VaticanCity,Dec.17-HisHolinessPope JohnXXIII'srecentstronglywordedreferencetothedangerofschismintheChurch inRedChinawerebasedonactualdevelopmentsnowtakingplaceinthatcountry.This wasrevealedtotheN.C.W.C.NewsService byacompetentVaticanauthoritywhowould notpermithisnameorofficetobeidentified.

HesaidthatthedeepsilencefromChinamentioned bythePopeinhisDecember15addresstotheSacred CollegeofCardinalsisreal.Asaresultinformation onwhatisnowtranspiringthereisincomplete.

Hedisclosed,however,thatabout30Chinese bishopsareknowntohavebeeninvalidly"elected" sinceAprilofthisyear.Between16and18bishops, headded,havebeenconsecratedwithoutauthorisationfromRome.

These"elections,"theVaticanprelateexplained, arenotthedirectworkofCommunistofficialsthemselvesbutarebroughtaboutthroughpriestswhoare membersoftheGovernment-controlled"Patriotic AssociationofChineseCatholics."Truebishopsare beingforced,itisbelieved,toconsecratethosewho areillegally"elected."

ItisknownforexamplethatBishopJosephLi Tao-nanofPuchi,incentralChina,initiallyrefused toperformthefirstepiscopalconsecrationonlast April13.TheBishopprotestedthathehadonlyone soultosave,butthenaftera"courseofindoctrination"hegavein.

TheVaticansourcesaidthatthese"indoctrination courses"havetheformofspiritualexercisesor retreatsandlastfromtwoorthreeweeksuptoa maximumofsixmonths."Patrioticpriests"teach classesduringthesecourses.

Acurrenttopicofstudiesinthecoursesisthe encyclicalletteronChinaissuedbyPopePiusXII enJune29,1958.Asimilardocumentdrawnupby thelatePontiffin1954wasfollowedbygreatprotest, butthistimetheChineseCommunistsre-editedthe encyclicalanduseditasabasistoteachhatredfor theChurchofRome.

Askedifhethoughtthatthismethodofperverting CatholicismoriginatedwiththeChineseRedsorif itcamebywayofinstructionsfromtheSoviets,the prelatesaidhefeltitwasaChineseidea.

TheChineseofficialtoldAmbassadorBeam,the StateDepartmentsaid,thatBishopWalshhadbeen arrestedinShanghaibecause"heviolatedthelaws ofChina."Nofurtherdetailsweregiven.

InhislettertotheStateDepartment,Congressman LanehadcalledattentiontoanN.C.W.C.NewsServicestoryaboutBishopWalsh.Thestorynotedthat theBishophadnotbeenavailabletovisitorssince October19,1958.

TheAmericanRedCrossofficialsaidhewould bringfoodparcelsforBishopWalshtotheborderon January30andthatheanticipatednotroubledeliveringthematthattime.Hepointedoutthatmany foolparcelshadbeendeliveredpreviouslytoimprisonedmissionerssincetheprogrammewasbegun in1955.

BishopWalshwasamongthefirstgroupofMaryknollmissionariestogotoChinain1918.Hewas consecratedaBishopin1927andservedatermas SuperiorGeneralofMaryknollfrom1936to1946. HereturnedtoChinaid1948andbecameexecutive secretaryoftheCentralCatholicBureau,anagency co-ordinatingallCatholicmissionary,cultural,welfareandeducationalworkinChina.

TheRedsorderedthebureautosuspenditsactivitiesin1951andaccusedBishopWalshofturningit intoa"prominentanti-Communiststrongholdagainst thepeople."HewaslatermovedbytheCommunists toChristtheKingrectory.

BishopWalshhasrepeatedlyassertedhisintention ofremaininginChinaaslongaspossible.Although hewasnotfreetocarryonhiswork,the67-year-old prelatefeltthathispresencelentmoralsupportto theChineseCatholicswhoaresufferingpersecution.

SincehisrecentreportedarresttheU.S.State Departmenthasstated,that"everyeffortwillbemade toobtainfreedom"forhim.

ReaderDiffersOnRelativity

Sir,-Astheonewhofirst questionedthecuriousexpression"relativevirtue" inconnectionwithmodesty, ImustthankFatherBourke forthetroublehehastaken toexplainitsmeaning.I thankhimforhistrouble, butIamnot'satisfiedwith hisexplanation.

Althoughthereisno bearingonthesubject,I mustexpressmysurpriseat thefirsttwoparagraphsof hisletter.

ToapplyPapaladmonitionstoconcretecasesis hardlyanunsavourycontroversialhabit:itcouldbe anexcellentactofcharity, andsofarfrombeinga "substituteforthinking"it shouldbethestartofall correctthinkingonthat particularmatter.

Eagernesstoproceedon theselinesissurelytobe commendedandnotdeplored.

Ofcourse,theemphasis todayisallonthinking: fewareconcernedwithcorrectthinking.Quiteobviouslytimes,placesand circumstanceshavechangedsincethedaysofSt. ThomasAquinas.Andwhat Ihadtosayinmyfirstletteraboutboreddilletents stillholds,Iamafraid.

Times,places,culture patterns,degreesofimmunitymaychange,but thestandardofmodesty mustremainfixed,i.e.,suffiicienttoprotectchastity inallcircumstances.Very laudablyacommitteehas beenformedamongthe laityofPerthtoapplythis principleinpractice.

Anyonewhohaslivedas longasFatherBourkewill haveobserveda"varying sensitivity";hewillhave observedaswellonthe beach,andevenonCatholic tenniscourtsandbasketballcourtsamannerof dressingwhichisfarfrom beingaprotectiontochastity.Ratheritisastimulanttounchastity,especiallyinthought. Tosaytnatthishasbeen thevogueforsolongthat itnolongermatters,orthat peoplearesohardenedto itthatitisnolongerbad istomywayofthinkingreprehensibleteaching.To addthatitdoesnotaffect mepersonallymaybejust anindicationthatapsychi- atristisneeded.

ApathyInFaceOfPaganism

Thereisdefiniteneedforreformofasectionofthe newspaperindustry,butthatchangeofheartwillnot bebroughtaboutbyrestrictiveGovernmentalinterference,butunderpressureofpublicopinion.It wouldcertainlybeatragicdayforthelibertiesof theaverageAustralianshouldthePressbecome merelyaninstrumentofGovernmentpolicy.The Churchhasnotbeentardyinrecognisingtheextentto whichthewrittenwordmaybeapowerofdisruptionorconstructioninthemodernworld.ItwasinevitablethatSheshouldtakeactivestepstostemthe evilandharnesstheresourcesofgoodinthismost powerfulofallpropagandistagencies.TheChurch realisesthatthemodern,secularistpress,lefttoitself, wouldeventuallyplungewholenationsintopaganism. Indeed,eventoday,wereonetoacceptthecolumnsof evenreputablenewspapersascriteriaofthenation's cultureandreligion,onewouldhavedifficultyin findinganyindicationthattheyweretheproductof Christianpeople.

Yettheworldisnotaspaganasitspress-though thereisgravedangerthatitmighteventuallybecome so.ItisfoolishtothinkthatourCatholicpeopleare immunefromtheevilinfluenceofthesecularpress. DailypaperscomeintoeveryCatholichome,and everyonereads.Apartfromthefrequentunsavoury socialscandals,therearefalseprinciplesandfalse idealsbeingmooteddaybyday,whichmighteventuallyleadtheunwaryandunlearnedtotheirown destruction.Tocounteracttheinsidiousinfluence ofthesecularpress,theChurchoffersthegoodand wholesomereadingoftheCatholicpaper,whichever standsforChristianprinciplesoflifeandconduct,and everdefendsthetruthagainstthefalsechargesofits enemies.TheHolyFatherhaseulogisedinburning wordstheworkoftheCatholicpressintheworld. Itisoneofthegreatestforcesoffaithandmorality. ItistherightarmoftheChurch,andouronlybulwarkagainstthedelugeofpaganisminourenlightenedage.

ItisdifficulttoconsiderahomepurelyCatholic withoutitsCatholicpaper.YettherearemanyCatholichomeswhichdonotpossessthisCatholichallmark. TheCatholicChurch,longapartofAfricanlife, urgesthatpoliticalrightsbenotdeniedtoAfricans. ThroughnolessaspokesmanthanthelatePopePius XII,theChurchhascalledoncolonialpowerstogive "fairandprogressivepoliticalfreedom"toAfrican peoples.

WhenanewAfricanStateiscreated,withpracticallynotraditionsofdemocraticGovernment,there isnaturallyadangerofabuses.Constitutionalrights maybeviolatedbythoseinpower.Thelawful oppositionmaynotbegivenafairhearing.The temptationtocorruptionisgreat.PeopleinWestern countries,wherepoliticiansandbureaucratsoften offendwithfarlessextenuatingcircumstances,must betemperateincriticisingnewGovernmentsin Africa.

MostofAfrica'snewleadersshowrespectforthe ChurchandfortherightsoftheirCatholicfellowcitizens.Manyoftheseleadersreceivedtheirearly educationinChristianschools.SomeareCatholics, someProtestants.

EffortshavebeenmadeinsomeAfricancountries toimposerestrictionsowallChristianbodiesinthe fieldofeducation.Theseeffortshaveculminatedin wholesaleviolationsofpreviously-recognisedrights intwoAfricancountries,theRepublicoftheSudan andtheUnionofSouthAfrica.IntheSudanthe Moslempartofthepopulation(from50to60per cent.)isdominantintheGovernment.InSouth Africathe"Apartheid"whitecolonistsofDutchCalvanistextraction,areresponsible.

7.ThenewandemergingAfricanStateshavetribal problems.ItisnoteasytoengraftamodernWesternstyleStateonanAfricanpeople.Formerlytheyhad theirtribalgovernmentsunderchiefsandlocalkings. Thesetraditionalrulerscannotbesetasideovernight. Norcandifferencesbetweentribesbewipedoutby aproclamationofnationalindependence.Farmore difficulttoachievewouldbeanyeffectivefederal unionofAfricanStates.

8.TheboundariesofthesenewStatesareoften unreal.TheyarejustwhatEuropeanPowerscarved outtosuittheirownconvenience.Sometimesthey werecarvedoutwithcallousdisregardoftribaland languageunity.Thathappened,forinstance,when theBritishandFrenchGovernmentsspliteachof theformerGerman-ruledterritoriesofTogolandand theCameroonsbetweenthem,afterWorldWarI. TheWestneedsAfrica,AfricaneedstheWestand bothofthemneedChristianity.TheWestwouldbe benifitingitselfaswellasAfricaandAsiabyaaplying Christianprinciplesinallitsdealingswiththenew AfricanStates.

The11laymen,allfrom theindustrialcityofRathenow,wereconvictedof"espionage"byacommunist courtinnearbyPotsdam.

Theywereaccusedof beingincontactwitha WestBerlin"espionage centre"camouflagedasa "Catholicreliefcentre" calledthe"CatholicAuxiliaryforMenoftheEastern Zone." Churchofficials herepointoutthatthereis noorganisationofthat name.

The11werearrestedin JulyafterattendingaspiritualretreatinWestBerlin.Theirsentencesrange fromthreemonthstofive years.Sentencesoffiveof theaccusedweresuspendedconditionally.

TheEastGermancommunistpresssaidthatthe trialprovedthecorrectnest ofSovietchargesthatWest Berlinisfollowinga"sub-

TheGovernmenthasofferedeveryfacilitytoour programmeofconstructingnewbuildingsforAlHikmaUniversityona168-acresitegiventousby thepreviousGovernmentthreeyearsago.

Inadditiontoitsfavourableattitudetowardsthe Jesuitschools,thenewGovernmenthasalsobenefited Catholicsbydecreeingfreedomofreligioninits constitution,whichstates:
