HisHolinessPopeJohnXXIIIhasexpressedsatisfactionatthe"growingsovereignty" oftheAfricanpeople.Inahalf-hourradiomessagebroadcasttoAfrica,thePopeexhortedAfricanstodirecttheirgrowthaccordingtoChristianprinciples.

HerepeatedtheobservationofPopePiusXIIinhis Encyclical"FideiDonum" (GiftofFaith)thatthe Africancontinent"isopeningitselftomodernlifeand islivingwhatisperhapsthe mostseriousyearofits millennialdestiny."

ThenPopeJohnadded:

"Wearehappytoexpress toyou Ourgreatsatisfactioninseeingtheprogressiverealisationofgrowingsovereignty.TheChurch rejoicesinitandtrustsin thewillofthoseyoung statestotaketheirdue placeinthecommunityof nations."

PopeJohnproceededto tracetheChristianhistory ofAfrica.Hepointedout thatAfricahadgivenasylumandprotectiontothe HolyFamilywhenitwas fleeingHerod.Hesaidthat Africa,soonafterthefirst Pentecost,welcomedthe Christianwordandthe legionsofmartyrsthatfollowed,amongwhomSt. Cyprianwasoutstanding.

ThePopesaid:

"Blossomingcommunities werebornalongtheMediterraneancoasts,thedesert becamepopulatedwithhermitslikeSt.Anthony,concernedwithfightingthe devilthroughfastingand prayer.AndatHippo,St. Augustinedirectedthe churchentrustedtohim withwisdomandtheologicalknowledge."

ThePopecommentedthat atonetimetheChurchhad disappearedfromentire sectionsofAfrica.Thenhe spokeofthearrivalofmissionariesandtherebirthof theFaiththere.

"TheChurchwelcomes the(new)Christiansof Africawiththesameaffectionwithwhichitwelcomeditsotherchildren,forit isthecommonfatherlandof souls,"hesaid.

Speakingoftheprogress ofmodernAfrica,Pope Johnsaidthattheattainmentofsovereigntydoes notsolveallproblems.He saidthatthereisaneedto workforthesounddevelopmentofeachnewstate.

Asanaidtothisde velopment,hesaid,the ChurchplacesatthedisposalofAfricannations"a disinterestedwayand,accordingtotheirneeds,principlesofactionthatare mostusefulforthedevelopmentoftheindividual,the familyandprofessional, civicandinternationallife."

ThePopeannouncedthe factinthecourseofhis WhitsundayeveningdiscourseinSt.Peter'sbasilica.

ThesynodoftheDioceseof RomewasheldlastJanuary24to31.Itswork atthattimewasareview bythepastorsofRomeof aprospectusofdiocesan laws.

Sincethen,theprospectushasbeenreviewedand possiblyrevised.Thefinal draft,calledtheconstitutions,willbecomelawwhen thePope,asBishopof Rome,promulgatesthemon June29. Itisexpectedthatinthe decreepromulgatingthe synodallegislation,thedate onwhichthenewcodewill gointoeffectwillbeannounced.

OnThursday,June9,ameeting,convened andpresidedoverbyRev.FatherWickers, O.S.M.,washeldattheChildrenofMary chapelforthepurposeofputtingthedevotion inhonourofOurBlessedLadythroughher PilgrimVirginstatuesinthisArchdioceseon anorganisedbasis.

Thedevotionisalready establishedinanumberof parishes,anditishoped andconfidentlyexpected thatgraduallyitwill spreadtoeveryparishin themetropolitanareaand tosomecountryparishes.

Theappointmentofacustodianandaguardofhonourmen,toescortthePilgrimVirginfromhometo homeconstitutesthelima stepintheestablishingof thedevotioninaparish; after,ofcourse,obtaining theapprovaloftheparish priest.

Thecustodianhasthe dutyofarrangingallmattersincludingthesecuring ofhomesthatwillbehosts toOurLady,thepersonnel oftheguardofhonour,the necessarypublicitythrough announcementsfromthe pulpitandonchoirnotice boardsandensuringthat thereisonthepartofeveryoneconcernedappreciation oftheneedofafullmeasureofenthusiasm.Inthe parisheswheretheDevotionisalreadyestablished thisnecessaryelementof enthusiasmhasbeenmanifestedinamarkeddegree. ThePilgrimVirginisguest ineachhomeforoneweek andgoesfromhometo homeoneachSaturday evening.

ThismeansthatanyteacherwhoattendsMassor givesalecturenotstrictly inaccordwithcommunist ideologycanbereplacedby afull-fledgedcommunist.

ThelatestMinistryof Educationwarningreiteratedadeclarationoflastyear settingSeptember1,1960, asthedeadlineforthoroughlycommunisticteachingstaffsinallHungarian schools.

Howtherulingwillaffectreligiousinstructionin schoolscannotyetbeforseen.Untilnow,religious instructionhasbeenallowed inelementaryschoolsonly, andonavoluntarybasis. Aftercateringforthesecondaryeducationofsomethousandsofboysduring thepast60yearstheChristianBrothers' College,nowsituatedatthecornerofSt. George's-ter.andVictoria-ave.,istobe movedtoanewsiteattheendofthe scholasticyearin1961.

FollowingapproachesbytheMunicipalityof PerthtotheChristianBrothers,negotiationswere conductedwithaviewtoincludingthepresent. Collegesiteinacivicdevelopmentplanwhichis`; aimedatstraighteningtheexistingbendbetween AdelaideTerraceandSt.George'sTerraceand wideningthesetwostreetstogetherwithVictoria Avenuetocaterforincreasingtrafficdemands.

TheCityCouncilhasprovidedanalternatesite. adjoiningtheW.A.C.A.Groundsandwithariver. frontageforthenewCollege.Thereissufficient landtoprovideafull-sizedfootballovalandother recreationalareaswithinthenewCollegegrounds. Thisisnotpossibleintheconfinedareaofthe -presentsite.Thenewbuildingwillprovideschool accommodationonmodernlinesinaquietenvironment.Thesuitabilityoftheexistingsituationhas beenimpairedinrecentyearsbythenoiseanddust nuisancecausedbyincreasingroadtraffic.

TheChristianBrothershavebeenpleasedto co-operatewiththepublicauthoritiesconcernedin implementingacityimprovementscheme,andthey havebeenproperlycompensatedtocovertheoutlaynecessarytoerectanewbuildingandeffecta transferofactivitiesfromtheiroldsite.

PendingthecompletionofthenewCollege,the existingschoolwillbecontinuedinuseuntilthe newbuildingisreadyforoccupation.Noinconveniencetoparentsorscholarswilltherefore resultfromthisarrangement.

ReverendBrotherT.B.Garvey,Provincialof St.Patrick'sProvinceoftheChristianBrothers, saidinaninterviewthattheBrotherswerequite satisfiedwiththearrangementsmadebytheCity Council.

Allthearrangementshadbeenmadesothatthe changeoverwouldcausetheleastamountofinconvenienceandinterruptionoftheboys'studies.

Inreplytoaquestionofthepossibilityofflooding oftheplayingfieldsinwinter,BrotherGarvey assuredthattheareawouldbewellaboveflood levelwhenreclamationwascompleted,alsothat theareawouldbewelldrained.

BrotherGarveystressedtheadvantageofthe newsiteasregardstheplayingfieldswhichwould bepossibleinthe14acresoftheproposedsite.

OnMonday,June6,a verytunefulandexhilirating renditionofaconcertversionof"TrialbyJury"was givenbytheGilbertand SullivanSocietyandgreatlyappreciatedbyanenthusiasticaudience. ThiswasfollowedbyMr. Pilkington'smoviecamera picturesofarecenttourof EuropeandtheBritishIsles. Mr.Pilkingtongaveacommentaryoneachpicture, whichwasveryinteresting andenjoyable. TheHolySeeandAustriahaveagreedonsettlements oftwoissuesarisingoutofAustria'sfailuretoenforce the1934concordatbetweenthetwoparties.

Inaccordancewiththeprovisionsoftheconcordat,a newdiocesewinreplacetheApostolicAdministration ofBurgenland.

ClaimsfortherestorationofChurchpropertiesconfiscatedbytheNazisduringtheiroccupationofthe countryhavealsobeensettled.

ButtheoppositionoftheSocialistparty,whichhas governedthecountrysincewar'sendincoalitionwith theCatholic-orientedPeople'sparty,continuestopreventfullimplementationoftheconcordat,longathorny issueinAustrianpolitics.Stilltobesettledare questionsconcerningmarriagelawsandCatholic schools.

TheApostolicAdministrationofBurgenlandineasternAustria,whichisnowtobecomeadiocese,was establishedfollowingthebreak-upoftheAustroHungarianEmpireafterWorldWarI.Itwasmadeup ofthepartsoftheGyorandSzombathelydioceseswhich becameapartoftheAustrianRepublicratherthanof Hungary.Apostolicadministrationsaresometimesset upinsteadofdioceseswheninternationalboundary changesareinvolved.

ThesettlementoftheChurch'spropertyclaimsconcernstheso-calledReligiousFund,afoundationorganisedinthe18thCenturybyEmperorJosephII.It consistedmainlyoftheformerholdingsofmonasteries andconventsdissolvedbytheEmperorinaneffortto obtainfundsfortheestablishmentofnewparishesand thesupportofthediocesanclergy.

Althoughincomefromthefundwasadministeredby thegovernment,itwasalwaysusedforChurchpurposes untiltheNazisconfiscateditwhentheyoccupiedAustria in1938.Atthetimeofitsconfiscationthefundcomprisedsome150,000acresofforestlandandbuildings.

TheonlycompensationtheChurchreceivedwhenthe Nazisseizedthefundwasthelegalrighttolevya "religioustax"amountingtoasmallfractionofindividualCatholicincomes.

Underthenewagreement90percentofthefund's holdingswillbecomethepropertyoftheAustrianState. Theremaining10percent-includingallformerReligiousFundbuildingscurrentlyusedbytheChurchand about12,500acresoflandedproperties-willbedeeded totheChurch.

Forrenouncingitsclaimto90percentofthefund's properties,theChurchwillreceiveapermanentannual paymentfromtheAustriangovernmentofahundred millionschillings,orabout£1,800,000.

Ratificationofthenewagreement,alreadyapproved bythenation'scoalitiongovernment,isexpectedbefore thesummerrecessofParliament.

Thereislittlechance,however,thattheconcordatas awholewillbeenforcedinthenearfuture,although theSocialistpartynolongerregardsitasillegal.

VaticanCity'sdailynewspaperhasdeniedaclaim madebyPoland'scommunistchieftaininaU.S.magazinethattheChurchisfreeinhiscountry.

L'OsservatoreRomanoreferredtotheauthor,Polish CommunistpartyfirstsecretaryWladyslawGomulka, onlyas"ahighexponentofthePolishCommunist party."

Mr.Gomulka'sarticle,appearinginthequarterly review,"ForeignAffairs,"said:

L'Osservatorerepliedthatsuchstatementscannotgo unchallenged,sincetheyarequitecontrarytothetruth abouttheChurch'spositioninPoland.Itdeniedthat anyconcessionsmadebythePolishStatetotheChurch inrecentyearscouldbedescribedas"tolerance."

ThenewspaperrecalledthattheChurch'spresent situationinPolandisdueentirelytothefactthatin 1956thePolishcommunistswereforcedtograntitnot thefreedomtowhichitisentitled,butafewofthe rightswhichhadbeenviolentlydenieditafter1950.

Since1950themoveforindependencehasbeengrowingstrongly.Somehaveachievedthetransitionby peacefulmeansandlegislation;others,suchasKenya, havehadtogothroughabloodbathsoterrifyingthat forcehadtobeusedtorestoreorder.Theimpatience thatisfeltbynationalistleadersisalwaysthreatening totakewhattheywantbyforce,evenwhenithurts theirownpeoplemore,ratherthanwaitforsomevery necessaryprecautionstobetaken.

ItisobviousfromthereportgivenontheMauMau terrorismthatChristianmissionsdidalottosave Kenyafromanarchyduringtheseven-yearrevolt.

In1650VincentdePauldetailedsomeofthisgeneral miserytotheConfraternityoftheLadiesofCharity, hisunfailingsourceofhelp.Theyhadmanyurgent callsatthetimeandtheirreceiptsweredwindling becauseofdistressinParisitself,buttheymadea specialeffort.Theydecidedtoprintpamphletsand leaflets,givingexcerptsfromthereportssentback. withanappealforcharityadded.

Vincenthimselfbeggedfromhousetohouseamong hisfriends.Heplacedhispriestsandbrothersinsuch placesatLaon,Soissons,Rheims,St.QuentinandSedan tomanagelocalrelief.TheDaughtersofCharitywere deputedtonursethesickandthewoundedsoldiers andtofeedthehungryin12differentareas.

Consignmentsofmoney,foodandclothingonthe waytothenorthwereseizedbythebanditsandsoldiers, soVincentappliedtotheKingforconvoyprotectionfor hiscaravans,whichwasgrantedandguaranteedby severepenalties.Ingeneralitwasthesamestoryof destruction,disease,deathandimmensemisery.

Today'shappyco-operationbetweenCatholicand Protestanteditorsisaby-productofthe1956General SynodoftheGermanProtestantChurchatHanover. CatholicandProtestantjournalistscoveringthemeetingheldtheirownprivatesynodtodiscussmajor religiousissuesandcontroversiesinthenews.

Outofthisinformalget-togethergrewapreparatory committeeoffiveProtestantandfiveCatholicjournalists,includingtheeditors-in-chiefoftheCatholic andProtestantnewsservicesinGermany.Thiscommitteehasorganisedfull-scalemeetingsofProtestant andCatholicjournalistsatleastonceayear.

StatisticsofJune30, 1959revealthattherewere 266,262CatholicsinJapan inthetotalpopulationof about92millions.Though Catholicsarenotnumerous itisinterestingtonotethat theirnumberhasmorethan doubledsince1949whenthe totalCatholicpopulation wasonly130,900. Apackedtheatregaveafittingwelcometo SirMalcolmSargentlostSaturdaynight;fitting,forthismanhasdonesomuchtoeditcafetheordinaryEnglishman-in-the-streetin loveofmusic.

Iliketothinkthatsome whocametotheCapitol outofcurioisityexperiencedthatshockofrapturewhichsomemany thousandshavehadwhen hearingtheirfirstlive performanceofgreat music.

Theenthusiasticapplause waswonbyatransformed orchestraplayingattheir highestlevelforalongtime past.Iwaspleasantlysurprisedbytheircapacityto givea performanceof Brahms'FirstSymphony abovethelevelofmere technicalcompetence.This work,oneofthegreatest outpouringsofthehuman spirit,callsforanorchestra twicethesizeofoursand makesinstrumentaldemands whichsimplyarenotavailablehere.Perhapsthetragic conflictofthefirstmovementmighthavebeena littletowardsthepathetique becauseofthesefactors,but theresolutionofthatconflictbythefamoushorn passageinthefourthmovementandtriumphalentry ofthestringscouldnotbe faulted.Thehornsareso oftentheweakestsectionof

theorchestrathatitwasa consolationtohearsuch nobleplaying.Onthepreviousnighttheyfailedlamentablyinthe"Water Music."

TheSaturdayperformance ofthe"WaterMusic"was impeccable;thisHartyarrangementforamodern orchestrahaslongbeena favouritewithEnglishaudiencesandSargenttookitin hisstride.TheChinesebassbaritone,Yi-KweiSze, soundsverymuchbetterin thefleshthanovertheradio, whichseemstomufflehis delivery.Hesang"Ihave attainedtopower"andthe DeathofBorisfromBoris GoudonovbyMoussorgky. Hisintenselydramaticinterpretationowedsomethingto theeyeaswellastothe ear,asthesimpleactof closingone'seyesproved, buttherewasnodoubt hissincerity.

Theremainingitem, Tchaikovsky'sThemeand Variations,isapleasant pieceofnogreatconsequence;theperformance wasneatandcrisp. -Amadeus.
