InitthePopehailedtheRosaryasa"mystical crowninwhichtheprayers'OurFather,'HailMary' and'GlorybetotheFather'areintertwinedwithmeditationonthegreatestmysteriesoftheFaith."

PopeJohn'sencyclicalisthethirdhehasissued sincehiselectiontothepapacynearlyayearago.It ishisfirstontheRosaryandhisshortest.

ThePope'sfirstencyclicalwas"ArPetriCathedram" (NeartheChairofPeter),a12,000-worddocument issuedinJuneappealingtoseparatedChristiansto re-unitewiththeCatholicChurch.

InAugusthereleased"SacerdotiiNostriPrimordia" (FromtheBeginningofOurPriesthood)ontherole ofthepriestandthevirtuesheneeds.The9,000-word encyclicalwasissuedtocommemoratethecentenary ofthedeathofSt.JohnVianney,theCured'Ars.

"GrataRecordatio"isthefirstencyclicalonthe RosarysincePiusXIIwrote"IngruentiumMalorum" (TheAssaultofEvils)in1951.Earlierencyclicalson theRosaryincludePiusXI's"IngravescentibusMalis" (IncreasinglyGraveEvils)in1937andtenbyLeo XIIIbetween1883and1898.

TheopeningwordsofPopeJohn'snewencyclical refertotheperiodwhenhewasaboyandheardLeo XIII'slettersontheRosary.Hesaid:

"ThissweetmemoryofOuryoungyearshasnever leftUswiththepassingoftime,norhasitweakened."

Hestatedthathehasoftenurgedthefaithfulto pray,privatelyandpublicly,duringthefirstyearofhis pontificateandthatnowheintends"todosowitha stillstrongerandWeshouldsay,morestirringexhortation."

RecallingPiusXII'sdeathandhisownelectionlast October,PopeJohnsingledoutaprayerintheLitany oftheSaintsandaskedCatholicsto"raisetoGodthe sameprayer-`ThatyouwouldpreserveourApostolic PrelateandalltheordersoftheChurchinholyreligiefa, webeseechyoutohearus.'"

SecondlythePontiffurgedthefaithfultoprayfor missionaries.NotingthatonOctober11hewilltake partinaWorldMissionSundayobservanceinSt. Peter'sbasilicainthemorningandvisittheNorth AmericanCollegeintheafternoon,hecalledforrecitationoftheRosaryforthesuccessofthemissions "bothindistantlandsnotyetevangelisedandinimmenseindustrialcities."

Thelongestsectionoftheencyclicalwasdevotedto worldpeace.

ThePopeurgedCatholicstopraytheRosaryin Octobersothatworldleaderswillunderstandtoday's problemsand"attentivelyassesstheseriousdutyofthe presenthour."

"WethereforepraytheLordthattheymayendeavourtoknowthoroughlythecausesthatgiveriseto differencesandthattheymayovercomethemwithgood willandthattheymayaboveallassessthesadtallyof ruinandharmwroughtbyarmedconflicts-fromwhich theLordpreserveus-andnotplaceanytrustinthem.

"Wepraythattheymayadaptcivilandsociallegis- lationtotherealneedsofmen,notforgettingeternal laws,andthattheymayalwaysbearinmindthe heavenlydestinyofeverysinglesoul,createdbyGod toachieveitandenjoyitoneday."

ThePopealsonotedthattherearephilosophiesand practicalattitudeswhichare"absolutelyirreconcilablewithChristianFaith,"andstressedthathewouldre- mainfirminopposingthem.

ThePopethencalledforrecitationoftheRosaryfor the"fruitfulandsalutory"outcomeoftheRomediocesansynodandtheforthcomingecumenicalcouncil, "thoseintentionssodeartoOurheart."

HesaidheisaskingCatholicstoprayforthecouncil sothatitwillresultinthe"vigorousrefloweringofall Christianvirtue,whichWeexpectofit,"andthatit may"serveasaninvitationandincentiveevenfor those,Ourbrothersandsons,whoareseparatedfrom thisApostolicSee."

TheencyclicalclosedwiththeapostolicblessingforallwhorespondtothePope'sappeal.

Asforcars,WilliamPlomersaidthathehad'obtainedhisfirstdrivinglicenceinSouthAfricaatthe ageofseventeen,havinglearnttodriveinthebusy cityofJohannesburg.

Theactualprocessofdrivinghadsoonbecomeautomatic,andheh_adneverlostcontrolofthecarwhen drivingfastinpartsofAfricawheretherewashardly anymotortraffic,onrockyorsandytracksorthrough deepmud.Ithadsimplybecomeboring;andcongested conditionsinEnglandcertainlydidnottempthimto drive. Madrid,Sept.28.-Helpingpeople emigratetonewhomes,nottheadoption ofbirthcontrol,isthetrueChristian solutiontotheproblemofover-populatedareas,ameetingofSpanishdiocesan authoritiesdealingwithmigrationwas told.

AddressingthemeetingwasHisEminence, MarcelloCardinalMimmi,SecretaryoftheSacred ConsistorialCongregation,underwhichtheSupremeCouncilofEmigrationwassetin1952.

Largescalemigrationofpeopleswillcontinue, theCardinalsaid,becausetherecontinuetobe richareaswithtoofewpeopleandpoorregions withtoomany.Hestatedthatatpresentthere aresome60millionrefugeeswhohavebeenforced toleavetheircountriesbecauseofwarsandrevolutions,inadditiontootherswhoemigratedto findwork.

Sowellknownisthis thatsomechildcareinstitutionshavewhatisknown asTLC,aremedywhich standsfortenderloving care;itmeansthatvolunteerscometheretoholdthe babiesforawhile,give thempersonalcontact,and asenseofhumanwarmth.

Nursesareoftensobusy thatthoughtheycananddo givephysicalcare,they simplydonothavethetime toholdthebabyorgiveit thepersonalaffectionso evidentlyneeded.

IntheearliestdaysofAustralia'shistory,education wasentirelyinthehandsofdenominationalbodies. TheGovernmentonlycameintothepictureinabout 1830.TheVictorianStateGovernmentprovided secularschoolsandalsosupportedtheotherschools financially.

Whenbothtypesofschoolcameunderthecontrol ofaBoardofEducation,thedenominationalschools didn'tlosetheirindependencebutcarriedonasbefore.

InNewSouthWales,in1866,HenryParkessetup aCouncilofEducationwhoseresponsibilityitwasto makegrantstothevariousschools.Itwassoonclear, fromthewaythegrantsweremade,thatthosein authorityweretryingtodestroythedenominational schools,especiallytheCatholicones.

Meanwhile,inVictoria,acertainMr.Higginbotham broughtadisturbingfacttothenoticeofParliament. Itseemsthat,exceptfortheCatholics,thereligious bodieswerenot,forthemostpart,givingthedenominationalteachingexpectedofthem.Norwasthatall, forinthesecularschools,thestandardofteachinghad fallentoalowlevel.

ARoyalCommissionwassoonatworktoinvestigate thetrouble.ToavoidatacitadmissionthattheState mayinterferewithCatholicse,hools,ArchbishopGoold wouldnotallowCatholicstoberepresentedonthe Commission.

IttookonlyashortfivemonthsfortheCommission tomakeitsdecisions.Therecommendationthatinterestsusisthis-thatsectarianteachingshouldbe excludedbylawfromtheschools,withaweakundenominationalreligiousinstructionbeingputinthe placeofadefinitedogmatictheology.

WhentheBilldidgetthrough,itwasamended,so thatnoreligiousinstructionatallwasallowed.But thesupportersoftheBillhadtobattlehardforfive yearsbeforeovercomingadeterminedopposition.

Whodidopposetheproposed,moreorlessseculer, educationBill?Catholicsmainly,andtostartoffwith atleast,Anglicans.

Theanti-Irish,anti-Catholicfeelingscausedbythe FeniantroubleinIrelandatthetimedidn'thelpthe Catholiccause.(TheFenianswereorganisedina similarwayto,andwiththesamegoalas,theIrish RepublicanArmyoftoday-togainindependencefrom England,byviolenceifnecessary).

Optheothersideweretobefoundmanydifferent groups,includingthosewhotriedtostrikeablow itgainsttheCatholicChurchbypreventingtheestablishmentofCatholicschools.Thenewspapers,too, didmuchtoaidthesecularcause.

TheStephensActcameintooperationinVictoriain 1873.Then,sixyearsafterthatevent,andthi-teen yearsaftertheCouncilofEducationhadshownthe CatholicsinNewSouthWaleswhichwaythewindwas blowingSirHenryParkesintroducedhisPublicInstructionBill.

In1879thisBillbecamelaw.Itprovidedforthe secularisationofeducationandthewithdrawalwithin threeyearsofStateaidtodenominationalschools.Sir Henryhimselflateradmittedofficiallythatthiswas his"onegreatmistake"inlife.

Amongthosewhostruggledtokeepreligionofficially intheschoolswereArchbishopVaughanandthe Anglican,BishopMoorehouse.

TimeOfCrisisForCatholics

Thelatterhaspointedtothetrueoffenders.Notthe Government,northereligiouslyindifferentmembersof thecommunity,butthoseChristiansinnamewho weren'tsufficientlyChristianinspirit.Hesaid"Let theblameliewhereitreallyrests-upontheChristian peopleofthiscountrywhoallowthelawtoremainunaltered."

Atthistime,1959,atimeofcrisisforCatholiceducation,itdoesseemthattheofficialconscienceisbeing aroused,tosomeextent,althoughmuchremainstobe doneinbreakingdownpublicprejudiceagainstour lawfulclaims.

ThreeyearsagotheMenziesGovernmentdecidedto paytheinterest,of5percent.,onschoolbuildingloans. Butingeneralitistruetosaythatthepolicyofthe Liberalsineducationfavourstherich.

TheA.L.P.atitsBrisbaneconferencein1957 changeditspolicyfromfinancialaidtoallschools"to "thepromotionofsecondaryandhighereducationby wayofbursaries,scholarships,exhibitionsandbenefits ofalikenature,payabledirecttostudents."

TheDemocraticLabourPartycontinuesthepolicy ofLabourbeforethe1954split,maintainingthateducationshouldbegenuinelyfreeforeverychildinthe community,irrespectiveofthetypeofschoolattended -primaryorsecondary-Stateorprivate.

AGallupPollin1955indicatedthatthemajorityof Australiansfavouredmoneygoingtoindependent schools.Morerecently,inTasmania,acommitteefrom theLiberalParty(whichlastyearrejectedaBill proposingassistanceetodenominationalschools)has publiclyrecognisedthedesirability,ifnotinjustice atleastasamatterofutility,ofassistingChurch schools.
