Intheafternoonheleft forNorthamwherehewas liturgicallyreceivedbythe V.Rev.DeanAhernand welcomed.TheRev.B. Binkowskialsospoke,in Polish.ArchbishopGawlinapreachedandgave Benediction.

Twopaperswereread duringthemorningsession, thefirstentitled"TheLay Apostolate"andthesecond "PaganismoutdoesModern Times." Thelatterpaperwasa copyofthesermonpreachedattheHighMassoffered inBrisbaneatthrecent FederalconferenceofCatholicwomen.

Aninspiringaddresswas givenbyRev.M.Cussen, 0.P.,entitled"Motherhood, DivineandHuman. TheRt.Rev.Mgr.A.T. Langmead,thespiritual director,openedtheafternoonsessionandaddressedtheassembly. Theguestspeakerwas theRt.Rev.Mgr.E.Sullivanwhochosetospeakon "TheCatholic Family Movement."

Inaccordancewiththe newregulationsgoverning armyceremonial,theCommandingOfficeroftheRegiment,Lt.Col.A.McD. Coward,conductedthe ceremony.

Attheappropriatetime, theCommandingOfficer

calledoneachofthethree chaplainsrepresentingthe ChaplainsGeneralconcerned,toconsecrate,blessand dedicatethecoloursrespectively,forthemembersof theregimentwhoareto possessthem.

Noamountofhistoryteachesthesepeopleanything.Forsomeofthemitmerelymeansthat"the lightglowsbrighter."ButtheleadersoftheRed revolutionareatoncemoreopenandmorehonest. ComradeKhrushchevexplainedco-existenceinthe simplestpossibleterms.ItconsistoftheCapitalist hogskeepingtheirsnoutsoutoftheCommunist gardens."Wewillburyyou,"hesaidwithuncompromisingdirectnesstotheWestwhichdoesnotfor onemomentbelievehim.Now,onthehomefront, anothersuchstatementhasbeenmadeinthemost forthrighttermsandwithanairofproximityand confidencewhichaninformedpublicmightfinddisconcerting,

Butthepublicisnotstirredbecausethepublic .hasbeenbadlyservedinthematterofinformation. WhenwereachthestagethatourMinisterfor ExternalAffairscantellthepeoplethattheFederal GovernmentisnotdoinganythingabouttheCom'munistestablishmentinIndonesiabecausethereis hoproofofforeignintervention,onecannotwonder thattheman-in-the-streetisapathetic.Whilethe .Pressspendsthousandsofpoundssendingtwo comediansonacomictourofRedChinaandcannot affordanewsmanstationedatDjarkata,thepublic arebeingbadlyservedinthematteroftheRed menaceatourbackdoor.

HenceitisnotsurprisingthatMr.JimHealy, federalsecretaryoftheWatersideWorkers'Federation,wentonrecordinatelevisioninterviewin SydneyrecentlyinfavourofaquotasystemofAsian immigration.Heisnot,ofcourse,worriedaboutthe futureofAustralia.Heisconcernedwithnew traininggroundsinMarxistideologyandpractice againstthenear-at-handtimewhentheywillbe rulingthiscountryunderthedirectionofPeking. InAustralia,forinstance,theywouldbeabletolearn first-handthingsforwhichtheywouldbeshotout ofhandunderMaoTse-tung,viz.,holdingthenation toransombyshippingstrikes.extortionofbloodmoney,go-slowtactics,attemptedmurderof opponents,etc.Mr.Healywouldnotbetheleast eminentoftheirtutors.

WhyDevastatingFranknessNow?

ButMr.Healywentontosaythathecouldimagine

TheCommunistPartybeinghelpedbytheA.L.P. -"atanyrateintheearlystages"-toachievea CommunistAustralia.

ACommunistAustraliawithaone-partysystem andGovernment-ownednewspapers.

Nowtheaveragemanwouldbestartledupon readingsuchanewsitem,eitherbecausehethought itsoimprobableastobehumorous,orbecausehe thoughtofitassonearastobeinevitable.Butthe newsitemwarrantedmerelyamentioninearly editionsoftheeveningpress;itdidn'tsomuchas reachthemorningpress(liketheviewsofDr.Sheed).

Now,Mr.Healy,asthe"SydneyMorningHerald" pointsout,isnotgiventomakingunconsidered statements.Itmaybethatthepresentleadership oftheA.L.P.isonlyblowinghotandcoldover Communismasitdidovertheindustrialgroups.It maybeconstrued(atthebest)thatunitytickets. etc.,aremerelymeasuresofpoliticalexpediency employedtomaintainthebalanceofpower.

ButCommunistsaredangerouslittleplaymates asseveraldefunctEuropeanSocialistsfoundtotheir cost.Itisdistressingtobeplayingwithsomeone onlytofindoutheistakingthegameingrim earnest.Ifyousupwiththedevilyouneedalong spoon

riageofconveniencewiththeD.L.P.,butasinso manythingsinlifetheycannothaveitbothways. Theycannothaveitinthisway,forsure,notonly becausetheD.L.P.willnotacceptthesuit,butbecause theCommunistPartyissufficientlyre-entrenchedin theindustrialwingnottoconsenttoadivorce.

Labourisinveryrealperiloffallingbetweentwo stoolsandwhicheverwayitturnsonlytheReds will,beadvantaged.IftheycontinuealongtheRed lineastheyhavedoneforthepastthreeyears, IIealy'svisiongrowsnearerandclearer.Ifthey desertitinfavourofsanitytheRedswillaccuse themoftreachery.Itisallverydifficultbutthe lattercausewould,inthelongrun,servebothAustraliaandtheworkingclass.

France'sOnlyHopeIsDeGaulle

AndCreationOfAuthorityRule

WhatisintraininFranceisagreatdealmorefarreachingthantheendoftheFourthRepublic.Itis theendofrepublicanisminthesenseofliberal democracy.Itmarkstheendoftheprocesssetafoot bytheFrenchRevolutionandthetearingupof Rousseau's"SocialContract."Thefactsofthesituationarethat,apartaltogetherfromtheAlgerian situation,Franceis(andhaslongbeenbankruptof reasonableandworkablepolitics.Andnotalone France,butallthedemocracieshavetriedtomake outindefianceoffirstprinciples.Theyhavestupidly imaginedthatasocialordercouldbedurablewhich dependedonpragmaticmethodsandscientific methodology.

Perhapstheprocessofdecaycouldhavebeen arrestedhadnotthedemocraciessuccumbedtothe viewofmanasaneconomicanimal.Forthiswoeful laicism.prescindingfromallspiritual,intellectual andculturalvalues,leftthedemocraciesonallfours withmilitantMarxismbutwithoutitsdoctrinal strength.Sodebilitatedhasgrowntheappetitealike forlibertyasforfraternitythatmillionsofhuman beingstodayarequitereadytotradeeveryremaining shredoflibertyforaslaverythatpromisesmaterial security.Andthatirrespectiveoftheplolitical formthatwillguaranteeit.Democracyhasfailed inareasonedconvictionoftheneedsandpermanent interestsofhumannature,andinthelackofauthority apartfromleadership.

Ifhesucceedstothepremiership,DeGaulle's centraltaskwillbetorestorepoliticalauthorityto theState.Itwillcavetobemadestrongenoughto combatthedecayofsociety,yetrestrainedfrom destroyingfreedom.Itwillneedtore-establishthe traditionalpoliticalnormsoftheWestcentringon popularsoverignty.naturallawandanewsocial contract.Thesewilldisplaceasprinciplestheexpediency,relianceonmaterialsuccessandirrational optimismwhichhaveconvertedthemodernliberal Stateintoahugebureaucraticmachine.TheStatewill needindependentauthorityandnotservethemere implementationofPartymajoritiesandclassconflicts. Themoralsanctionsofsuchauthoritywouldnolonger bethepopularwillbutthereasonandconscienceof theStateofficials.Itwouldbeahumanisticand ethicalState,boundinalliancewithgoodmoralsand civilisedreligionasagainstthemodernlaicisedState ofatheismandmoralindifferentism.

TheFederalPresidentoftheA.L.P.returned recentlyfromavisittoRedChinaandgavethe publicthebenefitofhisimpressionsinastatement overtheNationalRadionewssession.Itwasasingularlyuninspiring(ifinspired)viewpoint.It soundedexactlyasifamanhadbeenconvincedof somethinghehasalwaysbelieved.Ithadallthe flatnessofanadventureintotheobvious.Itwaslike thefavouritewinning,odds-on.Aboveall,itconvincedthevisitoroftheabsolutecorrectnessofthe A.L.P.polityofcompleterecognitionofRedChina. OnewouldfeelhappieriftheLabourpropagandists couldrecognisetheRedChineseinMalayaand IndonesiaratherthanintheUnitedNations.Moreover,itisjustatriflenaivetospeakofminority ParliamentarygroupsinChinaasiftosuggestOppositionparties.TheLabourleaderwoulddowellto recalltheadmissionofMaoTse-tung,madelastyear, astothethousandsofpoliticalopponentshehad liquidated.

Butitiswiththeclaimthatthe"Churchisfree" thatwehavethechiefquarrel.Mr.Chamberlainis primarilyconcernedwithpoliticsandunions.He didnotmeetanyOppositionmembersinChinanor ddhemeetanyfreetradeunionists.Hecouldonly havedonethatbyvisitingthecemeteriesandslave labourcamps.Inanycasehehadnothingofan honest,informativenaturetosayinthisdirection.

Buthehasplentyofanill-formedcharacterto sayaboutChurchaffairs.Inadmittingthathetalked withCatholicpriestswhowerenotfreetoreceive polticaldirectionfromRome,heblowsthegaff.He wastalkingaboutschismaticalpriestswhobelongto thespuriousnationalChurchsetupbytheCommunistsforpropagandapurposes.Hadhebeenin Cantonhecouldhavetoldusaboutthe"consecration" oftwo"bishops"recently"elected"there.

Thiskindofpropagandaisunfairanddishonest. Itsvaluecanbedemonstratedverysimply.IfMao Tse-tungcametoAustraliaostensiblytoinvestigate LabourPartyaffairs,butconfinedhimselftodiscussionswithD.L.P.leadersandindustrialgroupers, wouldMr.F.E.Chamberlainagreethathisreport wasafairpresentationoftheLaboursceneinAustralia?HemightaswellquoteLutheronCatholicism orSatanontheconditionoftheangelichosts.

Itisnotalwayseasytoseetheultimatereason ofCommunistpretensionsbecausethe,truthisnot inthem.ButIfancyoneexplanationmaybethat theCommunistPartywishestomakeitpike-stavedly plaintotheA.L.P.that,havinggonesofarwiththem inmakingtheA.L.P.adictatorshipoftheproletariat, theycannotshrugthemofflikeanoldgarment.With theVictorianelectionsloomingandtheFederaland N.S.W.pollsbeforetheendoftheyear.thatisa considerationtheA.L.P.cannotignore.Itmaysuit theA.L.P.leaders'booktobetryingtomakeamar-

ThepetitionwassenttothePremierearlierthis monthintheformofamemorandumaskingthegov ernmenttoprotestofficiallythealleged"wholesale interference"ofclergyinfavouroftheChristian Democraticpartyintheelectoralcampaigncurrently beingconductedinItaly.

Thememorandumattackedajointstatementissued byItalianBishopscallingonthecountry'sCatholics toshowunityatthepollsintheMay25national electionsandtovoteaccordingtotheirCatholicconsciences.

Statingthattheallegedinterference"culminated inthecommuniqueoftheItalianepiscopate"whichis "anopenviolatonofthelawsoftheRepublicandof theConcordat,"theLiberalandRepublicanparties demandedintheirpetitionthatthebishopsberequestedtorespecttheoathofloyaltycontainedin article20oftheConcordat.Thearticleinvokedstipu latesthatbishopsshouldnotinterferewithpublic order.

Inawrittenstatementrespondingtothepetition, PremierZolipointedoutthattheItalianconstitution guaranteesequalrightstoallcitizens,andthatthe bishopsarecitizensonanequalfootingwithothers.

Acenturyormoreofneglecthasleftbutaskeleton oftheChurch'spastgloryandspiritualstrengthin mostLatinAmericannations.Today,diocesanclergy fromseveralUnitedStatesSeesareworkingalongside otherAmericanandEuropeanmissionariestryingto revivetheFaith.

Oneofthemostimportanteventsthusfarinthe newmissionaryventurewasthededicationofanew churchandrectoryhereontheFeastoftheFinding oftheHolyCross.

Theseshiny,newbrickstructureswillserveasthe focalpointofFatherWalijewski'seffortsamongthe IndiansofSantaCruz'"maquinavieja"(oldmachine) district.

Theywerebuiltwithfundsdonatedbythefaithful oftheLaCrossediocese.Thechurchwasnamedfor theHolyCross(SantaCruz)bythestudentsat PacellihighschoolinStevensPoint,Wis.,whomade thehighestpercapitacontributiontowardthebuildingfund.

FatherWalijewskiwasgivenmissionaryleaveand senthereinSeptember,1956,byBishopJohnP. TreacyofLaCrosse.Theprelategavethepriest hisblessingandpromisedhimfinancialsupport.

ThereareotherparishesinSantaCruz,butthe frightfulshortageofpriestsandthesteadilyincreasingpopulationhadleft,the10,000Indianswh*compriseHolyCrossparishvirtuallywithoutspiritual care.SincetheSpaniardsleft,overacenturyago, theyhavehadnoparishchurchoftheirown.

SantaCruzdioceseisoneofBolivia'soldest;itwas establishedin1605.Twocenturieselapsed,however, untilabishoptookupresidencethere.Todaythe estimatedpopulationofthishuge,sem-tropicaldioceseis230,000.AllarenominallyCatholicbuttheir faithisdormantandcloudedwithpagansuperstitions.

SantaCruzdiocese,headedbyBishopAugustin ArceMostajo,hasbut13diocesanpriests-sixof themareoctogenarians.(Itwillbemorethantwo yearsbeforethenextdiocesanpriestwillbeordained inallofBolivia,anationwithfourmillionCatholics.)

BishopArceMostajoofficiatedatthechurch'sdedication.BishopBrownblessedthehundredsof crossestobeplacedinthehousesofparishionersand waspresentinthesanctuaryduringtheMassof dedication.

ItisinthelightofthesefactsthatthewidelypublicisedphotographofArchbishopJosefGroeszof cfKalocsashakinghandswithSovietNikitaS. Khrushchevshouldbeunderstood.

Thispicture,coupledwiththenewsthatacontingentofHungarianclergyledbyBishopEndreHamvas ofCsanadisinMoscow,isintendedtocreatethe impressioninthefreeworldthattheCatholicChurch inHungaryhasmanagedtoreachasatisfactory understandingwiththeRedregime.

Buttoobtainatruepictureofthesituationitis necessarytorecalltherecenthistoryoftheHungarian "peacepriests"movement.

Thisgroupwasfoundedinthesummerof1950 afterthemocktrialofHisEminenceJozsefCardinal Mindszenty.PrimateofHungary.TheCommunists haddecidedtousemethodsmoresubtlethanopen terrortounderminetheauthorityoftheChurchand driveawedgebetweenthefaithfulandtheirspiritual leaders.

Thisorganisationofpriests,officiallysponsoredby theGovernmentandusingthemotto"Workingfor Peace,"soughttojustifythepoliciesoftheCommunist regime.UsingpervertedquotationsfromScripture, theyalsoattemptedtoprovethecompatibilityof CommunistideologywiththeChristianfaith.

Apartfromtheseactivities,whichhadthelong rangegoalofdestroyingtheunityandspiritual foundationsofCatholicisminHungary,the"peacepriests"hadtheclandestinetaskofinformingon loyalmembersoftheHungarianclergy.

Forsuchservicesasthese,Dr.Horvathandthe otherleading"peacepriests"drewsubstantialsalaries fromHungary'sRedGovernment.

OneofthefirstthingsCardinalMindszentydid duringhisfewdaysoffreedominNovember,1958, wastoremovethemoreprominent"peacepriests" fromthehighpostsgiventhembytheGovernment andtomovethemfromBudapesttosubordinatepositionsintheprovinces.

Mattersremainedthiswayforseveralmonths afterthepopularuprisinghadbeencrushedbySoviet tanksandtroops.PremierJanosKadarintheperiod immediatelyfollowingtheuprisingfelttooinsecure torenewanoffensiveagainsttheChurch.

OnJanuary21,1957,theHolySeeissuedthedecree excommunicatingDr.Horvathandorderingallother "peacepriests"toresignfromanyecclesiasticalpositiongiventhembytheGovernment,returntotheir diocesesandsubmittotheirbishops,orbeexcommunicated.The"peacepriests"submitted.

movementanditseemedthatitwasathingofthe pastwhen,inMay,1957,theHungarianBishops' Conference,headedbyArchbishopGroesz,announced ithadformedagroupofitsownforthe"promotion ofpeace"calledOpusPaci,s.

Thisorganisation,itwasbelievedatthetime,would preventtheformer"peacepriests"-thenostensibly penitent-fromresumingtheirsubversiveactivities. Iiwasalsohopedthatitmightbeabletoreachan agreementsettlingtheoutstandingdifferences betweentheChurchandtheRedGovernment,since thebishopshadshowntheirwillingnesstosupport theregime's"struggleforpeace."

Suchhopessoonprovedillusory.

Despitethethreatofexcommunication,three"peace priests"-FathersHorvath,BeresztoczyandMateheldontotheirseatsinParliamentas"representativesofthetrulydemocraticandprogressiveHungarianclergy."Morethanthat,noavowedCommunistcouldhavespokenmoreviolentlythanthey againstHungary's"reactionary,warmongering,antidemocratichierarchy."Allthreewerethenformally excommunicated.

Inaddition,the"peacepriests"beganinfiltrate OpusPacis.OnDecember8,1957,ArchbishopGrocsz wascompelled,afterlongresistance,toappoint FatherMagastheorganisation'sdirector.

ThelatterarrangedmeetingsofOpusPacisinall thelargeprovincialtownsandsawtoitthatatleast oneofhisagentswasalwayspresenttoremindpriests of"atruepeacepartisan'sduties."Attheendof Marchthesituationhadreachedthepointwherethe excommunicatedpriest,FatherBeresztoczy,attended ameetingoftheOpusPacisexecutivecommitteepresidedoverbyArchbishopGroesz.

Hisdeductions,reinforcedbyotherevidence,is thatthereasonforGeorge IV'svicious,andapparentlystupid,efforttodivorce QueenCarolinewasthat heconsideredhimselfalreadymarriedtoMrs.Fitzherbert.
