Theoccasionwasthe AnnualGeneralCommunion oftheCatholicNurses'Guild ofW.A.onFlorenceNightingaleSunday.TheMass wascelebratedbytheir ChaplainRev.P.McCrann andtheoccasionalsermon waspreachedbyV.Rev.J. FarmerS.J.,RectorofSt. LouisJesuitSchoolClareMont.
Thepreachersuggested thatGodexpectedmore fromfrommembersofcertainprofessionsthanfrom othersandamongthese,he numberednurses.Theirs wasavocationratherthan ajobfortheirworkplaced theminconstantcontact withthesick,thesuffering andthedying,withpeople whoneededhelp.

Brasilia,Brazil:ThisnewcapitalofBrazil wassolemnlyinauguratedwithaMasscelebratedbyaPapalLegate.
Inaugurationday,April 21,beganwiththecelebra-' LionofmidnightMasson Brasilia'scentralesplanade. Theultra-moderncitywas wrappedindarknessasthe Massstarted.
Onlyasmalllightremainedontheoutdooraltarto focusattentionontheMass, offeredtodrawdownGod's blessingonthenewcapital. Then,atthemomentofthe Elevation,thelightsofBrasiliaflashedon.
AmongthethousandspresentfortheMasswere Brazil'sPresidentJuscelino Kubitschek,whostarted planstocarvethiscapital outofthejunglewilderness whenhetookofficein1956, hiswifeSarah,andVicePresidentJoaoGoular. HisEminenceManuel CardinalGoncalvesCerejeira,PatriarchofLisbon, whocamehereasLegateof HisHolinessPopeJohnfor theinauguration,celebrated theinaugurationMass. At8a.m.theCardinalbestowedhisblessingonthe newcityandblessedthe Brazilianflag. Theverycrosswhichwas erectedatthefirstMass offeredinBrazilstoodagain attheinaugurationMass. Itisclearthtthetwoproblemsarecloselyinterrelated.InthefaceofconstantCommunistimpenetra- tionitwasmanifestlyimpossibletomaintaintrulyfree democraticinstitutions.Itisnot,tobebelievedthat Rhee,whofor35yearshadheadedthemovementfor Koreanindependence,shouldinhisextremeoldage havebecomeanautocratjustforthefunofit.

Itisveryfortunateindeedfortheleadersofthe AlliedNationsthattheyhavescapegoatsforthe KoreandebacleintheretiredSyngmanRheeandthe lateLeeKiPoong.Publicmemory,beingnotoriously brief,willhaveforgottenthat,irrespectiveoftheincompetenceormisdoingoftheKoreanleaders,the Koreansituationcouldnothavelastedasapermanent andstableregime.
WhenthelastshotswerefiredinKoreain1953there wasnoillusionamongthecombatantsthatthelullin thekillinghadanyconnectionwiththeestablishment ofpeace.ThattheAlliedNations,afterthreeyearsof bitterfighting,shouldmilitarilyhavebeenbackwhere theystartedcouldinnosensebehailedasavictory.
InKorea,asinPoland,theAllieshadsetoutto defendterritorialintegrity.Theyhadintheendtobe contentwithhalf-a-loaf.WhatwasevenmoredisturbingwasthattheKoreanwarbecameaconflictbetween theAmericansoldierandthepolitician.
EversincetheinitialreversesinKorea,commanders oftheU.N.forcesclaimedthatthewarcouldhavebeen endeddecisively,inabriefspan,andwithoutthecalculatedriskofextendingthetheatreofoperations.
Themostcelebratedexponentofthattheorywas GeneralDouglasMacArthur,whosehistoric"Homefor Christmas"messagebetokenedanoptimismwhichwas echoedbyGeneralJ.A.VanFleet."Highpolicy"in Washington,however,robbedtheAlliesofvictoryand establishedacompromise"peace"which,ineffect, merelypostponedtheevildayoffinalcapitulation.
WhateverisnowtobesaidoftheerrorsofSyngman Rhee,ithastoberestatedwithgreatemphasisthatthe samesupineattitude,particularlyofAmerica,towards Korea,hadpreviouslybroughtruintoChiangKai-shek andstillthreatensFormosa.Itisthesamenambypambypolicywhichmakesthemaintenanceofsane, stabilisedgovernmentsoherculeananeffortinSouth Vietnam.RedChinatodaymenacesIndia,Pakistan, NepalandBurma.But,iflessactively,itisstilla menacetoKoreaandVietnam,CambodiaandLaos. ThefallofSyngmanRheemaywellbethesignalfor theadvanceofthehordesofaggressionwhichwishfulthinkersthoughttohavehaltedpermanentlyseven yearsago.
ApartfromtheillusionintheWestthatthedrawing ofalineonamapalongthe38thdegreeoflatitude somehowkeptbackthehordesofCommunistagitators andsubversionists,therepersiststhehallucinationthat

Justhowdeep-seatedthepoliticaldiscontentin Turkeymayultimatelyproveisamatterofverygreat concerntotheWesternworldasregardsthecontainmentofCommunism.Turkeyistheguardian-anda toughone-oftheWesternalliance'ssouth-eastern flankandisthereforethekeytotheresistanceofSoviet designsonthewholeoftheMiddleEast.Turkey,with Iran,sharesacommonfrontierwiththeRussiansand hasoneofNato'sbiggestnationalarmies.
WhattheWesthastoremember-andthemeeting ofthePowersinAnkarashouldservetounderlineitisthattheycannottakeTurkishfriendshipforgranted. Itwasnotalwaysso.Itwasonlyin1922thatTurkey adoptedaWestern-wiseconstitution.Eventhenthere wasoppositiontoone-manruleunder1VlustafaKemal andtohissecularisttendencies.However,Ataturk remainedPresidentuntilhisdeathin1938andTurkey wasaone-partyState.
Turkeypreservedtheformsofdemocracy,butlacked theirsubstance.ItenjoyedthefavouroftheWestern Pressforitssecularism,order,progressandpopularity athome.Furthermore,Ataturkwasaresoluteenemy ofCommunism.IsmetInonusucceededhimasPresident in1938andwassooninvolvedinthecomplexitiesofa worldwar.Hemanagedtokeephiscountryoutof hostilities,butdidnotconcealhissympathywithGreat BritainandFrance,until1945whenhedeclaredwaron Germany.
AfterthewartheTurkshadtoresistpressureto bringthemintotheRussiansphere-apressurethat hasbeenrelentlesslyappliedsinceandasfirmly resisted.Internallyitwasnotuntil1946thatnew partiescouldbeformedanditwets1950beforethefirst treeelectionwithuniversalsuffragewasheld.Inonu power. tollwiththeDemocraticPartyandMenderescameto
Again,asinthecasesofKoreaandVietnam,hehas founditimpossibletopreservefulldemocraticliberty inthefaceofSovietpressureandinfiltration.Menderes hastendedtoreturntoreturntoAtaturk'sstatism.He hasheapedindignitiesuponInonu,suppressedpolitical oppositionandtrammelledthePress.Hispeoplehave grownrestiveundersuchautocracyandriotinghas occurredinAnkaraandIstanbul.TheForeignMinisters nowmeetingtheremaybeabletorestoreasenseof balanceinfavourofkeepingastrongandvalubleally solidlyanti-Communistandinternallyunited.
Thereisnopointindenyingthatfreedomswhichwe regardasnormalwereseverelycurtailedinKorea, especiallyoverthepast12months.Itisundeniable thattherewasterrorismoftheOpposition,police violenceandballot-rigging.
ItmaybethatSyngmanRheethoughthewasthe onlymanwhocouldsaveKoreaandfeltthatstrong- armmethodsalonecouldavail.Itmaybethathewas rightonbothscores-politically,ifnotmorally.For allthereportswehavehadofKorea,hardlyany mentionhasbeenmadeofthestrengthofCommunism -andthatisthenubofthematter.
Certainly,ifKoreaispermitted,afteralltheblood andsuffering,tosinkbehindthebarbarismofthe BambooCurtain,itsrestrictedfreedomunderSyngman RheewillseemlikeParadiseforegone.

ThemostrecenthascomefromtheBishopsofthetwo regionsofSalernoandLucaniainSouthernItaly.They issuedajointcommuniquerecallingthewarningsofthe HolySeeagainstcommunistsandtheirsocialistallies.
Thisadmonitionfollowedajointstatementbythe BishopsoftheMarcheregioninCentralItalycautioningtheirpeoplenottohavepoliticaldealingswith Marxistsocialism.Theypointedoutthatthespiritual sanctionswhichtheChurchimposesonthosewhojoin orsupportcommunismalsoapplytothosewhosupport anypoliticalalliesofcommunism,meaningItalianleftwingsocialists.
Thefirstwarningwasajointpastoralletterofthe entireItalianHierarchywhichdescribedgrowingoppositiontotheinfluenceoftheChurchandreligioninthe country.Althoughpoliticalpartieswerenotnamedby thepastoral,itdiddefendtheChurch'srighttoinstruct thefaithfulonsocialquestions.

LikethepreviousstatementoftheBishopsofthe Marche,theBishopsofSalernoandLucaniarepeated theHolySee'scondemnationofcommunismandits excommunicationofallwhojoinorsupportit.
Thedifficultyofformingamiddle-of-the-road governmentwithoutthesupportofextremistsofleft orrighthasprotractedItaly'sgovernmentcrisis. Repeatedeffortstoformagovernmentandrepeated failuresareseenasforcingtheeventualdissolutionof ParliamentbyPresidentGiovanniGronchiandacall fornewelections.
Thereisfearthatunderpresentconditionsnew electionswouldbedisastrousfortheChristianDemocratsandthatacommunist-socialistblocmightwin enoughstrengthtoformagovernment.

Inthelastweekwehavehadtheexampleofhow mobrulecould,onamuchlargerscale,bringaboutthe strifeofSouthAfrica,SouthKoreaandTurkeyrighton toourowndoorstep. Thefirstinstance,andapparentlytheinstancewas repeatedineachcapitalonorders,wasthatofaunion stormingtheofficesoftheiroppositionconcerninga matterbeforetheArbitrationCourt,wreckingfurniture andfurnishings.Thisishardlytheactionofaresponsiblebodyofmen,whichaunionissupposedtobe. Theircausecouldbejust,buttheirmethodsarecertainlyunjust.
TheSeamen'sUnionhasabadrecordforputting thingsupforarbitrationandthendisregardingthe decisionifitisunfavourabletothem.Theyandtheir comrades,theWatersideWorkerssimplyanswercourt decisionswithanotherwalk-off.
Thisactionhasatwo-wayeffect.Itdisruptsthe communitylife-whichiswhattheywant-butalsothe rank-and-fileworkers,manyofwhomwouldnotagree withthemethodsorthepoliciesofthosewhocontrol theirunions,sufferbylossofwages.Fewwouldbe strongenoughtotelltheirunionbossesthattheywere goingtoworkanyway.Theywouldfindthemselves withoutajobfairlyquickly.
Theonlyconclusionthatonecandrawfromthe eventswhichhavehappenedisthattheyarenottrue unions,butaloose-knitbunchwithahighlyorganised andlawlesselementwhohavegotcontrolofapowerful economicweapon,whichtheywillnothesitatetouse toshowtheirdisregardoflawandtheirultimatepower andloyaltytoCommunism.
Thesecondinstancewasthatofanotherapparently lawlessmob.UniversitystudentsofSydneywere reportedtohaveactedinwhatisbecomingtobea characteristicmanner.Stupidprankswhich,intheir fakeintelligenceandpridefulopinionoftheiruntouchableness,theyputonforanyoccasion-solemnor otherwise.Iftheyhadsomethingtodemonstrateabout, asdidtheircontemporariesinSouthKorea,thenthere wouldbesomesensetoit.Forthosewhoaresupposed tobestudyingfordegrees,theyshowsurprisinglylittle intelligenceormanners.Itmakespeoplewonderifthe effortisworththewhilewhentheyareaskedtosupport universities.
Abitmorepoliceactionwouldprobablytemperthese larrikinelements.Highspiritsaregoodintheirplace, butapparentlythestudentscannotcontrolthemselves asintelligentbeings,sotheymustacceptcontrolfrom thecommunityservicewhoseroleitistobeprepared toseethattherightsanddignityofotherpeopleand occasionsarepreserved.

Beginningasaprivategroupeffortandsubsequently beingsponsoredbyGovernments,theideaofaWorld RefugeeYearhasgrown.Itcertainlyshouldhave, becauseitisaglobalconcern.
OnthiscomingSundayspecialprayersaretobe offeredforthesuccessofWorldRefugeeYear.Hence itiswelltoknowforwhatwearetopray.
TheeffortopenedinJunelastyearontheinspiration ofmeninEnglandtolaunchthisconcertedefforton behalfofrefugees.Inessenceitwasthis-thata concertedexertioncanandthereforeshouldbemadeto raisefunds,abovewhichGovernmentscanbepersuadei tofurnish,inordertoendformanyandtoalleviatefor allthesufferingandhardshipwhicharethelotofa refugee.
Whenweconsiderthepopulationoftheworld,these unfortunatepeoplerepresentonlyahandful,therefore thepossibilityofdoingsomethingforthemisnotamere pipedream.
Thequestionisnotjustfinancialaidtothesepeople, itistoafargreaterdegreethatofresettlingthemin countrieswheretheycanoncemoreliveashuman beings.Toextendtheopportunitiesofmigrationmeans thatquiteafewofthefreecountriesoftheworld,our ownincluded,mustrelaxtheirmigrationlaws.
Aprimeexampleofthisiswhathasbeentermedthe "hardcore"ofrefugees.Nocountryhasbeenoveranxioustotakeonwhattheyconsidertobealiability ontheirsocialserviceprogramme.Thisiswhatthe hardcorerefugeewouldbeineffect.Thesepeopleare thosewhohavebeenleftbehindbyvariousGovernments aftertheyhavesiftedthroughtherefugeesandtaken thosewhocomeuptothestandardlaiddownbytheir laws.Thesepeoplearetermedtohardtosettleon accountofage,sickness,scarsontheirlungsorsimply parentswithan"uneconomic"numberofchildren. Theirgreatestproblematthemomentisthattheyhave beenpassedoversooftenthatnowtheprincipalmalady iscampsickness-amentallethargyintowhichthey havedroppedindespairofevergettingachancetolive anormallifeagain.

Asaresultofavision, however,shechangedher tacticsandbeganceaseless effortsofprayer,fastingand theargumentsoftheclergy. whichweretoendurefor nineyears.
Itwasatthistimethata wisebishoptoldherthat Augustinewasthentoo stubborn,butthatGod's timewouldcome."Itisnot possible,"heassuredher, "thatthesonofsomany tearsshouldperish."
Augustinewasnow29 yearsoldandmadeuphis mindtoteachrhetoricin Rome.Monicawasagainst theplan,butdeterminedto gowithhimifhepersevered.
Augustine,forhispart, wantedtoshakehismother offanddidsobyatrick. Undaunted,shefollowed him,onlytofindonarrival inRomethatAugustinehad gonetoMilan,

Thiswasthemomentof destiny,forAugustinecame underthespellofSt.Ambrose.WhenMonicaarrived inMilanhersonhadrenouncedManichaeism,but wasnotyetaCatholic.
MonicaandAmbrose foundcommoncause.EventuallyinAugust,386,Augustineannouncedhiscompleteacceptanceofthe Faith.Hereturnedwithhis mother,choseaceleibate lifeandpreparedforbaptism.

Inprivate,withthememoryofallherloveandcare forhim,hebrokedowncompletely.Augustineprayed forMonica-butsuccessive generationshaveinvoked herprayers.
St.Monicahasbeenveneratedthroughallthecenturiessinceasthespecial patronessofmarriedwomen andasapatternforall Christianmothers. AFrenchpriest,who wrotealifeofSt.Monica, concludeshisbookwiththis beautifulprayer:

Thisappearstohavequiteafewloopholesinit becausethenaturalroleofwomankindaftertheyget marriedistobegintorearafamily.Someperforcedo notreceivechildren,others,unfortunately,refuseto havethem,butbyandlargethegreatmajorityarenot abletogotowork.Theyareeitherbearingachildor theyarereallytieddowntothehomewiththeones theyalreadyhave.Evenonecankeepmotherpretty welloccupied.
Whenawomancontinuestoworkaftersheismarried simplyforthesakeofacareer,orforthewantofmore money,,andforthisreasonavoidingtheresponsibilties ofmotherhood,thenwehavesomethingtoworryabout.
Myideaofequalpayforwomenappliesmainlyto thathugeforceofwomenworkerswhoaresingle,or widowed(socialservicesimplyisnotenough),orthose who,forsomeseriousreason,thoughmarriedhaveto work-allotherobligationsbeingjustlycaredfor. Duringandsincethewartheyhavebeendoingjobs whichweremainlymen'sjobsinthepast.

"Wecannotcopewith thebigindustrialandfinancialproblemsofthesecountries,"MissKingsaid,"but wecantacklethesmall problemsofdailylifeofthe greatmassesofthese youth."

Manyproblemsforeignto ourownwayoflifewere broughthometotheAustraliandelegates. The scourgeofunemployment wasalmostunbelievable. Notonlytheunskilled,but manywelleducatedand evenuniversityqualified youngmenfounditimpos-
sibletogetemployment.
WhereinAustraliaone mightask,"Whereareyou working"the.normalapproachinAsiawouldmore likelybe"Areyouworking?"
Oneconsequenceofthis, wethought,wasthattoo manyyouthhaveaccepted unemploymentasinevitable andsohavelosttheirinitiativetofindwork,orindeed, tocreatework.
Withoutquestion,oneof thegreatestneedsofAsiais theemancipationofwomen. Intoomanycountriesstill, womenareregardedasinferiorandlittlemorethan servantsoftheirmenfolk.
Perhapslittlecanbedone amongsttheolderpeople aboutthisproblem,butcertainlytheyouthmustbe trainedtoacceptwomenin theirrightfulrole.Itcame asagreatshocktoour youngAustralianstodiscoverthatinmanyAsian countriestheolddowry systemisstillinforce.
Indeed,somedelegatesindicatedthatmorethan75 percentofthemarriagesof theircountrywerestill"arranged"bytherespective parents.Naturallyenough, thisbringswithitmuch unhappinessbecauseoften marriagesareenteredinto withlittleornoreallove.
Y.C.W.'sthroughoutAsia havebeenaskedtoconduct anenquiryonthisdifficult problemofpreparationfor marriageandtheresults willbediscussedatthenext WorldAssemblyofthe Y.C.W.tobeheldlatenext year.
WorthwhileTrip
TheAustraliandelegates wereenthusiasticaboutthe parttheywereabletoplay inthisAsianSeminar.Technicallysodifferentfrom Asia,yetgeographicallya partofit,ourrolewasa spects.Howevertheunanidifficultoneinsomeremousverdictwasthatit Wasreallyworthwhile.
Allthesacrifices,the twomonthsabsence,the longseajourney,allthese thingswerewellrepaidfor whatwewereabletolearn andtocontribute.
WecanreadoftheproblemsofAsia,wecanhear peoplespeakofthem,but throughpersonaldiscovery toknowthemisanother matter.
