Theideaisbelievedtobewithoutprecedentinthe historyofthChurch,especiallyintheparticular sectorofco-operationofthelaityinmissionterritories.
Forquitesometimetherehasbeenaprogramme inMilan,similartoprojectsinotherpartsofthe world,toorganiseCatholiclaymenandwomendoctors,engineers,teachers,nursesandothers-and givethemspecialtrainingenablingthemtoserveas laymissionhelpersinAfrica,AsiaandLatinAmerica.

Inaspecialinterview,Dr.CharlesMalikofLebanon toldhiscorrespondenthebelievesthedeclarationhas madeadistinctimpressionupontheworldduringthe pastdecade.
TheobservanceofHumanRightsDayonDecember 10markedtheactual10thanniversaryoftheadoptionoftheDeclarationbytheGeneralAssembly.Its firstdecadehasbeenthesubjectofacontinuingcommemorationbyorganisationsinvariouspartsofthe world.
IntheviewofDr.Malik,such"sober"celebrations arejustified."Icanquoteyouliterallyscoresofinstancesinwhichithaseitherreferredtoinfundamentaldocuments,"hesaid,"orinwhichithasbeen usedasaplatformoffermentandreform."
"TheDeclarationisauniquedocumentinthe historyofmankind,"Dr.Malikcontinued,"inthat itexpressespoliticallyorganisedhumanity'sviewof thenatureofman,aviewthatwasmostcarefully workedoutbyallthenationsandadoptedwithout asingledissentingvote."
HisownrolebothasamemberandasChairman -ftheHumanRightsCommissionwhichworkedout theoriginaldraftoftheDeclarationwasconspicuously brilliantandeffective,andhehasnohesitationin statinghathebelieves"mostlyfirmlyinthenatural lawwhenitcomestohumanrights,"andthatthe natureofmanis"groundedinGod."
Dr.Malik,whosespecialfieldisphilosophy,commentedfurther,"Youaredealingwithamoraland rationalbeing.Thatrationalityandmoralitycan haveitssourceandcanbejustifiedonlyinandbythe actual,living,existingfullnessofrationality,morality andbeing,andthatisGodHimself,theGodof Abraham.IsaacandJacob,andtheFatherofOur LordJesusChrist."

Ontheotherhand,non-Governmentalorganisations havearealservicetocontributeinteachingand propagatingtheprinciplesoftheDeclaration,Dr. Malikfeels."Theyshouldcarrythebannerofthe Declaration,"hestated."Theyperhapshavethe greatestresponsibilityineducatingthepeopleinthis wholefield."
Thereismorescepticismtodaythan10yearsago abouttheefficacyofUNdebatesinhumanrights matters,Dr.Malikconceded.Itis13yearssince WorldWarII,inwhichhumanrightsweresobarbarouslyviolated,heremarked,and"thepolitical issuesemanatingfromthecoldwarseemtodominate people'sminds."
ThefactisthatneithertheUnitedStatesnorthe SovietUnionislikelytosignthehumanrightscovenants,whicharenowbeingworkedoutintheAssembly,alsoconsiderablyweakenstheinterestand enthusiasmofthedelegates,Dr.Malikbelieves.
Whilefullyappreciatingtheinternalconstitutional difficultiesoftheUnitedStateswithregardtothe covenants,thesmallernationsfinditdiscouraging, Iresaid,thattheU.S.cannotdeviseawayaroundthe difficultiesandjoinwiththeminsigningalegally bindinginternationalinstrumentonhumanrights. TheforceofU.S.examplewouldcontributesomuch.
Dr.Malikhimselflooksbackuponhisworkon humanrightsas"oneofthehappiestepisodes"ofhis life.Hewasnevermoreexcitedorinterestedinany otherthemeintheinternationalfield,hedeclared,and intimatedthatperhapsaglimpseofthisexcitement is"nostalgicallyrecaptured"intheaddresshegave beforetheAssemblyonHumanRightsDay.
