Abouttwoweeksago twochildrenofthevillage ofLatteriadiMaratta,40 milesnorthofRome,said theyhadseentheBlessed Virgininthebarnyardof anisolatedfarmhouse. ThealsosaidthatOur Ladyhadpromisedtoperformamiracleatnine o'clockonthenightofJuly 3whichwouldbringabout thecureofan11-montholdbabygirlbornwithencephalitis,aninflammation ofthebrain.

Thescepticalattitudeof thelocalclergyinnoway mitigatedtheimpression madeonthepeopleofthe villageandthesurrounding area. Theinspectionwillbe carriedoutunderthedirectionoftheSacredCongregationoftheBasilicaof St.Peter.Itwillinvolvea detailedexaminationofthe 13statuesoverthebasilica'sfacadeandthe140 statuesontopofthecolonnade,whichembraceSt. Peter'ssquare. WecannotlightlyregardthedisplacementofJapan fromadominantroleinthemarketsofSouth-East Asia-noteventopleasetheSovietphilesinour midst.

Tradehasalwaysbeenemployedasaninstrument ofpoliticsbutneverinthepropations,universality andruthlessnesswithwhichirisbeingusedtoday. Furthermore,ofcourse,asJapanisdisplacedasan exportingnationshewillhavelessandlesscredits withwhichtotradewithAustralia.Ofcourse,it willbeverytemptingtothematerialistsinourcommunitytoplayballwiththeChineseiftheycan supplygoodsatthefantasticallycutratestheyare doingthroughoutSouth-EastAsia.Butonecan buycheapgoodstoodearly,particularlywhenthey aremadeinthesweal,ofmillionsofinnocentpeople whoswotunderslaveconditionsinanOrientaldespotism.Furthermorethesepeoplehaveshown themselves,asinKorea,asourimplacableenemies andtheirdesignsonthiscountryarenosecret. Whileitisprofoundlygratifyingtoseeournative sonsadvancedtothepriesthood,itisidletoconceal thattheyarenotcomingforwardfastenoughorin sufficientnumberstomeasureuptothespiritual requirementsofourcountry.Today,asperhaps neverbefore,theChurchisfacingthemostserious crisisinherlonghistory.Ontheonehandthe hordesofthegodlessmassinunprecedentedforce tocompassbyforceorfraudthedestructionof Christianityandofallthenaturalvaluesofwhich itisthemostformidableprotector.Ontheother aretheforcesoftheChurchMilitant,inagreat partoftheworldstrengthenedandpurifiedbyincrediblesufferings."Inbetween,onthemistyflats therestdrifttoandfro."Onthisbattlefieldthe commissionedofficersarethepriestsoftheCatholic Church.Theirmissionistoconfirmthefaithful,to converttheignorantandtoconfoundthehostile. Thelegalproposition,accordingtoitsemployment ininternationallaw,isthat"recognition"maybe extendedtoanationwhenithasproveditssuitabilityasaco-partnerinthecomityofcivilised countries.Itimposesonthatnationamoralobligationtoactinacivilisedfashionbothinitsdomesticpoliciesandinitscontractualobligations abroad.Itpre-supposesgoodfaith,honestyand commonpurpose.RedChinacouldnotevenbegintopasssuchtests.Anditisnoargumenttosay thatChinaisnoworsethantheSovietwhichsits inthecouncilofnations.Becauseevilpeopleare tobefoundinagivensociety,itisscarcelypractical toproposeasaremedythatfurtherevil-doersbe admitted.Onecannoteffectexorcismbylettingin anothersevendevlilsmoredevastatinglywicked thantheoriginaldemons.

Thiscommonmisconceptionwasunderlinedbya letterinthemorningPressduringtheweek.The correspondentwrote:"Whyrecogniseit(RedChina) fortradingpurposesandnotasadefactogovernment."Thatispreciselythepoint:Itisbecauseit isadefactogovernmentthatrecognitionisurgent. unanimousaboutthe"recognition"oftheChinese Redsandthedesirabilityoftradingwiththem.Perhapstheirardourmaybetemperedsomewhatwhen theyreadhowtheChinesearesteppinguparuthlessandsuccessfulpricewaragainstJapaneseexportsinSingapore,Malaya,ThailandandIndonesia. ThatisaserioussituationforAustraliafromtwo pointsofview.ForwhattheRedsareabletodo inSouth-EastAsiatheycoulddohere.Andifit isurgedthatthedumpingonourmarketsofcheap goodsmanufacturedbyslavelabourcouldbecontrolledbyprotectivetariffsthatcontentiondestroys thereciprocityoftradewhichweenjoywithJapan, whichisourbestcustomernexttoGreatBritain. WecannotlightlyregardthedisplacementofJapan fromadominantroleinthemarketsofSouth-East Asia-noteventopleasetheSovietphilesinour midst.

Tradehasalwaysbeenemployedasaninstrument ofpoliticsbutneverintheproportions,universality andruthlessnesswithwhichit'isbeingusedtoday. Communisthopesofworlddominationhingeless andlessonmilitaryvictorythanondestructionofthe West'seconomiesthroughunscrupulouslycompetitivetrade.Ifwearepreparednotonlytositidly bywhileJapanesemercantilismisdestroyed,but activelytosupportthedestroyers,whereshallwe findalternativemarkets?Weshallbeforcedinto tradewithRedChinaonhertermsandtheday isnothardtoenvisagewhenwewouldregardsuch apositionasahighlydubiousbargain.

Furthermore,ofcourse,asJapanisdisplacedasan exportingnationshewillhavelessandlesscredits withwhichtotradewithAustralia.Ofcourse,it willbeverytemptingtothematerialistsinourcommunitytoplayballwiththeChineseiftheycan supplygoodsatthefantasticallycutratestheyare doingthroughoutSouth-EastAsia.Butonecan buycheapgoodstoodearly,particularlywhenthey aremadeinthesweatofmillionsofinnocentpeople whoswotunderslaveconditionsinanOrientaldespotism.Furthermorethesepeoplehaveshown themselves,asinKorea,asourimplacableenemies andtheirdesignsonthiscountryarenosecret. AnythingwedotoassisttheconsolidationofCommunisminChinawillbeaccomplishedtoourown undoing.

AlmostthewholegamutofCatholicsociologyrests onthesuppositionthatthegapbetweenthefamily (animperfectsociety)andtheState(aneverminatorytyranny)isbridgedbyco-operativegroups whichmaintainthebalanceofeconomicandpolitical powerandhencethelibertiesofthesubject.And indeedthathasbeenthetraditionalarrangementof societyintheChristianWest.But,throughthethrow ofhistoricalcircumstance,theevolutionofsuch groupsinthiscountrywhichseemedtoburgeon withpromisesomesevendecadesagohasnotfruited. Sincethepriestiscalledinaspecialwaytobe "anotherChrist,"itisinevitablethattheCrosswill castitsshadowacrosshiswayasitdidacross Christ's.Voluntarilyherenouncesthejoysand comfortsoffamilylifeandmarriedlove;beinga mansetaparthislifewilloftenbelonely.Discipline hedgeshislifeintheseminaryasinthepresbytery. Heisburdenedwithsecretsofmanyandonerous responsibilities.Buthiscompensationsareproportionatelygreat.Onthesupernaturallevelhehas thedaily,intimateintercoursewiththeLordWhom heoffersonthealtar.Thereisagreatdeal,evenof naturalsatisfaction,intheadministrationofthe sacraments,especiallythoseofreconciliation.The priestenjoysapositionofhighhonourandrespect. Forthehomeandfamilyhehasrenouncedhe receivesliterallythehundredfold.Andmostofall, heofallmen,maystandcalmandconfidentwhen thefinalshadowsclose.

Whileitisprofoundlygratifyingtoseeournative sonsadvancedtothepriesthood,itisidletoconceal thattheyarenotcomingforwardfastenoughorin sufficientnumberstomeasureuptothespirituai requirementsofourcountry.Today,asperhaps neverbefore,theChurchisfacingthemostserious crisisinherlonghistory.Ontheonehandthe hordesofthegodlessmassinunprecedentedforce tocompassbyforceorfraudthedestructionof Christianityandofallthenaturalvaluesofwhich itisthemostformidableprotector.Ontheother aretheforcesoftheChurchMilitant,inagreat partoftheworldstrengthenedandpurifiedbyincrediblesufferings."Inbetween,onthemistyflats therestdrifttoandfro."Onthisbattlefieldthe commissionedofficersarethepriestsoftheCatholic Church.Theirmissionistoconfirmthefaithful,to converttheignorantandtoconfoundthehostile.

ThepotentialforChristianityisenormous,butthe reapersinthatripeningcroparepitiablyfew.

Allovertheworldthesamecryisheard:"Give usmorepriests!"Itapplieswithgreatforceto Europestilltornandbleedingfromthecarnageof 13yearsago.Ithaspoignantsignificanceinthe NewWorldespeciallyinlandsoftheLatinculture suchasSouthAmericaandthePhilippines.Butit isparamountlyinthemissionfieldsofAsiaand AfricathattheneedofGod'smediatorsisexperienced.Ifthehightragedyofourtimesisthat millionsdieeachdaywithverylittleinklingofwhy theywereborn,itisathousandfoldmoreshocking fortheChurchwhosemissionitistobringthe Gospeltoeverymanborntowoman.Thepriest whocontinuesChrist'sworkamongmen,revealing tothemthemoreabundantlifeandofferingthe meanstoattain,iscentralandintegraltothatplan ofGodforhunmanity'ssalvation.Nonecansubstituteforhim.WeoughtdailytopraythatGod willsendmorelabourersintotheharvestfield.

Thepriestobservedalsoafailuretoallowfora possibledropinthebirthrateinthosebackward areaswhichwillbeorarenow,intheprocessofbecomingindustrialised.

"Itispossiblethattheirpopulationtrendsmay followthesamepatternasthemoreadvancedWesternnationswherethebirthratehasbeendeclining (withtemporaryrises)sincethecloseofthelast century,"hesaid.

Thereportfindsthat"populationrestrictionpolicies(artificialbirthcontrol)adoptedbytheGovernmentsofIndiaand,quiterecently,bythePeople's RepublicofChina(Communist)deservetheclosest attentionoftherestoftheworld newrationalisedattitudestowardprocreation(birthcontrol) mayemerge,underpressure,evenindiversesettings."

Mgr.Kellycommented:

"Evenifthispractice(artificialbirthcontrol) weremorallytenablewhich,ofcourse,itisnot,wild candemonstratethatitpersewouldeffectthenecessarychangesinnationaleconomies,thatitwould produceneededchangesininternationaleconomic tradepolicyandpractice?Whowilldemonstrate thatbirthcontrolipsofactowouldupliftthehungry fromtheirpoverty?"

Suchanegativeapproachcanalsodeepenthe anxietyanddespairsowidespreadintheworldtodayamongthosewhowouldsubstitutethegodsof scienceforDivineProvidence,hedeclared.Hesaid thatdistrustinboththeabilityoftheearthtosustainitspeople,andthepeopleoftheearthtocontrol theirowndestiniesisexpressedinthereport.

Mgr.Kellywentontoindicatehisrespectforthe scientificapproachofthe variousdemographerswhose studiesareembodiedinthe recentUnitedNationsreport on"TheFutureGrowthof WorldPopulation,"astudy compiledattherequestof theU.N.Economicand SocialCouncil.

Inaspecialinterview, Mgr.Kellywelcomedthe occasiontocorrectrecent pressreportsofadiscussionwhichhesayswas quotedoutofcontext.

Contrarytogeneralisationsattributedtohim, Mgr.Kellybelievesthat studiessuchasthecurrent U.N.reportareextremely helpfulinhighlightingthe gravityoftheproblemand shouldbeexaminedinrelationtootherpertinent mattersofnationalandinternationalconcernlike foreignaid,tradeandimmigrationpolicies.

Mgr.Kellyregrettedcertainstatementsaswellas instancesofgeneralisation andimpreciselanguagein thereport,especiallyinthe preface,whichsuggesta specialpleadingandmar theobjectivityofthestudy.

Forinstance,thestudy recommendsthe"closest attentionoftherestofthe world"tothe"advocacyof

policiestoslowdownthe increaseofpopulation"by thegovernmentsofIndia andRedChina.Occasional referencestotheneedfor socialandculturalchange implycertainunacceptable assumptions.

NordoesMgr.Kellyacceptthepessimismandthe noteofinevitabilityasto thefuturerateofpopulation growthandthepossibility thattheworldmaynotbe abletosustainthelifeof itsinhabitants.

Hefeltthatthestudy mightmorehelpfullyhave correlatedtheprojectionof populationgrowthwitha parallelprojectionofthe developmentoftheearth's resourcesandtheadvance oftechnology.

Boththeworkandthe forecastsoftheU.N.Food andAgricultureOrganisation,ontheotherhand, strikeanoptimisticnote,he observed.

Thepresentshortageof priestsandSisters,the Bishopnoted,isduemainly totheenormouslossessufferedbytheChurchin Polandduringthewar, whenalmosthalftheclergy fellvictimtoNaziorSoviet persecution-imprisonment,deportationorexecution.

Thatmustbekeptin mindwhereLatinAmerica isconcernedasanadditionalaggravatingcircumstance,althoughthefactors affectingFrance,Italyand Spainwereatworkin LatinAmericaalso.

AfteracarefulconsiderationofthemanyproblemsconfrontingthefamilyinAustraliatoday,theNationalCatholicWelfareCommitteedecidedatitsJunemeetingto submittotheCommonwealthGovernmentcertainproposalsdesignedtolessenthe economicburdenoffamilies,especiallythoseofmorethanaveragesize.TheCommonwealthSocialServiceBenefitsmostcloselylinkedwiththewell-beingofthefamily areMaternityAllowancesandChildEndowment.

TheNationalCatholicWelfareCommitteebelievesthattheimmediateprovision ofendowmentatincreasingratesasthenumberofchildreninafamilyincreasestogetherwithhighermaternityallowanceswoulddomuchtorelievethehardshipexperiencedbymanyfamiliesandwouldbeapositivecontributiontowardsthenation'swelfare.

InitsUniversalDeclarationofHumanRights,the UnitedNationsdeclaredthat"Thefamilyisthe naturalandfundamentalgroupunitofsocietyand isentitledtoprotectionbysocietyandtheState" anditlaiddowntheprinciplethat"Everyonewho workshastherighttojustandfavourableremunerationensuringforhimselfandhisfamilyanexistenceworthyofhumandignity,andsupplemented, ifnecessary,byothermeansofsocialprotection." ThesegeneralprincipleshavelongbeenacknowledgedinAustralia.WhentheBilltoprovideendowmentforthefirstchildwasbeforetheSenate, SenatorSpoonersaid:"ItwastheviewoftheGovernmentofthatday(i.e.1941),asitistheviewof theGovernmenttoday(1950)thatthefamilyunit isthecornerstoneofnationallifeandthekeyto ournationalprogress;"whileitwasagreatLabor Leader,thelateMr.JohnCurtin,who,insupporting thefirstchildendowmentbill,summedupthevalue ofthefamily'sservicestothenationinthefollowing way:"It(thefamily)isthesourceofnationalcontinuance;ithassuppliedthehumanmaterialindispensablefortheproductionofthemeansofsubsistence;itprovidesforthereplacementoftheoldand thedead,andisthesoleguarantee,inthefuture, ofthoseobligationswhichpreviousandpastgenerationshavefounditdesirabletoincurinorderto enjoythefullestobtainablemeasuresofsecurity, comfortandcivilisation."Theoretically,thereare manywaysinwhichinanycommunityafamily maybeprovidedwiththematerialmeansnecessary U.sustainit.InAustraliathenormalmeansavailabletotheworkerarethroughaminimumBasic WagesupplementedbyChildEndowment.

Originally,theBasicWagewasviewedasaSocial Wage,aFamilyWage,atleastsufficienttomeetthe modestneedsofman,wifeandthreechildren.FollowingtheBasicWageInquiryCaseof1934,the CommonwealthArbitrationCourtveeredawayfrom itsearlierconceptoftheBasicWageasaSocialWage. Henceforth,itwastobeanEconomicWage,thehighestratewhichtheCourtwoulddeemthatindustry wasabletopay.AtthesametimetheFullCourt wouldstillsay,asitdidintheMunition;Workers Case,that"wedonotthinkitcanbedeniedtoday, thattheadultmaleworkerhasaright,asamatter ofjustice,toafamilywage."However,by1941,the ChiefJudgeconsideredthat,onthebasisofneeds only,thebasicwagethenoperativewasnomore thansufficienttoprovide"frugalcomfort"forafam- ilyunitofthree,offeredonlyameagreexistencefor afamilyunitfofourwhileifthereweremorethan twochildrenafamilyontheBasicWagewouldexperiencehardshipandoftenrealsuffering.Asthe CourthadsaidthatindeterminingtheBasicWage itcouldnotdifferentiatebetweenwageearnersaccordingtotheirdependents,in1941,itsuggested thattoremovethedisparitybetweentheincome ofthewageearnerwithdependentsandthatofthe wageearnerwithoutdependentsthelegislaturemight considerbridgingthegapbysomeformofchild endowment.

theGovernmentaccepteditsresponsibilityofprotectingthefamily,ofseeingthataSocialorFamilyincomewasprovided,thus"ensuringfortheworker andhisfamilyanexistenceworthyofhumandignity."Childrenweretoberegardedasanational assetandthefamilyrearingmorethantheaverage numberofchildrencouldlookinfuturetothegovernmentforthesupportnecessarytomaintaina standardoflivingcomparablewiththeonechild family.AsMr.Curtinsaidinpledginghisparty's supportofthefirstchildendowmentbill:"where thereismorethanonechildthefamilywillbeable toliveaccordingtothestandardfixedandaccepted forafamilyinwhichthereisonlyonechild.Thus weshallhavethecorrectionoftheglaringsocial anomalyofalargefamilyex.Jeriencingprivationand makingsacrificeswhichwoulcnothaveh!enner,'3saryifthefathilywerenotsolarge."

IncreasesWithSizeOfFamily

Theefficacyofthisnewapproachdependedfirstly upontheamountofendowmentbearingadefinite relationtotheactualcostofmaintainingachildand secondlyuponappropriateadjustmentsbeingmade toendowmentratestomeettherealneedsoffamilies aslivingcostsincreased.Thepledge,givenearly inthewarbyaLiberal-CountryPartyGovernment, washonouredbyaLaborGovernmentevenbefore thewarinAsiawasoverwhen,themonthafter V.E.Day,therateofPaymentforchildendowment wasincreasedto7/6aweekandthreeyearslater, inNovember,1948,itwasincreasedfurtherto10/aweek.Attheendofthefollowingyearthepeople againplacedtheonusofGovernmentuponthe CountryParties.In his1949policyspeechMr.Menzieshadpromised "toputvaluebackintothe£"andheinsistedthat "thefinancialdifficultiesoffamilylifemustbeeased." OneofthefirstmeasuresofthenewlyelectedGovernment,designedtogiveeffecttohispolicy,was thepassingofabillproviding5/-aweekendowment torthefirstchild.Atthetimethismeasurewas describedbytheMinisterofSocialServices"asa forerunneroffurtherpracticalproposalsdesigned tothesameend,"namely"toassistparentsofyoung stalwartAustralianstocopewiththeincreaseswhich haveoccurredinthecostoflivingduringrecent years."

TheMinisterthenwentontogiveahintofwhat those"furtherpracticalproposals"mayhavebeen whenhesaid:"TheGovernmentbelievesthatthe mosteffectivewaytobridgethegapbtwentheeconomicneedsofthefamilyandtheincomeofthe familyisthepaymentofsomeformofallowance whichwillincreasewiththesizeofthefamilyand decreaseasthechildrenbecomemoreorlesssupporting."

Socialjusticedemandsthatanyalterationinendowmentratesshouldhaveregardtothepriorclaims offamiliesofmorethanaveragesize.Astheaverage numberofendowedchildrenperclaimin1956-1957 was2.15,theCommitteerecommendsthatendowmentberaisedforthirdandsubsequentchildren andthatnotuntiltheneedsofadditionalchildren infamilieshavebeenjustlymetshouldanyfurther increasebemadetotheendowmentforthefirst child.

CostsIncreaseWithNumbers

SomeyearsagotheAustralianNationalHealth andMedicalResearchCouncilinvestigatednutritionlevelsinourcommunity.Itwasfoundthen that73percentoffamilieswithtwochildrenenjoyedafirstclassdiet.Butonly62percentof familieswiththreechildrenkeptuptothatstandard. Withfourchildrenthefigurewas38percent,five children27percent,sixchildren16percent.A similarstudymadetodaywouldalmostcertainly confirmthatearlierfindingasallstudiesofmalnutritionandill-healthamongchildren,bothinAustraliaandabroad,haveshownthattheseappear seriouslyonlyinlargefamiliesandthatfirstchildrenareclearlyinasuperiorposition.Onewell qualifiedtospeakwithknowledgeandauthorityon thehealthaspectofthatquestionwouldbeSirEarle Pagewhoin1948said:"Althoughitwasformerly believedthatasthenumberofchildreninafamily increasedsothecostofmaintainingeachchilddecreased,ourownexperienceandrecentstatisticsdemonstrateclearlythatthesecond,third,fourthand fifthchildrenofafamilynowcostmoretomaintainthandidthefirstchild.In1944whentheprices offoodandclothingweremuchlowerthanatpresent,aroyalcommissionwhichenquiredintothematterfoundthattheadditionalcostofmaintaining achildduringthefirstweekoflifewas15/3aweek inrespectofthefirstchild;9/11aweekinrespect ofthesecondchild;11/6aweekinrespectofthe thirdchild;12/7aweekinrespectoffourthand fifthchildren;and15/3aweekinrespectofthe sixthandseventhchildren.Becauseoftheincreases inthecostoflivingthathaveoccurredinthemeantime,comparativeamountswouldbemuchhigher today."SirEarlePage'sconclusionswerethat "somethingshouldbedonetoeasetheeconomic burdenimposeduponparentsofmediumandlarge sizedfamilies'andthat"moremoneyshouldbemade availableforanextensionofchildendowmentbenefitswhichshouldbegreaterasthefamilyincreases."

Itisappreciatedthatthefinancialimplicationsof theseproposalsarenotinsignificantbutanyworth whileplandesignbdtogiveameasureofsocialjusticetothefamilymancouldscarcelycostless.If asocialsystemfailstoprovideaworkingmanwith theminimummeansnecessarytoenablehimto supporthimselfandhisfamily,thendrasticadjustmentsareoverdue.
