FatherHowellemphasisedthatthede'isionastowhat istobedonerestssolely withthePope;helistensto andconsiderstheopininns ofexperts,butmakes changesonlywhenpublic opinionisreadyforthem.
FatherHowellsat noexpertliturgistwouldadvocatethattheentire shouldbeallowedinthe vernacular.Theprevailing opinionwasthatalltheunchangingpartsoftheMass, ofwhichthemeaningcould, belearned, shouldremain inLatin.ButcertainvariablepartsoftheMass,of whichthemeaningcould notbelearnedbythe people, couldneverproduce theirdueeffectuntiltheywereallowedinthevernacular.
Thesepartswerethe threepriestlyprayers,Collect,SecretandPostcommunion,andthetwoScripturereadings,Epistleand Gospel.
AndFatherHowellwas confidentthatthetime wouldcomewhenthese partsoftheMasswouldbe allowedinthevernacular. Thattimewouldbewhen publicopinionwasripefor thechange;andonlythe Pope, advisedbythe bishops, coulddecidewhen thattimehadarrived, and couldtakethenecessaryaction.
