"Never,"saidBishop Goody,"hasyouthbeenput inamorefavourablepositionthaninAustraliatoday."

Hedrewattentiontothe factthattheevilsofother dayshaddisappeared;such thingsaspovertyandconsequentundernourishment, longhours,childlabour, neglectofeducationand exploitationbybosseswere practicallynon-existent.

Bro.PetersaidthatmembershipofDomenicSavio clubsherewas400which was10percent.ofthe nationaltotal.

Hesaidthatheconsidered thisanexcellentresultas theclubshadbeeninauguratedinthisStateonlytwo yearsago.

Underthedirectionofthe SalesiansofDonBosco,who specialiseinyouthwork, theclubsaimtospread amongboysknowledgeand imitationoftheboysaint, DominicSavio,whowas canonisedin1954.

Mostsincerethanksto HisGracetheArchbishop wasvoicedduringthe weekbyMr.G.Redziejowski,vice-chairmanof thereceptioncommittee whichwelcomedArchbishopGawlina.

SpeakingforthePolish community,Mr.Redziejowskisaidtheyweremost gratefultoArchbishop Prendivilleforthecordial welcomeandhospitalityhe hadgivenArchbishopGawlina.

Manytimesinthepastthe PolishpeopleofW.A.had experiencedthefriendliness ofArchbishopPrendiville, butespeciallyduringthe visitoftheirProtector.

ThePolishpeoplewould alwaysrememberArchbishopPrendivilleintheir prayersandprayedthatGod wouldgranthimmanyand fruitfulyearsinhiswork forthefaithfuloftheArchdioceseofPerth.

"Andyet,"heremarked, "wehearmoreaboutjuveniledelinquency,hooliganismandvandalismthan everbefore."

Whileadmittingasafact thatthosethingsexistedhe saidthattheywereexaggeratedbythesensationlovingpresswhichwould notpublishthegoodthings donefrequentlybyyoung peoplebecauseareportof thesethingswouldnotgive readersthepleasureofa thrillofhorror.

Thereweretwomainimmediatecausesofyouth's ills,saidHisLordship.

Thesewere: Alackofsenseofresponsibility;and ageneraldeclineof moralstandards.

Semi-Literacy

Thefirstofthosewasdue inparttothefactthat materialprosperitycameso easilyinAustraliathatit wasnotappreciatedandled toanirresponsibleattitude amongyoungpeople.

Theyshouldconsider,he said,howmuchbetteroff theywerethanpeoplein manyothercountriesofthe worldandpeopleoftwo generationsago.

Theyshouldconsider, too,whatusetheyhad madeoftheeducation theyhadreceived,whether theyhaddevelopedthemselvesthroughreadingand formingtheirownideasor whethertheyhadlapsed intosemi-literacywithout ideasoftheirownandready tobeinfluencedbyanybodywhoshouldcome along.

Thedeclineinmoral standards,saidtheBishop, wasdueprimarilytothe neglectofreligionbythe Stateandbyparentsinthe home.

Thehelpgivenbythe Statetoreligionoverthe past80yearswaspracticallynilandonlyrecently weretheresignsofsome concernaboutthismatter.

DeclineInMorals

HisLordshipsaidthat otherfactorsinfluenced moralstandards,particularlysocialconventions,which allowedtoomuchsolitary companionshipbetweena manandhisgirlfriendand toomuchdrinkingonsocial occasions.

OnJune.3,pupilsofOurLady'sCollege,Victoria-sq., markedthefeastoftheQueenshipofMarybythecrowningofastatueofOurBlessedMother.AroundthebeautifullydecoratedaltarweregroupedChildrenofMary, AspirantsandHolyAngelsrepresentingthe15mysteries oftherosary.Childreninschooluniformheldaloftthe title"Mary,QueenofourSchool."Precedingtheactual crowningofOurLadybySusanShepherd,aninspiring addressonthemeaningoftheceremonyandtitlewas readbyCeciliaWard.

Theradio,themoviesand thepressaddedtheirinfluencetothedeclineinthe standardofmoralsbyconcentratingtoomuchonsex.

Aftermakingacareful analysisofthemainimmeiatecausesoftheevilsinfluencingmodernyouth, BishopGoodywentonto pointoutwhatremedies

Thatwasparticularly necessaryinunionaffairs wheresomanyyoungmen andevenoldermenjust couldn'tcareless.

Theyshoulddotheirwork wellandsobecomeas exampleforotherstofollow.Theirconversationat workshouldbedirectedto somethingintelligentinsteadoftheeternaltalk aboutsportandgirls.

Responsibilityshouldbe developedalsoinmoney mattersbypromptpayment ofdebtsandofdues.

"Bancompletelyinyour homes,"saidtheBishop, "pornographic literature andthosetypesofborderline magazinesthattreattheir readersasiftheywerea lotoffarmyardanimals."

Arisingoutofathoroughdiscussionat theStateconferenceoftheY.C.W.inBunburytheorganisationofaboycottoftwo weeklymagazinescirculatingwidelyinthis Statehasbeenproposed.

Speakersrecalledthatboycottthepurchaseoftwo theY.C.W.hadbeencon-weeklymagazinescirculatcernedwiththeissueofingthroughouttheState. indecentliteratureforsomeTheobjectionstothem years. werebasedtotheoveremphasisbycontinual stressonsexinpictorial. form.

Theirrepresentativeshad servedonaninter-denominationalgroupwhichhad securedapromisefromthePremier(Mr.A.R.G. Hawke)totightenexisting eventuatedelas months.Itwastherefore decidedtotakedirect action.

Soinourdaywhentheproblemofthesocialorder overshadowsallelse,whenthecrueldislocationofthe materialorderisdrawing'menawayfromthelifeof theChurch,theChurchhasintheEucharistareal solventoftheirdifficulties.OfoldGodwasaspirit. andtheythatadoredHimmustadoreHiminspirit andtruth.ButsincetheIncarnation,Godhaspartakenofourfrailhumanity,sothattodaywecanwith gratitudeandthanksgivingadoreandpartakeofthe BodyofChrist.AndonlybythisindividualreceptionofChrist'sBodycanmenpersevereinthecorporatesolidarityofChrist'sMysticalBody,the Church.TheFeastoftheBodyofChristisasignof contradictiontothosewhosaythattheChurchis indifferenttothematerialwellbeingofmankind.For iftheIncarnationandtheEucharistdonotmeanthat theWordwasmadefleshanddweltamongstus,experiencedourprecisewoes,understandsthem,andis ableandwillingtorelievethem,itisdifficulttoknow whattheydoportend.ButonlythroughChristwill thissocialreconstructionbemadesoastoleavemen oncemorefreeandhappy.OntheFeastofCorpus Christi,therefore,letuspraynotonlythattheSoul ofChristwillsanctifyus,butthattheBodyofChrist willsaveusall,hereandhereafter.

Thisisoneofthemostfundamentalconceptsin modernpoliticsandonethatisnotstressednearly enough.

Theworldisprofoundlyshakenbyaseething, irresistiblenationalism,especiallyinitsAfricanand Asianvariety.

ThisnationalismisputtinganendtowhatthenonEuropeanschoosetocall"colonialism."Asaconsequence,anendlessseriesofdomesticproblemshas beencreatedforwhichnationalismhasnoanswer.

ItisnotwithoutsignificancethataPakistanipaper shouldstressthisfact.Nationalismismagnificent whenitisamatterofresistingsomeoneordenouncingsomeoneelse-especiallyEuropeans.

Butoncetheheatisoffandtheresponsibilityis fixedsquarelyontheAsianorAfricannation, nationalismisaprettysorryformulaforthesolution oftheeconomicandsocialquestionsthatarebound tovexaneworincipientnationality.

TheproblemwiththeUnitedArabRepublicis notonlynationalism,butthebrandofnationalism. IsitAraborisitIslamic?Thetermsarenotthe samebyanymeans.

Arabnationalismisahysterical,vehementthing, butnotatallthekindofemotionthatisgoingto maintainaneffectiveunitybetweenpeoplesodiverse infactastheArabs.

ThePakistanjournalcommentslaterthat"Even IslamicnationalismhassofarfailedtogivePakistan theunityandsolidaritythatmarkedherpeople duringthedaysofthestruggleagainstacommon foe."

Thenecessarydistinctionmustbemadebetween anationalismbasedon,orapparentlyinspiredby,a particularreligionandthatreligionitself.

ThepaperIamquotinginsiststhatIslamicnationalismisnosolutioninthelongrunandthatonlyIslam asareligioncanpossiblyprovidethestaminaand unitythatapeopleneeds.Thisisarevealingidea andonethatdeservesagreatdealofattentioninthe West.

WehavecommittedthesameerrorintheWesttheassumptionthatthereissomekindofunityunder thevaguedenominationof"Christian,"whenwe knowperfectlywellthatmostWesternStatesareno longerChristian,oriftheyare,itisinapurely symbolicsenseoftheterm.

FourReasonsForAdvance

CommunismisbecomingagenuinethreatinLatin Americaforfourchiefreasons:

(1)LatinAmericanRedsareusingthemachinery ofanewdemocraticclimateinmanycountries.Local governmentsseemineffectiveinprovidingpolicecontrolovertheCommunist-inspiredriotsanddisorders inthosecountries.

(2)Communistpropagandafeedsontheevident poverty,socialinjusticeandclassstrifeinsomeof thesecountries.WhilepresentGovernmentsare workingfeverishlyandeffectivelytocorrectthese abuses,theymaynothavesufficienttimetooffset continualCommunistagitation.

(3)RedsinCommunistcountries,includingthe SovietUnion,holdoutasbaitbeforesomeofthe economicallyweakLatinAmericanGovernmentsthe promiseofloans,favourabletradeagreementsand varioustypesofeconomicaid.Meanwhile,they ridiculeandbelittleU.S.economicprogrammesin LatinAmerica.

(4)Wildinflation,particularlyinChileandBolivia, causinggraveeconomicinstabilityisafurther favourableclimateforCommunistpropaganda.The RedshaveusedeffectivepropagandaovertheweakeningcopperandtinmarketsinPeruandBolivia respectively,andhaveputtheblameontheU.S.for thisadditionaleconomiccrisis.

"Sincehumanfreedomiscapableofunleashingan unjustconflict,tothedamageofanation,itiscertain thatsuchadamagednationcan,underdetermined conditions,riseinarmsanddefenditself."

ThePopethenproceededtorecountthehistoryof war,beginningwithCain'scrimeoffratricideagainst Abel,andcontinuingthroughthebattlesofprimitive menandfeudallords.

"But,"henoted,"todayaconflictisnotlimitedto battlesbetweenarmedgroups.Ithasnowgrownto beingacombatbetweenpeoplewhosewholephysical andmoralforcesaremobilisedwithalltheireconomic andindustrialresources.

"Thebattlefieldisnolongerrestricted:anation's entireterritoryisthebattlefieldandtheweapons readyforuseareofunimaginablepower.

MeanwhilereportsreceivedfromBelgrade,in Yugoslavia,statedthatCardinalStepinacsuffereda seriousthrombosisinhisrightleg.Theblodclot wasunderstoodtohavecausedhishearttoweaken, whileatthesametimepneumoniasetin.

GraveconcernfortheCardinal'sconditionwas reportedlyexpressedbyhisattendingphysician,Dr, TihomirBogicevic,inviewofthefactthathehas beensufferingforseveralyearsfromanincurable blooddisease,polycythemiarubravera,characterised byanabnormalincreaseintheredcells.

InAugustof1953,twoAmericanspecialists,Dr. JohnH.Lawrence,UniversityofCaliforniaauthority onradioactivetherapy,andDr.JohnF.Ruzic,Chicago surgeonofCroatiandescent,flewtoYugoslaviaat therequestoftheAmericanhierarchyandexamined theCardinaltwiceinhisplaceofconfinement.

Thedoctors'reportatthetimestatedthatthe diseasecouldhavefatalconsequencesunlessheldin checkbytheremediesmadeavailablebythemost modernfindingsofmedicalscience.Bothdoctors thenwentontoemphasisetheimportanceofother factorswhich,althoughnotphysical,arerelatedto thediseaseandhaveadefinitebearingontheeffect ofthetreatment.

FiveYearsAtHardLabour

AmongthesefactorsthedoctorslistedtheenvironmentwithinwhichtheCardinalisforcedtoliveand "hispresentregimeofrestraint."

ReportsontheCardinal'sconditionissuedduring thefollowingyearsindicatedthathehadapparently regainedgoodhealthafterbeingtreatedbyaGerman specialist,Prof.LudwigHeilmeyer,andbyhisown physician.

AnoutspokenfoeoftheNazipersecutionofthe JewsandOrthodoxduringtheWorldWarIIoccupationofYugoslaviabyGermany,ArchbishopStepinac wasarrestedandchargedwithtreasonandcollaborationwiththeNazisbyMarshalTito'sGovernment inSeptember,1946.OnOctober11ofthatyear,after atrialwhichfollowedtheusualpatternofCommunist"justice,"hewasconvictedandsentencedto16 yearsathardlabour.

InDecember,1951,ArchbishopStepinacwasconditionallyreleasedfromservingtheremainderofhis sentence.Hewasgiventhechoiceofleavingthe countryorretiringtohisnativevillage.Hechose thelatterandwasconfinedtoKrasicwherehehas beenheldsince,unabletoexercisehisofficialduties asArchbishopofZagredandPrimateofCroatia.

StepinacwasnamedaPrinceoftheChurch.Hedid notattendtheConsistoryinRome,fearingthathe wouldnotbereadmittedtoYugoslavia.

Acorrespondentfor"Quotidiano,"RomeCatholic Actiondaily,whovisitedtheCardinalin1955stated thattheprelatespenthisdaysinquietstudy.

Thenewspaperman,whowasgivenpermissionto seetheCardinalonlyonconditionthathedidnot attempttospeaktotheprelate,describedhisliving quartersasmodest,consistinginabedroomanda study.Thecentreofthestudy,hereported,was occupiedbyadeskwithbooksandpaperswhere theCardinalworkedataCroatianversionofthe BibleandGreektextsfurnishedbytheVatican.

ItwasinthisstudyalsothatCardinalStepanic heldhisinterviews,whentheywereallowedbythe Yugoslavauthorities.Heconsentedtotheinterviews, butconstantlyadmonishedhisvisitorsto"writewhat Isayinthe.formthatIuse."

Priortohisrecentattack,theCardinal'sdaysbegan earlywhenhewenttothelittlevillagechurchof Krasic.DuringthefirstMasshesatintheconfessional.

Thepriestwrotebackat oncegivingherthenames of12Tenguswhowere hopelesscases,bold,defiant andentirelyagainstGod.

Thepriestandoldlady prayedatthesametime eachdayforthemwiththe firmbeliefthatiftheyboth askedGodforthemen's conversionremindingHim thatHeneverrefuseda prayerforothersthey wouldbeheard.

Attheendofthree months,thefirstone,and bydegreesallthemenbecameChrist'smen.Then onebyonetheyvanished. Thepriestoftenthought aboutthemandwondered whathadbecomeofthem.

FinallyfamineanddiseasesweptIndia.The priest'sdistrictsomehow onlyhadamildoutbreak.

Sir,-Withthesecular presscurrentlypublishing articlesandnewsonthe parlousconditionofState schoolsandteachersitis pertinenttodiscussthe muchmoreperilousstateof ourCatholiceducationsystem,whichisbeginningto comeapartattheseams.

IntheparishofQueen's Parkalonethereareover 160CatholicchildrenattendingStateschoolsand thelocalconventschoolis filledtooverflowing.Parentsofolderchildren, particularlyofboys,are findingitaneconomicimpossibilitytosendthemto Catholichighschoolsand theproportionatelyfartoo numerouscolleges.

ThedangertotheCatholicFaithisobvious,andthe answertothatdanger equallyobviousandwell known,viz.Government aidtoourschools.

AlthoughCatholicsarea minority,theyarealarge oneanditishightimewe obtained,throughanorganisedeffort,aidforour schools.Theballotbox representsaready,cheap, andeffectiveweaponinthe struggleforjustice.

Unfortunately,thestruggleismainlywith Catholicsthemselves,tostir themfromtheirlethargy andcausethemtoactin unison.

Arecentexample:Inthe LegislativeCouncilelection fortheSuburbanProvince therewereapproximately 7,000Catholicsontheroll. Ofthese,probablyslightly lessthanhalfvoted,say 3,300. Ofthethreecandidatesin thefieldonlyonepromised tosupportaidforprivate schools-andhefinished lastofthethree,polling some1,200-oddvotes.

Unemploymentonsucha largescaleamongstyoung peoplecouldbedsastrous andmustbeavoidedby planningnotonlybyState andFederalGovernments butbythewholecommunity.

Publicworksandreplacementofoldslumareas bynewhousingwerecom monrepliestosuchasituation.

Australiahadalarge numberofItalianand Polishmigrantswhohad notbeenaccompaniedbya suitablenumberofmarriageablewomenfolkof theirnationalities.There wereover100,000ofsuch menwhowerepotentially capableofestablishinghomesandfamilies.
