Berlin,-ThelocalsecretaryoftheCommunistpartyinPoland's"model"industrialcityofNowaHuta wasremovedfromhispost followingclashesbetween policeandCatholicdemonstrators,itwasreported here. Thedemonstrationstook placeApril27and28in t theattemptedremovalofacrossmarkingthesiteearmarkedfor NowaHuta'sfirstchurch.

NowaHuta,siteofthe Leninsteelworks,thelargestinPoland,wasbuilt nearCracowadecadeago hasmirethan100,000inhabitants.Noprovision

wasmadeforachurch,but followingtheousterofthe Stalinistregimein1956,the governmentagreedtoleta churchbebuilt.Landin focalpointofthecitywas setasideforthepurpose, andin1957,Archbishop EugeniuszBaziak,Apostolic AdministratoroftheArchdiocese-ofCracow,dedicated thecrossmarkingthesite. Permissionforconstructionofthechurchwassaid tohavebeenrevokedby governmentofficialslast yearongroundsthatanew schoolwasneededonthe site.Butitisunderstood thatthecrossstillstands there.

YetKhrushchevhasdonejustthat.Hismoralindignationoverthesky-spycaseis,ofcourse,themost cynicalwindow-dressing-Satanisnotseriouslyoutragedatthesightofsin.WhiletheSovietplaysthe spy-caseforwhatitisworth(andforagooddealmore thanitisworth),twopatternsemerge.

ThefirstisthattheSovietaimstosmashthewhole basisonwhichtheNatoalliancerests.Heroutrageous threattoattackwithrocketsbasesfromwhichU.S. planesoriginatedtheiraerialintelligencemissionsis clearlythemostblatantblackmailtoforceoutthe smallernationswhichsupportNatoandsotobreakthe U.S.encirclementoftheSovietbyatomicbaseswhich atpresentrestraintheKremlinfromusingitsintercontinentalballisticmissiles.

ThesecondpatternisthattheSoviethadtofindsome pretexttobreakuptheSummitConference.Forall hisbluster,Khrushchevknowsthathecannotfoolthe worldindefinitelyastotheSoviet'sulterioraims.If hesitsinwiththeAllieshewillmakenoprogressabout thedivisionofGermany,hemaybeforcedtosomekind ofgenuineatomiccontrolandtosomekindofpractical gesturetowardsendingorabatingthecoldwar.

ThiswouldnotsuittheSovietbookandtheycannot affordtoloseface.BythesametokenKhrushchev mustknowthatstrainofthesortwhichnowholdsthe worldinaphysicalandmoralparalysiscannotbe indefinitelysustainedwithoutriskofamajorexplosion. Thereisatermtopatience;therearelimtsbeyond whichnervousstraincannotbeprolonged.

SummitFailureNoTragedy

Anindicationofthegravityofthenervekrieg-and onewhichtheSovietUnionshouldponderdeeply-was thefirstglobalalertnesstestoftheU.S.armedforces. Inpracticaltermssuchanexercisesignifiesthatthe Americansareona24-houralert,fearfulofRussian .intentionsanddeterminednottobecaughtoutagain inawarwhichmightbelaunchedinthewinkofan eye,eitherdeliberatelyorthroughmiscalculation.This atmosphereofhateanddistrusthasnot,ofcourse, suddenlygeneratedoutofthesky-spycase.Ithas existedeversincetheendofWorldWarII.Itproves thatdiplomaticmanoeuvres,Summitconferences,etc., arebogus,thatco-existencehasnorealmeaningand thattheevildayofreckoningwiththeimperialforces ofCommunismcanonlybedeferred.WhenKhrushchev calledofftheSummitConferenceonsoslightapretext itwasthemeasureofhisinsincerityandcynicism.

ItisnotragedyatallthattheSummitConferencehas beenscuttled.Butitishearteningtoknowthatthe SovietrealisedthattheAlliednationshaveatlast foundsome,moralresolutiontostandbytheirguns. Beforethespy-casebrokePresidentEisenhowerhad suggestedthatVice-PresidentNixonmightrepresent himinParis.ThatinitselfsuggeststhattheAmericans werenotpinninganygreatconfidenceinwhatmight emergeattheSummit.

Whateverotherconsequencesmayfollowonthetrial ofCaptainPowers,atleasttheveneerofpretenceabout thecoldwarhasbeenstrippedaway.Itwillremind thewoolly-mindedthatthemenaceofCommunismis stillwithus,absolutelyunchanged;strongerandmore stridentthanbefore.Itmayevensteeltheresolution ofthetimidtofacethefactthatthisisthecrucialissue ofourtimesbesidewhicheveryotherconsideration fadesintoinsignificance.Thosewhodonotactively fightCommunismmustbecountedamongitsallies,for itcouldneverhavereacheditspresentgargantuan proportionsbutfortheapathyandlethargyofthe democracies.

WhenKhrushchevdemandsanapologyfromEisenhowerandguaranteesagainstrepetitionofaerialintelligenceflights,heaskstheimpossible.Forwhenthe Americansdecidedonthecorrectlineoffrankadmissiontheyrestedtheircaseonthe"simpleactof survival."Thereisnootherwayinwhichthefree nationscanprovideagainstthesecretmachinationsof internationalCommunism."Time"magazineputthe issueinanut-shell:"Thechanceofexposuremay begreat,buttheriskinvolvedinnottryingisfar greater;theprobablepenaltywouldhemorethanmere embarrassment.''

Forthoseseekingapatternofnegotiatiohoneducationtheaccountofthe workgivenisacopybook. Emphasisislaidonthe unanimityoftheaimsand opinionamongsttheCatholicBishopsofEnglandanti thepowerfulleadershipof ArchbishopHeenaninLiverpoolandCardinalArchbishopGodfreyatWestminster.BishopBeckwas congratulatedbyonevery eminentauthorityonEnglisheducationwhosaidthat forthefirsttimeinhislong associationswiththeproblemsofCatholicschoolsthe Catholicleadershadstated clearlyandpreciselywhat theywantedandwithwhat theywouldbecontent.

Itisclearthatgreatand persistenteffortsweremade toavoidsectarianbitterness andtosecurewidesupport andunanimousbackingfor themeasure.Nevertheless asandwhenrequired,BishopBeckandotherCatholic Bishopsdidnothesitateto firmlyindicatethatinthe backgroundoftheirnegotiationstherewasawellorganisedbodyofCatholic laitywhoseunsatisfieddemandscouldbeanembarrassmenttopartiesatelections.Infact,intheLabourParty,adistinctanxietywasexpressedthat Catholiceducationshould notbeanissueatelections.

Itisinterestingthatfor thefirsttimeinthelong storyofrelationsbetween ChurchschoolsinEngland andeducationadministrationthecausewasleadnot bytheestablishedAnglican ChurchbutbyCatholics.

Innegotiationsitwas madeabundantlyclearthat theGovernmentfearedthe impactofanyrevivalofthe historicalFreeChurchoppositiontoChurchschools. CourageouslytheCatholic bodytookthisonand soughttomeetit.Intwo majorareasinEnglandlay committeesmadeadoor-todoorcanvassofFree Churchopinion. Itfound itnotunfavourable.Attop levelBishopBecksought discussionswiththeFree ChurchCouncilwhichtook placeandreachedpartial butonlypartialagreement.

TheFreeChurchesthemselvesultimatelyattacked theEducationBillinthe "BaptistTimes,"callingita pitifulsurrenderandcalling forafighttodefendthe Governmentwhenitoffered itselfforre-election.PreviouslytheGeneralSecretaryoftheFreeChurch Councilhadattemptedto mobilisetheoppositionof FreeChurchM's.P.inParlimentandtoorganiselobbyingofallM's.P. Theattitudewasof course,completelynegative, asmustbeallsectarianoppositiontoCatholicclaims forjusticeineducation. Nevertheless,theeffortwas anall-out,"powerfulone. GovernmentMonopoliesStand

Thecompromisephrasingadoptedonthematter statesthatindependentnationalinformationmedia shouldbeencouragedandthat"nogovernmentor publicorprivatebodyorinterestsshouldexercisesuch controlovermediafordisseminatinginformationasto preventtheexistenceofadiversityofsourcesofinformationortodeprivetheindividualoffreeaccessto suchsources."

TheBulgarianrepresentativetriedtointroducea condemnationoftheproductionordistributionof obsceneliterature,orliteratureincitingtoracialhatred. Theargumentthatthisopenedthedoorto'censorship defeatedhissuggestion.

TheU.S.S.R.insistedthatinformationbe"accurate, objectiveandcomprehensive."Spainwantedittobe "truthful."Polandwantedtobanthe"dissemination offalseandtendentiousnews."Thefinaltext,however, placestheresponsibilityforaccuracyoninformation mediainsteadofongovernments.

TheU.S.representative,WalterKotschnig,whofought forthispoint,maintainedthatthedutyofinformation mediaistheaccuratereportingoffactswhetherthey arepleasantorunpleasant.EvenwhererelationsbetweenStatesaretemporarilyimpaired.heobserved, truefactsleadtopeaceinthelongrun.Onlyafull andfreeflowofinformationrevealsthebasicdifferences betweenStates,hesaid,andthesecannotberesolved untiltheyareknown.

HesaidthisinreplytotheperennialSovietattempt tomakeinternationalfriendshipandunderstandingthe "duty"ofinformationmedia.OtherusualSoviet "peace"propagandadevices-likethecondemnationof "warpropaganda"-keptrecurringthroughthedebate, butwithouteffect.

Itwasnotedduringthedebatethatamajorobstacle tothefreeflowofinformationinmanyunder-developed countriesisthelackofnewsprintandtrainedpersonnel. Remedyingthelattershortagefallswithinthescopeof thetechnicalassistanceprogrammeoftheU.N.Educational,ScientificandCulturalOrganisation.

Theadoptionofthedeclarationisinlinewithan increasingtrendtowardsdeclarationsofprincipleinthe U.N.Thisisduetothelongdifficultiesencounteredin draftingthehumanrightscovenantsandtheverydim possibilitythatanysuchtreatiescanbeenforced.

Ontheotherhand,theUniversalDeclarationof HumanRightshashadaninfluenceontheconstitutions ofmanynewStatesandonthelegislationofothers.

ItsgrowingauthorityisevidentinU.N.discussions andresolutions.Anappealtothetextofoneofits articlesisgenerallysufficienttoendanargumentover aphraserelatingtofreedomorhumanrights.

Thosediscouragedbytheslowprogresstowardsuniversalrespectofhumanrightsplacetheirhopeinthe ultimateeducationaleffectoftheshortdeclarations, whichareconsideredtosupplementandenforcethe universaldeclaration.

TheDeclarationontheRightsoftheChildadopted atthelastGeneralAssembly-andcommendedbyHis HolinessPopeJohninarecentaddress-isonesuch declaration.AnotherontheRightofAsylum,ofspecial importanceforrefugees,isnowonitswayuptheladder ofU.N.bodies.

OnMay8,1916,thetitleofapostolicdelegatewas givendefinitemeaningbytheVaticanSecretariatof State.Thesecretariatruledthatthetitlewastobe appliedtoPapalrepresentativeswhoarewithoutdiplomaticstatus,butwhohaveestablishedandpermanent functions.Canonlawreinforcedthisdecisionand specifiedthattheirfunctionwasthat"ofwatchingover theconditionoftheChurchandinformingtheHoly See."

The42nunciosandinternunciosareunderthejurisdictionoftheSecretariatofState.Thedelegates, however,areunderthejurisdictionofvariousVatican congregations,theheadquartersorganisationswhich administertheaffairsoftheChurch.

Thusthereareninedelegateswhocomeunderthe SacredCongregationforthePropagationoftheFaith, includingthosetoAustralia,Scandinaviaandvarious AfricanandAsiancountries.

ThedelegatestotheUnitedStates,Canada,Mexico andGreatBritainaredependentontheSacredConsistorialCongregation.Theremainingtwoareunderthe SacredCogregationfortheOrientalChurch.Ofthese, theApostolicDelegatetoJerusalemandPalestineis alsothedelegateforCatholicsinJordanandonCyprus.

UntilFebruaryofthisyear,Turkeyhadanapstolic delegate.Butwiththeestablishmentofdiplomatic relationsbetweentheHolySeeandTurkeyhehasnow beenraisedtotherankofinternuncio.

Aninternunciohasthediplomaticstatusofaminister ratherthanfullambassadorialrank.Generallyspeaking,theHolySeemaintainsinternunciosinnon-Catholic countrieswhichhavediplomaticrelationswiththeHoly See. Normallythosecountriestowhichinternunciosare accreditedsendministersplenipotentiarytotheVatican insteadoffullambassadors.However,China,Egypt, Holland,IranandJapanarerepresentedbyfullambassadors,whilethePopeisrepresentedbyinternuncios inthesecountries.

Itisdifficulttodrawuphardandfastrulesconcerningtherankofrepresentativesthatwillbeexchanged betweentheVaticanandothercountries.Thisis becausethesemattersaredecideddifferentlyinindividualcasesanddependonanumberofcircumstances.

ThustheVaticanmaintainsanuncioinSwitzerland althoughthatcountryhasnorepresentativeattheHoly See.GreatBritainisrepresentedattheHolySeeby aministerwhilethePopeisrepresentedinLondonby anapostolicdelegate.

Thereareeightemptynunciaturesandfourvacant apostolicdelegationsatpresent.All,withtheexception ofGreece,areincountriesundercommunistcontrol.

InthosecountrieswherethePope'srepresentatives havethefullrankofnunciostheyareconsideredautomaticallyastheheadsofthediplomaticcorps,bothout ofrespectforthePopeandfortheirecclesiasticrank.

ThePope'ssendingofnunciosanddelegatesisoneof thepracticalwaysinwhichtheChurchpreservesits unityeveninthemostdistantlands.

Themeetingwasheldin Durbanandwasattended by300delegatesfromall partsoftheUnion.

R.:Scripturetellsusof twoJudgments,usually referredtoastheParticularJudgmentandthe GeneralJudgment. TheParticularJudgment isencounteredbyeachindividualsou1 immediately afterdeath.Thusweare told,inHebrews(9:27):"It isappointeduntomenonce todieandafterthatthe judgment."

So,too,civicceremonies, orprocessions,areritual. Andthissamehumantendencynaturallymanifests itselfinreligion. Religiously,itisnota questionastowhetherwe shallhaveritual,butonly astowhatritualweshall adopt.

Themanwhoattainsto faithintheCatholicreligion,andiswellinstructed init,soongrowsintoadeep appreciationoftheprofound significanceofeverything pertainingtoworshipand religiousservicesinthe CatholicChurch.

Q.:Ihavebeenableto answermanyofmyhusbandsquestionsaboutour religion;butwhenhe askedwhytheChurch condemnsFreemasonry1 didnotknowwhattosay exceptthatitwasantiCatholicandasecret society.
