VaticanCity,April13.-TheHolySeehasruleditsinfulforCatholicstovoteforanycandidate,communistornot,whois knowntosupporttheRedsortheiractivities.Theruling,thestrongestanti-communistactiontakenbytheHolySeein10years,came intheformofaresolutionpassedbythecardinalsoftheSacredCongregationoftheHolyOfficeandapprovedbyHisHoliness PopeJohnXXIII.AspublishedhereinL'OsservatoreRomano,theresolutionusedtheterm"notlawful"todescribesupportgiven toany"representativeofthepeople"whobackstheReds.Useofthistermmakestheresolutionclearlylegislativeandthusthe term"sinful."
TheresolutionreferredtotheHolyOffice decreeof949excommunicatingCommunistsor thosewhosupportCommunism.Itgoesfurther thanthatdecree,however,sinceitmakesitsinfulfor Catholicstosupportanycandidatesforpublicoffice who,thoughnotmembersoftheCommunistparty themselves,andthoughtheymayclaimtobeChristians,areknownto"unitewiththeCommunistsand favourthembytheiractions."
Thegeneraleffectsoftheresolutionareclear,but itisalsoseenontheItaliansceneasbeingdirected chieflyagainstthepresentGovernmentinSicily whichhasfavouredopencollaborationbetweenCorn-
munistsandCatholics.ItisalsobelievedtobedirectedagainstthoseCatholics,someofwhomarein highplacesinItaly,whohavebecomeopenlysympathetictoCommunismanditsprogramme.

LessthansixmonthsagotingesofEuropeanrule, hehadfoundhimselfin Asia,attheconferenceof theHierarchiesoftheFar Easterncountries,convened underthepresidencyof HisEminenceCardinal Agagianian,saidHisExcellency.TheAustralian Hierarchywasrepresented atthatConferencebyan observer-aclearindicationthatwhilethiscountry, intermsofculture,isEuropeanratherthanOriental, neverthelessitsgeographicalsituationinvolveditdefinitelyineveryeventwhichchangedthefaceof Asia.
Duringtheformalsessions ofthatConference,and evenmoreininformaldiscussionswithvariousmembersoftheAsianHierarchies,HisExcellencysaid bewasabletofamiliarise himselfwithmanyofthe problemsoftheChurchin Asiaandmanyofitsconsequentopportunitiesand perilsoftheChurch-and byconsequencealsothose oftheChurchinAustralia.
Hefound,firstofall, churchessmallinnumber, caughtinavortexofnationalism,dammedupbycen-
seekingtoestablishfirm pointsofcontactwithnew nationalistrulerssuspicious ofeverythingwhichseemed tobelinkedwithEurope -evenEuropeanmissionaries.Inthathazardous situation,hefoundAsian Bishops,newtotheirgreat responsibilities, courageouslysettingaboutthetask of re-establishingthe Churchonfirmindigenous foundations.
Hefoundtheimaginationsofallofthosewhom heencountereddeeplyand sadlyimpressedbythefate ofChina-themostpopulousnationinAsia.The tremendousdisasterwhich hadovercometheChurchin thatgreatnation,leadingto theexpulsionofsomethousandsofmissionaries,tothe establishmentofaschismaticchurch,tothemartyrdomofBishops,priests, religious,laymenand women,wastheimageof Chinawhichfacedthe ChurchineveryAsiancountry.Itisalsotheoverwhelmingchallengebefore allofthem.
Foritdidnotmatter whatcountryinAsiathey
turnto-beitIndia,Malaya,Vietnam,Formosa, Japan-innocountrydid theyfindtheBishopsunder-estimatingthethreatof atheisticcommunism.They sawthatneitherthe strengthoftheinstitutionof thefamily,northeprofound individualismoftheChinese people,hadbeenableto checkthepowerofcommunism.Theysawtheir owncountriesapreytothe instabilityinevitablyfollowingonindependence.
Theysawvast,rapidlyincreasingpopulationsliving inconditionsofrelative misery.Thesawtheeconomiesoftheircountries periodicallythreatenedby thefallinpricesoftheirexports,oftentheresultof marketspeculationsinthe wealthiernations.They sawthecommunistgovernmentsofRussiaandChina pouringliterallymillions ofpoundsintotheprinting ofcheapcommunistliteraturewhichfloodedthe bookstallsandpoisonedthe mindsoftheyoung,particularlythosewithuniversity training.Underthosecircumstances,theywouldnot findtheBishopsofany countryinEastandSouthEastAsiawhowouldbe readytoguaranteethatin tenyears'timetheircountrieswouldbefreeofcommunistrule,andtheir Churchfreefrompersecution.
TheirownArchbishop wasrightwhen,ontheoccasionofhis95thbirthday, hesaidthathewasliving inthemidstofthegreatest warofhislonglifetimethatbetweenthefollowers ofGodandthosewho soughttoerasethefaceof Godfromtheearth.
TheBishopsofAsia,in theconcludingstatementof theirmeeting,inwhich theywarnedofthedanger ofatheisticcommunism,did whatyourownBishopshad alreadydoneintheirJoint PastoralLetterofApril29, 1955.InthatLetter,the AustralianBishopsclearly saidthatthethreatofCommunism`wasthegreatest issuefacingtheChurchin Australia;thatitwas"the basicnationalissue";that theperilhad"atwo-foldaspect,disruptionfromwithinandaggressionfrom without";thattherewere "highlyplacedpublicmen, includingsomeCatholics," who"seemtohaveclosed theireyestothegreatissuesinvolvedintherecent upheaval,"who"donotappeartorealisethattheyare forwardingtheinterestsof communism."Itwasinthis LetteralsothattheAustralianBishopsdeclaredthat "thisgreatworkoffighting andstemmingcommunist aggressionwhereverit showsitselfhasourfull supportandapproval."
HisExcellencysaidhere-
ferredtothatJointPastoral Letterforitseemedtoanticipateamostimportant partofthestatementofthe AsianBishopsattheconclusionoftheirmeeting nearlyfouryearslater. Thatwasnottobewonderedat,forevenifAustralia indthecountriesofAsia hadacompletelydifferent-ulturalheritage,geoIraphicallytheywereinthe samepartoftheworld.It wasbarelyconceivablethat South-EastAsiawouldfall preytotheenemiesof
ChristandHisChurch,and Australiaremainsafeand unharmed.Hehopednobodywouldhavethatdeception.

Thismayinvolveattendingmeetings-especially Unionmeetings;findingout whatisbestforourcountryandbeingallouttosee thatshegetsthebest.It mayinvolvepublishingthe unacceptedandworkingfor ahealthysocialsystem.

Putmostsimply-prayer andaction.Inthatregard hecouldonlyrepeatthe advicewhichhegaveonthe sameoccasion.Thefight againstatheisticcommunismmustbegroundedin prayer:"WithoutChristwe candonothing.Gather often-daily,whenpos- sible-abouttheAltarof Sacrifice.Offertothe HeavenlyFathertheallpleasingVictimofexpiation, reparation,petition.Let Himfloodyourheartwith vigourandperseverance throughtheSacredBody andBloodofHolyCom- munion."
Ithadneverbeenthe teachingoftheChurchthat thelaymanandlay womenshouldassume thegarbandvocationofthe contemplativeandconfine themselvestoprayer.The characteristicqualityofthe vocationofthelaymanwas action-actionofChristianmotivationinthetemporaldomain;actionthat wasatonceintelligent,in- formedandresponsible;actionthatwasindividualas theoccasionandchallenge required,actionthatwas organisedespeciallyinthe fieldsinwhichtheenemy wasmosthighlyorganised.
AstheAustralianBishops hadpointedoutintheir JointPastoral,thevital arenasofconflictinAustraliaweretobefoundin thefieldsoftradeunionism andpoliticallife.Itwas thedutyofCatholiclaymen andlaywomentobepre-sentwheretheheatofbattlewasgreatest.Tobe absent,forwhateverreason,wastoabandonthe vitalbattlegroundtothe enemy.Thatwouldbe treason.Itwas,therefore, thedutyofeveryCatholic laymenandwomantogive themaximumsupportto thoseoftheirbrotherswho wereengagedinthebattle againstatheisticcommunisminindustrialandpoliticallife.
Inthosefields,intheir owndemocraticsociety,the veryconditionofefficiency wasorganisation. The single,unaidedindividual coulddolittleornothing. Sometimesitwassaidthat theChurchpermittedindividualaction,butdiscouragedorganisation.Nothing couldbefurtherfromthe truth.Inquestionsoffaith, morals,andreligiouspracticethereshouldbethe closestbondsofunitybetweenallmembersand groupsintheMysticalBody ofChrist.
Inthesphereofthetemporaltheremightarisedifferencesofopinionastothe bestmethodsandtechniques tobeadopteduntothesolutionofcertainquestions.
Whenthosedifferencesof opinionwereconsequent upongenuineandsincere efforttoinformoneselfin mindandtobehonestin judgment,thenthereshould bemutualrespectamong Catholicsfortheconvictions ofoneanother.
That,ofcourse,didnot meanthatoneindividualor groupmightnotcontinueto endeavourtopersuade, withintheconfinesofcharity,otherstohisorits opinion.
Attimesthemightofthe challengetotheChurchand theCatholicwayoflife mightdemandaunited frontamongCatholics,even inactivitieswhoseimmediateobjectives,although Pregnantwithmoralovertones,belongedessentially tothetemporalorder.

Farfrom"rendingCatholicsasunder,"asHenry Parkesprophesised,thedecisionbroughtCatholicstogeherinthegreatenterpriseofprovidingaCatholiceducationattheirown cost.
Manhoodcoverstheyears ofthiscenturyalmostup tothepresentday,aperiod ofgreaterexpansionandinfluence,butnotwithoutits struggles.CatholicsandnonCatholicsco-operatedin buildingupthiscountry, bothinpeaceandwar.

Whydoesn'ttheChurchmakemoreprogressinmissionarycountries?Why,forinstance,after400yearsofconsiderablemissionaryeffort,areCatholicsonlyasmall minorityinIndia?
Clearlytheremustbe powerfulobstacles,butwhat arethey?Thesearequestionswhichshouldhave occurredtomanythinking Catholics.Thisbiography ofa17thcenturymissionary providessomeofthe answers.
WhenRobertdeNobili,an ItalianJesuit,arrivedin India,Catholicismwasmakinggreatstridesamongthe poorlivinginorclosetothe Portuguesepossessionsbut hadlitlesuccesselsewhere.
ThePortuguesetendedto turntheirconvertsnot merelyintoCatholics,but alsointoPortuguese,encouragingthemtoadopt Portuguesenamesandcustoms.
Understandably,thisdid notappealtoIndianswho wereproudoftheirnationalityanditsancientculture.
Indefenceoftheirattitude,thePortugueseexplainedthattheoldculture ofIndiawasapaganone andthereforeincompatible withChristianity.
ItseemedtodeNobili, aftercarefulconsideration, thattherewasagreatdeal intheoldIndianculture thatwascompatiblewith Christianityandthatunnecessarysacrificesofwhat theyhelddearshouldnot bedemandedofconverts.
Tobringthishometoboth IndianandEuropeanhe himself,withthepermission ofhisreligioussuperiors, adoptedthesocialcustoms ofthecasteHindu.
HedressedintheredochrerobeoftheHindu sannyasi,wearingwooden sandalsonhisfeet,adopted avegetariandiet,livedin anIndiantown,andgave himselfuptomeditation
andstudyofIndiancivilisation.
Astreamofconvertsdid notcomeimmediately,but withinafewyearsanumberofBrahminsandother casteHindusadoptedCatholicism.DeNobiliallowed themtokeeptheirnationalityandthoseoftheircustomswhichwerenotinextricablyboundwithpaganism.
Inthishehadtoproceed withtheutmostcautionas itwasdifficulttoseparate religiouscustomsfromnonreligiousones.Aspecial problemroseovertheuse ofthesacredthread.This wasamarkofcastleor socialstatus:diditalso haveareligioussignificance?
DeNobiliheldthatitdid notbutthereweremanyothermissionaries,wholike him,weredevotingtheir livestoIndia,whothought thathewaswrongandthat hewasineffectheti-aviantheFaith.Theymadeevery efforttohavehisworksuppressed.
Finally,thecasewas broughttothePone'sattention.Asolemndecisionof theHolySeewasgivenin favourofdeNobili.Butby thetimethedecisionarriveddeNobiliwasalmost wornoutbylabourand nolificaltroublesnowimperilledhiswork.

London,April6.-Themostintensedrive fortheconversionofEnglandandWales sincetherestorationofthehierarchyacenturyagohasbeenlaunchedhere.
SomefourmillionpractisingCatholicsofEngland havestartedamonth'scampaigntowintheother nine-tenthsofthenationtotheFaithbyprayerand byactivecrusading.ThecampaignwillendonMay 4,feastoftheEnglishMartyrs.
OrganisedbytheCatholicMissionarySociety,a groupofsecularpriestsworkingfull-timeonconversions,thecampaignhastheapprovalofthe hierarchy,theco-operationofotherCatholicsocieties, andthebackingofthefaithful.Althoughbased largelyonthe"CrusadeforSouls"movementinthe UnitedStates,anactivedoor-to-doorapostolate,the campaignisessentiallyintendedtobeaperiodof prayer.
