THEYEARnowdrawingtoacloseopenedwithanappealfromtheAustralianHierarchyforprayersfor theChurchofSilence.ItismostappropriateattheChristmastidetorevivifyourrelationshipinGod withourbrethrengroaningundertheyokeofpersecutioninsomanycountriesoftheworld.

Foritwasnotlongafter HisbirththatOurDivine Lordhadtofleefromthe JealousswordofHerod.

Sothat,laterinHis publiclife,whenHesaid: Blessedaretheythatsufferpersecutionforjustice'ssake,Hewasnot propoundingafinetheory butexpressingsomething HehadHimselfexperiencedforHisFather's glory.Thatpersecution oftheDivineChildwas toculminateontheCross andtheyearsbetween wereshadowedbythe foreknowledgeofwhatHe wastoendureforman's salvation.

Everydayweprayat Massforthepreservation ofAustraliaasaChristian nation.Asthethreatof aggressiongrowsfromthe Norththereshouldbea newurgencyinourpetitions,notonlyforourselvesbutforthosewho standandfallinthepath oftheinvaders.

Duringtheyearthe HolyFatherhasissued twoEncyclicalLetters. Thefirst,givenattheend ofJur.e,appealeddirectly toseparatedChristiansto unitewiththeCatholic Church.ThismajorpreoccupationoftheHoly Fatherhascausedhimto summonaGeneralCounciloftheChurchandin God'sprovidenceitmay bethatgreatheadway willbemadeforthereturnof intothe"othersheep" theunityofChrist.

Thisapostolicspiritwhichenshrinesthewholemissionof theChurchis,thankGod,takingfirmrootinourland.Thein- augurationoftheCatholicEnquiryCentre,atechniquewhich hasprovedsosuccessfulinothercountries,willkeepusalive toourresponsibilitiestothosenotoftheFaith.

InourownArchdiocese,thenumerousDaysofEnquiryand classesforconvertshavemadetheirownsmallbuteffectivecon- tributiontothosehonestlyseekingtofindreligioustruth.

EarlierintheyearRomeissuedanewdecreeforbiddingmore strictlyandexplicitlyevenindirectco-operationwithCommunism. Itistobehopedthatthefaithfulwillbevigilantandobedient int?-1:qimoortantmatt,rrememl.n-ingthefateofthosewhotried tocompromisewiththismovementofmilitantatheism.

TheAustralianBishopsduringtheyearissuedanimportant

pastoralletteronmarriageanddivorceandanotheron"NaturalLaw." Thesignificanceofthe formerwasheightenedby thepassageoftheUniform DivorceBill.Althoughto usasCatholicsdivorceis absolutelyforbidden,we arenecessarilyandvitally interestedinthesociologicalaspectsofthematter becausethewelfareand verysurvivalofsociety areboundupwiththe conditionoffamilylife.

Duringtheyearwe havelosttwoofoursuffraganBishops;one, BishopRaible.byretirement;theother,Abbot Catalan,bydeath.We welcometheappointment ofBishopJobsttothedifficultchargeofVicar ApostolicofKimberley. Wehavealsoanew(and ancient)religiousOrder intheArchdiocese-the Norbertines.Andwehave beenabletoprovidefor extensiontothebuilding ofourdiocesanpaper, "TheRecord"andfora newflat-bedRotaryPress atacostof£20,000.In makingthisdecisionwe havetakenthelongview ofourneedsduringthe nexttwodecades.We anticipateagreat"leap forward"inthequality andsizeof"TheRecord" andurgeourCatholic peopletogiveittheir whole-heartedsupport.

TowardstheendofSeptemberwehadtheextraordinaryprivilegeofwelcomingtothisWestern ProvinceHisEminenceCardinalAgagianian,Pro-Prefectofthe SacredCongregationofthePropagationoftheFaith-atoken oftheloveoftheHolyFatherf3rourSouthernLand.Hewas accompaniedbytheApostolicDelegate,nowNunciotoPeru.The faithfuloftheArchdiocesegavearoyalgreetingtotheirdis- tinguishedvisitors.

St.FrancisXavierhas aspecialplaceinthe heartsofninety-fivechildrenwholiveataMissionsituatedsomeeighty milesfromPerth.They arethenativeandhalfcastechildrenofSt.FrancisXavier'sNativeMission,Wandering.

WhenSt.FrancisXavier wenttoIndiaintheyear 1543hisapostolatecommencedwiththechildren. Beforelonghewontheir heartsandaffectionsand soonthesightofaMissionarygoingaroundthe streetsringingabellsummoningthechildrento prayerandcatechism,and childrenflockingafter theirbelovedspiritual Father,becameafamiliar one. TodayatSt.Francis Xavier'sNativeMission, Wandering,thebellrings andoneseesasimilar sight.FatherAnthony, thespiritualFatherof Wandering,appearsand childrenflockafterhim. Atthepresenttime,too, thereisabundantevidence ofasystematic,concerted efforttoconvinceUnited States'publicopinion,legislatorsandpolicymakers thatUnitedStatesnational agencies,aswellasinternationalbodies,shouldprovidewithpublicfundsand support,assistanceinpromotingartificalbirthpreventionforeconomically under-developedcountries. Theallegedpurpose,asalreadyremarked,istopre- venta lationhypothetical"popu-

SOCIAL.-Manhimselfis themostvaluableproductiveagent.Therefore,economicdevelopmentand progressarebestpromoted bycreatingconditionsfavourabletohishighestdevelopment.Suchprogress impliesdiscipline,self-controlandthedispositionto postponepresentsatisfactionsforfuturegains.The widespreaduseofcontraceptiveswouldhinder ratherthanpromotetheacquisitionofthesequalitiesneededforthesocialand economicchangesinunderdevelopedcountries.

POLITICALANDPSYCHOLOGICAL.-TheSovietsintheirwooingofeconomicallyunder-developed countriesdonotpressartificialbirth pagandapreventionproonthemasaremedyfortheirills.Rather theyallurethemintothe communistorbitbyoffering education,loans,technical assistanceandtrade,and theyboastthattheireconomicsystemisabletouse humanbeingsinconstructiveworkandtomeetall theirneeds.TheRussian delegatetotherelatively recentmeetingoftheUnited NationsEconomicCommissiononAsiaandtheFar Eastproclaimed,"Thekey toprogressdoesnotlieina limitationofpopulation throughartificialreduction ofthebirthrate,butinthe speedydefeatoftheeconomicbackwardnessof thesecountries."Thecommunistrecordofcontempt forthevalueofhumanlife gluesthelietothishypocriticalpropaganda,butto peoplesaspiringtoeconomic developmentandpolitical status,thedeceitisnotimmediatelyevident.Confrontedontheonehandby

Recentlytherehasappearedaregularrashof articlesinthedailyPressaboutwhatiscalledthe population"explosion"or"bomb."Itisasingularly inepttermunlessthejournalistsarethinkingofa bombwithapreposterouslylongfuse.And,ofcourse, thelongerthefusethegreaterlikelihoodofinefficiency. However,inthepopularmindandinfactbombsand explosionsaresuddenphenomena.Thereissomething wrongwiththeimageryasindeedthereiswiththe intellectualprocessesonthisoverpopulationtheme. Theonlyrealanalogyisthepallofsmokewithwhich panicandemotivereasoningeffectivelycloudthe issues.

Anotherperplexingfeatureofthepanicisthatit involvesscientistsandinternationalofficialsofsome standing.Thesemenholdpositionsofhighresponsibilityandwehavetherighttoexpectfromthem factual,objectiveandcalmappraisalofworldproblems.Butinsteadofthedetachmenttraditionalto scientistsweareservedupalarmistreports,sensationallyphrased,andalltendingtowardstheseemingly easiestanddefeatistremedyofbirth-prevention.

Perhapsweshouldnotattachtoomuchseriousness totheviewsofSirCharlesDarwin,forhisviewon populationmaybenomoresoundthathisgrandfather's onnaturalselection.Dr.BrockChisholm,ontheother hand,enjoysnotalittlenotorietyforhisattachment tovariouspositionsenamoredofsecularistsand

Itis,however,distressingtoreadthatthefoisting ofbirth-controlpropagandaonothernationsbythe UnitedStateshasbeentakenupasthebasisofasectarianattackonSenatorKennedy'sbidforthePresidency.Itrecallssimilarscurrilousmethodsused againstthecandidatureofthelateAlSmith.PresidentEisenhowerreactedinaproperandnoblemanner tothissordidsuggestion.Hisassurancethatwhilehe isPresident,"theUnitedStatesGovernmentwillhave nothingtodowithadvisingothernationsonbirth control,"shoulddosomethingtooffsettheterrible consequencesofformerAmericanmeddlingsinJapan.

Whenwereadsuchnewspapercaptionsas:"Biologist PredictsCalamity,""WorldGetsMillionMoreEvery Week;"and"ExtraMouthEveryTwoSeconds,"the averagecitizensmaybeexcusedifheisslightlyperturbed.Whenhereadsfurtherthattheuniversally acceptedsolutiontothismountingproblemisbirthprevention,hemaybepardonedalittlecynicism. Surelyncproblemofthedimensionsofthisonecan besolvedwithsolittlecomplexity.Ofcourse.even werebirth-preventionmorallyacceptable,itcould scarcelybereceivedinthisconnectionasascientific plausibility.Indeedthereisnotalittlehistorical ironyinthecontemplationoftheforcesofnatureoverwhelmingthecontraceptionistsinthehey-dayoftheir powerandpropaganda.

Nowtheprimaryquestipnofthisso-calledexplosion is:Whathassuddenlycausedtheworld'spopulation toriseandgivepromiseoffurtherexpansionsuchas tothreatendisaster?Wecananswerthatatemporary moratoriumhasfrozendeathratesatanunprecedented lowlevel.Thishasfolloweduponimprovedhealth, nutrition,medicalcareandstablecivillife.Onthe otherhand,birthratescontinueasbefore.Inother wordswhatkepthumanpopulationdownuntilmodern timeswereprematuredeaths.

hungerisrampant,buttheoveralloutlookisnotblack atallandtheprospectforthefutureisoneofcontinuedimprovement.Atthishistoricalmomentthere isamplefoodintheworldtosupplyitspopulation,but thereistoomuchfoodinsomeareasandtoolittlein others.AccordingtothereportsoftheUnitedNations FoodandAgriculturalOrganisationforthepastyear, theworld'sagriculturalproductionismorethantwice asgreatastheriseinpopulation.Mr.ColinClark, DirectorofAgriculturalEconomicsatOxfordhas statedthatworldpopulationisincreasingattherate ofonepercent.perannumwhiletherateoftechnical improvementinagricultureis1 to2percent.per annum."Thismeanswecan,ifwewish,providefor thewholeincreaseofworldpopulationonanimprovingstandardofdietforasmanyyearsaswecanforesee."

Allofthisprovesbeyondquestionthatthe"solution"bybirth-controlisnotonlyimmoralbutunnecessary.Itisthelazyman'swayoutofadifficulty. Ifyouhavetenmen,saidthelateG.K.Chesterton, andonlyninetophatswithwhichtofitthem,the solutionisnottocutoffonehead;itisrathertomake anotherhat.Therealproblemisprimarilyoneofdistributionoffoodsuppliesandsecondarilytoincrease purchasingpower.

Selfishnessisrootof"remedy"

Itisratherstartlingtorealisethatthearguments foruniversalbirth-prevention(sofeebleoneconomic grounds)appeartospringfromthesamemotivesas personalOnanism.Inawork,selfishnessonthepart ofthe"have"nationsimpelsthemtostrengthen(at theexpenseoftheunbornchildrenofthe"have-not" nations)theirlivingstandardswhichareal:eadyvery high.

ThelatePopePiusXIImadethisunequivocalstatementin1958:"Overpopulationisnotavalidreasonfor spreadingtheillicitpracticeofbirthcontrol,butrather apretexttojustifytheavariceandselfishnessof thosenationswhichfearthattheexpansionofothers mayposeadangertotheirleadershiportheirliving standards."

WhenMalthusfirstwrotein1798,oneoftheearliest repliestotheproblemsheraisedwas:"Withevery mouth,Godsendsapairofhands.-Thatiseven truertoday.NotonlydoesGodsendapairofhands butasetofbrainscapableofinventingnewmethods ofproductionandputtingthemtoproductivepurposes. Itistruethatpopulationincreasesingeometricalprogressionwhilefoodsuppliesgrowatarithmetical progression.Butthatargumentisvalidonlyonthe suppositionthattechniqueremainsunchanged.Improvedtechniqueisnotonlypossiblebutinevitable, especiallywhenthefocusofsciencecanbeswitched fromwarproductiontothedevelopmentofpeace.

Governmentscananddoplayahugeroleinthe removalofhunger.Butprivateenterprise,working foranadequatereward,coulddoasmuchagain.To induceprivateagenciestodothis,especiallyinAsia, itwillbeessentialtoensurepoliticalstability.For nosoundbusinesscanoperateefficientlyinanatmosphereofuncertainty.Businessinvestmentwillnot enterintoarevolutionaryclimate.Withagricultural researchthepossibilitiesofincreasingtheworld'sfood supplyareenormous.Evenwithpresent-dayknowledge,withoutanynewdiscoveries,wecouldproduce enoughfoodforfourbillionpeople,i.e.,fornearlytwice thepresentpopulationoftheworld.Thisstatement ismadeontheauthorityofProfessorA.I.Vortanen, theFinnishauthorityonagriculturalbiochemistry.For example,theUnitedStatescoulddoubleproduction inareasonablyshortperiod.Thesurplusproblemis perennialnow.non-productionissubsidisedand farmersbythemillionshavetrekkedtothecities.In countrieslikeIndia,expertspredictfoodyieldcould beincreasedtenfold.

ColinClarkestimatesthatabout16.4billionacres couldbemadearableandproductiveandifthey werefarmedaccordingtoNetherlandsstandardsthey wouldsupport28billionpersonsononeofthebest dietsknownintheworld.

"Nowgoaheadandburnit"

Theprocessnow.intrainistheexpansionoflife cycles,butthereisobviouslyalimittotheaverageof expectancy,whetheritbe80or120years.Iftheformer figureisareasonableguessitisestimatedthatthe population"explosion"shouldceasewithin80years. Thereasonforthisisthatduringthesegenerationsthe uppertiersofthepopulationwillfillwithelderly people.Whentheyareremovedbydeaththedeath ratewillmorenearlycanceloutthebirth-rate.Birthrateswillalsodeclinesincealargepercentageofthe womenwillbebeyondthechild-bearingage.Thefact ofthematteristhatthereisaverylargeelementof guessinginestimatesofpopulationincreasesafterlife cycleswillhaveceasedtoexpandcompletely.

Allofwhichmeansthatinthenext80yearsworld populationmayhavegrowntoaboutfourtimesits presentsize.Thereafterthereplacementratewillnot needaidfromexpandinglifecyclesasapopulation growthfactor.Itwilleventuallyresultinadecline ofnumbersunlessthebirthraterisessooner.Somuch forthepanicaboutpopulationgrowth.Letusnext lookattheotherelementofthestampede-theoutstrippingoffoodsupplies,etc. Inthematteroffoodsuppliesandresourcesthe world'sPress-withfewexceptions-hasbeen mischievouslygivingthepublicgrosslydistortedpicturesofhungerandneed.Thatisnottodenythat

Thecorrelationbetweenpopulationgrowthand levelsoflivingstandardscausesonetowonderwhether thereisanytruthatallinthestockargumentofthe fear-monger.BasicallyweareallinGod'shandsand trustinDivineProvidenceisstillamajorvirtue.But manbyhisowneffortandingenuitycanprovideforhis ownpresentandfutureneeds.Thegrowthofpopulation canensureanapexinhumanprosperitysuchasthe worldhasneverseenbefore.

Christ'sReignCouldEnsurePeace

Christmasinthisyearof1959isthefifteenthcelebrationofthefeastofpeacesincetheendofWorld WarH.Intheuneasyyearsof"peace"wehavebeen almostconstantlyonthebrinkofglobalwar.Several timestheUnitedNationsOrganisationhastakenpolice action;atothertimeswhenactionwasneededitdid nothing.EvennowthesoldiersoftheWesternPowers arestationedfarfromhome,withourowncountry's forcesstillcommittedinMalaya.Russiaholdsdown Hungarybyarmedmightandhasherforcespushed tothelimitsofterritorialexpansion.AcrisisinNorthernIndiasetstheworldtremblingthattherising powerofChinawillbrimover.TreatiessuchasSEATO andANZUSshowoururgentdesireforprotectionand inthiswearenotaloneinfearingsomeoverwhelmingdisaster.

Withthesethoughtsinthemindsofmenfromthe topgubernatorialpositionstothemaninthestreet thereseemstobelittleopportunityformantoactashe wascreated.Hedoesnotseemtobeabletogetdown totheseriousbusinessofliving,afree-willedcreature underGod,destinedtosavehissoulandlivewithhis fellowman

Thereis,however,somethinginmanhimselfthat makeshimcontinuallyhopeforpeace.Astrivingto overcomethosefailingswhichleadtodestructionof life,propertyandgovernments.Thishopeandstriving isjustasevidentasaretheevidencesofpreparttion fordefenceagainstaggression.

Itisevident,exceptinthosenationswhosedogmatic lineofthought,pressedontheirsubjectsbyforce,is aggressionagainsttherightsofothers.Theirpurpose isworldenslavementandworldpower.Manwill fightagainstthisbecauseheinstinctivelyknowsthat withoutfreedomhecannothavepeace.Thesepowers arenottheonlycauseofwar.Theirunderlyingpur-

Somehowwehavetoacknowledgethat,seenfrom thedivineside,thingsare notastheyappeartous.

Q.:WasnotJudasbeing usedasGod'sinstrument intheaffair,inthesame wayperhapsasotherapparentlyevilpeople throughouthistoryhave beenusedbyGod?

R.:AlthoughinGod's providencethebetrayalof ChristbyJudaswasonefactorinthedramaofredemption,wecannotsaythat JudaswasusedasGod'sinstrumentinsuchawaythat Judashadnochoicebutto doashedid.

God'splanofredemption includedallthefactors, whetherduetonecessarilyactingnaturalcausesorthe freely-chosenconductof men. Allthesewouldcome undereitherHispositivewill oratleastHispermissive will.

Man'sgiftsofintelligence andfreedomcarrywith themGod'spermissivewill inthoseabusesofthemin thingshepositivelyforbidsasHedoespositivelyforbid allmoralevil.

But,grantedthatmendo commitsin,Godknowshow tomakeevensuchmoral failurescontributetowards somegreatergoodinthe end.

Inotherwords,Godknows howtodrawgoodoutofthe evilthingsmendo,notbecauseofsuchmenbutin spiteofthem.

Throughouthistory,evil menhaveundoubtedlycontributedinsuchawaytowardstherealisationof God'sultimatepurposes.God hasseentothat

Atthattimetherelivedin theEastthreeWiseMen, whowerekings'intheir countries,andwhomadea studyofthestars.Allthree noticedthattherewasanew oneinthesky,shiningmore brightlythanallhersisters, sotheystartedtoreadold manuscripttstofindout whatthismeant.

Theydiscoveredthatwhen aKingshouldbebornin Israel,anewstarwould shineandsowithouteven knowingabouteachother, theWiseMendecidedtogo andvisitthenewKing.They hadstudiedtheJeWishwritings,andbelievedthatthis

Childjustbornwouldbring peaceandhappinesstothe world. Sotheybrought presentswiththem,suchas wouldbegiventoaking, andtheysetoutwiththeir servantsandguardsand herdsofcamelsanddonkeys tocarrytheirgoodsacross thedeserttoPalestine.

Thisisthemanwhoin35 mirswastoamassassets valuedatthree-quartersofa millionpounds,establisha cattleempireinWestern QueenslandandtheKimber-

leyareaofWesternAustraliagreaterinsizethanthe wholeofthelandhewas bornin,andlosethebulkof hisfortuneinthegreatland depressionofthe1890s.

PatsyDurackwasalways huneryformoreland,butit

wasnotaselfishgreed;it wasbecauseherealisedthat onlythebigholdinghada chanceofsurvivalinthis terrifyingnewcountryof droughtsandfloods.

Therewasanotherreason, toowhyhecontinuallydrove himselfandhisfamilyover thenexthorizon.Patsy couldneverforgetthestarvingfamiliesbackinhis nativeIrelandsearchingthe blackenedfieldsoftheir miserableholdingsforafew potatoestokeepbodyand soultogether.

Alwaystheletterswent backhomewith"alittle something"towardsthefare, andthenewsthat"Ihave asmallblocktakenup90 acresaboutthirtymilefrom Goulbourngoodcountry theselectionisyours,John, ifyeliketocomeandalso thebitofstockforastart offivemilkingcowstwo gooddraftsforthedrayand somehensifyewantthem fromthisplace."

GrandfatherPatsyisnot alwaysinthepicture;others wereinspiredbyhisenthusiasmanddrivetogoever furtherafield;therewere some,liketheBuchanan, whoevenwentbeforehim. Butitisthegrandoldman whoholdsthestorytogether, becauseithewhohadthe visionthatoverrodedroughts andfloodsandviolent deaths;itwashewhosaw throughtheshamandpretencetotheheartofthe problem,andone'sheart achesforhimwhenhisown sonsdiscardhisadviceafter thedepressionstripshimof hiswealth.

Itwouldseemthatthe genesisoftheChristmas treeislostinthemazesof antiquity.Somescholars believeithadtodowiththe worshipandinvocationof the"SpiritofVegetation" andrelateittootherceremonialtrees,suchasthe MaypoleortheSt.John's treearoundwhichpeopleof anotheragedancedonthe longestdayoftheyear.
