"Ihaveunimpeachable"Asapopularmovement, evidence,"hesaidinaninterview,"thatthestudents intheuniversitiesofRed ChinaareviolentlyantiCommunist,andthatthe professors,too,areboiling withhatredfortheCommunistregime."

Purposeoftheyearis tofocusworldattentionon theplightofthethousands ofrefugeeswhostillflee eachmonthfromRed-dominatedlandsinEuropeand Asiaandthusspeedgovernmentalandvoluntaryefforts tosolvetheirproblems.
Mr.Norris,whoalsois EuropeandirectorofCatholicReliefServices-NationalCatholicWelfare Conference,recalledthat Mgr.EdwardE.Swanstrom,CRS-NCWCexgcutivedirector,hadmadea similarproposalatthe1957 ICMCcongressinAssisi, Italy.
Earlythisyeartheidea ofaWorldRefugeeYear wasgivenimpetusbya groupofBritishparliamentariansandwaslaterendorsedbytheexecutive committeeoftheU.N.RefugeeFund.
Tennationsjoinedin sponsoringtheresolution beforetheU.N.General Assembly:Argentina,Austria,theDominicanRepub-
lic,France,Iran,Italy,the Netherlands,Norway,the UnitedKingdomandthe UnitedStates.TheGeneral Assembly'sendorsementof theproposalwasalsoadefeatforthecommunist blo,whoseeightmembers casttheonlyvotesagainst it. Since1945morethan40 millionpersons,mostof themvictimsofcommunist aggressioninEasternEurope,China,KoreaandVietnam,havefledtheirhomes andbecomerefugees.Their needhascalledforanunparalleledhumanitarianeffortonthepartofgovernmentsandvoluntaryagenciesinthefreeworld.
CRS-NCWCalonehasassistedinresettlingmore than300,000Catholicrefugeesintenyears,some 240,000ofthemintheUnitedStates.Itisarranging resettlementofafurther 25,000,mostlyHungarians andYugoslayslocatedin WesternEurope. AlsoinWesternEuropeit
ishelpinganadditional 40,000refugeeswhobe-1 causeofill-health,physical disabilityorotherreasons cannotberesettledoverseas. Itisgettingthemhomesand jobsorfindingthemaplace inanappropriateinstitution.
TheCRS-NCWCstaffin Europe,nownumbers520 persons. TheGeneralAssembly decisiontodeclareaWorld RefugeeYearwastaken duringadebateontheannualreportoftheU.N.High CommissionerforRefugees, Dr.AugusteLihdt.The HighCommissionertoldthe assemblythattherefugee problemisnotinsoluble. Henotedthatdespitethe factthattherefugeepopulationhasbeenswelledin thelastfouryearsby 300,000newrefugees-
mostlyHungarians-permanentsolutionshavebeen foundforanover-alltotal of440,000,representinga substantialnetreduction.

Legislationtothiseffect-..whichwouldprimarily affecttheState'sCatholicschoolsystem,thelargest inKerala-waspassedbytheLegislaturejustover ayearago.
Butfollowinganadverseopinionbyeindia'sSupremeCourt,PresidentRajendraPrasadofIndiareturnedthelegislationtoKerala,statingthatitcould onlybemadelegalbymodifyingsomeofitsclauses.
UnderKeralalaw,votingonlegislationisvalidfor only15months.AndundertheIndianConstitution, sixmonthsisthemaximumperiodfor'amendments byaStateLegislaturefollowingproposalsbythePresident.
The15-monthperiodfallsonDecember3,anditis alsoinDecemberthatthesix-monthperiodallowed forChangesproposedbythePresidentwillhave elapsed.
KeralaEducationMinisterJosephMundasserryis reportedtohavesaidthattheLegislaturemeeting willbemovedtoanearlierdatetocircumventthe legaldifficulties.Hewasquotedtothiseffectfollowinganinterviewwiththecorrespondentofanoppositionnewspaperwhichsupportstheschoolnationalisationbill.

Intheinterveningyearf,considerableprogresswas madeinachievingthesegoals.TheNegrorace, broughttothiscountryinslavery,continueditsquiet butdeterminedmarchtowardthegoalofequalrights andequalopportunity.DuringandaftertheSecond WorldWar.greatandevenspectacularadvanceswere madeintheobtainingofvotingrights,goodeducation,better-payingjobs,andadequatehousing. Throughtheeffortsofmenofgoodwill,ofeveryrace andcreedfromallpartsofthenation,thebarriersof prejudiceanddiscriminationwereslowlybutinevitZ ablyeroded.
Becausethismethodofquietconciliationproduced suchexcellentresults,wehavepreferredthepath ofactiontothatofexhortation.Unfortunately,however,itappearsthatinrecentyearstheissueshave becomeconfusedandthemarchtowardjusticeand equalityhasbeenslowedifnothaltedinsomeareas. Thetranscendentmoralissuesinvolvedhavebecome obscured,andpossiblyforgotten.
Ournationnowstandsdividedbytheproblemof compulsorysegregationoftheracesandtheopposing clemandforracialjustice.Noregionofourlandis immunefromstrifeanddivisionresultingfromthis
ing.Jobdiscriminationmaybethefocalpointin stillothersectors.Butalltheseissueshaveone mainpointincommon.TheyreflectthedeterminationofourNegropeople,andwehopetheoverwhelmingmajorityofourwhitecitizens,toseethatour colouredcitizensobtaintheirfullrightsasgivento thembyGod,theCreatorofall,andguaranteedby thedemorcratictraditionsofournation.
Therearemanyfacetstotheproblemsraisedbythe questforracialjustice.Thereareissuesoflaw,of history,ofeconomics,andofsociology.Thereare questionsofprocedureandtechnique.Thereareconflictsincultures.Volumeshavebeenwrittenoneach ofthesephases.Theirimportancewedonotdeny. Butthetimehascome,inourconsideredandprayer- fuljudgment,tocutthroughthemazeofsecondary oflessessentialissuesandtocometotheheartofthe problem.
Theheartoftheracequestionismoralandreligious.Itconcernstherightsofmanandourattitude towardourfellowman.Ifourattitudeisgoverned bythegreatChristianlawofloveofneighbourand respectforhisrights,thenwecanworkoutharmoniouslythetechniquesformakinglegal,educational,economic,andsocialadjustments.Butifour heartsarepoisonedbyhatred,orevenbyindifference towardthewelfareandrightsofourfellowmen,then ournationfacesagraveinternalcrisis.
NoonewhobearsthenameofChristiancandeny theuniversalloveofGodforallmankind.WhenOur LordandSaviour,JesusChrist,"tookontheformof man"(Phil.2,7)andwalkedamongmen,Hetaught asthefirsttwolawsoflifetheloveofGodandthe loveoffellowman."Bythisshallallmenknowthat youaremydisciples,thatyouhavelove,oneforthe other."(John13:35)HeofferedHislife.insacrifice forallmankind.HispartingmandatetoHisfollowers wasto"teachallnations."(Mat.28:19).
OurChristianfaithisofitsnatureuniversal.It knowsnotthedistinctionsofrace,colour,ornationhood.ThemissionariesoftheChurchhavespread throughouttheworld,visitingwithequalimpartiality nationssuchasChinaandIndia,whoseancientculturesantedatethecomingoftheSaviour,andthe primitivetribesoftheAmericas.TheloveofChrist, andtheloveoftheChristian,knowsnobounds.In thewordsofPopePiusXII,addressedtoAmerican Negropublisherstwelveyearsago,"Allmenare brotheredinJesusChrist;forHe,thoughGod,became alsoman,becameamemberofthehumanfamily,a brotherofall."(May27,1946).
Thequestionthenarises:Canenforcedsegregation bereconciledwiththeChristianviewofourfellow man?Inourjudgmentitcannot,andthisfortwo fundamentalreasons.
(1)Legalsegregation,oranyformofcompulsory segregation,initselfandbyitsverynatureimposes astigmaof'inferiorityuponthesegregatedpeople. Suchideasarethefruit ofthatliberalhumanism whichhasprovedtobethe logicalconsequenceofthe ProtestantReformationwith itsinsistenceoneachman's righttohisownprivate judgment.
Thatwasoriginallyin- tendedtoallowpeoplefreedomtoadoptandpractise anyreligiontheymight wish,independentlyofany ecclesiasticalauthority,such ashadbeenexercisedinthe CatholicChurch.
Butaspeopleemancipaed
Butaspeoplethuseman cipatedlostinterestinreligionaltogether,theydrifted intoliberalhumanism,retainingas"liberals"their intensedislikeofreligious ormoralauthorityofany kin'l;forsakingas"human1,ts"anybeliefinasupernaturalrevelationimposing onmanthedutyofobeying anyhigherlawthanhe choosestomakeforhimself.
Thatcanleadonlytoas many"moralities"-ifthey canbecalled"moralities"astherearemen;andsecularuniversities,ifbasedon suchliberalhumanism,and itbecarriedtoitslogical conclusion,candonomore thanputbeforestudentsan

Butthethingtobenoted isthatthementalitymanifestedbyMr.McGregorisa productofourmodernsecularuniversitiesandanindicationofthekindofintellectualatmospherepervadingthem.
Andtheproblemfor Catholicstudentsisthatof spendingseveralimpressionableyearsinit,withoutbeingcontaminatedbyit.The dangertothefaithofa Catholicshouldbeobvious.
