Probablynoprofessing Catholic,unlessitbeGalileo,hasbeenusedsowideilyforpropagandapurposes byanti-CatholicsasSavonarola.

Heisindeedastrange figuretousofthe20thcentury:aDominicanfriarof blamelesslifeandburning zeal,whosesermonschangedFlorencefromacityof notoriouswickednesstoone ofalmostPuritanicalpiety.

Hewasatthetimetime, afirebrandwhowassoconvincedofhisownrightness thatherefusedtoaccept correctionfromhisown superiors,orevenfromthe veryHeadoftheChurch.

ThestatementofArchbishopLouisMathias,S.D.B. followedanorderbytheState'sDirectorofMedical Servicesapparentlyveeringawayfromtheearlier policyofallowingCatholicphysiciansandnursesin theserviceoftheStatetotakenopartinitsbirth controlprogrammeon"conscientiousgrounds."

Undertheneworder,districtmedicalofficersare instructedto:

ArchbishopMathiasgaveathree-partexplanation ofthemoral,divineandecclesiasticalarguments againstartificialbirthcontrol.

Butbeforedoingso,hechallengedtheGovernment procedureinattemptingtoforcecitizenstoreveal "mattersofconscience."

Conscientiousobjection,hesaid,isbyitsverydefinitionamatterofconscience,andthusitshouldbe enoughtostateitassuch.

Theprelatenotedthatevenunderthelawofcompulsorymilitaryservice,acitizenisnotsupposedto havetoexplainthereasonsforremainingoutofthe serviceifhedoessobecauseofconscientiousobjections.

TheArchbishop'sstatementcoincidedwithareport issuedbytheMadrasFamilyPlanningBoard,which worksinclosecollaborationwiththeGovernment.

Explainingtheprogressofthesterilisationefforts, theboardsaidthatsincethestartoftheprogramme morethan2,700operationshavebeenperformed.Of these,666wereonmen.

TheBoardsaidtheMadrasregimeisalsotryingto helpthosewho"mightfeelshy"aboutgoingtoa Governmenthospitalfortheoperation.

ThenewestEnglish-speakingpenitentiaryisFather IsidoreKowalski,anativeofBuffalo,N.Y.,who taughtatBuffalo'sBishopRyanhighSchoolfor11 yearsbeforecomingtoRome.HereceivedhisoffcialcommissionasapenitentiaryonMarch3ofthis year.

TheotherEnglishspeakingconfessorisalsoAmerican,FatherGilesKaczamrek,ofShamokin,Pa.,who brmerlywasrectorofthegroupbutwhonowhas beenincapacitated14illness.

ThefirstEnglish-languagepenitentiaryatSt. Peter'swasFatherJosephPercelwhobeganhiswork thereinOctober,1773.Sincethentherehavebeen English-speakingconfessorsinthebasilica,including amongothers,FatherRaphaelHuber,nowteaching inSt.-Anthony-on-the-HudsonschoolinRensselaer, N.Y.

Thoughtheirpowersareextraordinary,thepeni- tentiariesforthemostpartheartheconfessionsof ordinarypeople.ThescheduleatSt.Peter'srequires themtobeintheconfessionalforfourhoursaday attheminimum.

FatherMullersaidthatitwashardtoarriveatan averagefigureforthenumberofconfessionsheard byapenitentiary."SomemonthsIhaveheard1,500 confessions;othersonly700.Itoftendependsonthe needsofthepenitent.Ihaveheard94confessionsin onesitting.AndthenagainIhavespent45minutes withonlytwopeople."

Duringthe1950HolyYear,FatherMuellerrecalled, oneofthepenitentiariesheardmorethan25,000con- fessions.

Tobeapenitentiaryisnotaneasyvocation.The officeoftheGrandPenitentiarydemandsthatcandi- datesfortheconfessionalsbeatleast40yearsold. Theymustpasswrittenandoralexaminations. Andtheoralsareconductedinthepresenceofthe CardinalPenitentiary,histheologian,whoisalways aJesuit,andothermembersofthePenitentiary's office.

ThoughsomeofthepresentpenitentiariesatSt. Peter'shavebeenhearingconfessionsthereformore than20years,FatherMullerindicatedthatthere maybeashorteningoftheperiodofofficebecause ofthedemandsitmakesontheconfessor.

Formanytravellersandpilgrims,thereisonlyone churchinRome-St.Peter's.Theassociationsofthe greatchurchwiththepapacyandparticularlywith thefirstPopeleadCatholicsfromallovertheworld togotoconfessionthereandreceiveHolyCommunion withinitswalls.
