Twopaperswereread duringthemorningsession, thefirstentitled"TheLay Apostolate"andthesecond "PaganismoutdoesModern Times." Thelatterpaperwasa copyofthesermonpreachedattheHighMassoffered inBrisbaneatthrecent FederalconferenceofCatholicwomen.

InAustralia,forinstance,theywouldbeabletolearn first-handthingsforwhichtheywouldbeshotout ofhandunderMaoTse-tung,viz.,holdingthenation toransombyshippingstrikes.extortionofbloodmoney,go-slowtactics,attemptedmurderof opponents,etc.Mr.Healywouldnotbetheleast eminentoftheirtutors.

ACommunistAustraliawithaone-partysystem andGovernment-ownednewspapers.
Nowtheaveragemanwouldbestartledupon readingsuchanewsitem,eitherbecausehethought itsoimprobableastobehumorous,orbecausehe thoughtofitassonearastobeinevitable.Butthe newsitemwarrantedmerelyamentioninearly editionsoftheeveningpress;itdidn'tsomuchas reachthemorningpress(liketheviewsofDr.Sheed).
Now,Mr.Healy,asthe"SydneyMorningHerald" pointsout,isnotgiventomakingunconsidered statements.Itmaybethatthepresentleadership oftheA.L.P.isonlyblowinghotandcoldover Communismasitdidovertheindustrialgroups.It maybeconstrued(atthebest)thatunitytickets. etc.,aremerelymeasuresofpoliticalexpediency employedtomaintainthebalanceofpower.
ButCommunistsaredangerouslittleplaymates asseveraldefunctEuropeanSocialistsfoundtotheir cost.Itisdistressingtobeplayingwithsomeone onlytofindoutheistakingthegameingrim earnest.Ifyousupwiththedevilyouneedalong spoon
riageofconveniencewiththeD.L.P.,butasinso manythingsinlifetheycannothaveitbothways. Theycannothaveitinthisway,forsure,notonly becausetheD.L.P.willnotacceptthesuit,butbecause theCommunistPartyissufficientlyre-entrenchedin theindustrialwingnottoconsenttoadivorce.
Labourisinveryrealperiloffallingbetweentwo stoolsandwhicheverwayitturnsonlytheReds will,beadvantaged.IftheycontinuealongtheRed lineastheyhavedoneforthepastthreeyears, IIealy'svisiongrowsnearerandclearer.Ifthey desertitinfavourofsanitytheRedswillaccuse themoftreachery.Itisallverydifficultbutthe lattercausewould,inthelongrun,servebothAustraliaandtheworkingclass.
WhatisintraininFranceisagreatdealmorefarreachingthantheendoftheFourthRepublic.Itis theendofrepublicanisminthesenseofliberal democracy.Itmarkstheendoftheprocesssetafoot bytheFrenchRevolutionandthetearingupof Rousseau's"SocialContract."Thefactsofthesituationarethat,apartaltogetherfromtheAlgerian situation,Franceis(andhaslongbeenbankruptof reasonableandworkablepolitics.Andnotalone France,butallthedemocracieshavetriedtomake outindefianceoffirstprinciples.Theyhavestupidly imaginedthatasocialordercouldbedurablewhich dependedonpragmaticmethodsandscientific methodology.
Perhapstheprocessofdecaycouldhavebeen arrestedhadnotthedemocraciessuccumbedtothe viewofmanasaneconomicanimal.Forthiswoeful laicism.prescindingfromallspiritual,intellectual andculturalvalues,leftthedemocraciesonallfours withmilitantMarxismbutwithoutitsdoctrinal strength.Sodebilitatedhasgrowntheappetitealike forlibertyasforfraternitythatmillionsofhuman beingstodayarequitereadytotradeeveryremaining shredoflibertyforaslaverythatpromisesmaterial security.Andthatirrespectiveoftheplolitical formthatwillguaranteeit.Democracyhasfailed inareasonedconvictionoftheneedsandpermanent interestsofhumannature,andinthelackofauthority apartfromleadership.
Ifhesucceedstothepremiership,DeGaulle's centraltaskwillbetorestorepoliticalauthorityto theState.Itwillcavetobemadestrongenoughto combatthedecayofsociety,yetrestrainedfrom destroyingfreedom.Itwillneedtore-establishthe traditionalpoliticalnormsoftheWestcentringon popularsoverignty.naturallawandanewsocial contract.Thesewilldisplaceasprinciplestheexpediency,relianceonmaterialsuccessandirrational optimismwhichhaveconvertedthemodernliberal Stateintoahugebureaucraticmachine.TheStatewill needindependentauthorityandnotservethemere implementationofPartymajoritiesandclassconflicts. Buthehasplentyofanill-formedcharacterto sayaboutChurchaffairs.Inadmittingthathetalked withCatholicpriestswhowerenotfreetoreceive polticaldirectionfromRome,heblowsthegaff.He wastalkingaboutschismaticalpriestswhobelongto thespuriousnationalChurchsetupbytheCommunistsforpropagandapurposes.Hadhebeenin Cantonhecouldhavetoldusaboutthe"consecration" oftwo"bishops"recently"elected"there.
Thiskindofpropagandaisunfairanddishonest.
