,however,arerunningasindependents.

ItthereforeseemstoUs tobeparticularlyopportunetoredirecttheattentionofOurbelovedchildrentotheindissoluble connectionwhichmustunite thetwodevotionsofthe mostholynameofJesus andofHismostSacred Heart,whicharealreadyso widespreadamongChristian people,tothat(devotion) whichhonourstheMost PreciousBloodoftheIncarnateWord"shedfor manyuntotheforgiveness ofsins"(Matt.26,28). Ifitis,infactofsupremeimportancethatsound harmonyshouldreignbetweentheCatholicCredo andtheliturgicalactionof theChurch,sincethelaw ofbelievingestablishesthe lawofprayer(cf.EncyclicalMediatorDei,Acta ApostolicaeSadie,XXXIX, 1949,p.45),andthatthere neverbeallowedformsof worshipnotoriginating fromtheverypuresources oftruefaith,itisalsoright thatasimilarharmony shouldflourishamongthose devotionsconsideredfundamentalandmoresanctifying.

Movinginthisatmosphere ofhonestfaithandsound piety,believersarecertain offeeling,togetherwiththe Church,thatistosay,of livinginthecommunionof prayerandofthecharityof JesusChrist,founderand supremepriestofthatsublimereligionwhichdraws fromHim,togetherwithits name,allitsdignityand worth.

IfWenowglancdbackon theadmirableprogressthat theCatholicChurchhas madeinthefieldofliturgicalpiety,insoundaccord withthedevelopmentofits faithinthepenetrationof divinevirtues,itisundoubtedlycomfortingto notethatduringthecenturiesclosesttoustherehave notbeenwantingonthe partofthisApostolicSee clearandrepeatedproofs ofconsentandencouragementforthethreeaforementioneddevotions,devotionswhichwerepractised frommedievaltimesby manypioussoulsandwhich werespreadlaterinvarious diocesesandreligiouscongregationsandorders,but whichwaitedtoreceive fromtheChairofPeterthe sealoforthodoxyandapprovalfortheUniversal Church.

S.HeartDevotion

Itsufficesfor torecallthatsincethe16thcenturyOurpredecessorsenrichedwithspiritualfavours thedevotiontotheSacred nameofJesus,ofwhich,in pastcenturies,St.Bernard ofSienahadbeentheuntiringapostleinItaly.It wasparticularlyinhonour ofthesacrednamethatthe officeandtheMasswere approved,andlaterthe litanies(cf.AASXVIIIa. 1886,p.509).

Nolessimportantwere theprivilegesgrantedby thepontiffstotheworship oftheMostSacredHeartof Jesus,intheadmirablepropagationofwhichsucha greatpartwasplayedbythe revelationsoftheSacred HearttoSt.MargaretMary Alacoque(cf.Officeofthe FeastoftheSacredHeart ofJesus,IInoct,lect.V).

Twocommitteesoften memberswereelected;the ladiestolooktotheneeds oftheschoolandtheSisters, andthementosupervise sportsgrounds,sportand workonthegrounds.

Oneteamwillrepresent theschoolintheEastAvon SchoolsCarnivalAssociationforbasketball,andas inotheryearstheboyswill joinwiththeKellerberrin andCunderdinboysinthe combinedConvents'team.

Asthecarnivalisheldon twoSaturdays,transport wasarranged.

Itwasdecidedatthe meetingthatthebazaarfor theSisterswouldonce againbeheldanditwas hopedtohaveassuccessfulafunctionasinprevious years.Thisistheonelarge parisheffortnowandboth ladiesandmenallgivetheir support.

Needingatleastadraw tomaintaintheirslight pointsadvantageover Wesley,Aquinasjust managedtoachievetheir objectiveinlastSaturday's roundofP.S.A.hockey. Theynowhave11points, whileWesleyandGuildfordareequalwith10.

ThenobilityofHandel's ConcertoGrossoNo.6was fullybroughtoutbutsoundedratherstaidafterthe Vivaldi.

Thethunderousapplause fromthemuchlargeraudienceattheMondaynight concertshowedthegreat impressiontheSaturday concerthadmade.Thebeginningoftheconcerthad thesamepatternasSaturday.FirstagloriousConcertoGrossobyCorelli,the No.7ofOpus6,followedby Vivaldi,thistimetheNo.11 ofL'EstroArmonico.Again Vivaldistolethehonoursof theevening,thistimeina morecertainmannerfor this,oneofhisbest-known works,reachesagreatness whichcanbecomparedwith Bach.

Fromthenonthepattern changed.Thethirdwork wasapianoconcertoby Martini,charminglyplayed byMirellaZuccarini.Ifear thatisallIcansayin praise.
