Theoccasionwasmarked withsupperandahappy gatheringofmembersatthe homeofMissL.Davey, Wembley.
BythegraceofGod,and underthepatronageofOur LadyofVictories,thisgroup ofLeogionarieshasbrought asteadytrickleofpeopleto aknowledgeoftheCatholic Faith.
Aquickglanceatitsrecordsrevealsatleast150 peoplereceivedintothe Churchduringthenine-anda-halfyearsofitseristence.
Oftheoriginalgroup, whichwasformedunderthe presidencyofBrotherN. Mulligan,nosinglemember remains.Thepersonnelof thepraesidiumhaschanged completely.
Yet,thoughmembersmay havecomeandgone,all haveleftapermanentrecordofself-sacrificeand zeal.
Thememberwhohas beenlongestinthepraesidiumisSisterD.Flanagan, andshewasalmostanoriginalmember.
AfterBrotherMulligan's termaspresidentcameto aclose,hewassucceededby SisterM.Jacobs,andthe presentpresidentisSisterL. Davey.
Allthreepresidentshave beenconspicuousfortheir zealandlovefortheLegion ofMaryanditssystem.In thisthepraesidiumhasbeen singularlyfortunate.
InthebeginningOurLadyofVictoriespraesidiumwas indebtedtotheCentral
CatholicLibraryforspacein whichtoconducttheir classes,butlaterthesewere transferredtotheCatholic Centre,wheretheyarenow held.
AtsuppertheLegionaries recalledmanyhappymemoriesoftriumphantDaysof Enquiry,andofmanyconvertsperseveringinawonderfulwayintheirnewfoundFaith.

Manygoodthingsinthisworldarestifledafterconceptionforreasonsofprudence.ItisamatterIhave neverbeenabletostraightenoutinmyownmind. Prudenceseemstohaveusurpedtheplaceofcharity, evenwiththetheologians.Howeverthatmaybe,itis certainthatprudence,inthesenseofappropriateness andproportion,hasverylittleplaceinthethinkingof thepoliticalLeftWing.Ofallthetimeswhenthe recognitionofRedChinamighthavebeenplugged withreasonedadvocacy,thepresentisabsolutelythe worst.StilldrippingwiththegoreofTibet(which stilloffersgallant,unaidedresistance)theleadersof Pekingaretrottedoutunderthepublicgazebythe PeaceConferenceasdesirablepeopletobeacknowledgedasthelegitimategovernmentofmainlandChina andTaiwan.
Now,noamountofwindow-dressingtomakethe MelbournePeaceCongressappearasarepresentative, nationalcross-sectionofpublicopiniononRedChina canavailagainstthefactthattheU.N.GeneralAssemblyyearafteryearsince1950hasrejectedjustthat proposition.Itwillbeusefulheretoreviewacentral invalidationofthecaseforrecognition.Itisbased upontheirownstatementsthattheywillnotaccept alltheobligationsandresponsibilitiestakenbyhe GovernmentoftheRepublicofChinapriorto1949.
RecognitionofRedChinaisstillaminoritymovement.ThirtycountriesrecognisePeking(andthis figureincludesalltheCommunistsatelliteswhichwe donotregardasindependentStates.)Ontheother hand50nationsbesidesAustraliadonotrecognisethe ChineseCommunistregime.Averysignificantfeature ofthisline-upisthatseveralAsiancountrieswhich havelargeChineseminoritiesrefuseaccreditationto RedChina.Sothat,inconsideringthefateofChinese. outsideChina,itisnotonlythewelfareofandour obligationtoFormosawhichmustbeweighed.There issolidevidencethatthemassofthe13millionChinese scatteredthroughoutAsialooknottoPekingbutto Taipei).
NoQuarrelWithAmerica
Anothermatterthatishighlypertinenttotheproblem(butisnevermentionedbyPekingophiles)isthat recognitionisnotinpracticetreatedasanisolated issue.WithJapan,forinstance.RedpressureforrecognitionwasaccompaniedbyademandthatJapanchange herforeignpolicies.Whenthatwasrefused,Peking cutoffalltraderelations.Furthermore.itisinterestingtonotethatsomegovernmentswhichgivetheReds diplomaticrecognitionhavefailedtovoteinfavourof theiradmissiontotheUnitedNations.Asapractical issueitisquitepossibletoenterintorelationshipswith theReds(whennecessary)withoutaccordingthem diplomaticrecognition.Alreadywetradewiththem andtravelexchangesareincreasing.
Whatisunanswerableaboutthewholeproblemis thatwecannotrecogniseRedChina(anditistheir ownadamantinedemand)withoutthrowingFormosa
tothewolves.Wecouldnotdothatmorallyorhonourably,andthereisnoreasonwhyweshould.Thesolutionofthe"twoChinas"isafat-headedonerejected bybothparties.Graveconsequenceswouldfollowon recognition-thechiefofthembeingabreachofpolicy betweenAusttaliaandAmerica.Mr.R.G.Casey recentlywrote:"CommunistChinaisaformidablemilitarythreat.ThemostimportantcounterpoisetoCommunistChinaistheUnitedStates.Australiaand herallieswanttheUnitedStates'presenceinthe WesternPacificregionfortheircollectivedefence." WecouldnotaffordtoquarrelwiththeAmericans.
InanycasewhatbenefitscouldaccruetoAustralia fromrecognition?Wewouldaddnothingtothecontacts(alreadymentionedintradeandtravel)which alreadyexist.Mr.CaseypointsoutthatChineseCommuniststendtoregarddiplomaticagenciesaspressure pointsupontheGovernmentsconcerned.TheCanadian MinisterforExternalAffairsstatedinFebruaryofthis yearthat"countrieswhichhaverecognisedPeking havebeenberatedandextravagantlyattackedbecause theyhavenotalwaysbackedCommunistChinapursuanttowhatthePekingGovernmentfeelswasan obligationarisingoutofrecognition."
AspectsOfSovietForeignPolicy
Markedwitheverysignofcontention,thePeaceCongressendedinMelbourneverymuchasonewouldhave expected.AMelbournecommentatorwrotepungently: "Thepatternisdrearilyfamiliar.Inthebackground thelocalCommuniststakechargeoforganisation,raise funds,formcommittees,preparedraftresolutions,and thencallthepublicintowatchtheprocessionofpeace. Afewscientistsinflatetheiregos;tradeunionists flextheirmilitantmuscles;someprofessorstaketheir guiltcomplexesforarun."Nothingofsignificance emerged,apartfromgeneralisedpiousresolutions,exceptaplugfortherecognitionofRedChinaanda proposalforafriendshiptreatywithRussiaandIndonesia.
ActuallytheCongressmisfiredfromseveralpoints ofview.Foronethingprominentsponsorswithdrew priortoitsopening-theAnglicanDeanofMelbourne. Dr.BartonBabbage:ProfessorStoutandProfessor MarcusOliphant.Foranother,theorganiserswere sufficientlyperturbedbyadversepublicitytoexclude thePress.Andwhenthepreparedresolutionswere putforwardtherewereobjectionstohavingtoaccept the"package."Thislatterisanimportantmatter,forthe recordofallPeaceConferencesdemonstratesthatthe chancesofupsettingthewell-orderedCommunistplans areveryslight.Agenda,committees,etc.,areallpredetermined.
TheonlyinstanceIcanrecallofaCommunistshow ofthiskindfailingtorunlikeawell-oiledmachine wastheViennaYouthFestivalearlierthisyear.Delegateswhowereawaketotherealnatureoftheperformancemadeasmalldisturbanceandwerebeatenup fortheirtrouble.Usuallythestage-managementis impeccableandclaimsthatsuchconferences,ifnot genuine,shouldbeexposedwillnotholdwater.There i.,nothingtoexposebecause,witheverythingarranged inadvance,theresultappearstohavebeenachieved bynormalParliamentaryprocedure.Whatisunmistakableisthattheresolutionsemanatingfromthese conferencesareinvariablyanendorsementofpartof thecurrentSovietforeignpolicyatthetime.
AtthefamousStockholmConferencein1950,for example.delegatesweretreatedtothehorrorsof atomicwarfareandtotheplansofAnglo-American imperialistsweremakingtousethebombagainstthe Soviet.LaterinthesameyearatWarsaw,General MacArthurwascondemnedforhisconductofthewar inKorea.In1951atBerlintheU.N.wascondemned forhaving"slanderously"brandedRedChinaan "aggressor."NATOwasdeclared"aggressive."At Berlinagain,in1952,theabsurdpropagandaabout AmericangermwarfareinKoreawasbandiedabout. ThatrecordisenoughtoshowthattheCommunists organisetheseConferencesunderthemosttenuous alibiofpeace.Ithasbeentrulysaid:"TheCommunist PartyISthePeaceMovement,everywhereandinevery 4espect."

Indefendinghiswretchedclause27moftheUniform DivorceBill,SirGarfieldBarwickgotintoclosetouch withrealitybeforetheHouseofRepresentativeslast week.AccordingtoPressreports,theAttorney-Generalappealedtomemberstounderstandthatformore than100yearsthecommunity,throughthesecular State,believedinthesolubilityofmarriage.Two notableconfusionsarehereinvolved.Oneisthatthe Stateisthesourceofbeliefforthecommunity.That absurdityisknownphilosophicallyaspositivismand politicallyastotalitarianism.Thecommonwordis tyranny.PositivisminthissensewasroundlycondemnedbytheBishop.intheirSocialJusticeStatementonmarriageanddivorce.Itdeniesthevalidity ofNaturalLawasthesourceandfoundationofpositive law,
Theotherconfusionisthatthebeliefsofthesecular Statecanorshouldprevailovertheclearteachingof theGospelandthetraditionoftheChurchregarding marriage.TheattemptoftheStateto"dissolve"a marriageismerefiction.Butitistheveryheightof arrogancetoputforwardsecularsmasjustificationfor actswhichareoffensivetoanationstillprofessedly Christian.Atleastthesecularistscannolongerpretendtobereligiously"neutral"astheydointhefield ofeducation.Regardingmarriagetheyhaveshown thattheyarenotmerelynon-ChristianbutantiChristian.
Thisaspectofthematterwasadvertedtobythe StonningtonbranchoftheLiberalPartyinVictoriain urgingthepartytorejecttheDivorceBill:"TheAttorney-Generalhassethimselfupas'FatherConfessor,' knowingthelittlefrailtiesandthedecencyofour peoplebetterthantherespectedChurchmenofthe nation apoorsecularapproach."ThePrime Ministerhimselfhassetashockingexampletothe nationwhichwasnotexcusedbythecasuistryheemployedinassuringcitizenshewasvotingasanindividual.Dr.Evatt,asLeaderoftheOpposition,inairily puttingasidetheobjectionsoftheChurchmen,has shownhimselfawholeheartedsecularist.FromPress reportsonlyMessrs.BeazleyandCalwellhaveshown anyChristianspirit.

Generallyspeaking,the majorityofboysandgirls insuchplaceswerefoundto bejust"plainbored"witha verylimitednumberof friendsandacquaintances andnorealinterestinlife. Leisuretimeisimportant andmustbeseenasanintegralpartoftheyoungper- son'slife.Herehemust learntorealisethepurpose ofleisure,namelyasbeing atimetorestorestrength forfurthereffortortotake partinsportnotonlyfor physicaldevelopmentbut alsoforcharacterdevelopment.

OneofthelecturesgivenattheCanaConference heldinOsborneParkParishwasgivenbyMr.W. Manginionthesubject"Family,ChurchandCommunity."Thefollowingcontainsthemainpointsmade byMr.Mangini.Itistoberememberedthatthiswould havebeenfollowedbydiscussionand answerperiod.
CatholicAction,andCatholicSocialActionshouldbe seenasanessentialpartof theresponsibilityofparents towardstheirchildren.The importanceofthisparental obligationwasstressedby Mr.Mangini.
Mostparentsacceptedthe ideathattheyhadtomake thehomeareallyfavourable environmentforthedevelopmentofChristianvirtues. Toooften,though,they seemedtoforgetthatthe childrenwouldspendless andlessoftheirwaking hoursinsidethefamilyprecincts.Unlessparentsacceptedtheirresponsibilityfor helpingtoshapethelarger environment,muchofthe goodtheyachievedinthe child'searlyyearswasaptto benullifiedbyrhamfulinfluencesencounteredaway fromparentalguidanceand support.
Itfollowed,saidMr.Mangini,thatparentsasparents hadaseriousdutytoplaya veryactivepartinshaping thecommunityinwhich theylived.AlreadyCatholicparentsweredoingan impressivejobinmaintainingaCatholicschool system,butthiswasnot enough.Vigorousandsustainedactionwasneededto changesuchthingsasadvertisingethics,themorality standardsofentertainment, andthetypeofconversation heardatworkplaces.In additiontherewasaneed formoreactiveparticipation incivicandunionmatters, sincethesethingscouldhave aprofoundinfluenceon familylife.Wecouldnever claimthatourfamilyresponsibilitiesendedatthe frontgate.
Twoveryprevalentideas onthissubject,thespeaker continued,wereequallyunhelpful.Sometendedtowardsisolationism,tryingto separatethechildrenfrom allharmfulinfluencesby socialorphysicalbarriers. Othersadvocatedmassive, organisedactiontocrush anti-Christianinfluences around.Boththesecourses hadprovedlamentablydeficientinachievingtheirobject,ifonlybecausethey weresovulnerabletocalculatedattack."Theone thingthatcannotbekilled isanidea,oranideal.We haveoneinthisregard- ratheranoldoneWemay havelostsightof.Weare alsomembersofalarger family.Inparticular,we aremembersoftheParish family.Thisofcourseis onlyapartofthatfamily wecalltheChurch,butit reallyisimportantthatwe buildourthinkingaround theParish.Whenweunderstandcorrectlyourrolein thislarger,thisParishfamDay,EveningandPostalCourses. Arightappreciationof therelationbetweenfamilyandparishwouldhavea profoundinfluenceonCatholiclife.Thiswouldbeevidentinthematteroffinanceandevenmoreinthe matterofparticipationin Parishactivities.Toooften thesewereseenascompetingwiththehome,whenthe truthwasthatthelifeofthe Parishissimplyanextensionofthelifeofthehome. Becauseofthistherewasan urgentneedforareappraisalofourattitudeto theParishanditsactivities.
NeithershoulditbeforgottenthattheParishfamilyincludedeveryoneliving insidetheparishborders. Manyofthesewereinneed materially,butfarmore wereinspiritualneed. "ThentheletterM,upon whichwasacross,andbeneaththeMwerethehearts ofJesusandMary." Thisapparitionwasrepeatedamonthlater,with thesameinjunctiontohave themedalmade.Thoughthe factofMary'sImmaculate Conceptionwasnotadefined truthatthistime,itwas nothingnewtoCatherine, becauseitwasgenerallybelieved,andSt.Vincenthad madeitthemotiveofspecial prayersamongtheDaughtersofCharity.
Whatwasnew,however, wasthefactofvisions amongtheDaughters,andit wastwoyearsbeforeCatherinecouldpersuadeanyone todoanythingpractical aboutthemedalrequired. Shetoldnobodyexcepther confessor,andhewasvery carefulandslowtoact.
Infact,shewasnot knownasthereceiverof theseapparitionsuntilafter herdeathin1876.
June,1832,andthecirculationofthemedalbythe millionhasgoneonever since;andithasbeenthe instrumentofuntoldgraces andfavoursfromthehands ofMaryImmaculate,earningforitselfthepopular nameofthe"Miraculous Medal."
Thesefavours,secured throughtheuseofthe medal,helpedtoprovethe factsoftheapparitions,so thatafeastday(recurring thisweek)tocommemorate theeventswasinstitutedin theChurchforNovember 27.
Itwasin1947thatSister CatherineherselfwasdeclaredaSaint,becauseof herholinessandvirtues,and shewasgivenNovember28 forherfeastday.
Inthisway,then,though St.VincentdePaulhimself wasnotfavouredbyfrequentvisions,thisoneofhis DaughtersofCharitywas notablyprivileged. Besides,throughherlife asanactiveSisterof Charity,shegrewingrace andintheloveofGodand man,soastobecounted amongGod'ssaints,forever inHeavenwithherImmaculateMother,whomsheso lovedandcopiedwhilston earth.
throughMary'sprayers,his twoCongregationsofthe VincentianFathersandthe DaughtersofCharitywould survivetheaccompanying tumult.Thesearetheonly occasionsrecordedofSt. Vincentbeingimplicatedin visions.
BLESSEDVIRGIN APPEARS
Itwasdifferent,however, withSisterCatherine;for notonlydidsheseeOur LordHimselfintheBlessed Sacramentseveraltimes, butitwastoherthatthe BlessedMotherappearedon manyoccasionstoinstruct herabouttheMedalofthe ImmaculateConception.
