ArrivinginPerthfourberingthedesolationofher shortyearsago,afterthe deathofherhusband,a high-rankingAirForce officer(whichmadeColleen realisehowpreciouswere peopleasagainstthings)the shorttimeshemeanttostay withhermotherbecame suchajoythattodayall Perthpeoplearefamiliar withasmallfiguretearing aboutonabiketoandfrom theCausewayFlatstothe studio-theatre.

Thatthesupplyofreligiousteacherswill notbridgethegapbetweenthecurrentenrolmentandtheexpectationsfor1962.
Itispossiblethatteachersnowintrainingwill supportalightexpansionby1962;moreproperly theyshouldbeusedtoreplaceexistingstaff,andto reducetheloadinsituationswhereclassnumbers havebeenseriouslyhighforefficientteaching.
Therearetwowaysofmeetingthiscrisis:-
Apartialwithdrawalfromsomepartoftheteachingfield.
Theadditionofextralayteachers,paidduring teaching(andpossiblyduringtraining)froma centralfund,tothenumbersofreligiousteachers alreadyinthefield.
Thefirststepisonethatwouldbetakenwithextremereluctance.Itmaynotbenecessaryifthe effortsofreligiousteacherscanbesufficientlysupplementedbylayassistance.
HencethelaunchingoftheCatholicSchoolFund, whichwillbeused,whenithasbeenconsolidated, tofinancethepaymentoflayteachers.Itistobea CENTRALfund,becausethesituationsofgreatest pressureareoftenindevelopingparishes.
Insuchparishes,thescaleofcapitalcostsforthe provisionofschoolsabsorbtheresourcesofthepeople, andforbidthepaymentofteachersalaries.Theaim ofthefundistospreadthesacrificeforcontinuing CatholicschoolsmoreevenlyovertheCatholiccommunity.
ThefundwillbeopenedinOctoberwithanappeal ineveryparishoftheArchdiocese.Contributions willbesoughtintheformof:

WhenwereadinthedailyPressthattheBritish LabourPartycannotsupport,stilllessparticipatein, anywartomaintaintheislandofQuemoy,onereflects thatnoonecaresabuttonwhattheB.L.P.thinks aboutthe"FarEast,"leastofalltheAmericanswho neitheraskedfornorsoughtBritishhelp.When,in thesamebreath,wediscoverthattheMovementfor ColonialFreedomwithintheB.L.P.iscallingforthe withdrawalofBritishtroopsfromMalaya,wecannot butreflect:(a)howLabourpolicyeverywhereseems tohavetheroleofgundogtotheSoviet;(b)that Australia,atleastdoesnotseemanylongertobe regardedasa"colony";(c)howtheconceptofBritainasatight,little,self-containedislandwhich50 A-bombscouldobliterateiscalculatedtopromote hersafetyorsurvival.
ButasIhavesaid,thepolicyofBritishLaborhas almostnosignificanceinthiscountry,exceptinthe wayofndealistichostility.WerecallthatAttleewas themanwho"recognised"RedChina-priortothe aggressioninKorea.Thatisnotspeciallyimportant, forwhateverGovernmenthappenedtobeinpower wouldhavedonelikewiseinthehopeofpreserving theremnantsoftheoncehugeBritishcommercialinterestsinmainlandChina.Itsoturnedoutthat Attlee'saspirationsinthisdirectionandinmostothers wereafailure.Britishmercantilismisconfinedto HongKongwhichtheRedswilltakeoverwhenever Englandhasoutliverherpropagandistutility.IncidentallyonewonderswhethertheB.L.P.ortheBritish Governmentwouldthinkthatoffshoreislandworth fightingfor?
ButtheworstfeatureoftheBritish"recognition" wasthatitinducedaconflictofAnglo-American relationsinthePacificarea.Thatisavitalmatter forthiscountrywithnotradeintereststodefendin Chinaortoexpandthereinawayitcannotdowith greaterwisdomelsewhere.Noeconomicbenefitcould accruetothiscountryfrom"recognition"ofPeking whichcouldinanywaycompensateforestrangement ofourAmericanallies.Moreover,thepreservation ofFormosa(whichisclearlyboundupwiththe defenceperimeterofthefreeworld)andasafocus ofloyaltyforthedispersedChinesecommunitiesof South-EastAsia(includingourown)isprobably morevitaltoourowndefencesecuritythantothat ofAmericaitself.
NownoonecanblameEnglandforformulating andfollowingforeignpolicieswhichsuitherself.But why,inthenameofcommonsensethepoliticians andPressofthiscountryfeelitaslittlelessthan religiousobligationtofollowBritain'slineespecially whenitisplainlyinimicaltoourinterests-isbeyond comprehension.Asurprisingnumberofpeopleher thinkandtalkofAustraliaasanoffshootofBritain andofEnglandas"home."Thatconceptwas,of course,validforthegreaternumber,foraconsiderableperiodofournationaldevelopment.Itisnatural thatpeopleofBritishstockshouldcontinuethe traditionofadmiringBritishinstitutionsandpolitical notions,togetherwithastrongbutmerelysentimental attachmenttotheBritishthrone.
Butthatoutlooktodaynolongerreflectsareality -indeedithasbecomeamajorobstacletotheaccepiNI!GleMrrig,
tanceofthehardfactsoflifeforAustraliahereand now.Yettheillusionpersistsinallpartiesand throughthemajorpartofthenation'sPress.Oddly enough,Mr.Menzies,whoisperhapsmoreEnglish thantheEnglish,hasnotpermittedthefalseandsentimentaltraditiontoblindhimtotheneedofthe Americanalliance.HerecognisesthatEnglandisno longeraneffectiveeconomic-politicalforcewielding realpowerinworldaffairs.Norishegulledbythe absurdnotionthatEnglandisabletostandinequal partnershipwiththeUnitedStatesin.theformulation andimplementationoffreeworldpolicy.
Inmorequietandspacioustimestheperpetuation oftheBritishMythmightnothavedoneagreat dealofharm-thoughillusionsofanysortarebad formentalhealth.Butinthepost-warperiodthis pretenseregardingthetrueworldstatusofBritain hasledtoallkindsofpoliticalfolliesinAustralia, notablyinforeignrelationsanddefence.Thisis sharplyobservablewheneverconflictshavearisen betweenBritainandtheUnitedStatesoverPacific or"FarEastern"policies.ThePress,almostuniversallyandinstantly,assumesthatAustraliamust automaticallyfollowtheBritishline.Thissortof nonsenseispainfullyandperilouslycommonamong theintellectuals.InourowncityMr.HewRoberts, directorofAdultEducation,isaprimeoffenderon thesegroundsinhisadvocacyforRedChina.

ForthethirdtimeinsixyearsPopePiusXIIhas writtenanEncyclicalLettertotheChineseCatholics. Andsuchistheconditionofreligiousfreedominthat unhappycountrythatthePapalletterhadtobe smuggledin.In1952theHolyFatherwroteindefenceofmissionarylibertyandscotchedtheCommunistchargesthatthemissionswerecrypto-political centres.Againin1954heattackedtheRedpropagandalineofthe"threeautonomies"asablowstruck againsttheunityoftheChurch.ThelatestPapal documentfollowsuponatragicdevelopmentof schismintheranksofthenativeChinesewhenno fewerthantenBishopshavebeenvalidlybutillicitly consecratedindefianceoftheHolySee.
ThesuccessoftheschismaticmovementinChina hasbeendue,firstlytotheplausibilitywithwhich theRedshavepresentedadistortedconceptof patriotism,andsecondlytohumanweaknessbywhicia priestshaveapparentlyhopedtosalvagesomething fromtheuniversalruinofreligion.TheAssociation ofPatrioticCatholics,combiningmalicewithweakness,haveclaimedinthenameofnationalismthat "therearecertainquestionssuchasthosewhichconcernsocialandeconomicmattersinwhichCatholics maysetasidetheteachingsanddirectivesgivenby thisApostolicSee"(PopePiusXIIin"Apostolorura Principis,"June,1958).Thiswastheconditionof affairsfoundandreportedbyMr.F.E.Chamberlain asthe"Catholic"outlookinChina.

Aclassicexampleoftheill-effectsofsuchmuddled thinkingisthelongdelaywhichattendedtheproper recognitionofthepartJapanshouldplayinour nationalrelations.BecauseBritainwishedtodelay Japan'srecoveryasamercantilerivalontheworld markets,Australiatookafulldecadetoadmitthe politicalwisdomofpromotingJapaneseprosperityas apartnerofthefreepeoplesofthePacificarea. America,towhomJapanwasaneconomicburden, sawheralsoasafutureally,beingthrustintothe Redcampbyembargoesandtradediscriminations. Makingdueallowanceforpublicfeelingfreshwith thememoriesofatrocities,itwastheBritishMyth whichpredominantlyimperilledournationalselfinterestinfavouroftheEnglishinterestandthe emergenceofCommunistChina.
ItistimeAustraliastoppedthinkingandtalking cantaboutthe"life-lineofEmpire"intheSouth Pacificarea.India,CeylonandMalayahavebeen surrenderedandnoBritishnavalorairpowerishere tohelpinourdefence.Ineffect,sofarasBritain isconcerned,everythingeastofSuezhasbeenwiped off.Thatwasrecognisedasawar-timerealityby thelateJohnCurtinwhenheappealedtoRoosevelt overChurchill'shead.Anditwastherecognition ofthatrealitywhichsavedAustraliafromJapanese invasionItistragicindeedthattheBritishMyth hasbeenresurrected-asinthecaseofManusIsland -andisnowbeingusedasabaseforthepursuitof Communistaims.Weshouldnotbedeterredfrom facingfactsbychargesofdisloyaltyfromsentimentalists.
IndevelopinganewnationaloutlookasaPacific people,weneedfriendshipwithAmericaandthe goodwillofourAsianneighbours.Thislatterwould havebeenvitaltoourinterestsevenhadnotthe Communistthreatdevelopedsorapidly,fortheaggressivepoweroftheEastwouldeventuallyhaveincreasedandbecomeorganised.Butwemustbeware ofthetypeofpro-Asianismwhichisbeingpeddled bydefeatistintellectuals,inconjunctionwiththe WhiteAustraliapolicyandanti-Americanism.The nonsensethatisgivenoutaboutAustralia'sbeingpart ofAsiaisathindisguisefortheacceptanceofIndian "neutralism,"recognitionofRedChinaandappeasementofIndonesia'sutterlyinvalidclaimsonNew Guinea.Thatsortofthingistantamounttoadvocatingthatweshouldnotdefendourselvesbut endeavourtopostponetheevilhourbymakingno challengetotheCommunists.Thatpathwouldlead ustothestatusofsatelliteinasystemdominated byRedChina.
ArealisticpolicytowardsAsiawillprobablycall foradrasticrevisionoftheWhiteAustraliapolicy. Fornomerequotasystemorname-chngingwill convinceAsiathatwerejectcolourracialism.Certainlyourschoolsandournewspapersoughttobe takingamuchgreaterinterestinthenearNorth. WhathappensinCambodiamaywellbeofmuch morevitalconcerntousthanthesensationsofLondonorParis.InthistheChurchesmayplayamajor roleforitwouldseemthatAustraliahasaprovidentialdestinyintheAsianmissionfields.
Mr.Chamberlainwrote,ineffect,thatthe"patriotic"priestsheinterviewedsaidtheyaccepttheteachingsoftheChurchunreservedlyinmattersofFaith andmorals.Butinquestionsofpoliticstheyreserved therighttodecideissuesforthemselves.Now,it mustbestressedthattheChurchhasalwaysclaimed, andclaimstoday,asanintegralpartofhermission, therightanddutyofinformingtheconsciencesof thefaithfuloneconomicandpoliticalissues.Occasionally,inmattersofgraveconcern,thePopehimselfhasdirectedtheelectoralchoiceofCatholics. Inhislatestletter,PiusXIIquotes:"Thepowerof theChurchisinnosenselimitedtoso-called'strictly religiousmatters,'butthewholeofthenaturallaw, itsinstitution,interpretationandapplication,insofar asthemoralaspectisconcerned,arewithinits power."
Forty-sixyearsearlierSt.PopePiusXhadwritten: "AllactionsofaChristianman,sofarastheyare morallyeithergoodorbad,thatis,agreewithorare contrarytonaturalanddivinelaw,fallunderthe judgmentandjurisdictionoftheChurch."Unhappily Catholicsareapttothinkoftheseprescriptionsas applyingonly,ormainly,tothosewhosepolitical judgmentshavenotbeenfree,buthavebeensubject toduressofonekindoranotherunderCommunist regimes.Sorrytorelate,thereare"patriotic"Catholicsinourownmidstwhosepoliticalactivityisso uninhibitedastobetantamounttoachallengeto Catholictraditionandteaching.Thesefallmainly intotwogroups,i.e.,thosewhoinonewayorother lendaidorcomforttopoliciesinitiatedorfostered byCommunists,andthosewhoinstubbornindividualismandspiritualarrogancevestallrightsof judgmentanddiscernmentinthemselves.Thetide inworldaffairsissocriticalthatsuchmenmustask themselveswhetheringreaterstresstheymaynot findthemselvesalignedwiththeirschismaticcounterpartsinRedChina.

IcampaignedonaWells' fund-raisingschemeand amallinfavourofthesystem,butIfailtoseethat anythingdoneinthisState underthgeguidanceofthat businessconcerncouldnot havebeendoneataquarter ofthecostbytwofull-time Catholicorganisersanda stenographer,includingofficerental,etc.
Suchastaffcouldbeused forotherCatholicactivities wheretheservicesand trainingofafull-timeorganiserwouldbeanadvantage e.g.orphanageappeals, youthactivities,andsoon.
Itcouldalsoserveasa focalpointforanapproach totheGovernmentsofthe CommonwealthandStates ontheall-importantquestionofinjusticetoCatholics(andothers)asrepresentedinthepresenteducationpolicy.

Thenewtunnel,which willconnectSwitzerland andItaly,istobecompletedinthreeyears.
TheRomansbuiltthefirst roadacrossthe8,110foot highpasswhereSt.Bernard ofMentonestablishedahospicein962fortravellers makingtheirwaythrough theiceandheavysnowsof theAlps.

AbrilliantshortsurveyofCatholiceducationinAustraliahasbeenpublishedbythe DepartmentofTutorialClassesintheUniversityofSydney,asits"CurrentAffairsBulletin"forAugust25.TheBulletinshowsthatCatholicschoolseducate25percentof primaryschoolchildrenand26percentofsecondaryschoolchildreninAustraliawithoutanyGovernmentsupport.ItconcludesthatAustralianeducationdependsonthe entiresystemofbothGovernmentandnon-Governmentschools,andanyreappraisal whichistobecomprehensiveandrealisticshouldtakethemallintoaccount.
TheCurrentAffairsBulletin,entitled"TheCatholicSchoolinAustralia,"statesthatenrolmentsin CatholicschoolsthroughoutAustraliahaverisenby 64percent.between1946and1956-from211,000to 348,000.
TheCommonwealthOfficeofEducationestimates thatby1964therewillbe424,000childreninCatholic schools-anincreaseofover100percent.overthe 1946figure.
Thiswillmeanthattheentiresystemwhichwas createdbetween1872and1946(74years)mustbe duplicatedduringtheperiodbetween1946and1964 (18years).
Threefactorshavecontributedtothetremendous andincreasingpressureonschoolaccommodationand teachingpersonnel-anincreasedbirth-rate,migration,andthetendencyofchildrentoremainlonger atschool.Childrenattendingnon-Government schoolsstayatschoollongerthanthoseattending Stateschools.
Theproportionofchildreneducatedatnon-Governmentschoolsrisessharplyfromtheageof14.0fthe totalnumberofschoolchildrenaged16,50percent. areeducatedinnon-Governmentschools.Attheage of17plustherearetwiceasmanychildreninthe non-Governmentschools.
TheBulletinsaysthataconservativeestimateofthe numberofchildrenrefusedadmissiontonon-Governmentschoolsbetween1953and1956was64,000.Of theseupwardsof50,000wouldbeCatholics.This "overflow"fromthecrowdednon-Government schoolsmustofnecessitygointotheStateschools, increasingtheburdenonteachersandthecostsof variousStateEducationDepartments.
EXPENDITURE
Inthefiveyearsbetween1950and1954theexpenditureonschoolbuildingandmaintenance(excluding teachnicalschools)was£270,872,000.Thefigurefor thefiveyears1954-58inclusivewillbefarhigher.
Catholicschoolswhicheducate25percent.ofprimaryschoolchildrenand26percent.ofsecondary schoolchildrenthroughoutAustraliareceiveno revenuefromanyGovernmentsource.
Thus,duringthe1950-1954periodtheysavedAustralianGovernments(andtaxpayers)morethan £60,000,000.Thesavingtothetaxpayersince1954 wouldobviouslybefargreater,becauseofthehuge increaseinenrolmentsduringthatperiod.
TheBulletinstatesthatthesefiguresraisetwopertinentquestions:first,howfarcanthisloadbeborne? andsecond,whatwillbetheeffectontheGovernmentschoolsystem(alreadymeetingcurrentdemand onlywiththeutmostdifficulty)shoulditbefacednot onlywithitsownnaturalincrease,butwithanincreasinglyheavyoverflowfromitsnon-Government partners?
tofinanceindependentlytheschoolswhichtheir childrenactuallyattend.
Thisburden,however,whilefelteverywhere,is somewhatunevenlyspread.Thelocal(asdistinct fromtheprivate)Catholicschool,iscommittedto serveallCatholicchildrenandtends,thereforeto followparentaldemandintonewlydevelopingareas. Thesearecomposedmainlyofyoungerparentsin lowerincomegroupswhofeeldirectandindirect taxationmostheavily,whoareoftenpayingofftheir homes,andwhohavelitlemarginfromwhichto supporttheschoolstheyuse.Nonetheless,thedemandisinsistentandtheachievementhasbeenvery remarkable.
"DOUBLETAXATION"
Thebulkofthe123extraschoolsbuiltand900 extrateachersemployedinthethreeyearsending 1954hasbeeninsuchareas.Thequestionof"double taxation"is,however,acutelyfelt,thoughsomewhat offsetbyasensethatithastheindirecteffectof lighteningtheeducationalburdenonotherAustralian families.
Inconclusion,theBulletinstatesthatthecurrent reappraisalofAustralianeducationwasneeded.But itshouldbeimmediate,comprehensiveandrealistic. "OneofthemostimportantrealitiesinAustralian education,"itconcludes,"isourdependanceonour entireeducationalsystem-onbothGovernmentand allnon-Governmentschools.Allaredeeplyinvolved intheresourceswemustbringtobearonavery humantaskwhichhasbecomeoneofurgencyand magnitude-thatofgivingallAustralianchildrenan educationofthequalitytheybothneedanddeserve."
Themostmarkedeffectofthecurrentandany futureoverflowofchildrenfromnon-Governmentto Governmentschools,theBulletinstates,willbefelt mostinadeteriorationoftheGovernmentsystem andtheconstrictionofparentalfreedom.

Thiscampaignwasannouncedinafour-hourspeech byMaoTse-tung,ChairmanoftheChineseCommunistParty,inwhichhequotedtheancientChinese proverboftoleration,"Letahundreddifferentflowers bloomtogetherinthegardenandletallschoolsof thoughtcontend."
Joyfullywasthisannouncementgreetedbythe "intellectuals"ofChina,whoformorethanseven years,sincetheCommunistsseizedpower,hadbeen compelledtogivelip-servicetotheparrot-phrases ofMarxism,iftheywishedtoavoidhavingtheirheads cutoff,oraholedrilledinthebackoftheirskulls, oratleastiftheywishedtoavoidbeing"indoctrinated"inprisonorsenttobe"reformed"bybreaking stonesinalabourcamp.
Nowthe"intellectuals"wereactuallyinvited,by theheadoftheCommunistParty,toexpresstheir criticismsofthepartyopenlyandfearlessly!TraditionalChinesetolerationhadtriumphed!Everyflower ofthoughtcouldbloom!
