Decentralisationisabigwordstanding forsomethingbiginscopeandimportance. Itisimportantforitliesattheheartof everyCatholicsocialprogramme.

Itislargeinscopeforitmeansasocietyinwhich manisenabledtoprovideforhisspiritual,cultural, economic,politicalandsocialneeds;andinwhichhe candevelopandsafeguardhiscountryasafree Christiannation.

Tohavesmallcommunitiesopeningupourvast country,tohavefamilyfarmswithscientifichelp,to stopthealarminggrowthofourcapitalcitieseven ifonlytosavemanyfromobliterationintimeof atomicwar,andtobuildupastableeconomy-all thismanypeopleregardasimpractical,idealisticand mererhetoric.

ThepersonwhoseriouslyproposesforAustraliaa decentralisedsocietyisgoingagainstthestream(but notaninevitableflow),andisconsideredalittlequeer.

BeforemeasIwriteliesthetextofaremarkable addressgivenbyabusinessman,Mr.A.M.Flanders, ata"DevelopVictoria"conference.

Mr.Flanders,asmanagingdirectorofBruckMills Ltd.,isconcernedaboutthedecentralisationofindustry;hebalancestheprosandconsandcomesout stronglyinfavourofdecentralisation.

Henoteswithregretthatpracticallythewholeof thepostwarindustrialexpansionhastakenplacein ourcapitalcitiesorinafewsmallerindustrialcities.

Thatthedeflectionofindustryfromthesecitiesis profitable-notonlytotheindustryconcernedbuttothewholeStateisamplyshownbyMr.Flanders'experience.

AfterthewarBruckMillswasestablishedinWangaratta,atown145milesbyrailfromMelbourne. Inlessthantenyearsthetown'spopulationgrewfrom 5,800to11,500.

Therewasareversalofthemigrationofyoung peopletothecity;instead,between2,000to3,000 peoplecamefromMelbournetoliveinWangaratta.

Mr.Flandersalsolooksattheothersideofthe picture.Hismostimportantpointhereisthefact thatindustryawayfromspecifiedindustrialzones canonlybemadepossiblebyfreightconcessions.

Whenhisfirmstartedin'46therailfreightsfor generalmerchandiseweresetbyagreementwiththe StateGovernmentat30/perton.

Today,throughwhatMr.Flanderscalls"thegross irresponsibility"ofsucceedingGovernmentstherate hasincreasedto171/11perton.Andthisdespitethe factthattheRailwaysareaccruinganannualincreaseof£83,050fromWangaratta.

TheothermaindisadvantageBruckMillsencounteredwasthelackofthelocalmunicipalitytoraise moneyandtheconsequentdependenceontheState fordevelopmentwork.

Theexampleofthetown'swaterstorageisgiven: in'46thestoragewas40,000gallonsinsufficientfor thefirebrigadetoputoutadecentfire.

Laterthestoragewasincreasedtoamilliongallons bythetownspeoplepre-payingtheirwaterratesto thelocalmunicipality.

Thereisaschemeforstoringthebillionsofgallons wastedinwinterandneededinthesummermonths, buttheStateWaterwaysCommissionhasn'tgot aroundtoityet.

YetinfaceofthesedisadvantagesMr.Flanders putsonrecordhisfirmbeliefindecentralisationnotfromanyreligiousmotive-butforthesakeof industryitself.

Hesays:"Decentralisationisapatternofindustrialdevelopmentthathastakenonwithever-increasingmomentumintheU.S.A..Canadaandother countries,withobviousandself-evidentgreatbenefits totheStatesconcerned,tothecountriesasawhole, andwithgreatsuccesstotheindustriesthemselves."

Itisrecognised,generally,asessential,anditis consideredvitalbyindustryitself,thatincreasing populationshouldbespreadasfaraspossiblethroughoutthewholeStateandnotbefurthercongestedin analreadyover-saturatedcapitalcity.

Andthis,surely,isnotrhetoric.

Oldrecordingsaresome whatsuspectanddiscsbeforeabout1952didnot reachthepresenthigh fidelitystandardalthough therearesomegoodrecordingsmade20or30years agothatareamazingly good.

Thelimitationhasalwaysbeenthedisc-cutting. Everythingisrecordedfirst ontape,whichformany yearshasbeenhighfidelity, andthentransferredtodisc.

Iunderstandthatforthe AceofClubsseries,Decca arecuttingnewdiscsfrom theoldtapesandtherefore thereisamarkedimprovementontheoriginaldiscs.

Boththeseworkswere originallyissuedas10"discs separately;comparedwith thatthisrecordworksout atlessthanhalf-price,but sincethentherehavebeen betterperformancesand moreeconomicaloneson onesideofa12",ashere.

Theconcertodates,I imagine,fromabout1951 whenvanBeinumwasdirectingtheLondonPhilharmonic.Thisisaveryfine performance;Campoliplaysthisgloriousworkwithconsummatemasterywithout fussorfrills,smoothly lyrical. PersonallyIpreferMenuhintoanyotherviolinist inthisconcertobutCampoliwouldbewellinthe runningforsecondplace.

Therecordingisvery goodwithoutbeingbrilliant andthesurfaceisexcellent. The"Italian"symphony isnotsogoodonallcounts; thisisaboutthegayestof allsymphoniesintheregu- larrepertory,fullofsunshine.

Thenamederivesfrom Mendelssohn'svisittoItaly, notfromanyItaliancontentinthemusic;therefore thereisnoparticularmerit, initself,ofaperformance byanItalianorchestra.

Rossi'sinterpretationis sound,evenifheisno Beecham,andtheperformanceisbrilliant.Unfortunatelytherecordingisvery farfrombrilliantandthe surface,ortapehiss,is markedlyaudible. Nevertheless,asacouplingtotheconcerto,itis worthhavingandtherecordcanberecommendedto thebargainhunter. Thereissomethingvery sadaboutlookingforMendelssohninthebargain basement.Thereisnodoubt that,onthescenicrailway ofmusicalfashionMendelssohnhaslongbeenonthe dcwngradewhilecomposers muchinferiortohimare ridingtheheights.

Thereasonisnothardto find:heiscompletelyalien tothespiritofourtimes.

Mendelssohnwasthe greatdominantfigureofthe mid-nineteenthcenturymusic.Hewasanadored childofrich,cultured parents;hisearlygenius wasonceacclaimedandhis lifewasanunbrokensuccess. Nocomposer,noteven Beethoven,hadsucha powerfulinfluenceonhis contemporaries.Smallwonder,then,thathismusicis happy,confidentandthe fruitofawell-adjusted mind,tousethecurrent jargon.

Hismusicreflectsthe solidcertaintyofhisera thatthiswasthebestof allpossibleworldsandthat mankind,completewith beaverhat,floralwaistcoat, morningcoat,stovepipe trousers'andal4was mountedonthefootplate ofthesteamlocomotive, chuggingdecorouslyonto themillenium.

Wepoorfrustrated,psy- chiatrist-ridden moderns knowthatthesteamengine ofautomaticprogressbog-geddownforgoodinthe mudofFlanders;wehaven't gottheslightestideawhere theinter-continentalmissilesareheading.
