Thepactrecognisesthe "rightofparentstochoose thetypeofeducationthey wanttheirchildrentoreceive"andprovidesthat Catholicschoolswillreceive thesamesubsidiesfromthe centralGovernmentasare paidtopublicschools operatedby provincial andlocalgovernments.

Thenewpactdeclares thatparentalrightsinclude theopportunitytosendtheir childrentoaschooloftheir choiceatareasonabledistancefromtheirhomes.

Therefore,itadds,when asufficientnumberof parentsinalocalityrequest it,aStateschoolwillbe openedoraprivateschool willbegivensubsidies.

AccordingtotheneW agreement,allpublicand privateschoolsmustoffera two-houraweekcoursein

Bogota,Colombia,Nov.20.-Thirty Americansrepresenting25privateorganisationsintheUnitedStatesheardaprominentCatholiclaymandenychargesofsocalledpersecutionofProtestantsinColombia.

Thetouchyissue-source ofmuchcontroversyinthis countryforseveralyearswasraisedhereataseminar attendedbytheU.S.representativesengagedona "peopletopeople"tourof LatinAmericancapitals.

SpeakingagainstabackgroundofchargesofpressureandviolencerepeatedlybroughttobearbyProtestantextremists,ColombianCatholicActionleader CarlosRicaurtedeclared thataclarificationofthe term"persecution"was "essentialtointer-American understanding."

ThefeastofSt.FrancisXavierislikeanoteof reveilleinCatholicAction.Truethemovementhas commenced,hasgatheredimpetus,andgivenpromise ofbringingforthverymuchfruit.Butitwillnever ,ecompleteuntilitisall-embracing,forCatholic Actionisnotthesoleprerogativeofyouth,because itisCatholiclifeaimingtoembraceintheMystical BodyofChristeverybaptisedsoul.Inthemeantime theworldoutsidetheChurchdriftsfartherand farther andfromthedoctrinesandthewayoflifepreached livedbyChristOurLord.

Andwhatalternativeafterallisthereforthenext generationapartfromCatholicism(whichcansatisfy allthatisbestinhumanaspiration?).Onallsides thereishope,howeverirrational,ofaneworderarising,socialreconstructionofcommunitiesandnations. HowmucheasierallthiswouldbetorealiseifAustraliaenjoyedacommonreligiousbeliefandasingle philosophyoflife.True,the reconstruction envisagedbytheChurchproceedsfrompremisesof purereason,buteventhesehavebeenvitiatedby religiouserrorandstillmorebyindifferentismwhich issooftencalledtolerance.

TherecurringFeastofXaviershouldthenbethe occasionfortherecallingtoAustralianCatholicminds notonlyofthetremendousresponsibilitiesthatfall uponthemasCatholicsnormally,butofthetremendousincreaseinthese,duetothecircumstancesof thetimes,andshouldbeawarningagainstcomplacency,andthattemptationwhich,thoughprevalent, iscompletelyforeigntotheCatholicoutlook,that is,thattheFaithisaprivateconcern,and,thatthe Catholicobligationfinisheswiththeefforttosave one'sownsoul.Faiththatisnotapostolicincharacter verysoondeclinesanddies,becauseFaithworks throughcharity.Faithisdynamic,itmustradiate, andthisbringsustothequestionofhowoneCan givetheFaithtoothers,underGod,ifitdoesnot superaboundinourownmindsandhearts.Personal holinessistheprerequisiteoftheapostoliclife,for noonecangivewhathedoesnotpossess.Thetime, moreover,isripefortheconversionofAustralia.The nationalcharactercombinedwiththetraditionsof decayedLiberalismhaslargelyuprootedpositive religiousantagonism,butithasmadeatthesame timeforreligiousindifference,atypeofspiritualdolce faniente.Thisatmosphereofvagueness,uncertainty anddoubtisamilieupregrantwithpossibilities.It isagoldenopportunityfortheChurchinAustralia andwemustseizeit.FortheconversionofAustralia totheonetruefoldwouldgreatlyfacilitatebothsocial andeconomicreformswhichthemassofthepeopleso ardentlydesire.Itisourgreatnationalresponsibility, wittheaidofSt.FrancisXavier,tomakethiscountry thesouthernlandoftheHolySpirit.

London,Nov.20.-Britain'sCatholic populationhaspassedthefive-millionmark, accordingtoasurveyconductedbya nationalnewspaper,theSundayExpress.

ThesurveysaidtheCatholicpopulationhasbeen increasingbyanaverageof1,500personseachmonth sincetheendofWorldWarII.Itgavethemain reasonsforthegrowthaslargerfamilies,conversions andimmigrationfromIrelandandcentralEurope.

Meanwhile,theCatholicInquiryCentreherereportedthatanewweeklyrecordof800people throughoutthecountryhadbeenpersuadedtotake preliminaryinstructioninCatholicismbyitsadvertisementsinthenationalpress.
