VaticanCity,Jan.8.-Theunofficial VaticanCityweekly,L'Osservatoredella Domenico,hasnotedthatdespitethefact thatthenewSovietplanetoidcarriesno bombs,thecommunistsareusingitasan "instrumentofpowerpolitics."

ThepublicationsaidthatthewordsPopePiusXII spoketothecongressofastronauticalexpertsin1956 haveevenmoremeaningandwisdomtoday.It quotedthelatePopeassaying:

IndianDoctorScoresAbortion AsProposedHealthMeasure

Cuttack,India,Jan.10.-"Wewantonlyresults,"he AformerIndianhealthof-added. ficialhascriticisedapro- posalthatabortionshould belegalisedinIndia.

Theproposalwasmadeto theAll-IndiaMedicalConferenceherebyDr.C.0. Karunakaran,newlyelected presidentoftheconference. He troltermdpopulationconasoneofthe"mostcrucialproblemsfacingthe country."

Hecitedwhathetermed excellentresultsinthisfield inJapan,claimingthat abortionstherenownearlyequalthenumberofbirths.

Criticismoftheproposal camefromN.Krishnan Thampi,formerpublic healthdirectorinTrivandrum.Hecalledon"all self-respectingIndians"to opposethesuggestion.

Hesaidabortionwas againstIndia's"traditional culturalvalues"whichgive importancetotheroleof womenandthesanctityof thefamily.

However,MinisterV.R. KrishnaIyer,anofficialof theCommunistgoverned KeralaStateinsouthern India,saidhewelcomedthe abortionsuggestion.

HesaidKerala'srapidlygrowingpopulationshould becurbedby"puttinginto practice"whathesaidhad beentriedsuccessfullyin Japan. Inastatementreviewingmissioneducationatthe beginningofthenewyear,theBishopssaidthatthus thepictureforthefutureofCatholiceducationfor SouthAfrica'sNegropopulation"isindeedagloomy one."

TwomainfactorsinGovernmentpolicyhave broughtaboutthis"distressing"situation,theBishops noted:first,theremovalofStatesubsidies,and second,thewithdrawalofGovernmentregistration fromsomeoftheschools.

Twenty-fourschoolshavebeenforcedtoclosefor variousreasonssincepassageoftheBantuEducation Actin1253,theBishopssaid,leavingthepresenttotal of662.

theirdecreesareinvalid.Inaddition,onehasbeen closedbytheState,andanotherissoontobeclosed. NineCatholichighschools-includingfourofthe ,ration'slargest-havecloseddown,leavingonly36 highschoolsandtrainingcollegesinall.

Bytheendofnextyear,therewillbescarcelyany oftheselatterinstitutionsinthehandsofthe Church."

Atthesametime,thestatementnoted,"allCatholichostelfacilitiesintheStatetrainingcollegesare forbidden."

TheBishopsrecalledthatthebulkofthenative schoolsweresetupandrunbythemissionaryefforts ofmanydifferentChurches,andthatabout15per cent.ofthemissionschoolswereCatholic.

TheGovernment's1953educationlegislationprovidedthatallsuchschoolsshouldbeeitherhanded overtotheState,orrunwithoutGovernmentaid.

Mostnon-Catholicmissionschoolswerehanded

Hardesthitproportionatelyarethehighschools andteachers'trainingcolleges.NoneofthesixovertotheState.TheCatholicChurch,facedwith Catholicteacher-trainingcollegeshasbeengrantedthelossofitsschools'annualsubsidyof£644,000, recognitionassuchbytheGovernment,andthusinitiatedafundcampaignin1955whichbroughtin £966,000.Thisfundwas"drawnoncarefully"to offsettheprogressivelydiminishingsubsidieswhich wereendedcompletelyin1958,thestatementsaid. Butatbest,itwilllast"untiljustinto1961."

Meanwhile,despitea25percent.reductionin teachers'salaries,anddespitethe"magnificent" responseofthenativesthemselves,lackoffundshas alreadyforcedsomebishopstoclosesomeoftheir schools.

TheBishopssaidthatincreasingnumbersof CatholicmissionschoolsarebeingrefusedGovernmentregistration,andthatasmoreGovernmentaidedschoolsareestablished,"moreandmoreCatholicprimaryschoolswillbeaskedtoclosedown."

Alsonotedwasthefactthatthe1958pupilfigure, 96,741,isadecreaseof14,620inafour-yearperiod.

Thestatementconcludedbysaying:

"Asfinancialresourcesdwindle,theChurchherself findsitincreasinglydifficulttomaintainsuchacomplexandexpensiveeducationalsystem.Thepicture isindeedagloomyoneforthefutureofCatholic Africaneducationinthiscountry.

"Thisfactisallthemoredistressingwhenseen againstthebackgroundoftherisingtideofrebellion andreligiousindifferentismbeinggivenbirthinthe neutralState-aidedschools.

"Asseenallovertheworld,theCatholicChurchis thestrongestbulwarkagainstanarchy,indifferentism andCommunism.Itisapitythathermostvital influenceisbeingdeniedinSouthAfrica.Onlyhistorywilltelljusthowtragicthishasbeen."

Trivandrum,India,Jan.8.-Kerala's relaxationoftherulesgoverningthebuildingofnewplacesofworshipinthatstate. FatherVadakkan'sappeal cameontheeveoflocal electionsintheState,due tobeheldearlythisyarto tillmorthan7,000seatsin municipalitiesandvillage administrativebodies.

Mr.lyverdeclaredthat hisGovernmentsharedthe opinionthat"moreprogressive"lawsshouldbeevolvedinthismatter.Hesaid theproposedBillwould"liberalise"presentrulesinacmunicipalitiesandvillage ofthoseinterestedinbuildingplacesofworship.

TheMinistersaidhe wouldcallaconferenceof religiousleadersbefore signingtheBill.Headded thattheBillwouldallow "maximumlatitudesubject tominimumrestrictions"on thebuildingofshrines.

Presentregulationsstipulatethatnewphasesof worshipcannotbeopened withoutGovernmentapproval.Oneconditionofapprovalisthatnootherplace ofworshiporreligious groupexistwithinaspecifieddistanceoftheproposedshrine.

AtthesametimeinTrichur,aCatholicpriestissuedacallforunityamong "democraticforces"inKerala,theonlyoneofIndia's StatesunderRedrule.

Callingonnon-Communistpoliticalgroupstodesistfrominternaldisputes, FatherJosephVadakkan saidthatunityamongthem istheonlyshort-cuttoa possibleremovalofthe "Communistnightmarehow blackeningKerala."

Hedeclaredthatatleast 5,000oftheseseatscouldbe securedbynon-Communists ifthey"didnotrepeatthe mistakesofthepast."

HerecalledthattheunexpectedRedupsurgein thegeneralelectionsof1956 wasduemainlytothefact thatnon-Communistvotes weresplitamongseveral candidatesinmanyconstituencies.

TwoCatholicmagazines-GemaKatolik,editedby theCatholicyouthmovement,andSuaraSebuk (VoiceoftheCatholicWorkers)protested.They wereimmediatelybannedbyLt.-Col.Mingguon groundsofanewregulationbarringcriticismofthe militaryGovernment.

Lastfall,afewdaysafterthenewCatholicUniversityCollegeonFloresstarteditsfirstlectures, themilitaryauthoritiesordereditclosed.Thesessions didnotbeginuntilOctober27,butCol.Mingguhad publishedanorderonOctober16forbiddingthe erectionofnon-Governmentalschoolswithoutpermissionofthemilitaryofficials.TheCatholicsprotestedinvainthateventhoughclassesdidnotstart untilOctober,thecollegehadbeenestablishedlast June,andthatthepropercivilandmilitaryofficials hadbeennotifiedandhadnotchallengedtheact.

Lt.-Col.Minggu'smostrecentmajororder,for registrationofallChurchpropertywithinhisterritory,hasbroughtChurch-Staterelationsintheprovincetoanall-timelow.

Thedifficultiesaregenerallyofalocalnature, however,andtheChurchisconfrontedwithsuch pioblemselsewhereinIndonesia.Butonanational level,itisdifficultfornewmissionariestoenterthe country.MissionariesofDutchdescent,iftheyare Indonesiancitizens,cannotgetpassportstothe Netherlands.AndDutchmissionaries,whilegiven passports,arenotallowedtoreturniftheyvisit home.

Atthesametime,nationalEducationMinister Prijono,winnerofaStalinPrize,hasputintoeffect aregulationrequiringspecialpermissionfor foreignerstoteachinIndonesianschools.TwoSistersatPalembanghavealreadybeendeniedthepermission,andthefearhasbeenvoicedinCatholic circlesthatMr.Prijono'sorderisaimedinthelong runatabout200foreignCatholicteachers.

Buttheattitudeofmuchofthenationalleadership hasbeenoneofcordialitytowardtheChurch.PresidentSoekarnowentoutofhiswaytopaytribute toPopePiusXIIwhenthePontiffdied.Andas recentlyaslastDecember,Brig.-Gen.R.Mustopo, whosaidhewasspeakinginthenameofLt.-Gen. AbdulHarisNasution,Armychiefofstaffandheadof theWarAdministration,toldCatholicmeetingin Jakartathatthearmyleaders*"hasfullconfidence inyouCatholicsandappreciatesyourwork."

ThefeelinghereandinDakartaisthattheNusatenggarasituationisalocalone.Itappearsthat becausethereisstillrebellioninsomepartsofthe country,thenationalleadersfeeltheycannotnow ovrrideregulationsoflocalcommanderswhoareloyal tothecentralGovernmentwithoutestrangingthem.

Roma,Basutoland,Jan.10.-Bishop JosephD.DesRosiersofMaseru,Basutoland,hasurgedCatholicBasutostotake anactivepartinthepoliticaldevelopment oftheircountry.

Inaninterviewherethe Bishoppointedoutthatthe peopleofBasutolandare largelyChristianandought thereforetobelongtopartieswhichsubscribeto Christianprinciplesand haveChristianleaders.

Hiscommentsfollowed therecentformationofthe BasutoNationalParty,a Christianpartyrepresent-

ingbothCatholicsandProtestantsofBasutoland.

Unfortunately,BishopDes Rosierssaid,themajority ofpoliticalleadersupto nowhavehadleft-wing leaningsandhavebeenantireligious.

TheBishopsaiditwasnot desirablethatanexclusivelyCatholicpartybeorganisedinthisBritishprotectoratesurroundedbythe UnionofSouthAfrica. Rather,hestated,allChristiansshouldjoinforces againstthemenaceofCommunisticpaganism.

TheBishopstressedthat aChristianpartyshouldrespecttherightsofparents tosendtheirchildrentothe schooloftheirchoice.

Althoughaccordingtothefigurespublishedelsewhereofthecontributionsbyparishesandschools, thetotalofMissionaidintheArchdioceseisdownby £3,000onthepreviousyear,theslumpismoreapparentthanreal.,Foronething1957wascharacterised byanumberoflargegiftstotheMissions,whilethe numberofperpetualmembersenrolledwasabnormal. Itisclearlyafallacytoattempttojudgethefinancial resultsonapercapitabasisbecausethatislargely conditionedbythepercentageofnon-practising Catholics.Itmaysafelybesaidthatthereduced totalofcontributionsisstillatributetothegenerosity ofPerthCatholicsandwillbearcomparisonwiththat ofthelargerdiocesesoftheCommonwealth.

Ithastoberememberedalsothatthebusiness recessionof1957-58wasfeltmoreacutelyinthis Statethanelsewherethroughoutthecountry.Atits peakperiodthenumberofunemployedexceeded 7,000persons.Inevitably,depressedeconomicconditionsreflectthemselvesinChurchfinanceandthe Missionssufferedaccordingly.Itmightalsobenoted thatthecallsuponthepocketsofCatholicsare numerousandincreasing.Inadditiontotheduesat Christmas,EasterandforPeter'sPence,thereare localmissionstobemaintainedandtheworkofimmigration.Morerecentlyanappealhasgoneoutto provideasinkingfundwhichwillpayforlayteachers inourschools.Itispossiblethatsaturationpointhas beenreached.

Forallthat,itwouldbeagravereproachtoour peopleifthepresenttemporaryset-backtoMission aidpresagedacontinuinglackofinterestinthepropagationoftheFaith.For,oneofthesuresttestsof thedynamismofthespiritofreligioninagivenarea ispreciselyapostolicity.Faiththatdoesnotsuperaboundandflowoverisfaithindangerofperishing, forclearlyitisnotenlivenedbycharity.Andof charity,thePopeshavesaid,noneismoreurgentand 'mperiousthanthesupportandextensionoftheMissions."Sosmallathing,sogreatacharity."Of course,financeisnottheprimaryaspectofMission aid.Prayerandsacrificehavetheprimacy.But,as inallgoodworks,theremustbethedualelementsof thegraceofGodandasincereco-operativeacton thepartofmen.

Lastfall,afewdaysafterthenewCatholicUniversityCollegeonFloresstarteditsfirstlectures, themilitaryauthoritiesordereditclosed.Thesessions didnotbeginuntilOctober27,butCol.Mingguhad publishedanorderonOctober16forbiddingthe erectionofnon-Governmentalschoolswithoutpermissionofthemilitaryofficials.TheCatholicsprotestedinvainthateventhoughclassesdidnotstart untilOctober,thecollegehadbeenestablishedlast June,andthatthepropercivilandmilitaryofficials hadbeennotifiedandhadnotchallengedtheact.

Lt.-Col.Minggu'smostrecentmajororder,for registrationofallChurchpropertywithinhisterritory,hasbroughtChurch-Staterelationsintheprovincetoanall-timelow.

Thedifficultiesaregenerallyofalocalnature, however,andtheChurchisconfrontedwithsuch problemselsewhereinIndonesia.Butonanational level,itisdifficultfornewmissionariestoenterthe country.MissionariesofDutchdescent,iftheyare Indonesiancitizens,cannotgetpassportstothe Netherlands.AndDutchmissionaries,whilegiven passports,arenotallowedtoreturniftheyvisit home.

Atthesametime,nationalEducationMinister Prijono,winnerofaStalinPrize,hasputintoeffect aregulationrequiringspecialpermissionfor foreignerstoteachinIndonesianschools.TwoSistersatPalembanghavealreadybeendeniedthepermission,andthefearhasbeenvoicedinCatholic circlesthatMr.Prijono'sorderisaimedinthelong runatabout200foreignCatholicteachers.

Buttheattitudeofmuchofthenationalleadership hasbeenoneofcordialitytowardtheChurch.PresidentSoekarnowentoutofhiswaytopaytribute toPopePiusXIIwhenthePontiffdied.Andas recentlyaslastDecember,Brig.-Gen.R.Mustopo, whosaidhewasspeakinginthenameofLt.-Gen. AbdulHansNasution,Armychiefofstaffandheadof theWarAdministration,toldaCatholicmeetingin Jakartathatthearmyleadership"hasfullconfidence inyouCatholicsandappreciatesyourwork."

ThefeelinghereandinDakartaisthattheNusatenggarasituationisalocalone.Itappearsthat becausethereisstillrebellioninsomepartsofthe country,thenationalleadersfeeltheycannotnow ovrrideregulationsoflocalcommanderswhoareloyal tothecentralGovernmentwithoutestrangingthem.

Althoughaccordingtothefigurespublishedelsewhereofthecontributionsbyparishesandschools, thetotalofMissionaidintheArchdioceseisdownby £3,000onthepreviousyear,theslumpismoreapparentthanreal.Foronething1957wascharacterised byanumberoflargegiftstotheMissions,whilethe numberofperpetualmembersenrolledwasabnormal. Itisclearlyafallacytoattempttojudgethefinancial resultsonapercapitabasisbecausethatislargely conditionedbythepercentageofnon-practising Catholics.Itmaysafelybesaidthatthereduced totalofcontributionsisstillatributetothegenerosity ofPerthCatholicsandwillbearcomparisonwiththat ofthelargerdiocesesoftheCommonwealth.

Ithastoberememberedalsothatthebusiness recessionof1957-58wasfeltmoreacutelyinthis Statethanelsewherethroughoutthecountry.Atits peakperiodthenumberofunemployedexceeded 7.000persons.Inevitably,depressedeconomicconditionsreflectthemselvesinChurchfinanceandthe Missionssufferedaccordingly.Itmightalsobenoted thatthecallsuponthepocketsofCatholicsare numerousandincreasing.Inadditiontotheduesat Christmas,EasterandforPeter'sPence,thereare localmissionstobemaintainedandtheworkofimmigration.Morerecentlyanappealhasgoneoutto rifovideasinkingfundwhichwillpayforlayteachers inourschools.Itispossiblethatsaturationpointhas beenreached.

Forallthat,itwouldbeagravereproachtoour peopleifthepresenttemporaryset-backtoMission aidpresagedacontinuinglackofinterestinthepropagationoftheFaith.For,oneofthesuresttestsof thedynamismofthespiritofreligioninagivenarea ispreciselyapostolicity.Faiththatdoesnotsuperaboundandflowoverisfaithindangerofperishing, forclearlyitisnotenlivenedbycharity.Andof charity,thePopeshavesaid,noneismoreurgentand 'mperiousthanthesupportandextensionoftheMissions."Sosmallathing,sogreatacharity."Of course,financeisnottheprimaryaspectofMission aid.Prayerandsacrificehavetheprimacy.But,as inallgoodworks,theremustbethedualelementsof thegraceofGodandasincereco-operativeacton thepartofmen.

Thefirstcollectionprovedsosuccessfulthatothers wereurgentlydemanded;nowtheentirePsalteris available.Todaythispsalm-revivalissweeping throughFrance,ItalyandSpain,aswellasCanada andSouthAmerica.

Tocreatehismusicforthepsalms,37-year-old FatherGelineauusedalltheequipmentofthebiblical scholarsengagedon"LaBibledeJerusalem,"the recentFrencheditionoftheBible.Thepainstakingly accurateandliterarytranslationoftheHebrewhe adaptedforsong;herestoredtheancient,pulsating rhythmofthepsalms.Oncethetranslationwascompletedandrevisedaccordingititspeculiarrhythmic scheme,hebegantocomposemelodiesforeachofthe psalms.

WiththeprimitiveJewishmelodiesapparentlylost, therewasnothingtodobuttoevolvefresh,authentic tunesforpopularpsalm-singing.Formonths,Father GelineaustudiedthereligiousfolkmusicoftheLatins, Greeks,Syrians,NegroesandChinese,aswellas English,IrishandAmericanfolkmusic.Hetriepto reproduceinmodernharmonythemodalityofGregorianchantandtofashionmelodiessuitabletothe particularspiritofthepsalms.Successinadapting thesevariousmelodicframeworkstooriginalpsalmmelodieswould,hefelt,resultinthatqualityofuniversalitysetforthbySt.PiusXinhisMotuPropio. Andineachoneofthepsalms,everynationwould findsomethingeasyandpleasanttosing.

LiketheJesuitpriest-poetGerardManleyHopkins, whofelthispoeticleaningswouldclashwithhis religiouslife,PereGelineauputasidehismusicwhen heenteredtheSocietyofJesus.Buthissuperiors decidedotherwise.Hecomments:

Medium-sized,withpitch-blackhairanddarkrimmedglasses,FatherGileneaufollowsabusy schedule.Lastyear,besideshisregulardutiesatthe CentreofPastoralLiturgy,hewrotenumerous articlesontheliturgy,taughtattheInstitutCatholique,theInstituteSuperieurdelaLiturgieandthe InstitutSuperieurCatechetique.Butthisyearpromisessomerelief.HewillresideinRome,wherehe hopestocompletehisdoctoraldissertationintheology. Thedeathoccurredlast monthofMrs.AliceM. Campbellatherhomeat Roberts-road.Subiaco,at theageof79years.

ThelateMrs.Campbell wastheseconddaughterof thelateWilliamHenryand EllenLeesonofDandabin. BornandrearedintheNorthamdistrict,shelatermet thereEdwardCampbellof theW.A.PoliceForce,and theyweremarriedinIrishtownin1897.

Mr.andMrs.Campbell hadafamilyofthreesons andfourdaughterswhoreceivedtheirsecondaryeducationatSt.Ildephonsus College,NewNorciaandthe SistersofNotreDamedes MissionsatWagin. In1908Mr.andMrs. Campbellwerestationedat Pinjarra,andwhilstthere Mrs.CampbellhadtheprivilegeofhavingtheHoly SacrificeoftheMasscelebratedatherhomefrequentlybythelateFather GeraldGriffin,whowas visitingpriestforthat parish.

LateratWickepin,dueto theeffortsofMrs.Campbell insecuringvestments,missalandaltarcloths,etc.,and attendingtothepreparing ofthealtar,Masswasable tobecelebratedtheremore regularily.

Severalmissionswere conducedinthedistrict,and themissionpriestswereaccommodatedinherhome.

Mr.andMrs.Campbell cametoSubiacoin1927and tookupresidenceat285 Roberts-road,wherelater inMay,1934.Mr.Campbell died.

Mrs.Campbellhadbeen associatedwithSt.Joseph's parishinSubiacoforthe past30years.Shewasa memberoftheSacredHeart sodalityandSt.Kevin's branchoftheH.A.C.B.S.

StudentsOfOurSchoolsShow 75PerCentPassesInJunior StudentsfromCatholicschoolsinthe Archdioceserecordedapassroteof75.4% intheresultsrecentlypublishedofthe1958 Juniorexaminations.

FranciscanFatherLucasIruretagoyenasaidhewas oneofseveralpriestswhojoinedrebelforcestwo yearsagoinresponsetoapleaaddressedbyPaul Castro,brotheroftherevolutionaryleader,toArchbishopEnriquePerezSerantesofSantiago.

ChallengingousteddictatorBatista'saccusations thattherevolutionwassponsoredbytheCommunists thepriestsaidthatinallthetimeheservedaschaptorebelforces,heneversawanyevidenceof importantMarxistgroupsamongthem.
