About200peopleattendedthefunctionandinspectedthebuildings.

HisGracesaidthathe wasdelightedwiththe buildings.Theschoolcould heextendedwhennecessary.Indeeditwasevident fromtheenrolmentthatextensionswouldbenecessary nithinafewyears.

Littledidhethinkwhen hefirstvisitedCorriginin 1934thatthetownanddistrictwoulddeveloptosuch anextent.

Theestablishmentofthe schoolwastheChurch's contributiontowardsdecentralisation-towardsstemmingthedrifttotheCity. MorethanhalfthepopulationofAustraliawasconc.ncraLedinthecities;that bodedillforthefutureof thecountry.

Unlessagriculturereceiveditsrightfulpalcein nationallife,itwouldbeto thedetrimentofAustralia.

Heencouragedthefarmers toremainontheland,and tohanditdowntotheir children.Thefarmerwas thebaclehoneofChurchand Statealike.

HethankedthePresentationSistersforstaffingthe school.Aftertherecent drowningtragedy,itlooked asiftheymightnotbeable todoso.

Therewasagatheringof about200peopleforthe occasion.Asthetownof Derbyonlyhasapopulationof600thiswasquite alargegathering.

ThereweremanynonCatholicsamongthecrowd. Thereseemedtobeageneralinterestinthebuilding ofthehostelrightfromthe timethatitwasstarted.

BesidesBishopRaibleand theRev.J.A.Kearney, S.C.A.therewerepresent theRev.F.Huegelfrom BeagleBayandtheRev.J. McKelsonfromBroome.

TogetherwithMr.Wise therewasthesittingmemberfortheKimberleys,Mr. J.J.Rhatigan.Ontheplat- formalsoweretherepre- sentativesofthevarious Government departments andlocalauthoritiesofthe town.

HisLordshipoutlinedthe developmentofthewhole ideaofthehostelfromthe timeitwasfirstconsidered tillthepresentopening.

HesaidthattheGovernmenthaderectedatechnical schoolandhaddecidedto buildahostelinorderto accommodatethechildren whocamefromoutoftown andwouldbeattendingthe school.

Manila,Feb.6:The BishopsofthePhilippines havecondemnedproposed legislationtocurbforeignborneducatorsinthis countryasinlinewith "theoldNazidogmaof racism."

Inastatementissuedat theirannualmeeting,the Bishopsnotedthatso-called nationalisationBillspend- ingincongressprovide:(1) Thatonlynative-bornFilipinosmayheadschoolsor teachsocialsciences;(2)thatnon-citizensmaynot comprisemorethan25per cent.ofaschool'smanagement,and(3)that60per cent.ofaschool'strustees mustbecitizensofthe Philippines.

Notingthatthelegislation ispurportedlydesignedto promotenationalunityand safeguardnationalindependence,thehierarchysaidthe reasonsgivenforitareinadequate.

Therearecomparatively fewforeignschools,the statementsaid.Butitsaid thatbecausetherearenot yetenoughnativemembers ofreligiousordersinthis country,someCatholiceducationalinstitutionsarein thehandsofforeigners.

Mr.Wisepointedtowhat theGovernmentwasspendingoneducationtotrainthe childreninthethingsthat reallymattered.Hesaid thatafterknowingthe Bishopforsomanyyears hewaspleasedtobeable tobepresentatwhatwould bethelastpublicappearanceofHisLordshipin Australia.

Thepeoplemovedtothe diningroomwhereafternoonteawasprovidedby theCatholicladies'committee.The afterwardsvariousgroups inspectedthe

buildingbeforegoinghome. Excellentmaterialhad beensuppliedforitby BouchersIndustriesLtd., firstclassworkmanshiphad beenputintoitbyMr.F. Rodriquezandhisassociates.

Toconstructthehostel theGovernmentsetaside £25,000whichwasusedto payforallaccountsinconnectionwiththeconstructionofthehomeassoonas theyfelldue.

Halfthechildrenatthe hostelwillbegoingtothe GovernmentTechnical School,astherewasno Catholictechnicalschoolin thearea;theotherhalf wouldbegoingtotheCatholicprimaryschool.

Theyfeltthemselves cramped,andsotheysaved ndbuiltalargerhuse, moreconvenientfortheir ,seeds.Andthenthegreat daycamewhentheymoved in.Theyhadanewhome.

ThatdayGod'speopleof Queen'sParkmovedintoa newhome,theirrebuiltSt. Joseph's,anditwasaday ofjoyandthanksgiving.

ThePopeexpressedthe hopethattheRomediocesansynodwouldbeconvenedbeforetheendofthe year,andsaidthatitwill be"perhapstheonlyonein historycalledfortheDioceseofRomeitself."

Hefurthersuggestedthat theRomesynod,although itwouldhavejuridiceffects onlyfortheDioceseof

Rome,wouldsetthepattern forlegislationinotherSees oftheworld.

Turningthentothesubjectoftheecumenicalcouncil,thePontifftoldhisaudiencethatitwouldtakeat leasttwoyearsofintense preparationandadded:

OnceagainImmigrationSundayisherewithits providentialreminderofthemanyandtrulygrave problemsthatareassociattdwithMigration.

MIGRATIONARIGHTOFMAN

Migration,asafeatureofdailylife,isasold,almost, asmanhimself.Itisanaturalphenomenonofgrowth andexpansion.Itisademonstrationoftherightof mantomovefreelyasaconsequenceofthefreedom whichGod,theCreator,desiredforhim.

Thisrightofmantomovefreely,i.e.,therightto decidewherehewantstoliveandwork,isderived fromhisrighttothefreeuseofhisfacultiesandhis naturalcapacities.Thisisnomorethanthedevelopmentofhispersonality,which,withitsGod-given giftsofreasonandfreewill,exhibitsthus,powerand freedomtomakeresponsibledecisions.

Clearlytherefore,therightofmigrationisnot establishedbyaStateorbyacommunityofcountries; itisanaturalheritageofman,andrequiresonlythat itberecognised,protectedandpromotedinitspracticalapplicationbytheStateandbytheCommunity ofNations.

Humanrights,however,arenotabsolutebutmust begovernedbynaturallawand,especially,bythe lawofthecommongood.

CONTROLOVERMIGRATION

Thereisnodoubt,intheleast,thatanImmigration Country,particularlyfromtheviewpointofthewelfareofthecommunity,hasalegitimaterighttoexerciseafaircontroloverImmigrationinordertosafeguardpublicorder,economicwelfareandsecurity. Whatisofdecisiveimportanceinsuchcontrolsis theirnatureandtheirextent.

Excessiverestrictionswhichgreatlyhinderthefreedomofimmigrationnotonlymaybequiteincompatiblewiththeprinciplesofnaturallawbutinimical alsotointernationalsolidarityandtotheveryprosperityitselfofimmigrationcountries.

Inthepresenttime,therefore,wheneverywhere onthissideoftheIronCurtain,thefreedomofemigrationisacknowledgeditisimperativethatcountriesofimmigrationshouldrealisethatalessening ofimmigrationrestrictionsmaybenotonlyarequirementofChristianethicsbutapracticalnecessityfor procuringthecommonwelfareoftheFamilyof Nationsandthenationalprosperityofcountriesof immigration.

ItisofthepurposeofImmigrationSunday,bya re-statementofsuchprinciples,tosecurewithCatholicstheworldover,theirseriousconsiderationofthe prevalentproblemsofmigration,andthepromotion andadoptiontowardsthese,ofatrulyChristianattitude.

"FortheChurch,"inthewordsofthelateHoly Father,"considersHerselfobligedinthehighestsense tobeinterestedintheworkofmigration;thereis questionhereofremedyingimmenseneeds;thelack ofspaceandthelackofthemeansofexistence;the miseryoftherefugeesandexpellees,who,inmillions,havebeenforcedtorenouncetheirnative country,nowlosttothem,andtogofarabroad,in seekingandbuildingforthemselvesanotherhomeland."

PROBLEMOFMIGRATION-INTERNATIONAL

Essentially,theproblemofmigrationisaninternationaloneand,consequently,onetobesolvedon theinternationallevel.ForCatholicsthesolution iftheproblemingeneralistobefoundintheprinciplesofnaturallawaslaiddowninChristiansocial andpoliticaldoctrine.ItisthedutyofCatholicsto useeveryendeavourinensuringthattheseprinciples ofnaturallawarerespectedintheenactmentsof positivenationalandinternationallaw.

ItisindeedmostgratifyingforusinAustraliato havehadintheChristmasMessageoftheHonourable theMinisterforImmigration,apersonalandofficial assurancethat"theAustralianMigrationPolicy,from theverybeginning,hasbeenbasedontrulyChristian andhumanitarianprinciples."Howcommendable, also,istheMinister'sinsistencethat"Christianity itselfoffersanever-wideningapprehensionofimmortaltruths,andthatallmodern,excitingscientific discoveries,ifisolatedfromthesetruths,willyield nomorethanthehollowvictoryofnewfacts."

PROBLEMSFORAUSTRALIANS

Inpractice,problemsofmigrationforAustralians aremainlythoseconcernedwithaninfluxofsome 100,000personsannually,andtheonemillionanda quarterNewSettlersalreadyhere.Inthespiritof ThristianCharityandwiththegraciousnessand warmththatareofthatspirit,Catholicsshouldextendtonewcomerseverypossibleassistancesothat, withtheminimumofanxietyandprivationthey, alongwiththemselvesandallfellowcitizenswillbe wovenintoapleasantpatternofparochialandcommunitylife.

Australiaisavastland,acountryofwideopen spaces.Soalso,theheartsofAustraliansshouldbe bigandopenwithwelcomeforallwhoseekherea newhome;allwhowouldsharewithAustraliansthe completionofaninspiringprogrammeofnationbuilding.

GREATESTPROBLEM-REFUGEES

Whilstthuslocallyconcerned,Australiansmaynot, infact,mustnot,forgetthatproblemsofmigration areworld-widerealitiesandareverymany-sided. Greatest,doubtlest,ofall,isthatoftherefugee.Since 1945morethan40millionhumanbeings,victimsof aggression,havebeenforcedfromorfledtheirhomes tobecome"pilgrimsofthenight."InEuropealone therearetodayatleastamillionrefugees.Thousands ofthesestillremaintobesettled,whilstthousands morehaveobtainedwhat,atbest,maybedescribed assub-standardaccommodation.

oftheUnitedStates,theFederalCatholicImmigrationCommitteeofAustraliasharesintheveryconsiderableworkcarriedoutinEuropeandelsewhere bythesetwoprincipalCatholicorganisations.

Re-settlementofthousandsofrefugees,bothabroad andinEurope,hasbeenachieved.Specialaidfor physicallyhandicappedpeopleandothersunableto emigratehasbeen,andisbeingcarriedon,forthe benefitofmanythousandsofrefugees.Intheprovisionoffoodandmonetaryrelief,theCatholicRelief Serviceshasdistributed,inthepasttenyears,by thegenerosityofthepeopleoftheUnitedStateof America,theimmensesumof732milliondollars.

INCENTIVETOCATHOLICS

Referencesofthisnaturearemadefornoreason otherthantoprovideencouragementandincentiveto CatholicsinAustraliawho,inareadyacceptanceof responsibilitiestowardsmigrationwork,areunited byprayerandsacrificewithmillionsofCatholicsthe worldover.Intensificationofrefugeeworkisanticipatedduringthisyearwiththeprobabledeclaration ofan"InternationalRefugeeYear."Itisofinterest tomentionthataproposalforaRefugeeYearwas approvedattheInternationalCatholicMigration Congress,atAssisi,in1957.

SHARINGGOD'SWORK

Problemsofmigrationarecapableofsolutiononly bythecollectiveandcharitableactionsofpeoplesof allnations.Catholics,surely,shallnotberemiss,in amobilisingofresourcesforatasksoinseparablya concernofthehumanfamily.

Indeed,thereisintheworkofmigrationrather morethanthealleviationoftheburdensofone's fellowmen.ThereisinitarealsharinginGod'swork. Objectofthisworkisman,createdbyGod,andmade toGod'simageandlikeness.Heisadistinctworkof Godand,assuch,isworthyofcare.Heisendowed withanimmortalsoulandinthisishelikenedmost toGod.ForthisSoulanditssalvationGodsentinto thisworldHisOnlyBegottenSon,ChristJesus, Saviourofmen. Unquestionably,migration,touchingthewhole humansociety,collectivelyandindividually,is,in theultimateanalysis,aphenomenon,inextricably joinedwiththeextensionofGod'sKingdomonearth.
