PopeJohnthusbroughttothethresholdanevent whichwillalmostcertainlybethemostimportantfor theChurchinthe20thCentury.Hisannouncement cameonPentecostSunday,thefeastonwhichayear agoheestablishedthePontificalAnte-preparatoryCommissionfortheecumenicalcouncil,theworkofwhich isnowcrownedbythenewannouncement.

ParamountimportanceofthePope'sactionlayinthe factthatingreatparthewasalreadyfashioningthe characteroftheSecondVaticanCouncil,althoughits datehasnotyetbeenset.Forhenotonlyestablished thetenpreparatorycommissions,bur-possiblyofeven greaterpopularinterest-healsoestablishedtwosecretariats:onetodealwithquestionsofcommunications media,theothertodealwithquestionsofChristian duty.

TheMotuProprioleftnodoubtthatChristian unitywouldbeadominantthemeintheSecond VaticanCouncilsincethiselementwasgivena prominentplaceinitstext..Inthefirstparagraph thePepesaidthat"thereisquickenedoncemore thehopethatthosewho,thoughclaimingthename Christian,andyetseparatedfromthisApostolic See,maylistentothevoiceoftheDivineShepherd andapproachtheoneChurchofChriist."

AfewparagraphslaterthePoperecalledhisfirst encyclicalletterinwhichhehadstatedtheecumenical council'sprimaryobjective.Hequotedit,saying:"The eventwillsurelybeawonderfulmanifestationoftruth, unityandcharity;amanifestationindeedwhichWe hopewillbereceivedbythosewhobeholditbutwho areseparatedfromthisApostolicSee,asagentle invitationtoseekandfindthatunityforwhichJesus ChristprayedsoardentlytoHisHeavenlyFather."

AndhedeclaredthatthesecretariatonChristian unitywouldbeestablished"asatokenofOuraffection andgoodwilltowardsthosewhobearthenameof ChristiansbutareseparatedfromthisApostolicSee, toenablethemtofollowtheworkofthecouncilandto findmoreeasilythepathbywhichtheymayarriveat unity

Henotedhowhehadpersonallyexamined"withthe greatestattention"thesuggestionsandadviceofthe bishops,thepiopssalsofthesacredcongregationsand thestudiesoftheuniversities.

Heprovidedthathewillmakeallmajorappointments tothecommissionsandsecretariatspersonally.thathe willpresidepersonallyorthroughhispersonallegate overthecentralcommi,,sion,andthatthecentralcommissionwillberesponsibleforreportingtohimpersonallyontheprogressandconclusionsofthepreparatory commissions.

TheMotuProprioprovidedthatthepreparatory commissionsfortheSecondVaticanCouncilwillbe organisedinthismanner:

Atthetopwillbethecentralcommissionpresided overbythePopehimselforhislegate.Itwillhaveas itsmembersthetencardinalpresidentsoftheother commissionsalongwithcertainothercardinalsand bishopsofthePope'schoosing.

LastweektheNewcastleAnglicanSynodrequested theNewSouthWalesDepartmentofEducationtowithdrawahistorytext-bookfromschools.Thegroundof theobjectionisthatthebooklinksKingHenryVIII's romanticinterestswiththeformationoftheAnglican Church.Iconfesstoacertainsympathywiththe Anglicandifficulty.TheerectionoftheEstablishment isnotsooldasHenryVIII;itwasformulatedduring thereignofEdwardVIandroundedoutunderElizabethandsubsequentreigns.

Butthefirstpointsofseveranceweremadebythe lustfulHenry.WhennewsofthePapaldecisionagainst theroyaldivorcereachedEngland,HenryVIIIgavehis assenttofouranti-PapalstatutespassedinParliament in1534.InNovemberofthesameyearthestatuteof theRoyalSupremacydeclaredtheKingtobeSupreme HeadoftheEnglishChurch(withoutthelimiting clauseof1532)andanoathwasprescribed,affirming thePopetohavenojurisdictionintherealmofEngland.

WhatthisamountedtowasthattheCrownclaimed tobethesourceofalljurisdiction,secularandecclesiastical.Thekingclaimedabsoluterightovertheappointmentofbishops;theyhadtoseektheirfacultiesfrom himandtheapprovaloftheircanons.This"Magna Cartaoftyranny"remainsinforcetothepresentday. TheCrown,supportedbyParliamentandthecourtsof law,preservestheRoyalSupremacyasaneffective realityandbothdoctrineandecclessiasticalappointmentscomeundertheirpracticalandsubstantialcontrol.

ItistruethatwhiletheHenricianperiod(1534-7)did seethesetting-upofanationalChurchindependentof Romeandthetransferofsupremespiritualauthority fromthePapacytotheCrown,Catholicdoctrineremainedintact.TheinfluenceofmenlikeCromwell, CranmerandSeymourbroughttheEnglishChurchinto sympathywiththeReformationandpavedthewayfor theProtestantismwhichcameinunderEdwardand Elizabeth.EvenduringHenry'slifetimetherewas agreementonaseriesof13Articleswithcontinental "reformers"whichcorrespondedverballywiththe LutheranConfessionofAugsburg.

ButwhethertheAnglicanChurchcameintobeing underHenry,EdwardorElizabethseemstomissthe essentialpointthatithadnoconnectionwiththe Apostolicsuccession.Anglicanarticlesofbeliefand liturgyhavebeenpracticallyunchangedsince1662,but thatisexactly1662yearstoolateforanyvalidclaim tobeabranchoftheChurchestablishedbyChrist.

From1906to1914FatherGiuseppeRoncalli mademanyvisitstotheAmbrosianLibrary.oneof Italy'smostcelebratedchurchlibraries.Inithe beganaworkthatoccupiedpartofhistimefor50 years.

ThefuturePopecameacrosstheunpublished papersofthepastoralvisitsofSt.CharlesBoromeo followingtheCouncilofTrent.Ontheadviceof thechieflibrarian,Mgr.AchilleRatti,wholater becamePopePiusXI,theyoungpriestbegan arrangingandcommentingonthedocuments.The fifthandfinalvolumeofhisworkwaspublisheda year(ifterhiselectionasPope.

FromKhrushchev'struculenceattheabortiveParis conferencetohislatestloutishattackonPresident Eisenhower,twomajorgoodeffectshaveproceeded. TheAmericanUndersecretaryofState,Mr.Robert Murphy,recentlystated:"Summitryistheleasteffectiveformofnegotiationwhichhasthusfarbeen devised."ArecentarticlebyformerU.S.President Trumanrevealsasimilartrainofthought.TheBritish Oppositionleader,Mr.Gaitskell,saidrecentlythatit

ssesssr,storlotoostotoscovoutaiAoststAstiiikoskots

wasnogoodtalkingoffurthersummitconferencesfor sometimetocome,andthatEast-Westrelationsshould behandledthroughdiplomaticchannelsandinternationalconferencesatlowerlevels.Morerecently, Mr.Nehru,ofIndia,statedbluntlythattheSummit cliquecouldnotmakedecisionsforall.

ThereisnodoubtthattheSoviet'sactionshavegone alongwaytowardsdestroyingbeliefintheefficacyof summitconferences.Itseemstomethatareversionto thetraditionalmethodsofdiplomaticexchangesthrough intermediarieswouldatleastsavetheworldfromthe atrociouspersonalonslaughtsofbarbarianslikeKhrushchevandwouldridsimplepeopleofthepsychological see-sawofalternatinghopesandfearsthroughwhich theRussiansconductthecoldwar.

ImpossibleForGoodLeninists

Co-existencehasreboundedwithavengeanceonits authors.So,whenMr.Macmillansaidrecentlythat co-existencewasstillthepolicyoftheBritishGovernment,wecanonlysupposehewasspeakingsatirically. Itseemedobviouswhenhefollowedupthisremark withthehopethatco-existencewouldagainbeacceptabletotheSovietGovernment.Mr.Macmillanisa realistwhenheadmitsthattheorthodoxMarxist doctrineconceivedtheworldasmovingtowardsan inevitableandfinalclash.Justhowyouco-existwith thatsortofmentalityisaprofoundmystery,butwe canagreethatweshouldnotretirefromthestruggle "asthepacifistsanddefeatistswouldhaveusdo."

Atthemomentitisofprimaryimportancetoget intoasmanyheadsaspossiblethatCommunismhas notabateditsaimsoneiota.Khrushchev,MaoTse-tung andtherestareabsolutelyandmonolithicallyunitedin theobjectiveofbringingthewholeworldunderRed control.Khrushchevissaidtobelievethatthiscanbe donebyeconomics:theChinesecontenditcanonlybe donebywar.

TowardstheendofApril,theauthoritativejournal, "RedFlag,"calledonCommuniststopreparefor"a justwartoendtheunjustwar"forwhich"Eisenhower andhisilkareactivelymakingready."Further,itsaid, that"theimperialistsystemwillnotcrumblebyitself. Itwillbepushedoverbytheproletarianrevolution." OtherPekingnewspapers(priortotheSummit)proclaimedthatco-existencewithcapitalismis"impossible"forgoodLeninists.

Sothereisthesituation.Onepartyisdedicatedto thepropositionthatitwillconquertheworld,either bysuperiormanufacturingtechniquesorbysuperiority ofarms.Itwillthenimposeontheworldasystemof slaverysuchasitinflictsonhalftheworldtoday.The oherpartyisdedicatedtothepropositionthatitwill notsubmittoslaveryandwillfighttothedeathto preserveitslibertiesandwayoflife.Betweenthese twonotionsthereisnothirdway.Co-existenceis

merelyaverbaltrick,butitisatrickthathasbeen repeatedsuccessfullymorethanonce.

Themaniaforsummitconferencesisallonthesideof Communism.Theycanandhaveusedthem(asinthe disarmamentconferences)forendlesstalkwhichleads nowhere.Notonlydotheynotproduceresults,but theyengenderconfusion,alternatinghopesanddoubts, andennui-allofwhichsuittheMarxistbook.Inaddition,theyserveaspropagandasounding-boardstoa fargreaterextentthansessionsoftheU.N.General Assemblywherethewiderrepresentationactsassome kindofcurb.

ThesuddenRedenthusiasmfordisarmamentembodiedinKhrushchev'snewplanmaywellreflectthe jarRussiansreceivedonlearningthattheirmuchvauntedarmourydidnotincludeaweaponwhichcould preventU-2flightsovertheirterritoryduringthepast fouryears.Ofcourse,theywillnotacceptanadequate systemofsupervision-whichmeansthattheyarenot genuine,butonlyplayingfortime.

TimingOfRenewedPleasFor RedChinaIsMostInfelicitous

Whatevercogencymaylieintheassertionsthatthe freeworldoughtto"recognise"RedChina,thereisa retardedsenseoftheappropriateinthetimeschosen forpressingthisadvocacy.Foronething,thereisa solidcaseforbelievingthatKhrushchev'svolte-faceon theSummitConferencewascausedbypressurefrom RedChina.OnPeking'sownadmissionstheChinese wantwarasameansofattainingthe"goalsofSocialism."Thattheviewsstatedfirstin"RedFlag"were officiallyendorsedbytheMaoTse-tungregimeisborne outbythefactthatthearticlewascirculatedbythe CommunistNewChinaNewsAgencyandwasreprinted onthefrontpagesofallPekingnewspapers.

Mr.Nash,thePrimeMinisterofNewZealand,was recentlyadvocatingtherecognitionofPekingatthe LondonmeetingoftheBritishCommonwealthnations. EvenmorerecentlyourownMr.MenziesinAmerica appearstobepeddlingthesamebarrowbutwithsome diffidence.Itismostunhappyforboththesegentlemen thatPresidentEisenhowerhasfeltitnecessarytowarn SeatotobealertforfurtherChineseaggressioninits areaandforMr.Hertertopredictsomesuchmoveas theresultoftheSummitfiasco.

Surely,too,itisawretchedpieceoftimingatthe momentwhen,accordingtoPressreports(mainly Indian),awide-scalerevoltofTibetansagainstthe RedaggressorshasbrokenoutandthePanchenLama, formerlyasupinetoolinPeking'shands,hasfledfrom theinvadersofhiscountry.

Itmustbeplaintoordinarymenthatrecognitionof ChinawillbenefitnoonebuttheCommunists.The answertoallegationsthatweareatsomedisadvantage inwithholdingrecognitionisthattheUnitedStatesis notweakeninginthisregard.

Furthermore,alltheearnestpeoplewhowishtomake theRedChineserespectablearecuriouslysilentabout whatistohappentoFormosaandthemillionsoffree ChinesethroughoutSouth-EastAsia.Aretheyexpendable?IftheygoundertheyokeoftheBambooCurtain, itwillbeasgreatabetrayalasthatofPoland.Ifwe cannotkeepourmindsclear,atleastletuskeepour handsclean.

ItisasadirectinspirationoftheMostHighthatWe haveregardedthethought,thatflowerofanunforeseen spring,whichfromthefirstdaysofOurpontificate presenteditselftoOurmind-thesummoningofan ecumenicalcouncil.

Indeed,fromthissolemngatheringofbishopsaround theRomanPontiff,theChurch,belovedspouseof Christ,canacquireinthesetroubledtimesanewand yetwiderrenown.Bymeansofthis(gathering)there isquickenedoncemorethehopethatthosewho,though claimingthenameofChristian,andyetseparatedfrom thisApostolicSee,maylistentothevoiceoftheDivine ShepherdandapproachtheoneChurch.

OnJanuary25,1959,theFeastoftheConversionof St.PaultheApostle,afterhavingtakenpartinthe sacredceremoniesattheOstianBasilica,Wedeclared openlytotheSacredCollegeofCardinalsOurintention ofsummoninganecumenicalcouncil.Theyreceivedthe annoucementwithgreatjoyandwarmgoodwishesfor itsoutcome.Then,onMay17following,theFeastof Pentecost,toensurethatthepreliminaryworkmight becarriedoutwithpromptnessanddiligence,Wenamed anante-preparatorycommissionfortheecuemenical council,composedofselecteddignitariesoftheRoman Curia,andpresidedoverbyOurdearson,Cardinal DomenicoTardini,OurSecretaryofState.

Nowitseemsclearwithwhatsubjects,takenfrom thematerialgatheredtogetherinsuchabundance,theforthcomingecumenicalcounciloughttobusyitselffor thegoodoftheChurchandthesalvationofsouls.Consequentlythetimehascometoproceed,withGod'shelp, tothesettingupofthecommissionswhichhaveto devotethemselvestothestudyofthematterswhichit willbepossibletohavediscussedatthecouncil.They willbemadeupofcardinals,bishopsandecclesiastics notedfortheirvirtueandlearning,fromboththe diocesanandreligiousclergy,chosenfromdifferent partsoftheworld,sothat,inthisrespectalso,the catholicityoftheChurchmaybedisplayed.

BythispresentMotuProprio,therefore,Wemake thefollowingdisposition:

(1)InordertopreparefortheSecondVatican EcumencialCouncil,preparatorycommissionsarebeing established,andtheirfunctionistostudythesubjects selectedbyUs,whilekeepingbeforethemthewishes expressedbythebishopsandtheproposalsofthesacred congregationsofthe.RomanCuria.

(2)Theindividualcommissionswillbeabletodivide atneedintosectionsandsub-commissions.

Wewhoaresofarawayfromthecentreofthe Church'sadministration,andwhosemaincontactiswith membersofProtestantandpost-reformationdenominationsofadividedChristianity,tendtothinkofChurch unityinsomuchasitaffectsonlytheChurcheswhich weknowofinourownsphere.

ThemindoftheHolyFather,however,isstretching tothefarwiderhorizonsoftheUniversalChurch. MotivatedbythewordsofChristthattherebebutone Church,whichwillguidementotheireternaldestiny, thePopehasextendedinvitationstotheEastern ChurchesnotincommunionwiththeHolySee.

Thereareover250millionChristiansintheEastwho areoutsidethefoldofSt.Peter.Theirforebears,upto the11thCentury,werepartoftheUniversalChurch andwerelostwhentheGreatSchismbegan.Sincethat timesomefewhavereturned,butnotmany.Their nationalitiescompriseRussians,Ukrainians,Ruthenians, Bulgarians,Serbians,Croatians,andotherSlavpeoples.

Thecentralthoughtwhichweshouldhaveofthese, ratherthanviewingthemwithmistrustandaccusing themofheresy,istorememberthattheyhavevalidly ordainedpriestsandvalidlyconsecratedbishops.They havetherealMass,Communionandothersacraments.

DoestheHolyFatherwishtohaveabsoluteunity throughouttheworld?Theanswermustbe:Unityof Faith,yes;butunityofrites,no.Wheneverthequestion oftheEasternChurcheshasarisenthePopeshave alwaysbeenclear-sightedintheirvision.

Littlemore,knownin Newman'stimeashis "monastery"andnowofficiallycalled"TheCollege," isinfactarowoflittlecottageswithasmallhallat

oneendwhichwasoncehis library.Whenthevery tumbledownbuildingwent ontothemarketafewyears agotheOratorianFathers boughtitandforthepast twoyearshavebeenbusily restoringittoitsoriginal historicappearance.

Theyhaveestablished Newman'sbedroomaswell ashischapelororatory. Eventheoriginalironfenderbeforethefireinthe bedroomhasbeenreplaced andtheplainbrickfloorrepaired.

Newmanacquiredthe building,partofadisused farmandstables,in1841 whenhiswritingsmadehis positionasvicarofOxford's universitychurchincreasinglydifficult.Itforms Iwosidesofaquadrangle, therestbeingenclosedbya longgardenwhichheplantedhimselfwithshrubs. Newmanworkedhardto restorethebuildingwhich wasthenalsoverydilapidated.HetoldFatherBarberi,alreadyhisfriend,that "aCapuchinmonastery wouldappearagreatpalace ,whencomparedwithLittlemore."

AlreadyNewmanhadgot (heideaofformingan "oratory"andgathered aroundhimtherenineother Oxfordmen.Theylived togetherastrictcommunal life,includingjointrecital ofthebreviary,meditation anddailysilence.Allof thembecameCatholics.

DuringthenightofMarch 6and7,about200menattackedavillagethatwasset upforlepersabout40kilometresfromSaigon.Firing upontheresidenceofthe chaplain,FatherV.Berset C.M.,theyawakenedtheentirevillage.Thepriestwas tiedupbysomeoftheattackerswhileothersroundedupfiveSisters,DaughtersofCharityofSt.VincentdePaul,oneofwhom isFrenchandfourVietnamese.TheSisterswereobligedtohandtheirkeysto theattackers.Theentirevillagewaspillaged.Theassailantsdestroyedeverything includingtwoautomobiles whichtheysetonfireand tookawaymedicines,clothingandfood.Duringthe attackthelepersofthevillagewerekeptintheirlodgings. BishopQuinnhadbeen workingasamissionary priesthereinFormosasince hisarrivalin1952.Atthe timeofhisdeath,thetall, thin,mild-manneredVincentianwasservingwiththe pastorofSt.Mary's,Father ThomasSmith,C.M.whohad formerlybeenoneofhis missionersinYukiangand withwhomhewasexpelled fromtheChinaMainland inOctoberof1951.
