Therewasnowaccommodationfor120.Thecost involvedwas£10,000.Of thatamounttheStateGovernmentgave£2,000worth ofmaterial;theLotteries Commissionmadeagrantof £2,000.
Onbehalfofthechildren theArchbishopthankedthe GovernmentandparticularlytheMinisterforNative AffairsMr.Brady,andthe Hon.theMinisterforHousing,Mr.Graham,whorepresentedtheGovernment. Healsothankedthechairmanandmembersofthe LotteriesCommission-not onlyforthegrantonthat occasion,butalsofortheir helpfulnessandgenerous co-operationinthepast.
ThePropagationofthe Faithhasgivenagenerous subsidytowardstheproject. Forthatandforthesympathyandgenerosityofthe Pontifical MissionAid SocietyeversincetheMissionwasestablishedin 1945,HisGraceexpressed 'hissentimentsofprofound gratitude.
Itwasindeedgratifying andhearteningtoknowthat theGovernmentwasbecomingmoreandmoreawareof itsresponsibilitytothe nativepopulation,saidHis Grace.
Inrecentyears,through Governmentdepartments, betterhousing,educational andeconomicfacilitieswere provided.Nativechildren inMissionswerenowplaced inthesamecategorybyway ofsubsidyaschildrenininstitutions.Andnodoubt, muchmorewouldbedone astimepassed.
Itwasamatterofjustice -not triescharity.OthercounwerewatchingAustralia'sattitudetoitsnative populaion.Wehadtoadmit toourshamethatinthe pastthenativehadnot receivedtherecognitionto whichhewasentitled.
Butnowthatsomething concretewasbeingdoneandwouldcontinuetobe done-nowthatthepublic consciencewasbecoming moreandmoreawakened, wecouldreasonablyhope thatinthepassageoftime thisblotonAustralia's socialrecordwouldeventuallybeerased.
Withregardtothechildrenundercarethere,the policywouldbetoprovide themnotmerelywithan ordinaryeducation,butwith avocationaltrainingas well..Whentheyleftthere somewouldworkinfarms, someasshearers,anda numberwould,itwashoped takeoversmallfarmsunder theschemewhichtheGovernmentintendedtointroduce.

FIRSTWORLDCONGRESS
WithoutanydoubttheFirstWorldCongressofthe ApostolateoftheLaitywasaresoundingappealwhich everywhereproducedagreatmanyechoes.It promptedCatholicstoconsidernotonlytheirduties towardsthemselves,butalsothedutiestheyhave towardstheChurch,civilsocietyandallmankind. Itforcefullyunderlinedtheimportanceofthepersonal participationoflaymeninundertakingandsuccessfullycarryingoutagreatmanytasksinthereligious socialandculturalfields.Ithasthusstrengthened inthemasenseoftheirresponsibilitiesinmodern toteachandgovern,thatis,tocommunicatetomenin
societyandthecouragetofacethem.Ithasalso contributednotablytopromotingco-operationand co-ordinationamongthedifferentformsofthelay apostolate.

HIERARCHYANDAPOSTOLATE
Weshalltakeasastartingpointfortheseconsiderationsoneofthequestionsmeanttodefinethe natureofthelayapostolate-namely:"Doesnotthe laymanentrustedwithteachingreligion-thatis,with the"missiocanonica."theecclesiasticalmandateto teach-andwhoseteachingperhapsconstituteshis onlyprofessionalactivity,passbythisveryfactfrom thelayapostolatetothe'hierarchicalapostolate'?"
Toanswerthisquestion,itmustberemembered thatChristgrantedHi'Apostlesatwo-foldpower: first,thepriestlypowertoconsecrate,whichwas grantedinfulltoalltheApostles;second,thepower
Priests-whoact"vimunerissacerdotalis"(bythe powerofthepriestlyoffice)-andlaymencanalso receivethemandateforthesefunctions,amandate which,accordingtocircumstances,canbethesame forboth.Theyaredistinguished,however,bythe factthatoneisapriestandtheotheralayman,and thatconsequentlytheapostolateoftheoneispriestly andtheapostolateoftheotherislay.Thevalueand theefficacyoftheapostolateexercisedbytheteacher ofreligiondependonhiscapacityandsupernatural gifts.Layteachers,religious,catechistsinmission countresandallwhoareentrustedbytheChurch withteachingthetruthsofthefaithcanrightlyapply totemselvestheLord'swords:"Youarethesaltof theearth"and"Youarethelightoftheworld." Itisclearthattheordinarylaymancanintendanditishighlydesirablethatheshouldsointendtocollaborateinamoreorganisedmannerwith ecclesiasticalauthoritiesandhelpthemmoreeffectivelyintheirapostoliclabour.Hewillthenmake himselfmorestrictlydependentonthehierarchy, whichisaloneresponsiblebeforeGodforthegovern- mentoftheChurch.Thelayman'sacceptanceofa particularmission,ofamandateofthehierarchy, althoughitassociateshimmorecloselywiththespiri- tualconquestoftheworldbeingconductedbythe Churchunderthedirectionofherpastors,isnot enoughtomakehimamemberofthehierarchyor togivehimpowersofHolyOrdersandjurisdiction thatremainstrictlyboundtothereceptionofthe SacramentofHolyOrdersinitsvariousdegrees.

Inaradioaddressmade afterhetookhisoathof office,PremierIsmailIbrahimChandrigarsaidhe wouldrestorethesystemof separateelectorateswhich permittedreligiousorracial minoritiestovotefortheir owncandidatetoParliament.

Uneasinessisinevitablycreatedwhenonlythe socialfunctionisconsidered.Thelatterisnotanend initself,eitheringeneralorintheChurch,forthe communityisultimatelyattheserviceoftheindividuals,andnotvice-versa.Ifhistoryshowsthat eversincetheoriginsoftheChurchlaymenhave takenpartintheactivitywhichthepriestcarries outintheserviceoftheChurch,itistruethattoday morethanevertheymustlendthiscollaborationwith greaterfervour"forbuildinguptheBodyofChrist" (Ephesians,4:12)inallformsoftheapostolate, especiallirwhenitisamatterofmakingtheChristian -spiritpenetrateallfamily,social.economicand politicallife.
Oneofthereasonsforthisappealtothelaitylies withoutdoubtinthelackofpriests,buteveninthe pastapriestexpectedthecollaborationoflaymen. LetUsmentiononlytheconsiderablecontribution whichCatholicmenaridwomeninstructors,aswell asReligious,havebroughttotheteachingofreligion 1111C11113
andingeneraltoChristianeducationandtheformationofyouth.Letusthinkforinstance,oftheCatholicschoolsintheUnitedStates.TheChurchis gratefulforthemforthiscontribution,forwasitnot anecessarycomplementofpriestlywork?There stillremainsthefactthatthelackofpriestsis especiallynoticeabletodayandthreatenstobecome evenmoreso.Wearethinkingespeciallyofthe territoriesofLatinAmerica,whosepeopleandcountriesareundergoingrapiddevelopmentatthepresent time.Theworkoflaymenthereisallthemore necessary.
Furthermore,asidefromthesmallnumberof priests,therelationbetweentheChurchandtheworld requiretheinterventionoflayapostles.The"consecratiomundi(consecrationoftheworld)isessentiallytheworkofthelaymenthemselves,ofmen whoareintimatelyapartofeconomicandsociallife andwhoparticipateinthegovernmentandinlegis- lativeassemblies.Inthesameway,theCatholiccells whichmustbecreatedamongworkersineveryfactoryandinallworkingenvironmentstobringback totheChurchthosewhohavestrayedfromhercan beconstitutedonlybytheworkersthemselves.
Letecclesiasticalauthoritiesapplythegeneral principleofsubsidiaryandcomplementaryhelpin thismatter.Letthelaymanbeentrustedwithtasks thathecanfulfilaswellasorevenbetterthanthe priestandlethim,withinthelimitsofhisfunction orthelimitsestablshedbythecommonwelfareof theChurch,beabletoactfreelyandexercisehis responsibility.
REMUNERATION
ItwillfurthermoreberemejnberedthattheLord's words:"Dignuseat operariusmercedesua"(The labourerdeserveshiswages)(Luke,10:7)alsoapply tohim.Wehaveoftenbeenstruckbythefactthat theobligationtogivethesecollaboratorsthesalary whichisduethemisrecalledinmissionarycongresses forthelayapostolate.Thecatechistisoftentotally occupiedwithhismissionarytaskand,therefore,he andhisfamilydependonwhattheChurchgivesthem foraliving.Ontheotherhand,thelayapostlemust nottakeoffenceifheisaskednottoputforward exaggerateddemandsuponthemissionthatsupports him.

Thematerialismandatheismofaworldinwhich millionsofbelieversmustliveinisolationrequires thatallshouldbeformedintostrongpersonalities. Ifnot,howwilltheyresistbeingledastraybythe masswhichsurroundsthem?Whatistrueofallis truefirstofallofthelayapostlewhoiscommitted notonlytodefendhimself,butalsotoconquer.
Thisdoesnotinanywaydiminishthevalueof precautionarymeasures,suchasthelawsforthe protectionofyouth,censorshipoffilms,andallthe dispositionswhichtheChurchandStatetaketo preservethemoralclimateofsocietyfromcorrup- tion.Inorderthattheyoungbeeducatedintheir responsibilitiesasChristians,itisimportantthattheir spiritandhearthekeptinahealthyatmosphere.One couldsaythatinstitutionsmustbesoperfectasto beabletoinsurethemselvestheprotectionofthe individual,whiletheindividualmustbeformedwith aviewtotheautonomyofhisadultCatholiclife whenhewillbeleftonhisowntoconqueralldifficulties.
THELAYAPOSTOLATE
Weshallelaboratehereontheconceptofthelay apostolateinitsstrictsenseaccordingtowhatWe explainedaboveconcerningthehierarchicalaposto- late.Thisconsistsinlaymen'sassumingtasksderivingfromthemissionwhichChristentrustedtoHis Church.Wehaveseenthatthisapostolatealways remainsalayapostolateanddoesnotbecomea"hierarchicalapostolate"evenwhenitisexercisedthrough themandateofthehierarchy.
Thereforetheapostolateofprayerandpersonal exampleshouldbereferredtoasanapostolate,only inthewidesenseoftheterm.Inthisrespect,We canonlyconfirmtheremarksWemadeinOurletter totheThirdWorldUnionofChristianTeachersheld inVienna:

CATHOLICACTIONANDFREELAYAPOSTOLATE
CatholicActionalwaysbearsthecharacterofan officialapostolateoflaymen.Tworemarksmustbe madehere:themandate,especiallythatofteaching. isnotgiventoCatholicActionasawhole,buttoits speciallyorganisedmembers,accordingtothewill andthechoiceofthehierarchy.CatholicAction, mustnot,moreover,claimamonopolyofthelay apostolate,foralongwithitthereremainsthefree layapostolate.Individualsorgroupscanplacethemselvesatthedisposalofthehierarchyandbeentrusted,forafixedorindeterminateperiodoftime, withcertaintasksforwhichtheyreceiveamandate. Onecanthereforeaskoneselfiftheydonotalso becomemembersofCatholicAction.Theimportant pointisthatthehierarchicalChurch,thebishops andthepriests,canchooselaycollaboratorsfor themselveswhentheyfindpersonscapableofhelping themandwillingtodoso.

Thisexpression,infact,istakenbysometobe reservedtocertaintypesoforganisedlayapostolates towhichitgives,intheopinionofthepublic,asort ofmonopoly.Allorganisationsthatdonotenterinto theframeworkofCatholicActionthusconceived,it issaid,seemtohavealessauthenticcharacteranda secondaryimportance.Theyseemtobesupported toalesserdegreebythehierarchyandapparently remainonthefringeoftheessentialapostoliceffort ofthelaity.Itwouldthenappearthataparticular formoflayapostolate-namely,CatholicActiontriumphstothedetrimentofothersandthatweare witnessingtheseizureofthewholebyapart.Even more,itwouldseemhatwewouldinpracticereach thestagewhereapostolicmovementsnotbearingthe labelofCatholicActionwouldbecondemnedand barredfromthediocese.
