Havana,Feb.21.-TheBishopsofCuba haveissuedajointpastoralletterurgingthat religiousinstructionbeintroducedinto Cuba'spublicschools.

TheBishopsalsoprotestedagainstacontroversial lawofthenewrevolutionaryregimewhichinvalidates alldegreegrantedsince1956bytheprivateuniversitiesofCuba.

TheBishopssaidtheyfelt"hope"abouttheintentionsofthenewregimeand"seenoreasonto distrust"it.However,theyadded,certainstatements bypublicfiguresonthequestionofeducationhave containedserious"ambiguities"whichshouldbe clearedup.

However,anorganisationcallingitselftheRepre- sentativeCommittee.oftheProtestantSchoolssoon afterissuedastatementurging"amostabsolutesepa- rationofChurchandState."Thecommitteedeclared itselfopposedespeciallytoreligiouseducationin publicschools.

Behind-the-scenesdiscussionsarecontinuingwith allpartiesconcerned.TheyincludetheChurchof England,whichisalsoseekingmorefinancialhelp, theFreeChurches,whoareopposingsuchgrants fromnationalfunds,theteachers,localeducation authoritiesandothersbeforeanydecisionismadeby EducationMinisterGeoffreyLloyd.

TheCatholicBishopsreportedlyhopethatParliamentwillgiveitsapprovaltotheirrequestbefore itrecessesforEaster.

Theirthreespokesmen,ArchbishopJohnC.Heenan ofLiverpool,ArchbishopFrancisGrimshawofBirminghamandBishopAndrewBeck,A.A.,ofSalford, havealreadyseentheMinisteronceandputtheir case.

Theyareseekingaflat75percent.granttowards thebuildingofacceptedCatholicschoolsinsidethe freenationaleducationsystem.

Atpresent,Catholicshavetoprovideonabout50 percent.oftheheavycostofbuilding,modernising andextendingCatholicschoolsandkeeptheminline withtherestoftheschoolsthroughoutthecountry.

Theyfaceabillestimatedtobearound £64.400,000inthenextfiveyears.Withoutfurther Governmentrelief,manyhaveexpresseddoubtthat theywillbeabletomeetit.
