CRISISINCATHOLICEDUCATION IncreaseInEnrolmentsIs TrebleThatOfTeachers

Between1950and1958,numbersofchildreninschoolsintheArchdioceseofPerth hoveincreasedfrom11,518to18,922.In thesometime,teachershaveincreasedfrom 418to501.Inotherwords,wehavebeen abletomatchanincreaseinenrolmentsof 64%withanincreaseofteachersofjust under20%.

Overwhelmingly,thebulkoftheteachinghasbeen donebymembersofreligiousorders,priests,brothers andnuns.Anumberoflayteachers,especiallyin someoftheolderestablishedschools,assistinthis work.

Bycomparisonwiththepresent,1950seemstobe "thegoodolddays."Thecrudeteacher-pupilratio forallschoolshasgonefrom31.8attheearlierdate to37.8atthepresentday,butthisdoesnotexactly reflecttheclass-loadingofthetypicalclass.

Therehavebeentwoconsequencesofthisshortage ofteachers.

Thefirstisthatthesizeofclasseshasincreased, whichisaseriousmatterfortheefficiencyofthe class-work,bothfromtheaspectofreligiousformationofthechildren,andintheirseculareducation. Ifthequalityofinstructionhasfallen,ithasnotbeen bymuch,duetothesupremeeffortsoftheteachers. Butthereisanupperlimit.Itwouldbefoolishto thinkthattheextraloadof3,600childrenpossible bythebeginningof1962couldbeaddedtoalready heavyclassnumbers,withoutabreakdowninquality.

Thesecondconsequenceisthatschoolswhichare planned,andmosturgentlyneeded,cannotbeopened forlackofstaff.TheschoolinManningwasbuilt fortwoyearsbeforeitcouldbeopened;thereisanotherinWillageeParkcurrentlyonleasetotheEducationDepartment.Furtherprovisionforboysinthe Fremantleareaisdesperatelyneeded.

MigrationIsMajorFactor

Thereasonfortheshortageofreligiousteachersis notentirelyalackofvocations.Mostteachingorders canreportvocationsthatnotonlyreplaceexisting numbers,butconstituteanincrease.Partofthe problemisthatagooddealoftheincreaseinschool populationisduetothearrivalofmigrantfamilies, fromwhomitwouldbeunlikelytoexpectvocations forageneration,becauseofthedislocationofcoming toanewcountry.Aftertheiradjustmenttoourway oflife,wecouldexpectincreasedaid.

Ifvocationsareencouragingcomparedwithaverage expectations,theyareunhappilyveryshortcompared withwhatisrequired.Ourteachingforceof1950 wasconsolidatedbyreservesacquiredwhentheAustralianschoolpopulationwasvirtuallystaticthrough thelatethirtiesandearlyforties.Itwouldhavebeen doubledfrom1939to1958,ifitweretomeetthe needs,andthatwasnotpossible.

Thedemandsbeingsogreat,thereisaconstant temptationtolimittheperiodofreligiousandprofessionaltraining.Fromanotherpointofview,when teachertrainingisbecomingmoreelaborate,whenwe areinaneraof"secondaryeducationforall,"when thereisademandfromUniversitiestolifeentrance standards,trainingshouldbemore,notless,thorough.
