Thismonumentaltaskisbeingperfomedwithincrediblysimplemeans.Invitationsaresentoutby CardinalTardinitothebishopsaskingthemtoexpress theiropinionsonquestionsthecouncilshouldconsider. Therearenoquestionnaires.Thebishopswritefreely. Thebishops'repliesarephotostated,thelettersare filed,thephotostatsarecutandthenclassifiedaccordingtosubjectmatter.
Thesceneofthisoperationisonthethirdfloorof oneofthenewbuildingsbuilttohousetheRoman congregationswhichstandjustbeforetheentrance toSt.Peter'sSquare.Insidetheofficeoneisstruck bythegreatsilencethatpredominatesincontrast tothebustlingactivity.Rarelydoesonehearthesound ofatypewriter.Thisisbecausethebulkofthework consistsinastudyingandclassificationofthecontents ofletters.

Themostfundamentaland universalofalllawsisthat we,ascreatures,mustlive ourlivesinaccordancewith God'swill;ifwedisregard thatwecanonlybehopeless failures.
Thatisthereason-why CatholicsmustbeCathoilcs, notonSundayonly,but everydayoftheweek;they cannotbeservantsofGod whileatprayer,andservants oftheworldatothertimes.
Themorallaw-thatis, God'slaw-appliesatall timesandineverydepartmentoflife.EveryChristian mustshareintheruleoflife ofChrist:"Iaminthis world,nottodoMyown will,butthewillofHim thatsentMe."
A"Catholic"'chemist,then, isonewhoacceptsthisview oflifeandlivesbyit.But' itisnotalwaysaneasytask forhimtoguardhisprinciplesagainstthesoftening influenceofaworldthatis largelypagan.
ButdutytoGodinvolves alsodutytoourfellow-men. Godhasestablishedhuman society,anditisinassocia-

It thatunfortunatelyhappens theattentionofagreat numberofmenisfixedon whattheywanttoget,tothe extentthattheyalmostlose thesenseofobligationto give.
Animportantsayingof OurLordhasbeenforgotten: "Itisamoreblessedthing togivethantoreceive" (Acts20:35.
Asmembersofsocietywe haveourrights,butwealso havecorrespondingduties. Inmodernsocietytheemphasisisalmostentirelyon rights.
Nationsandsectionsof nationsandindividualsare clamorousaboutwhatthey asserttobetheirrights,but hardlyawordiseversaid abouttheirduties.
Yetwhenourliveswillbe subjectedtothescrutinyof theeternalJudge,weshall notbeheldtoblameif othershavesometimesfailed togiveusourrights(rather willittendtoouradvantage);butifwehavefailed inourdutiesweshallbe calledtoaccountforthat.
Notafewofthetroubles which wouldafflictmodernsociety disappearifmenwere topaymoreattentionto theirobligationstotheir fellow-men;andtherewould belessneedtoinsiston rightsifeveryoneweremore concernedwithdoinghis duty.
Itisnotnecessarytopoint outtheimportantpartthat chemistsplayinthecommunity,fortheserviceswhich theyrenderareverynecessary/onesandcontribute greatlytothewelfareofall.
Butbesidesbeinghuman societyingeneral,thereis specialsocietyinwhich Catholicchemistsbelong, namelytheChurchofChrist.
Itisasupernaturalsociety, anditsmembersliveasuper- naturallife,fortheyshare inthelifeofChristHimself, asbranchesoftheVinethat isChrist,ormembersofHis body,whichistheChurch.
Asthisgivesahigherform oflifeandahigherformof activity,soitalsoincreases theobligationsofCatholics towardsallwhoarem-mbersofChrist'sbody,either actuallyorpotentially. Theirobligationstowards theirfellow-mentakeona newcharacter:intheirdealingswithotherstheyareno longeractingasmeremen, butasChristianmen,other Christs.
Itisobvious,then,thata Catholicchemistmustbe quitedifferentfromonethat isanunbeliever,forhemust takequiteadifferentview 'of-hisprofessionandofhis duties.
"Formelifemeans Christ,"saidSt.Paul(Phil. 1:21),bywhichhemeantin thecontext,thathislifewas devotedtothebuildingupof thebodyofChrist.

Itmustbeaverylongetimeindeedsincetheoperationandrepealofalegislativemeasuretocurbeeomicgreedhasbeensurroundedbysomuchhumbug andhypocrisyastheUnfairTradingandRestrictive, TradePracticesActhasbeen.Wherepublicmorality isatlowebbandconsciencelessmonetaryandeconomic trendsdevelopcontrarytothepublicgood,itisthe rightanddutyofgovorrnmenttoperformwhatwould normallybethefunctionsofasocialconscience.Chief oftheseevilswhichcryoutforStateregulationinan amoralageisthatultimateconcentrationofeconomic powerinthehandsofafewwhichwecallmonopoly. MonopolistictrendsinthisStatearefaradvanced inmanyimportantdirections.Privatemonopolies embracethedaily'Press,theliquortrade,whilecombinesaredevouringthesmallgrocers,themilkandthe breadindustres.TherearealsoGovernmentmonopolieswhich,inmyopinion,arenotjustifiableonany grounds.Worstofthemonopoliesisthatofthe newspapers,radioandtelevisionbecausethroughitthe exposureofmonopolyisvirtuallyimpossible.Even whenthefactsinevitablybreakthroughtothesurface,thesegreatorgansofinformationareableto,and do,playthemdownorenterdefencesspeciousenough todeceivethemass-producedmindsoftheeducation system.
Itisexceedingdifficulttofightmonopolyinamilieu wheretheappetiteforlibertyisalmostextinctasitis inours.Whereproductivepropertyisconcentrated increasinglyinthehandsoffewerandfewermen: whereeventhewagesoftheproletariataremortgaged foryearsaheadthroughaviciousfinancialsystem; andwhereneitherabusecanbeairednorfreedom extolled,thecaseisindeedasorryone.Manyshrug theirshouldersinbitterdefeat,declaringtheposition tobeirretrievable.Theparadoxofthesituationis thatthemonopolistsareforeverwarningagainstthe growthofpoliticalsocialismwhilsteconomicallythey aremakingitsadventinevitable.
Itseemstomethatthefirststepstobetakentofight ourwayoutoftheeconomicjungleareneitherpolitical, economicnorfinancial.Wemuststartwththelong, tediousprocessofeducation.Andsincethisisnotpossiblethroughtheexistingmedia,wemusttrytosupport build-up,andifnecessary,createvigoroussuburban newspaperswhichwillrelyfinanciallyonthestill-survivingindependentsmallshop-keeper.Ourhopesof economicre-enfranchisementarepinnedinthebourgeoisiewhohavenopoliticalpartyreflectingtheiroutlookanddesiresandwhocouldberalliedaboutaprogrammeofferingthem-andultimatelythenationthechanceofeconomicsurvival.

Moralindignationisabouttheonlyweaponleftto citizensinthedemocraticregimesthroughwhichthey canregistereffectiveprotestsagainstpoliticaltyranny andmalpractice.Itoughttobeaminorconsolation thatmoralindignationisstillworthsomething.After theructionsthatfollowedtheraisingofsalariesn theFederalParliamentearlierthisyeartheStatelegislativebodieshavebeenadvisedlycautiousabouthelpingthemselvesoutofthepublicfunds.DespiteMr. Brand'sinitialcautionhehasatlastsuccumbedtothe appetiteoflocalpoliticianstohaveashareofthepie comparabletotheirFederalcounterparts.Irrespective oftherightsofthematter,thePremiercannotbecongratulateduponthesneakmethodsofgettingit.
Inthefirstplaceitiseminentlyunsatisfactorythat membersofParliamentshouldbeablethemselvesto decidewhatisthevalueoftheirservicestothecountry.
Iftheaveragetaxpayerisentirelycynicalaboutthe qualificationsandabilitesof'politiciansitisnota littletheirownfault.Nomanisagoodjudgeinhis owncauseanditisverygallingtoseeabodyofmen suchasParliamentarianspretendingthattheyare. Moreover,ifitbetruethatpoliticiansaresufferinga slightfinancialhardship,itwouldbewellforthemto recallhowmuchlesstheymightreceiveinanyother avocation.Wherethereisaquestionofalleviating hardshipforheaven'ssakeletuscommenceatthe bottomoftheladder-withthepensioners,forinstance.
Thatallofthisistrueandrecognisedastruebythe politiciansthemselveshassupportfromtheunderhand fashioninwhichtheygrantedthemselvesmonetary increases.Itismerehair-splittingtoclaimthatsalaries wt.renotraised.Byenlargingthetax-freeexpnse accountsthepoliticianscameoutbetterthanthey wouldhaveunderadirectsalaryincrease.Moreover, thewholebusinesswasengineerednotbyParliament itselfbutbyanunofficialbodyknownastheRights andPrivilegesCommittee.Itsunderhandhandiwork wasprsented(withnopreviouspublicity)tomembers intheearlymorningwhenaclosingsessionwasbulldozingremainingmeasuresthroughatunconscionable speed.
Justastheinterpretationandapplicationofthelaws itframesandpassesistakenoutofthehandsofthe politiciansandvestedintheCourts,soshouldthe assessmentoftheworthoftheirservicesbeputbeyond politicalcontrol.Frommotivesofthepreventionofcorruptionpoliticiansshouldbewell paidbutnotabovethesalaryrangeofthosewho performmoreusefulsocialfunctions.Normightitbe abadideaifrisesinpoliticalpaywere,byregulation, tobemadeinthefinalsessionpriortoelections.That wouldgivetheelectorsachancetoendorseorrepudiate theworthoftheirhumbleservants.
ThattheUniformDivorceBillisnowlawisthe clearestpossibleindicationthatChristianprinciplesno longerhaveanyimpactonlegislationinAustralia.But evenapartfromChristianconsiderationsitisagrave reflectionthatNaturalLaw,too,isatadiscountwhen ourlegislatorsareseeminglyunawareofhowtheinstitutionofmarriagebuttressestheState-eventhe secularState.Onewouldhavethoughttheexternal dangerstothecountrywereseriousenoughtogive pauseaboutcreatinginfernalperils.Wehavesown thewind;wecannowonlyawaitthereapingofthe whirlwind.
ItredoundsgreatlytothecreditofCatholicsinthe FederalParliamentthattheyvotedaccordingtothe dictatesofconscienceinthismatter.OftheWest Australanrepresentativesonlyonewasatfault,perhapsthroughignorance.Mr.Beazleyalsoputupa magnificentshowofopposition.Buttherealopposition neverarose,i.e.,therewasnothinginthewayofpublic meetingsofprotest,marchesonParliamentHouse,etc. whichthegravityoftheoccasionwouldhavewarranted.OnepoliticianwasabletosayintheHouseof Representativesthathehadreceivednoprotests. TherewasageneralfailureonthepartoftheChristian publictoofferfight.
Suchanomissionarguesalassitudeandindifference whichcanscarcelyco-existwithavigorous,militant spiritoffaith.Itarguesthatthecharityofthemany isgrowingcold.SurelyonissuescommontoChristians ofseveraldenominationswhichinvolvepoliticalor socialactionacommonfrontcouldbeorganised.It mustbeuncommonlyscandaloustoourpaganneigh,: toursthatnpsortofunitedeffortismadebypeople whopaylipservicetosimilarideals.Itisdifficultto believethathadCatholicsandAnglicansalliedtolead acrusadeagainstthefive-yearseparationclause,it wouldnothavebeendefeated.Toomany,unhappily, seemtohavebeenbeatenbeforethehavetried.
Thereissomethingmischievous,ifnotalittlemalicious,abouttheneedlingofMr.K.Beazley,M.H.R. bytheFremantleA.L.P.districtcouncilthroughthe StateA.L.P.executive.Aneutralobservermightbe surprisedtonotethatasectionalgroupofhisparty andelectoratedonotseemtoappreciateamanwhose giftedqualitiesofmindarematchedbyahighdevotion toprinciple.Althoughthesecriticsarebentonpinpricking,theydonothavethecourageoftheirconvictions.Theydonotopenlystatetheinnernatureof theirplaintsbutseekpretextsofthemosttenuous sort.AnyotherbodyanalogoustotheStateexecutive wouldhavethrownouttheFremantlecaseasfrivolous andvexatious.
But,asIsaid,thewholebusinessispretextual.Three monthsagoMr.Beazley'senemiescomplainedthathis overseasabsenceduringmostofthewinterrecessof theFederalParliamenthadsomehowprejudicedthe A.L.P.'s"organisingpurposes."ItsubsequentlytranspiredthatMr.Beazley'sabsencehadbeenapproved byDr.Evatt-apermissiontowhichMr.F.E.Chamberlain,atleast,musthavebeenprivy.Whatthese peoplewereobjectingtowasMr.Beazley'sassociation withtheMoralRearmamentmovement.Itispossible
Mr.KimBeazley,M.H.R. thatM.R.'sbeliefin"absolutehonesty"strikesthem bywayofareproachandthathiscriticismoftheRed PeaceCongressandtheDivorceBillwere"reactionary."
Likewise,theplaintoverMr.Beazley'scriticismof Mr.J.B.Priestley'snaiveteregardingtheRedPeace Congresswasmerelyanattempttomuzzlecriticismof Communism.ThewholesordidbusinessisawitchhuntdesignedtoestablishpermanentLeft-wingcontroloftheLabourPartydespiteitsdiscreditablehistoryofinternalwreckingandexternalfailureover thepastthreeyears.ItrepresentsLeft-wingMcCarthyismwhichiscriticisedsobitterlywhenitemanatesfromtheRight-wing.ItisperhapsnotcoincidentalthatthepersecutionofMr.BeazleyshouldinferentiallyentailendorsementofMr.Priestley.For theauthorofthe"GoodCompanions"willfindstaunch palsintheLeft-wingofLabour.
Theyshareatleastonemajorinterestincommonarooteddisliketoreligion,especiallywhenitattempts tofreshenupthepoliticalscene.Mr.Priestley,ina recenttelevisioninterview,saidthattheworldneeded religion-butanewreligion.Presentreligionsthat didnotcondemnmodernformsofwarfare,theatom bomb,etc.,wereofnouse,hedeclared.Weneednot trotouttherepeatedstatementsofthePopesonthese subjectsfortheyshouldbeknowntoaliteraryman. ThefactisthatMr.Priestleywilluse'anysticktobeat theChurchandthesectariansoftheLabourPartyare notaversetousingthesamesticktobruiseoneofthe c.utstandingmembersof.theirownParty.

However,sincemanhashadthebigshock,theimplementingoftheGreekadage-knowthyself-has causedhimtofindthatoneofhisgreatestdeficiencies iseducation.Theschoolsofyesteryearandoftoday, toagreatextent,didnot,andinfacttheycannot,turn outthefully-educatedhumanbeing.Thatbeingwho, inaccordancewiththeplanoftheMakerofMan,has beennurturedbyhisparentsandgotreadytotake'his placeinthecommunityofChurchandState.Inother wordsafterhisupbringinghehastobeabletostand onhisowntwofeetandcontributehimselftothe commongood.
Inthisself-appraisalwefindthatwearelackingin ourabilitytodothis.Soingeniousmancastsaround abouthimselfforthesolutiontothisdeficiencyand wearegivenanewwordforourage-adulteducation.
Byadulteducationweadultsarestrivingtomake upthelosswhichwesufferedatschoolandathome. Thetopicsofadulteducationarenotthename"readin', ritin'and`rithmetic"whichwegraspednomatterhow smatteringlyatschool.Theyaremorebasicthanthose. theconcernisforliving;Marriage;thefamily;knowledgeoftherightsofmankind;ourresponsibilitiesto thecommunity.Whenweleaveschoolweknow nothingofthesethings.Itisapaucityofoursystem. Inthefirst"TheTurnofthe tide,"hecoveredtheperiod fromtheretreatatDunkirk totheinvasionofItaly;in "TriumphintheWest"he takesthestoryontothe collapseofGermany.
Thereisanadditionallong chapteronthesurrenderof Japan,andaworldtour whichtheChiefoftheImperialGeneralStaffundertookbefore,withgreatrelief,helaiddownthebaton whichhehadcarriedfor fourandahalfyears,and retiredtohisfirstlovethestudyofnature.
Aninterestingcharacter thismanwhowasthechief architectofAlliedstrategy duringallthecrucialyears offighting.Hisrelaxations consistedofbird-watching andhunting.Hewouldnot permithimselftheluxuryof
familylifewhileonduty, butmeticulouslyentered everyday'shappenings,and hisimpressions,inadiary whichhiswifehadasked himtokeep. Thisdiary,whichhe closedonthedayheretired, maywellproveoneofthe mosthistoricdocuments sincethatofthefamous Pepys.TohisfellowworkersAlanbrookepresentedafrontofcomplete sang-froidandconfidence; tohisdiaryheconfidedthe impatiencewhichdiplomacy didnotpermithimtoreveal.
Thattheremusthavebeen timeswhenhisextraordinaryoutwardcalmconcealedragingtempestsmustbe evidentwhenoneconsiders thepositioninwhichhe foundhimselfoncethereluctantAmericanshadat lastbeenforced,byJapan's attack,intoactiveparticipationinthewar.
