Theheavybeamceiling introduces a technique novelinecclesiasticaldesignhere.Itgivesadditionalceilingheightwhile forminganunobtrusive panelforventilation.

Inthefrontporchunder thearch,araisedkneeler isformedinconcrete.

Apairofstainedglass windowsopenoutwards withanirongrillefixed securelyinside.

AttheconclusionofMass His complimentedGracetheArchbishop thepeopleon theacquisitionofthe church.Itwouldservea long-feltneedinthatarea, hesaid.

Moreoveritwasquite convenienttotheChildren's Hospital,andwouldafford betterfacilitiesforthe Catholicnurses.

Itwasonlyafewhundred yardsfromaverylarge blockofflatswhichon average,accommodatesover 100Catholics.

Consideringthedistance,averyfaircrowdtravelledthe801 milestoWanderingonSundaylasttowitnesstheblessingbyHis GracetheArchbishopofnewdormitoriesandclassroomsatSt. FrancisXavierNativeMission.

HisGracesaiditwasonly twoyearssincetheywere assembledtoblesstheboys' dormitoryandextraclassroom.Sincethenthenumberofchildrenhadincreasedto74.Butapplications continuedtocomein,andit wasimperativethatfurther extensionsshouldbeeffected.

Therewasnowaccommodationfor120.Thecost involvedwas£10,000.Of thatamounttheStateGovernmentgave£2,000worth ofmaterial;theLotteries Commissionmadeagrantof £2,000.

Onbehalfofthechildren theArchbishopthankedthe GovernmentandparticularlytheMinisterforNative AffairsMr.Brady,andthe Hon.theMinisterforHousing,Mr.Graham,whorepresentedtheGovernment. Healsothankedthechairmanandmembersofthe LotteriesCommission-not onlyforthegrantonthat occasion,butalsofortheir helpfulnessandgenerous co-operationinthepast.

ThePropagationofthe Faithhasgivenagenerous subsidytowardstheproject. Forthatandforthesympathyandgenerosityofthe Pontifical MissionAid SocietyeversincetheMissionwasestablishedin 1945,HisGraceexpressed 'hissentimentsofprofound gratitude.

Itwasindeedgratifying andhearteningtoknowthat theGovernmentwasbecomingmoreandmoreawareof itsresponsibilitytothe nativepopulation,saidHis Grace.

Inrecentyears,through Governmentdepartments, betterhousing,educational andeconomicfacilitieswere provided.Nativechildren inMissionswerenowplaced inthesamecategorybyway ofsubsidyaschildrenininstitutions.Andnodoubt, muchmorewouldbedone astimepassed.

Itwasamatterofjustice -not triescharity.OthercounwerewatchingAustralia'sattitudetoitsnative populaion.Wehadtoadmit toourshamethatinthe pastthenativehadnot receivedtherecognitionto whichhewasentitled.

Butnowthatsomething concretewasbeingdoneandwouldcontinuetobe done-nowthatthepublic consciencewasbecoming moreandmoreawakened, wecouldreasonablyhope thatinthepassageoftime thisblotonAustralia's socialrecordwouldeventuallybeerased.

Withregardtothechildrenundercarethere,the policywouldbetoprovide themnotmerelywithan ordinaryeducation,butwith avocationaltrainingas well..Whentheyleftthere somewouldworkinfarms, someasshearers,anda numberwould,itwashoped takeoversmallfarmsunder theschemewhichtheGovernmentintendedtointroduce.

HisGracesaidhe,thought thatasmallparcelofland -20-30acres-fordairying, potato-growingandorchard wouldbeidea1forthe nativeasitwouldentail littlefinancialoutlay.

DevelopmentwasmovingrapidlyintheState.The nativehadarighttobe fittedintothatschemeof development.Itwouldgive himastakeinthecountry andasenseofresponsi- bility.

Andinsteadofbeing, whathenowisforthe mostpart,anidleanddissolutedwellerintheoutskirtsofcountrytowns,he wouldbecomearespectable citizen,rearinghisfamily innormalconditions-and contributingtothewelfare ofthecountry.

Thetwoclassroomsalso havetapestrybrickdadoes andpasteltonings.The roomsaredividedbyfoldingdoorsandequipped withTimsonplateblackboardsandcupboardsbeneath.

Glareisexcludedbythe glazingofallwindowsin non-actinicglass.Both roomsopenoutontoa concretebalconywithgranolithicstepsleadingtothe groundfloor.Theconcrete workcarrieswrought-iron balustrading.

Thegirlswouldbetrainedtobedomestics-housekeeping,cooking,dressmaking,gardening,sewing, etc.sothattheywouldbe fittedtoundertakethere-_A_ sponsibilityofcateringade-W quatelyforahomeand family.

OneofthemostcuriousreactionstotheRussian developmentofthesatellite;noonhasbeentherage ofrecriminationletlooseintheUnitedStatesof America.Admittedly,nationaldisappointmentis understandableinapeoplewhobytemperament andachievementareaccustomedtobeingontop, butpanicisneverexcusable.Fromthelameexpla- nationsputforwardbyPresidentEisenhowerone mightconcludethatinter-servicerivalryhadcaught theAmericansnapping.ButthereisalsotheprospectthattheAmericansarenotsonaiveastoput alltheircardsonthetableattheSoviet'sbehest. Afterall,RussiahasbeentryingforyearsbyunderhandmethodstodiscoverjustwhattheU.S.A.has instoreintheeventofwar.Itismostimprobable thattheAmericanswillbeforcedbySovietvainglorytodivulgewhattheyhaverefusedtoyieldto Soviettrickery.

Itis,therefore,morethanalittleoddtohear formerPresidentTrumanblamingthe"character assassination"ofGovernmentscientistsasoneofthe mainreasonswhytheU.S.hadfallenbehindthe Russiansinitssatelliteprogramme.Likewisean articlefromRandalHeymansoninthedailypress reportedsomeU.S.scientistsashavingexpressedthe opinionthatMcCarthyismsetbackscientificprogress inAmericaby20years.

Thatthisissojustifiesathousandtimesallthe precautionsthatthelateSenatorMcCarthytriedto takeforthedefenceofhiscountryandofWestern civilisation.Soitisthattheonlyscientistswho havebeenworkinginaclimateoffearandfrustrationhavebeenthosewhoseintellectualandmoral integritydidnotmeasureuptoordinarystandards ofresponsibilityandpatriotism,asforexample, ProfessorOppenheimer.Thegeneralrunofatomic scientists,eventhemostbrilliant,arenotsurely spurredonintheirresearchesprimarilybythebait ofmoney.Theremustbesomeremnantsof idealismevenamongmenwhoseenergiesareprimarilydirectedtodeath-dealing.

WithoutanydoubttheFirstWorldCongressofthe ApostolateoftheLaitywasaresoundingappealwhich everywhereproducedagreatmanyechoes.It promptedCatholicstoconsidernotonlytheirduties towardsthemselves,butalsothedutiestheyhave towardstheChurch,civilsocietyandallmankind. Itforcefullyunderlinedtheimportanceofthepersonal participationoflaymeninundertakingandsuccessfullycarryingoutagreatmanytasksinthereligious socialandculturalfields.Ithasthusstrengthened inthemasenseoftheirresponsibilitiesinmodern toteachandgovern,thatis,tocommunicatetomenin

RESPONSIBILITYOFLAYMEN

Itwouldbeamisunderstandingoftherealnature oftheChurchandhersocialcharactertodistinguish inherapurelyactiveelement,theecclesiastical authorities,andapurelypassiveelement,thelaymen. AllthemembersoftheChurch,asWeOurselvessaid inthe Mysticalencyclical"MysticiCorporisChristi"(The BodyofChristarecalledupontocollaborate inbuildingandperfectingtheMysticalBodyof Christ(Cfr.A.A.S.,Art.35,1943,p.241.)Theyare allfreepersonsandmustthereforebeactive.

MEANINGOFRELATION

Theterm"emancipationofthelayman"issometimesabusedwhenitisgivenameaningwhichdistortsthetruecharacteroftherelationsexisting betweentheteachingChurchandtheChurchthatis beingtaught,betweenpriestsandlaymen.Where theselatterrelationsareconcerned,letUssimply notethefactthatthetasksoftheChurcharetoo immensetodaytoleaveroomforpettydisputes.In ordertopreservethesphereofactionofeach,itis sufficientthatallshouldpossessenoughspiritof faith,disinterestednessandmutualesteemandconfidence.Respectforthedignityofthepriesthasalways beenoneofthemosttypicaltraitsoftheChristian community.Ontheotherhand,thelaymanalsohas rights,andthepriestforhispartmustrecognise them.

Thelaymanhastherighttoreceivefromthepriest allspiritualbenefits,sothathemayachievethesalvationofhissoulandattainChristianperfection. (Can.87,682.)Wherethefundamentalrightsofthe Christianareconcerned,hecanasserthisdemands. (Can.467,I:892,I.)Themeaningandtheaimof theChurch'sentirelifeisatstakehere,aswellas theresponsibilitybeforeGodofthepriestandthe layman.

Uneasinessisinevitablycreatedwhenonlythe socialfunctionisconsidered.Thelatterisnotanend initself,eitheringeneralorintheChurch,forthe communityisultimatelyattheserviceoftheindividuals,andnotvice-versa.Ifhistoryshowsthat eversincetheoriginsoftheChurchlaymenhave takenpartintheactivitywhichthepriestcarries outintheserviceoftheChurch,itistruethattoday morethanevertheymustlendthiscollaborationwith greaterfervour"forbuildinguptheBodyofChrist" (Ephesians,4:12)inallformsoftheapostolate, especiallirwhenitisamatterofmakingtheChristian -spiritpenetrateallfamily,social.economicand politicallife.

Oneofthereasonsforthisappealtothelaitylies withoutdoubtinthelackofpriests,buteveninthe pastapriestexpectedthecollaborationoflaymen. LetUsmentiononlytheconsiderablecontribution whichCatholicmenaridwomeninstructors,aswell asReligious,havebroughttotheteachingofreligion 1111C11113

andingeneraltoChristianeducationandtheformationofyouth.Letusthinkforinstance,oftheCatholicschoolsintheUnitedStates.TheChurchis gratefulforthemforthiscontribution,forwasitnot anecessarycomplementofpriestlywork?There stillremainsthefactthatthelackofpriestsis especiallynoticeabletodayandthreatenstobecome evenmoreso.Wearethinkingespeciallyofthe territoriesofLatinAmerica,whosepeopleandcountriesareundergoingrapiddevelopmentatthepresent time.Theworkoflaymenthereisallthemore necessary.

Furthermore,asidefromthesmallnumberof priests,therelationbetweentheChurchandtheworld requiretheinterventionoflayapostles.The"consecratiomundi(consecrationoftheworld)isessentiallytheworkofthelaymenthemselves,ofmen whoareintimatelyapartofeconomicandsociallife andwhoparticipateinthegovernmentandinlegis- lativeassemblies.Inthesameway,theCatholiccells whichmustbecreatedamongworkersineveryfactoryandinallworkingenvironmentstobringback totheChurchthosewhohavestrayedfromhercan beconstitutedonlybytheworkersthemselves.

Letecclesiasticalauthoritiesapplythegeneral principleofsubsidiaryandcomplementaryhelpin thismatter.Letthelaymanbeentrustedwithtasks thathecanfulfilaswellasorevenbetterthanthe priestandlethim,withinthelimitsofhisfunction orthelimitsestablshedbythecommonwelfareof theChurch,beabletoactfreelyandexercisehis responsibility.

REMUNERATION

ItwillfurthermoreberemejnberedthattheLord's words:"Dignuseat operariusmercedesua"(The labourerdeserveshiswages)(Luke,10:7)alsoapply tohim.Wehaveoftenbeenstruckbythefactthat theobligationtogivethesecollaboratorsthesalary whichisduethemisrecalledinmissionarycongresses forthelayapostolate.Thecatechistisoftentotally occupiedwithhismissionarytaskand,therefore,he andhisfamilydependonwhattheChurchgivesthem foraliving.Ontheotherhand,thelayapostlemust nottakeoffenceifheisaskednottoputforward exaggerateddemandsuponthemissionthatsupports him.

OnformeroccasionsWehaveevokedthefigure ofthoselaymenwhoassumedalltheirresponsibilities.Theyare,Wesaid,"menconstitutedintheir inviolableintegrityasthelivingimagesofGod;men whoareproudoftheirpersonaldignityandoftheir healthyfreedom;menjustlyjealousofbeingequals oftheirfellow-meninallthingspertainingtothe mostintimatemattersofhumandignity;menattached itastablemannertotheirlandandtheirtradition."

CHARACTERFORMATION

Thematerialismandatheismofaworldinwhich millionsofbelieversmustliveinisolationrequires thatallshouldbeformedintostrongpersonalities. Ifnot,howwilltheyresistbeingledastraybythe masswhichsurroundsthem?Whatistrueofallis truefirstofallofthelayapostlewhoiscommitted notonlytodefendhimself,butalsotoconquer.

Thisdoesnotinanywaydiminishthevalueof precautionarymeasures,suchasthelawsforthe protectionofyouth,censorshipoffilms,andallthe dispositionswhichtheChurchandStatetaketo preservethemoralclimateofsocietyfromcorrup- tion.Inorderthattheyoungbeeducatedintheir responsibilitiesasChristians,itisimportantthattheir spiritandhearthekeptinahealthyatmosphere.One couldsaythatinstitutionsmustbesoperfectasto beabletoinsurethemselvestheprotectionofthe individual,whiletheindividualmustbeformedwith aviewtotheautonomyofhisadultCatholiclife whenhewillbeleftonhisowntoconqueralldifficulties.

THELAYAPOSTOLATE

Weshallelaboratehereontheconceptofthelay apostolateinitsstrictsenseaccordingtowhatWe explainedaboveconcerningthehierarchicalaposto- late.Thisconsistsinlaymen'sassumingtasksderivingfromthemissionwhichChristentrustedtoHis Church.Wehaveseenthatthisapostolatealways remainsalayapostolateanddoesnotbecomea"hierarchicalapostolate"evenwhenitisexercisedthrough themandateofthehierarchy.

Thereforetheapostolateofprayerandpersonal exampleshouldbereferredtoasanapostolate,only inthewidesenseoftheterm.Inthisrespect,We canonlyconfirmtheremarksWemadeinOurletter totheThirdWorldUnionofChristianTeachersheld inVienna:

Onecanrespectthisassertionforallprofessions, particularlydoctorsandCaholicengineers,especially atthepresenttimewhentheyarebeingcalledinto underdevelopedcountriesandmissionterritoriesin theserviceoflocalgovernmentsorUNESCOand otherinternationalorganisations,andthroughtheir lifeandthepracticeoftheirprofessiongivegood exampleofafullyblossomedChristianlife.

CATHOLICACTIONANDFREELAYAPOSTOLATE

CatholicActionalwaysbearsthecharacterofan officialapostolateoflaymen.Tworemarksmustbe madehere:themandate,especiallythatofteaching. isnotgiventoCatholicActionasawhole,buttoits speciallyorganisedmembers,accordingtothewill andthechoiceofthehierarchy.CatholicAction, mustnot,moreover,claimamonopolyofthelay apostolate,foralongwithitthereremainsthefree layapostolate.Individualsorgroupscanplacethemselvesatthedisposalofthehierarchyandbeentrusted,forafixedorindeterminateperiodoftime, withcertaintasksforwhichtheyreceiveamandate. Onecanthereforeaskoneselfiftheydonotalso becomemembersofCatholicAction.Theimportant pointisthatthehierarchicalChurch,thebishops andthepriests,canchooselaycollaboratorsfor themselveswhentheyfindpersonscapableofhelping themandwillingtodoso.

Itseemsnecessaryheretotrace,atleastinits broadoutline,asuggestionwhichhasbeencommunicatedtoUsveryrecently.Itwaspointedoutthat thereprevailsatthepresenttimearegrettableand ratherwidespreaduneasinesswhichfindsitsorigin intheuseoftheterm"CatholicAction."

Thisexpression,infact,istakenbysometobe reservedtocertaintypesoforganisedlayapostolates towhichitgives,intheopinionofthepublic,asort ofmonopoly.Allorganisationsthatdonotenterinto theframeworkofCatholicActionthusconceived,it issaid,seemtohavealessauthenticcharacteranda secondaryimportance.Theyseemtobesupported toalesserdegreebythehierarchyandapparently remainonthefringeoftheessentialapostoliceffort ofthelaity.Itwouldthenappearthataparticular formoflayapostolate-namely,CatholicActiontriumphstothedetrimentofothersandthatweare witnessingtheseizureofthewholebyapart.Even more,itwouldseemhatwewouldinpracticereach thestagewhereapostolicmovementsnotbearingthe labelofCatholicActionwouldbecondemnedand barredfromthediocese.

"LAYTHEOLOGY"

InthemeantimeWehavebeencompelledtorefute anerroneousopiniononthe"laytheology"which derivedfromaninexactconceptoftheresponsibility ofthelayman.(Speech"Sidiligis"-IfYouLove31May,1954-DiscoursesandRadio-messages,vol.
