Overitsdeskflowtheproblems,needsandfuture plansofmorethan1,100differentordersandcongregations.
AccordingtostatisticspreparedbytheCongregationofReligionstherewereattheendof1956(the mostrecentyearavailable)276,886membersofreligiousinstitutesformenand942,769membersof women'sinstitute.
Another64,425Religious,bothmenandwomen, 'livedinindependentmonasteriesandconvents.These figuresdonotincludeReligiouswhoaremembersof institutesunderthejurisdictionoftheSacredCongregationoftheOrientalChurchoroftheSacred CongregationforPropagationoftheFaith.
TheCongregationofReligiousreportedthatasof 1956therewereunderitsjurisdiction206men's institutesand997domen'sinstitutes.Communities ofmenReligioustotalled21,203whilewomen'scommunitiesaddedupto59,930.Allthesefigureswould belargertodayifaprecisecountcouldbemade.
Nevertheless,thesefiguresgiveagoodideaofthe tremendousrolewhichmembersofReligiousorders andcongregationsplayintheChurchtoday.
TheCatholicparochialschoolsystemintheUnited Statescouldnothavebeenbuiltwithoutthedevotion andsacrificeofthousandsofteachingSistersand Brothers.Theworld'sCatholichighschoolsand universityarealmostallstaffedbyReligious.

TherearemoreReligiousintheworldtodaythan everbefore.Andyetthecongregationseesadisturbingtrend.WhiletherehasbeenasignificantincreaseInthenumberoffull-fledgedReligious,there hasnotbeenacorrespondingincrease'inthenumber ofnovices.Forinstance;in1942therewere17,100 mennovicesthroughouttheworld.In1956there were16,997.Duringthesameperiodthenumberof womennovicesshowedaslightrisefrom31,346in 1942,to38,320in1956.Thenumberofwomenunder perpetualvowsinthosesameyearsjumpedfrom 422,307to599,731,anincreaseofmorethan150,000.

InthelaterphasesoftheNaziregimenonamewas moredreadedinGermanythanthatofhisfather, MartinBormann.HisofficialrankofReichsleiter (Reichleader)oftheNazipartycombinedwiththe titleas"theFeuhrer'spersonalassistant"gaveno clearindicationofBormann'sfunctions.
Buthewasknowntowieldimmensepowerbehind thescenesandtobesecondtononeinhishatredof Christianityandtheutterruthlessnesswithwhich hepursuedhisleader'stotalitarianaims.

Fribourg,Switzerland,July26.-Therelationshipbetweenpublicopinionandpublicmoralitywasstressedbyaprominent FrenchphilosopherandCatholicAction leaderatthesecondCongressoftheInternationalUnionforProtectingPublicMoralityheldhere.
ThespeakerwasProfessor JosephFollietoftheUniversityofLyons,whoisalso secretary-generalofthe FrenchCatholicSocial Weeks.
TheInternationalUnion, formedinParisin1955,has 74membergroupsin17 countries.Itsaimistocoordinateeffortstoward maintainingahighstandard ofpublicmorals.Ithas consultativestatuswiththe UnitedNationsEconomic andSocialCouncil.
Prof.Follietoutlinedthe qualitiesneededbyamilitantreformerofpublic moralitytowinoverpublic opinion.Suchareformer, hesaid,mustbesensibleand realistid,avoidingthese twoextremes:prudishmoralisingortoogreatlicenceof expression.
Also,hedeclared,sucha reformermustbeexpertin theuseofpublicityandpropaganda,particularlythe useofthemodernmediaof radio,moviesandtelevision.

Akeyfactorinthemouldingofpublicopinion,Mr. Follietdeclared,istheinfluenceofthepressand powerfulpressuregroups. Inmanycases,hesaid,they mayexertadirectorindirectinfluenceonpublic officials.

Anadmonitionthateducationwithoutamoralbasis isincompleteeducation, sinceitisthepurposeof schoolingtopreparechildrenforlife,notmerelyto impartinformation.
ClassBarriers
Theresolutionsreferred tothepolicywhichhastraditionallysetapartand raisedbarriersbetweenthe so-calledclassical,technical andmodernformsofeducationinFrance.
Theynotedthatthese barriersseemedtobethe productofclassdistinctions andappealedforgreatercooperationamongthevarious branchesofeducation.
"Schools,"thedelegates said,"shouldasmuchas possiblegiveeverychildan equalchance,regardlessof thesocialclasshebelongs to.Wewillthussucceed inselectingan'elite'capable ofmeetingtheneedsand aspirationsofourtimes."
Delegatestothemeeting alsocalledforimmediate measurestoinsurethepropereducationofretarded andinvalidchildren.They pointedtotheurgentcharacterofthisproblembynotingthat,France,witha populationof42million,has 200,000invalidchildrenand nolessthan500,000retardedchildren.
Turningthentotheproblemoffreedomofeducation,thedelegatesdeclared thatschoolscannotundertakebythemselvesthetask ofeducatingyouth.Should theyclaimtotodothis,the documentsaid,theywould fallintoan"educational imperialism"harmfultostudents,teachersandeven themselves.
LimitedLiberty
Pointingtotheneedfora sincerecollaborationbetweenschoolsandother educationalbodiessuchas thefamily,theChurch,pro-fessionalassociations,youth groupsandculturalorganisations,delegatestothe meetingexaminedthepositionoftheStatewithregardtotheproblemofeducation.
Whilestressingtheimportanceoffreedomofeducationinitstwofoldaspect -freedomofstudentsand teachersinGovernmentsponsoredschools,andfreedomofeducationforprivate schools-thedelegatessaid that,likeeverytypeof liberty,itcannotbeabsolute andshouldbesubjectedto thesupervisionoftheState.
Neverthtless,theywarned,freedomofeducation cannotbesuppressedwithoutseriousconsequencesfor thenation.
"AlthoughtheStatehas therighttoestablishand maintainitsschools,"they declared,"itsfunctionis abovealloneofsupervision, co-ordinationandassistance withaviewtothecommon welfare.Everyattemptby theStatetomonopolise schoolswouldleadtototalitarianism."
