Inthismatterofincreasingwagesandsalaries,the politicianshaveshownadegreeofirresponsibilityin actingasjudgesintheirowncausewhichmustbevery irksometomenonthebasicwage.Amongnumerous overduereformsintheprocessofwagefixation,Iwould liketoseeinstitutedarecognised"orderofjustice."In thisconceptthelessfortunatewouldtakeprecedence overthewell-paidintheconsiderationoftheirclaims. Oneofmywar-year memoriesisofSt.Patrick's College,Geraldton.Frankly, Iwasappalledattheidea ofhavingaboardingschool set,asitseemedtome,on sanddunesthatofferedlittlescopefordevelopment.
Iwasscepticalwhenone oftheCollegestaffenvisagedawell-appointedCollegewithin20years.Though Iadmiredhiscourageand enthusiasm,Idismissedhis ideasasthoseofanunpracticalvisionary.
Recently,however,an opportunitycametovisit Geraldton.Iwasimpressedfirstbythesignsofdevelopmentinthetownand district.
AsanOldBoyofthe ChristianBrothers,albeit thousandsofmilesfrommy ownAlmaMater,Icalled ontheBrotherstopaymy respects.Whatmetmyeyes filledmewithrespectfor the"unpracticalvisionary" of17yearsago.
Anamazingandheartwarmingtransformationhas occurred,andGeraldton cannowboastofhavinga CatholicBoys'Collegewith amenitiesthatcompare favourablywiththoseof mostsimilarinstitutions, Ifoundthreesports ovals,half-a-dozentennis courtsandfourbasketball courtswherepreviouslyhad beenasandywaste.

Itisratherdifficultforus,wholiveinalandoflarge spaces,inreasonablecomfortandsecurity,toimagine thecongestion,discomfortandfearofthefuturewhich mustnecessarilybeassociatedwiththetermrefugee.
Inbroadterms,arefugeeisonewhoisseekinga placewhereheorshecanfulfilthedestinyofahuman beingwithoutfearofintrusiononrights,withoutfear ofwant.Refugeesarenotonlypeoplefleeingfrom overpopulatedareas,butthosealsowhoarerelicsof war,oppressionorplainlynotwantedbytheirown.
Therehasalwaysbeenemigrationfromonecountry toanother.Itspringsprobablyfromman'scuriosity, desiretoimprove,orbroughtaboutbyforceofonekind oranother.
Todaytheworldisfacedwithaproblem.Notonly istherethequestionofthe2.7billionpeopledivided roughlybetweenAsia(nearlyhalf),Europe(aquarter) andthetwoAmericas,OceaniaandAfrica(aquarter), butthereisthe"hardcore"ofsickrefugeesstillin Europe,refugeesfromoppressionandeconomicwant whomnobodywantedinthefirstpost-warplansof migration.
TheMalthusiantheoryclaimsthatifworldpopulationcontinuestoincrease,therewillnotbesufficient naturalresourcestofeedit.Somescholars,accepting thetheoryofMalthusandgoingfurtherthanhedidin theirremedies,talkoffecundityasa"socialill"and thatnationswhich"sufferfromit"shoulduseany meanstocureit.Hencegreatpropagandaonbirth controlbymainlyimmoralmethods.
TheChurch,ontheotherhand,teachesthatonesure wayofoffsettingpopulationpressureisbyabroader policyofemigration.
Man'srighttodecidefreelywherehewantstolive onthisearth,toworkandsupporthisfamily,isderived fromtheverypersonalitygiventohimbyhisCreator. Itisnotsomethingwhichcanbedeterminedbyagroup oraState,butshouldberecognised,encouraged,protectedasanaturalinheritance.Ifthisisdonebythe communityofnations,recognisingtherightsofman andnotjustseeingthecolourofhisskin.andwhile admittingthatfairconditionsmaybehonestlylaid downforthecommongood,thereiseveryreasonto believethattheproblemcanbeovercome.
Australiahasplayedquiteagoodrolesofar.In proportiontoourpopulation,wehaveledtheworldin acceptingrefugeesforresettlement.Duringtheperiod 1945-1948inclusivewereceived1,383,882long-termand permanentarrivals,ofwhom17percentwererefugees including182,159displacedpersons.Inotherwaysalso theGovernmenthasassisted.
Wecandomore,notonlyonaGovernmentlevel,but onafamilyandindividuallevel.Attitudesofindifferencemustbeovercomesimplybecauseotherpeopleare foreignerstousorthatwehavesomepreconceivedand oftenwrongideasaboutthem.Wemustrecogniseeach individual'srightandthatofhisfamily.
Itisnotallone-sided,asmanypeoplethink-the migranthastodohisbitinfittingintothecountryof hischoice.Manyhave,anddoneitwell.Wherecharity isexercisedinitstruesenseagreatnumberofobjectionsfallbythewayside.Catholics,inprivateandas publicbodies,shouldlendtheirsupportandgoodwill tothisproblem,overcomingevilsolutionstotheworld's populationproblembythethoroughunderstandingof thisproblemandthemoralmeanstosolveit.

Butevenwithoutthestatisticsitisobviousfrom experienceoflifethatapercentageofdelinquency arisesoutofgood,religioushomes.Thereisnopoint blinkingthefactthatacoupleofsincere,practical Catholicsmayleavempchtobedesiredasparents.
Itseemstomethatsentimentalityisthesourceof therotinthegoodhome.Solongasnosinisinvolved, someparentsthinkitessentialtoparentalaffectionto pandertoeverywhimofchildren.Thereisapainfully generalignoranceofthesheerneedoftrainingchildren inself-denialoflegitimatepleasures.Itisalackwhich assumesalarmingproportionsintimesofprosperity suchasthepresent.
Therearetwoaspectsofthismatter-thepunishment offaultsandthegeneraloutlookonrelaxation.Asfor theformer,modernpsychologyhasmadedamaging inroadstowardsbuildinguprepugnanceagainst physicalchastisement.
