Thearchitect,Mr.V. Mucciarone,andthebuilder,Mr.P.Bertola,received awordofcongratulation forthegoodjobtheyhad done.

Areasonablyconstanttemperaturewillbe oneofthemostpleasingfeaturesofthepresbyteryblessedandopenedinMundaringon theSundaybeforeEaster.

Thepresbyteryhasbeen builtentirelyofgranitein itsexternalwallsandincorporatestwobedrooms, lounge,kitchenette,dining room,officeandbathroom facilities.Thefloorsareof concrete,whicheventually willbecoveredwithcarpeting,linoandtiles.

O'Kane.Speakingonthe occasion,HisGracesaid thatconsideringthepresent highcostsofbuildingmaterials,thispresbyteryhad beenbuiltforarelatively lowcost.Forthesumof £3,200,apresbyterywas builttocompletetheparish plantofchurch,convent, schoolandnowapriest's dwellingplace.HisGrace saidthattheparishioners

Bombay:TheHighCourtofBombayState hasruledthatparishfundsofCatholic churches"fallwithinthescope"ofBombay's publictrustactandmaythereforebeexpropriatedbythegovernment.

TheHighCourt'sdecision rejectedanappealbyCatholicChurchauthorities againstatwo-year-oldrulingbyacitycourt.

Itmeansthatanyperson withalegalinterestinparishfundsmayinspectthe usestowhichtheyareput.

Italsocompelstrustees ofthesefunlstoinvestat leastpartoftheminpublic securities.

Thecasearosewhenthe charitycommissionerordered96Catholicchurchesin theBombayarchdioceseto registeraspublictrustsunderthepublictrustactof 1953. Thislawwasdesignedtopreventtheabuse ofmoneyearmarkedfor publicpurposesbyaninstitutionorindividual.

Catholicauthoritiesappealedtothecitycourtand thentotheHighCourton thegroundthatfundsof thechurcheshadbeendedicatedtoGodandHis Churchratherthantothe publicgoodasdefinedby law.

Theyalsoarguedthatif thepublictrustactwasappliedtoCatholicchurches itwouldinfringeonthe fundamentalrightofCatholicstoadministertheirreligiousinstitutionswithout interference.

TheHighCourtruledthat aRomanCatholicchurchis "aconstructivetrustand inanyeventanendowment withinthemeaningofthe BombayPublicTrustAct."

Itcontendedthat"the fundamentalrightofRoman Catholicstoholdproperty

andtofreelyprofess,practiseandpropagatetheirreligionisunaffectedbythe BombayPublicTrustAct."

Thecourtdeclaredthat thecivilexpropriationof churchfundsongroundsof misusewouldrequireonly the"priorconsentandapproval"ofthecharitycommission.

"ThealienationofChurch propertyisapurelysecular matterundertheConstitution,"thecourtstated."The Legislaturecouldprovide safeguards "

TheMadhyaPradesh courtdeclared: tothepublic,buttoGod, "Wherededicationisnot andthemoneyishandedout notasatrust,butassomethingtobeusedatthe sweetwilloftheofficers concerned,therecannotbe anypublictrust."

TheHolySeehasissuedadecree makingthereceptionofHolyCommunioneasier.Thisdecreeempowersthe LocalOrdinarytopermitthereception ofHolyCommunionoutsideofMass afternoon,atsomereligiousceremony.

Priortothisdecree,HolyCommunion couldonlybedistributedatorimmediatelybeforeorafterMass.

Belowisgiventheofficialtranslation ofthetextofthedecree.Thefaithful aretobearinmindthattheuseofthe decreedependsonthepermissionofthe ArchbishopforthisArchdiocese.

Canon867,paragraph4,decreesthatHolyCommunionisnottobedistributedoutsidethehoursduring whichthesacrificeoftheMassmaybeoffered,"unless areasonablecauseurgeotherwise."

BytheConstitution"ChristusDominus.-ofJanuary 6,1953,afterthedisciplineoftheEucharisticfasthad beenmitigated,therewasconcededtolocalOrdinaries thefacultyofpermittingthecelebrationofMassinthe eveninghoursoncertaindays(n.VI);andinthe instructionattachedtothesameConstitutionbythe HolyOffice,itwasdeclaredthatthefaithfulmight approachtheHolyTablefreelywithintheaforementionedMassorimmediatelybeforeandimmediately afterit,thenormsestablishedinthesameconstitution concerningtheEucharisticfastbeingobserved(n.15).

Next,ina"Monitum"ofMarch22,1955,itwasconfirmedthatthisconcessionhadbeenmade"forthe commongoodofthefaithful,"andthereforethatthe concessionhadtobekeptwithinthelimitsofthe commongood.

Later,bythe"MotuproprioSacramCommunionem," ofMarch19,1957,localOrdinariesweregiventhe facultytopermitthecelebrationofeveningMasseven "daily,ifthespiritualgoodofanotablepartofthe faithfulofChristrequiresthis."

TothisquestionthisSupremeSacredCongregation hasdecidedtorespondthattheabove-mentionedclause, althoughnotformallyabrogated,maynowbeapplied veryrarely,since,afterthemitigationoftheEucharistic fast,areasonablecauseofthiskindoccurswithgreater difficulty;nonetheless,sincethiscannotbeentirely excludedandsinceitisnotpossibletocelebrateevening Massesalwaysandeverywhere,localOrdinariesmay permitwhathasbeendecreedintheprecedingdocumentsoftheHolySeewithregardtothedistribution ofHolyCommunionineveningMasses,maybeapplied also,whereMassisnotcelebrated,toanothersacred function,thistobedeterminedbythelocalOrdinary himselfandtobecelebratedduringthehoursafter nooninparochialandnon-parochialchurchesandin theoratoriesofhospitals,prisonsandinstitutions.

Inthisconcession,whilefurtherprovisionismadefor thecommongood,atthesametimerealcareistobe takenlestpastorsofsoulsbepreventedbythefrequent requestsofthefaithfulfrombeingabletosatisfythe necessitiesoftoday'sapostolate.

IntheagonisingsituationofSouthAfricatheworld's sympathyisoverwhelminglyandrightlyonthesideof thedarkrace.Buttomanyitisanineluctableproblem whyDr.Verwoerdandhisassoicateshavechosena courseofactionwhicharguesstupidityandcallousness. TheSecularisationOfEasterBreak:

FaultLiesWithHomeAndEducation

Evidenceofthefast-fadingatmosphereofEasterwas giveninPerthlastweekend.Peoplehurriedawayfrom thecity,whichwasfullofthecommercialismwhichhas sprungupwithEaster.Firstitwastheharmlessenough chocolateeggandfluffylittlechicken-nowitisthe mysterious"Easterbunny.-Wherehecamefromnobody seemstoknow.Theideaofthe"bunny"seemstobe associatedwiththegivingofgifts.Ithasallthe appearancesoftheunfortunatecommercialismofthe feastofChristmaswhichhasdevelopedalloveragain. Storesthroughoutthecitywerejubilantattherushof buyingandextraspending.

Tocapeverything,however,wastheofficialactof puttingonacricketmatchonGoodFriday.Thereisa publicoutcryagainstsuch"desecrations"ofAnzacDay.

YetonthedayonwhichChristdiedfortheredemption ofthehumanrace,thereisbarelyavoiceraisedin protest.Itlooksasifourcivic-mindedpeoplewillhave tohaveasub-committeeforreligiousaffairstoremind themoftheirobligationstorespectdayswhichmake ourcountryatleastnominallyChristian.

Intheoverallpictureitwouldappearthatweare fastbecomingasecularistnation.Evidenceofthis comesfromtheFederalGovernmentandnowappears tobealsoevidentfromourlocalleaders.

Theprohibitiononsportingfixturesissimplytoleave peoplefreefromotherattractionssothattheywill rememberwhatdayitis-literally.Whenorganised sportisputon,orpermittedtohappen,onofficial grounds,thenthereoughttobeareshufflingofthought andperhapsmeninthepositionsthatmatter.

Whilethereisalwaysatendencytoputalltheblame forsucheventsontothe.few,thegeneralpublicareto blameaswell.TheattitudethatEasterisjustanother longweekendissoprevalentnowthatitbespeaksvery poorlyforouraveragecommunityreligioussense.This lackofsenseofthingsreligiousandtheobservanceof themcomesprimarilyfromthehomeandtheeducation systemforthechildrenofourState.Itisthusreflected inallsectionsofoursociety.

Alotofchurcheshadgoodcrowds,somewereoverflowing.TheyshouldALLhavebeenoverflowingfirsttocommemoratethedeathofChristforthe Redemptionofmankindandthentocelebratethe fundamentaltruthandproofofChristianity-that Christisrisenandthatwe,too,canrisewithHim.

THECUBAOFFIDELCASTRO: HISWARNINGTOTHECHURCH

ThebubbleseemstobeabouttoburstinCuba.The stronglyentrenchedcommunistelementintheCuban governmentofone-timeidealistFidelCastrohaswarned theChurch.

Thethemeofthewarninghasbeenthatanyinterferenceinanygovernmentactivitybywayofcriticism oftheregimeandwarningsagainstcommunismisan anti-revolutionaryactivity.Assuchitcannotbetolerated.Itseemsthatnotafewchurchmen,bothclerical andlay,willbejoiningthegreatnumberofpolitical prisoners(usuallyreliablesourcesquoteuptothree timesthenumberofthepreviousdictator).

The26thofJulyMovementgavepointersofbeinga goodthingforallconcerned.Withthepassageoftime andtheinfiltrationofcommunistorganisers,themovementhasbecomeafloodwithitsoriginatorseemingly floatingorwhirlingatitshead.

Reportswhichhaveappearedinthispaperfromtime totimehaveshownasteadydeclineintheanticommunistlineofthevolatileandverbosePremierof Cuba.Itiswithoutadoubtthathisagrarianreforms wereexcellentonpaper,buttheirimplementation seemstohaveleftalottobedesired,evenonthe groundsofordinaryjustice.

Therearemovementswithinthe26thofJulyMovementtosavetherevolutionfromCastro.Theyare comprisedofmenwhowithhimbeganthefightfor freedom,butaredefinitelyanti-communist.Theyare nowtalkingandorganisingbothinsideCubaandfrom variousplacesofexile,thesameplacesfromwhence Castroorganisedhismovement.Therewillbea tougheningoppositiontothepoliciesfavouringthe extremeleftandliningthecountryupwiththepolicies ofMarxism.ErnestoGuevara,themanwhoholdsthe pursestrings,isthepowerbehindthecommunisttrend. Thewayinwhichhehasbroughtinmeasureafter measurewhichhavehadtheeffectofintroducingmore communistsintotheadministrationhascausedCuba tobeisolatedfromhergeographicpositionaspartof theAmericas.Therehasalsobeenthetiradeofabuse againsttheU.S.,which,tosaytheleast,hasbeenpretty tolerant.AllofwhichindicatesthattheCubanpeople willsufferfurtherwithstrifeandbloodshedbeforethe issueissolved.Indicationsarethatmostofthepeasant peoplearestillpinningtheirhopestoCastrothe revolutionary.Themiddleclasses,whoalsofoughtfor Castro,areafraidofCastrothepolitician. IfheisgoingtofighttheChurchaswell,thenthe predictionisthatheismakingthingstougherfor himself.IfhischargethatCatholicsarebeingwonover bytheenemiesoftherevolutionistrue,thenhecanonly blamehisownadherencetocommunism.

Whenafathertookto drinkhelostallcontrol, notonlyoverhimself,but overthehome.Childdelinquencywasoftentheeffectofdrinkinthefamily.

Aseriousproblemtoday wasyouthanddrink.Much oftheblameforteen-age drinkingcouldbelaidat thedoorofolderpeoplewho oughttoknowbetter.Young peopleweretemptedtotake drinkatassociationsthey joinedwhentheyleftschool. Membersofthoseassociationswhotemptedyoung boysandgirlstotakedrink wouldhavetoanswertoGod fortheirscandalousconduct.

In1877theOrderspread toAmerica,withafoundationinNewOrleans,and anotherwasestablishedin Bostonin1890. ThemonasteryinSydney wasestablishedduringthe timeofCardinalMoran,and therearenowinAustralasia housesintheDiocesesof Melbourne.Brisbane,Adelaide,Hobart,WilcanniaFr:rites,Christchurchand Auckland.
