HesaidthatthedeepsilencefromChinamentioned bythePopeinhisDecember15addresstotheSacred CollegeofCardinalsisreal.Asaresultinformation onwhatisnowtranspiringthereisincomplete.
Hedisclosed,however,thatabout30Chinese bishopsareknowntohavebeeninvalidly"elected" sinceAprilofthisyear.Between16and18bishops, headded,havebeenconsecratedwithoutauthorisationfromRome.
These"elections,"theVaticanprelateexplained, arenotthedirectworkofCommunistofficialsthemselvesbutarebroughtaboutthroughpriestswhoare membersoftheGovernment-controlled"Patriotic AssociationofChineseCatholics."Truebishopsare beingforced,itisbelieved,toconsecratethosewho areillegally"elected."
ItisknownforexamplethatBishopJosephLi Tao-nanofPuchi,incentralChina,initiallyrefused toperformthefirstepiscopalconsecrationonlast April13.TheBishopprotestedthathehadonlyone soultosave,butthenaftera"courseofindoctrination"hegavein.
TheVaticansourcesaidthatthese"indoctrination courses"havetheformofspiritualexercisesor retreatsandlastfromtwoorthreeweeksuptoa maximumofsixmonths."Patrioticpriests"teach classesduringthesecourses.

Times,places,culture patterns,degreesofimmunitymaychange,but thestandardofmodesty mustremainfixed,i.e.,suffiicienttoprotectchastity inallcircumstances.Very laudablyacommitteehas beenformedamongthe laityofPerthtoapplythis principleinpractice.
Anyonewhohaslivedas longasFatherBourkewill haveobserveda"varying sensitivity";hewillhave observedaswellonthe beach,andevenonCatholic tenniscourtsandbasketballcourtsamannerof dressingwhichisfarfrom beingaprotectiontochastity.Ratheritisastimulanttounchastity,especiallyinthought. Yettheworldisnotaspaganasitspress-though thereisgravedangerthatitmighteventuallybecome so.ItisfoolishtothinkthatourCatholicpeopleare immunefromtheevilinfluenceofthesecularpress. DailypaperscomeintoeveryCatholichome,and everyonereads.Apartfromthefrequentunsavoury socialscandals,therearefalseprinciplesandfalse idealsbeingmooteddaybyday,whichmighteventuallyleadtheunwaryandunlearnedtotheirown destruction.Tocounteracttheinsidiousinfluence ofthesecularpress,theChurchoffersthegoodand wholesomereadingoftheCatholicpaper,whichever standsforChristianprinciplesoflifeandconduct,and everdefendsthetruthagainstthefalsechargesofits enemies.TheHolyFatherhaseulogisedinburning wordstheworkoftheCatholicpressintheworld. Itisoneofthegreatestforcesoffaithandmorality. ItistherightarmoftheChurch,andouronlybulwarkagainstthedelugeofpaganisminourenlightenedage.

7.ThenewandemergingAfricanStateshavetribal problems.ItisnoteasytoengraftamodernWesternstyleStateonanAfricanpeople.Formerlytheyhad theirtribalgovernmentsunderchiefsandlocalkings. Thesetraditionalrulerscannotbesetasideovernight. Norcandifferencesbetweentribesbewipedoutby aproclamationofnationalindependence.Farmore difficulttoachievewouldbeanyeffectivefederal unionofAfricanStates.
8.TheboundariesofthesenewStatesareoften unreal.TheyarejustwhatEuropeanPowerscarved outtosuittheirownconvenience.Sometimesthey werecarvedoutwithcallousdisregardoftribaland languageunity.Thathappened,forinstance,when theBritishandFrenchGovernmentsspliteachof theformerGerman-ruledterritoriesofTogolandand theCameroonsbetweenthem,afterWorldWarI.
