Onesectiondealssolelywiththeclaimsofvalid butnon-consummatedmarriages.Sincetheclaimof non-consummationcanleadtoadissolutionofthe marriagevow-oneofapope'sheaviestresponsibilities -alocalbishopmaynotevenbegininvestigating suchaclaimuntilheisexpresslygivenpermission bythecongregationtodoso.
CommonlyknownastheCongregationofthe Sacraments,ithasashorthistory.Itwasestablished 50yearsagobyPopeSt.PiusX.Beforeitexisted thevariousdispensationsandproblemsconnected withthesevensacramentswerescatteredamong halfadozenoldercongregations.Itwasoftena problemandsometimesapuzzletoknowwhichcongregationhadjurisdictioninaspecificcase.

Thesecondcommissiondealswithvalidbutnonconsummatedmarriages.Ithas80priestsonits staff-55commissionariesand25defendersofthe marriagebond.Liketheconsultorsmostofthese priestshavefull-timejobsinadditiontotheirwork withthecommission.

Itshowedthatreligious trainingoccupiesasmuch as19.5percentofthetime inpublicschoolsinsome countries.
Commentingonthereport,Mgr.JohnFerrofino, arepresentativeoftheHoly Seeattheeducationconference,saidtheVatican delegationis"greatlysatisfied"tolearnthatreligious educationisgivensomuch attentioninthepublic schoolsofsomanycountries.
However,Mgr.Ferrofino, amemberoftheApostolic Nunciatureat-Berne,added thathisdelegationwas "deeplygrieved"atthe evidencethatreligious trainingisexcludedfrom publicschoolsinsomenations.

Theletterstatedthata nationconsciousofits futureshouldgiveconsiderableattentiontothe problemoftheeducationit givestoitsyouth.
Itsaidthatmodernstates shouldgivefullfreedomto privateinitiativesinmatters ofeducation,andrecalled inthisrespectapassageof anaddressgiven,bythe PopelastNovembertoa groupofrepresentativesof Europeanprivateschools.
ThePontiffdeclaredatthat time:
"Astatewhichtakesto itselfexclusivelythetask ofeducationandprohibits privateorganisationsand independentgroupsfrom assumingtheirresponsibilitiesinthisfield,makesa claimwhichisincompatiblewiththefundamental requirementsofthehuman person."
Notingthatfamiliesare generallydemandingtobe morecloselyassociatedto theeducationalactivitiesof schools,theVaticanletter firmlyplacedthefamily firstinthehierarchyof rightsineducation.
Educationisasocial problem,itsaid,because schoolsderivetheirrights fromfamiliesandaredirectlyresponsibletothem fortheformationoffuture generations.
Educationshouldalso,it added,prepareyoung peopletoassumetheirfuturerolesasmembersofa nationalandinternational community.
Inthisrespect,theVaticanlettersaid,teachers shouldrecognisethelimits of-theirprofessionalcompetenceandcollaboratewith youthmovementsandorganisationswhicharea "schooloflife."

IntheCzechpartsof Czechoslovakia-Bohemia, MoraviaandSilesia-five ofsixSeesarewithoutOrdinariesandeverywhere thereisasevereshortage ofpriests.
Throughouttheregion thebishopsandpriestswho arestillabletocarryon someworkfaceconstantinterferenceandrestrictions onthepartofthecommunistgovernment. YetdespiteRedeffortsto forcetheclergyandfaithfulintoschism,about90per centofthepriestshaveremainedloyaltotheHoly Seeandtheirpastoralduties.Moreover,notallof theremaining10percent -theso-called"peace
priests"-arewillingtools ofthecommunists. AsfortheCzechlaity, between30and40percent oftheCatholicscanstillbe regardedasfaithfulanddevoutmembersofthe Church.Thisistruein spiteofthefactthataCzech citizenexperiencesgreat difficulties,especiallyinsecuringemployment,unless hecanshowthathehas severedalltieswiththe Church.
CzechCatholicsalsomust surmountincreasinglyformidableobstaclestoassure religiousinstructionfor theirchildren,althoughitis legallypermittedonavoluntarybasisinprimary schools.
