EarlyinthenewyearinanEdinburghCourt,Lord Wheatleydecidedthatawomanwhohadgivenbirth toachildnotherhusband'sthroughartificialinseminationandwithoutherhusband'sconsent,hadnot committedadultery.

Thecasewastheoccasionforthecondemnation bytheAnglicanArchbishopofCanterbury(Dr. GeoffreyFisher)ofparentagethroughartificialinseminationbyadonor.Inhispresidentialaddress totheConvocationofCanterbury,Dr.Fishersaid thatsuchtest-tubebabieswereborn"outofwedlock." Suchpracticeshouldbemadeacriminaloffence,he said,forwhateverconstitutedcrimeasregardsthe courts,itwastheprovinceoftheChurchtodecide whatwassinful.

Inthisconnectionitisusefultorecallthatthere isnounanimity,eveninlegalcircles,astoartificial insemination.JudgesbothinBritainandCanada haveheldthepractice(involvingadonor)asadultery.Itisclearlydesirabletohavethematter clearedupasalegalissue.

Onthemoralsidethereisnoroomfordoubt, whetherthe"donor"behusbandorthirdparty.And theissueinvolvedcompsicesothersinsbesidesadultery.Indiscussingthisparamountlyimportantaspect ofthequestionwemaypassovertheoutrageous opinionsoftheRev.DonaldSoper-aBritishMethodistpublicist-whowouldintroduceA.I.forthe benefitoflonelyspinsters.Theconfusionofthat gentlemanissufficientlyattestedwhenhetalksof "marriages"wherethehusbandisimpotent.

In1949theHolyFather,addressingCatholicdoctors from30countries,toldthemthat,inthelightof Catholicteaching,"artificialinseminationoutsideof marriageistobeconsideredpurelyandsimplyas immoral."Evenwithinmarriage,thePopewarned artificialinseminationisimmoral,exceptinthe extremelyrestrictedsenseinwhichscientificknow-

Thereare,moreover,gravesocialimplicationin anywidespreadacceptanceofartificialinsemination asanormalpartofmarriedlife.Onceparenthood isdeprivedofitsmostpersonalfoundationand function,itisobviousthatthewayisopentothe mosthorribleabusesfromanykindoftyrannywhich carestoemployartificialinsemination.Itisnoidle dreamthatthetotalitarianpowersmaytakeinhand thebreedingofsubjectsandtherearingofthem withoutregardtoDivinelaworhumanlove.

Thistimeshelookedin1 tentlytowardsthegrotto andsawthebushesviolentlyagitated.andthen,in theopeningofanichebe., hindandabovethebranches sheperceived"agirlin white,notallerthanI,who greetedmewithaslightin, clinationofthehead."

Theapparitimi,sheafterwardssaid,wasverybeau.tiful:itwascladinwhite, withabluegirdle,whilsta longrosaryhungoverthe arm.Thefigureseemed,to IN thechild,toinviteherto pray,andwhenBernadette kneltdownandtakingher ofherpocket, begantosayit,theapparitionalsotookherrosaryin herhandandpassedthe beadsthroughherfingers, althoughthelipsdidnot move.Nowordswereexchanged,butattheendof thefivedecades,thefigure smiled,withdrewintothe shadow,anddisappeared.

Theseofficialsconsidered thatherconductwascausingapublicdisturbance, andtheyrealisedalsothat thegroundaboutthegrotto wasinsecureinviewofthe greatcrowdsthatwerenow assemblingthere.Onthe 22nd,Bernadettewentagain tothegrottoinspiteofthe prohibition.

Therewasasmallcrowd andtwogendarmes,buton thisoccasionshedidnotsee theapparition.Onthesame day,theAbbePomian,Bernaaette'sconfessor,decided thatsinceitwasnotthe chiefauthority,M.Dutour, whohadforbiddenthechild togo,sheneednotbekept away.

Onthemorningofthe 23rd,shewenttothegrotto atsixo'clockinthemorning,andtherewasacrowd oftwohundredpeople.She thensawtheapparition again,andfellintoatrance whichlastednearlyanhour.

Thenextdaythecrowd hadincreasedtofouror fivehundred,andagain Bernadettewentintoan hour'strancewhenthe visionrevealeditself.She refused,however,todivulge anythingthattheLadyhad saidtoher,thoughshe turnedtothepeopleand saidthreetimes:"Penitence."

OnThursdaythe26th, Bernadette,afterrepeating adecadeoftherosary, draggedherselfonher kneesuptheslopingfloorof thecave,gentlybrushing asidethehangingspraysof foliage.

Atthebackofthegrotto sheturnedroundandcame back-stillonherkneesand,afterlookinginquir-

OnMarch1,theonlookers hadincreasedt31,000,and, forthefirsttime,apriest waspresent.TheCureof Lourdeshaddecidedthat heandhisfourcuratesmust haveabsolutelynothingto dowiththegrotto,butthe AbbeDezirat.comingfrom adistance,wasnotdirectly underhisjurisdiction.This priestwasgreatlyimpressed.

Acuretookplaceonthis flay,butthatw::snotknown tillmonthslate:.OnMarch 2at7a.m.therewere1,700 peoplepresentwhenBernadettesawtheapparitionfor thethirteenthtime.She wasthenbiddentotellthe prieststhatachapelought tobebuiltandaprocession held. Bernadettewenttothe Cure,whoreceivedhervery harshly,andwhogavethe secularofficialstounderstandthathestronglydiscouragethewholemovement. March3wasadayof

Laterintheday,Bernadettegavethemessageto theAbbePomian,andhe repeatedittotheCureof Lourdes.Thelastsolemn apparitiontookplaceon April7,whentherewas againagreatcrowdof people-1,200or1,300. Bernadetteremainedin atrancethree-quartersofan hourormore,andDr.

Whenshecameoutofthe trance,hepushedtheburningcandleunderherleft handwhichshesnatched away,exclaiming:"You're burningme."Itmust13% admitted,however,that PereCrosinhis"Histoire deNotreDamedeLourdes" (i,494-499)hasgivenreasonsfordiscreditingthis statement.Noweightseems tohavebeenattachedtoit bytheepiscopalcommission whichexaminedandreportedonthefacts.

Theeighteenthandfinal apparitionwasonJuly16, thefeastofOurLadyof MountCarmel.Thegrotto wasthenbarricadedtoexcludethepublicandBernadettecouldonlyseethetop ofthenicheabovethe planksfromtheopposite bankoftheGave,andyet thefigureseemednofurtheroffthanbefore.

Paris,Feb.6.-France'sgovernmenthas announcedthatthecentennialofthebirth ofFatherCharlesdeFoucauld,priestand martyroftheSahara,willbemarkedby nation-widecelebrationsnextSeptember.

Thisannouncementwas madeaftertheNationalAssemblyandtheCouncilof theRepublicvotedtopetitiontheGovernmentfor thedayofcelebrationand theissuanceofaspecial postagestamp.

"Itisdifficultforustodaytounderstandthedegreeofabnegationand heroisminFatherdeFoucauld'slivinginhishermitage,435milesawayfrom thenearestcivilisedsettlement,"saidScnatprDurand-ReveilleduringthesessionoftheCouncilwhich votedforthecelebration.

"Hespenthislifeamong peoplewhowereentirely strangetohimintheircustomsandcultursandwhose reputationwouldhardly inspireconfidence,"the Senatoradded.

BorninStrasbourgintoa wealthyandaristocratic family,CharlesdeFoucauld

becameaprofessionalsoldierandduringtheearly yearsofhisadultlifewas sometimesdissipated.

Afterseveralyears,however.hereturnedtothe Churchandretiredfromthe amy.HetriedunsuccessfullytobecomeaTrappist monkbutconsideredthat thelifewasnotsufficiently austereforhim.

Finally,heretiredtothe veryheartoftheSaharato consecratehislifetothe serviceoftheTouareg tribesmenlivinginthe vicinityofMountHoggar.

OnDecember1,1916, FatherdeFoucauldwas assassinatedbyaTouareg tribesmanduringaplunderingraid. Beforehisdeath,Father deFoucauld-whocalled himselfLittleBrother CharlesofJesus-drewup aruleoflifefortwocongregations,ofmerland women,butwasnottolive toseetheordersintoexistence.

Intheearly1930'sthe LittleBrotherscfJesusand theLittleSistersofJesus, underthedirectionof FatherRenedeVoillaume andLittleSisterMagdalene ofJesus,cameintoexistence. Nowhavingacombined membershipofabout1,000, bothcongregationswork throughouttheworld,with aspecialmissionforthe conversionofIslamtothe Church.

Hewasundergoingalongillnessatthetime,also linkedwithhisfather'sdeath.However,assoonas hewaswellenough,heenteredtheScotsBenedictine CollegeatRegensbury(Ratisbon),inBavaria.

HereceivedagoodeducationfromtheBenedictines andshortlyafterwardsmarried.HiswifewasformerlyaMissYates,ayoung,well-to-doScotswoman.

YoungDuncanpaidavisittoIrelandandthen, somewhatunprofitably,conductedapublishingand booksellingbusinessinAberdeenforfiveyears.

Rathermoresuccessfully,heturnedtoteachingand journalism,andalsodevelopedaninterestinpolitics, manifestingLiberaltendencies.

In1838,Dr.Ullathorne.whohadbeenVicarGeneraloftheChurchintheAustraliancolonyfor fiveyears,wasabroadseekingrecruitstotheAustralianmission.

HemetthecapableyoungconvertScotsman,then 27yearsofage,withtheresultthatinJuly,1838, Duncanandhiswifesailedtoseekanewlifein Sydney.

Withinayearofhisarrival,Duncanwasediting thefirstCatholicpaperinthehistoryofAustralia, thusbecomingAustralia'sfirstCatholicnewspaper editor.

Thepaperwas"TheAustralasianChronicle,"which firstappearedinSydneyonFriday.August2,1839, asabi-weekly.

IthadthebackingofasyndicateofCatholiclaymenandwaspublishedbyAndrewBentat67Pittstreet.

Duncan'seditorshiplasteduntil1843,whenheresignedandstartedhisownpaper,"TheWeekly Register,"whichlasteduntil1846,whenheabandoned journalismasafull-timecareer.

Hisresignationfromthe"Chronicle"waslinked withchargesthatthepaperhadbecometoopolitical andthatithad,ineffect,becomeamouthpiecefor thepoliticalviewsofDuncan.

ThesechargesreachedaclimaxwhenFatherJohn McEncroe,whohadbeeninthecolonyover10years atthetime,andwhowasadministeringthediocese intheabsenceofDr.Polding,whowasabroad,wrote aletterofprotesttothepaper,whichappearedinits columns:

Itwasinevitablethatayoung,politically-minded journalistlikeDuncanwouldrespondwarmlytothe politicalcenditionstobefoundwhenhearrivedin Sydneyattheendof1838.

Muchofthepoliticalpassionofthetimewas directedtowardsDr.Ullathorne,who,whilstabroad from1836to1838,hadgivenevidencebeforethe Britishinquiryintotransportation.

Hisreturnwasthesignalforanoutburstfrom selfishindividualsandgroupsinthecolonywhoheld avestedinterestintransportation.Soon,Dr.Ullathornewasknownas"TheAgitator-General,"and assailedinthepressandelsewhere.AnhostilepoliticalsituationtowardsCatholicswideaed.

Butin.theensuingyearsbreachesappearedand feelingbetweenCatholicsandthe"Australian"came toaheadwhenitattackedBishop(ashethenwas) PoldingandDr.Ullathorne.

AnapologywasofferedtoBishopPolding,butthe CatholicbodyhadbecomeconvincedthataCatholic papershouldbefoundedandthusthe"Chronicle" appeared.

InitsfirstissueDuncandefineditsaimsandpolicy: "ToupholdthecivilandreligiousprinciplesofCatholicsandtomaintaintheirrights."

Conditionsforthenewpaperwereruggedandit fcunditselfinvolvedinmanyheatedsituationsand warmcontroversies.

Perhapsthemostmemorablewasaclashwiththe "SydneyGazette,"theoldestpaperinthecolony, foundedin1803,andtheprincipalsourceofinformationforscholarsonimportantaspectgoftheearly lifeofthecolony.

BattleForResponsibleGpvernment

The"Chronicle"andthe"Gazette"clashedina libelsuit,afewmonthsaftertheCatholicpaperwas founded,andtheresultwasthatthe"Gazette"was bankrupted,soldup,andputoutofaction.

Withinafewmonthsthe"Chronicle"wassecond incirculationonlytothe"Herald,"asituationthat lasteduntil1848,when,underDuncan'ssuccessors, ithadtoceasepublicationonaccountoffinancial problems.

CommentingonDuncan'seditorshipofthe "Chronicle""TheFreeman'sJournal"saidatone stage:"Heconductedthatpaperwithanabilityand fearlessnessneversurpassedinthenewspaperhistory ofthiscolony."

Itremindedthatinit"hefoughtthebattleof municipalism,"thusgainingthetitleof"TheFather, atMunicipalGovernment."

Ofhisworkin"TheWeeklyRegister,""TheFreeman'sJournal"said:"Itwasaliteraryaswellasa politicaljournal,andfromtheveryfirstitwasa powerintheland.

"Withithemayfairlybe.saidtohavedonewhat Disraelidid,educatedaParty-thePartythat,after thedeceaseofthe"Register"-itwasnotafinancial success-stormedtherampartsofConservativeobstructionandwonresponsiblegovernmentforNew SouthWales."

Whilsthewaseditingthe"Register"between1843 and1846,WilliamAugustineDuncanalsoemerged asapamphleteer.

In1843,hepublishedapamphletdefendingthe positionofArchbishopPolding,whoseecclesiastical statushadbeenattackedbyBishopBroughton,the AnglicanBishopofSydney.

Thefollowingyearheissuedapamphletadvocating tradesunionsforagriculturalworkers.

Inhiswriting,duringtheperiod1839to1846, Duncanwrotemuchelsethatwasimportantand influentialinthelifeandthoughtofthecolony.

Hecontributedmuchtotheeducationquestion; providedsoundthoughtonthedepressionconditions oftheperiod;wasoneofthegreatestadvocateson therightsofPortPhilip;opposed,theestablishment ofmonopoliesinthecolonyandtheincreasinginfluenceandexploitationofthesquattingclasses; resistedthenotionofalocalautocracy;andadvocated thefoundationofrailways.

LeaderOfGreatMovements

Summingupthejournalisticphaseinhiscareer, "TheFreeman'sJournal"wrote:

"Duringhissevenyearsjournalisticcareer,WilliamAugustineDuncanwasapioneerineveryone ofthosegreatmovementswhichweredestinedto transformBotanyBayintoagreatandprosperous colony."

From1846to1859,DuncanresidedinQueensland. HewasSub-CollectorofCustomsatMoretonBay, asBrisbanewasthencalled,andalsoheldtheposts ofWaterPoliceMagistrate,GuardianofMinorsand ImmigrationAgent.

HewasatvariousstagesatrusteeoftheFreePublic LibraryandtheAustralianMuseum.

Inthelatteryearsofhislife,afterhisretirement, whenhewasover70yearsofage,therewererumours inSydneythathewastobeappointedtotheLegislativeCouncil.Butthisdidnothappensothat, despitehisprofoundandfruitfulinterestinpolitical affairs,hewasneveranactivepoliticianatanystage.

HewasappointedamemberoftheNationalEducationBoardunderthedualsystemofpublicand denominationaleducation,whichoperatedfrom1848 to1866.LaterhebecameamemberoftheCouncil ofEducation,replacingMr.(laterSir)JohnFairfax, founderof"TheSydneyMorningHerald,"onthe Council.

Asomewhatremarkableincidentinthelifeof WilliamAugustineDuncanoccurredin1868. An Importerhaddeclaredsomegoodsat£30anddefined themas"millinery."Anexaminationreassured Duncaninhisdecision,butconflictaroseinthematter betweenhimasCollectorofCustomsandtheTreasurerofthetime,GeoffreyEager,intheMinistryof JafnesMartin.

Eagartookumbrageatsomeexpressionsusedby Duncanincorrespondenceonthematterandsuspendedhimfromoffice.Duncanapologisedforthe expressionsandthegeneralviewwasthathewould resumehispost.

ButEagerremainedadamantinarefusaltolift thesuspension.Then-adevelopmentthatamazed manyandleftotherssceptical-anextraordinary thinghappened.

ParkesFoughtForHisCause

HenryParkes,whohadhadassociationswithDuncanovermanyyears,andwhowasColonialSecretary atthetime,tookupDuncan'scaseandthreatenedto resignfromtheCabinetifDuncanwasnotrestored tohisposition.

WhenDuncanwasnotrestored,Parkesdid,infact, carryouthisthreatandresignedfromMartin'sCabinet. "TheFreeman'sJournal"andothersexpressedthe suspicionthatParkesmighthavehadothermotives, 5utthefactremainsthatParkesresignedfrom CabinetinprotestagainsthisGovernment'ssuspensionofWilliamAugustineDuncan.

Anditmeritsemphasisthatthishappenedin1868, theyearofthe"KiamaGhost."andtheTreason FelonyBill,oneofthemostbitterandeventfulyears .nrelationtoCatholicisminthelifeofthecolony, whenParkeswashavingviolentexchangeswith leadingelementsintheCatholiccommunityandwhen feelingwasatboilingpoifit!

TheMartinMinistryfellshortlyafterwardsand thenewPremier,JohnRobertson,restoredDuncan tohispositionandhecontinuedtoholdituntilhis retirementin1881.

Duncandiedathishome,"Boarevan,"Petersham, onJune26,1885."TheFreeman'sJournal"observed twodayslater:"WiththedepartureofMr.Duncan weloseanotherofthegrandoldschoolofcultured publicmen,sofewofwhomarenowleft,andwhose livesandservices,whosegeniusandwhosesacrifices, arepartofournationalhistory."

HisfuneralleftSt.Mary'sCathedralontheSaturdaymorning-June27,1885-onwhichagenerous tributeappearedinthegrandoldpaper,inwhose filessomuchofhisownwritinglayburied.

InApril1951,fortheoccasionofthe50thYear'of thefoundingoftheCommonwealthofAustralia,His HolinessPopePiusXII,addressedapersonalletter totheHierarchyofAustralia.Initwerethesewords:

"Inrecallingyourgoodworks,Weshouldnot failtomentionthespiritofChristianCharity whichopenedthedoorsofyourCountrytowelcomesolargeanumberofdispossessedvictims oftheWarandofthoseconstrainedtoemigrate byunemploymentandthepressureofsurplus populations."

Itisthis"Spirit'ofChristianCharity''whichis desiredshallbebroughttomindinmarkingthe annualcommemoratonofImmigrationSunday,purposeofwhichistheprocuringofarightconscience inregardtomigrationmatters,andofunitingin prayerandsacrificeCatholicsandtheirmigrant brethreneverywhere.

Inthesixyearssince1951,manythousandsmore migrantshavecometoAustralia,bringingtheir number,approximately,tooneandahalfmillions. Theiradmission,itmaywellbementionedhere, representsahighlycreditableandnotablenational development.One,indeed,whicheverythoughtful andpatrioticAustralianwouldsurelydesiretobe continuedandevenaccelerated.

Apartfromthissingleobservationofthenational valueofimmigrationandtheimmigrant,letconsiderationbegivenrathertotheintrinsicworthof themigranthimself,hisrightsandtheobligationsof otherstorespecttheseandlendsupporttotheirfulfilment;inotherwords,theformationofarightconscienceinthesematters.

Prejudicesandantipathieswhichcreateopposition tomigrantsandmigrationandwhichraiseobstacles toanyextensionofmigrationprogrammes,are,more oftenthannot,theresultofalackofknowledgeand understandingofman'sinherentrighttoemigrate. Withthislackofknowledgeandunderstandingthere /arelinkedoftenselfishfearsoflossofemployment, ofpowerandofauthorityorpredominance,social andreligious.

Suchfearsoughttobedisregardedasunworthyof thinkingpeople,and,withChristians,asreprehensible, andasdoingviolencetothosebasicChristianprincipleswhichproclaimthesacredcharacterofthe humanpersonalityandtheinviolablerights,inthe socialorderofindividualsandfamilies.

Moreover,itisoftheessenceofChristianCharity, aswellasaccordingwiththenaturallawitself,that themigrantshallbeconsideredasonemadeunto God'slikenessinhissoul;that,normally,heisone, who,promptedbyasenseofpersonaldignityanda willtoacquirethenecessitiesoflife,seeksabroad, ,opportunityandmeanstoestablishhimselfandhis dependantsinamannerbefittinghissenseofhuman freedomandhumandignity.

Catholics,intheirattitudetowardsimmigrants, havetheunparalleledpossibilityofdemonstratingto thewholecommunitythattheMarksoftheChurch Universal-"One"and"Catholic"-arealiveand operatingtoday,asever.

Theymaywellnote,furthermore,thatitisnotof thespiritofChrist'sChurchnorofHisDivine Charitythatmigrantsbeaccordedmerelyacourteous toleration,or,atbest,asomewhatsterilefeelingof pityorsympathy.

Letitnotbeconcluded,however,thatthereis nothingtoberequiredofthem.Farfromit.

Herethereisquestionofmutualrightsaridmutual obligations.Initscompletenesstheprocessofimmigrationisamutualacceptanceofdutiesandobligationsfromwhichflowamutualenrichment.

Moreover,iftheSpiritofChristianCharitypermeatesall,thereshallbepresentqualitiesofgraciousnessandwarmththatwillrevealthemselvestothe immigrantasofHeavenlyorigin,bringingtohim, ir,hisabnormalcondition,immeasurableconsolation, I\encouragementandinspiration.

Todaythen,ImmigrationSunday,itisproposedthat youwouldseektoknowwellandtofulfilyourduties tothosewhocometosharewithyouthetaskof developingandstrengtheningyourHomeland.

Withthesenewcomersandmanymanythousands Ofotherswhoaredispossessedorwhoseeknewhomes, youareaskedtouniteyourprayersasmanifesting theunityoftheworld-wideCatholicfamily.

Finally,thereisacallforsomesacrificebycontributingtotheannualcollectionfromwhichfunds aresecuredfortheofficialworkofCatholicMigration.
