Theseterms,implyingrejectionoftheauthorityof theHolySeewhichhascondemnedCommunism,as wellastherecentGovernmentcampaignofficially advocatingbirthcontrolforthepeopleofChina,are insuperablebarrierstotheacceptanceofthisprogrammebyCatholics.
Nevertheless,theCommunistshavemadeitclear thatonlythosewhoconformtothisplanwillbefree toexercisetheirministry.Bishops,priests,Sisters andlaymenwhoopposetheGovernmentwillbe arrestedandimprisoned.Manysucharrestshave occurredinthelasttwomonths.
