TheBishopssaidtheyfelt"hope"abouttheintentionsofthenewregimeand"seenoreasonto distrust"it.However,theyadded,certainstatements bypublicfiguresonthequestionofeducationhave containedserious"ambiguities"whichshouldbe clearedup.

Thepastoralletteristhelatestdevelopmentina debateonthedirectiontobetakenbyCubaneducationwhichhasbeeninprogresssincethefallofthe regimeheadedbydictatorFulgencioBatista.

Thedebatehascentredaroundthreepoints:(1) introductionofreligiousinstructioninpublicschools; (2)Law11oftherevolutionaryregime,invalidating privateuniversitydegreesgrantedsince1956,and (3)rumoursthatthene*Governmentmayseekto exercisemorecentralisedcontroloverallschoolsin Cuba.

Onthequestionofreligiouseducationinpublic schoolsFidelCastro,shortlyafterthecollapseofthe Batistaregime,declared:"Ifeelthat,withoutdetrimenttofreedomofworship,religiousinstructionmust begiveninthepublicschools."

However,anorganisationcallingitselftheRepre- sentativeCommittee.oftheProtestantSchoolssoon afterissuedastatementurging"amostabsolutesepa- rationofChurchandState."Thecommitteedeclared itselfopposedespeciallytoreligiouseducationin publicschools.

Ithasbeenestimatedthatoftheone-and-a-half millionchildrenofschoolageinCuba,onlyabout 700,000attendschool.OftheSe,600,000areinpublic schools,62,000areinCatholicschoolsandtheremainderareinotherprivateschools.Thepopulation ofCubaisabout95percent.Catholic.

Urgingtheintroductionofreligiouseducationinto publicschools,theCubanBishopsstatedintheirjoint pastoralthattheCatholicsofCuba"donot to berelegatedtoignoranceinreligiousmatters."

"FreeCubaandthepeopleofCubawouldfeel defraudedintheyearofliberationifreligionwere nottaughtintheprivateandpublicschools,"they said.

Geneva,Feb.17.-TheUnitedNations PopulationCommissionwastoldthatthe rapidlyacceleratingrateofpopulation growthinmanyareashasledtoapessimistic outlookwhichoverlooksadvancesintheuse oftheworld'sresourcestosupportthat growth.

Atits12-dayannualmeetinghere,thePopulation Commission,asubsidiarybodyoftheEconomicand SocialCouncil,soughtChristian,viewpointsonthe so-called"demographicexplosion."Amongtheorganisationsinvitedtohaverepresentativesspeakat thesessionsweretheInternationalFederationof. GeorgeEggermann,representingtheI.F.C.T.U., praisedtheauthorsoftherecentlypublishedU.N. studyon"theFutureGrowthofWorldPopulation." Notingthatthestudyindicatedanunprecedented populationexpansion,especiallyinunder-developed areas,foratleast20years,hecommendedtheauthors forrefrainingfrom"drawingconclusionsaboutthe stepstobetaken."

Mr.Eggermanexpressedregret,however,over "certaincommentswhichseemtoreflectthepessimisticviewofthosewhoadvocatemeasurestohaltthe growthofpopulation."Hecontinued:

"TheInternationalFederationofChristianTrade Unionsisconvincedthatthesolutionofdemographic problemsliesprimarilyinadeterminedeffortat worldco-operationwithaviewtoimprovingliving conditionsintheworld'sunder-developedareas.
