ThePoperepliedwithex-communicationandan appealtoFrance,Spain,AustriaandNaplestohelp himrecoverhiskingdom.RomesoonhadMazzini's oratoricalfervourandGeneralGaribaldi'sfanatical hatredoftheChurch,toleadthedefenceofthe Republic.
ActionwasprecipitatedbyPiedmont,whichdecided thatherewasanopportunityforattackingAustria. Therewasashortwaratthebeginningof1849,which Austriawon.FrancemovedtoanticipateanAustrian move;aFrenchcontingentwassenttodrivethe RepublicansfromRome.TheAustrianstookoverthe Legationsinthenorth.
Romewasundersiegeforsomethreeweeksin June;onthe30ththecitysurrendered.APapal CommissionofthreeCardinalsgovernedthecityuntil April,1850,whenPiushimselfreturnedtohiscapital andhisSee.HetookupresidenceintheVatican.
HehadbeenmisrepresentedasaLiberalPope before.Nowhewascalledareactionary,andpublic opinion,inFranceandEnglandparticularly,turne againsthim.Thelegendpersists,andbyexaggerat- ingthebrightnessofthePope'searlyyearsanddarknessoftherestofhisreign,anagreeablecontrast canbemadebetweenPiustheLiberalandPiusthe Reactionary.
Hewas,aftertherevolutionof1848-9,disillusioned, butmostlywiththemoderateLiberals,incapableof controllingsituationstheyprovoked.Henever regainedtheoptimismofhisfirstmonthsasPope.He lookedforprotectionagainstrebellionandinvasionto FranceandAustria.
TheformerwasunderthedictatorshipofNapoleon III,thelatterwasregardedas,afterRussia,themost reactionaryGovernmentinEurope.Hismosttrusted advisers,particularlyCardinalAntonelli,theSecretaryofState,sawnohopeofpreservingthePapal
States,exceptbydeferringtoAustria'sdistrustof democraticformsandprocessesofgovernment.
YethisrecordassovereignofthePapalStatesis notthatofareactionary.HeissuedanewConstitutionbeforehisreturntoRome:municipalandpro- vincialCouncils,elected;anassembly,halfifits memberselectedbytheprovincialCouncilshalf appointeditsfunctionadvisory;anExecutiveCouncil consistingofthefourheadsofGovernmentdepart- ments.Hispublicservicewasnopreserveofclerics. By1856therewere6,800laymeninitasagainst289 ecclesiastics.
ThePapalStatesduringthenext20yearsmade considerableprogress.Tradeexpanded,railways, houses,hospitalswerebuilt,taxesandpriceswere low.TheGovernment,astheFrenchambassadorto theHolySeereportedtohissuperiors,wasdeficient inenergyandinitiative,liketheotherItalianGovernments.Butlivingwascheapandthepeoplecontented. PopeDenouncesLiberalism.
PopePiusdenouncedLiberalismwithincreasing vehemence,buthewasprovokedbytheStateinItaly whichrepresentedLiberalismandappealedmost loudlytoitsprinciples.Piedmont,initsownterritoriesandintheterritoriesitseizedfromAustriaand thePope,showedwhatLiberalismmeant.
TheConcordatof1841wasignored.TheChurch's righttoacquireorinheritpropertyandtoeducate wasradicallycurtailed.Agreatpartofitsincome wastakenfromit.TheJesuitswereexpelled,and religiousnotengagedinteachingornursingweresuppressed.
ThePopewasthinkingneitherofsomeacademic theorynorofapoliticalprogrammesuchasGladstone's,whenhespokeoutagainstLiberalism,butof persecutionsandsuppressions,ofmenandwomen forcedoutofthereligioushousestheyhadenteredto serveGod,ofchildrenstarvedofreligiousinstruction.
PiedmontwasthePope'schiefenemy,foritwas nowdeterminedthattherewouldbeoneItalyandthe HouseofSavoywouldruleit,throughitsPrime Minister,Cavour.TothatgrowingkingdomthePope couldopposeonlyhisowntinyarmyandtheprotectionofFranceandAustria.
ButnowNapoleonIII.sawachanceofmilitary gloryinwaragainstAustria.FromsuchawarPiedmontwouldgettheItalianprovincesoftheAustrian Empire,andwhenitcontrolledthenorthofItaly,it wouldmovesouth.
Duringthe1850'sand1860'sthePopewatchedfrom theVaticanthegrowthofthekingdomofPiedmont. Warbrokeoutin1859betweenAustriaandPiedmont, andFranceentereditonthesideofPiedmont.The warspreadbeyondtheAustrianprovinces;thesmall Italiankingdomsinthenorth,Parma,Modena.Tuscany,roseagainsttheirrulersanddemandedunion withPiedmont.
TherewasarisingintheLegationsagainstthe Pope.AbargainwasstruckbetweenNapoleonIII. andCavour.NapoleongotSavoyandNicefrom Piedmont,PiedmonttookthenorthItaliankingdoms andtheRomaga-thelargenorthern-mostprovinces ofthePapalStates.Plebisciteswereheldinthe annexedterritoriestoapprovethedealandshowed amostgratifyingunanimity.

Divorce,secularisationofschools,expulsionof religiousorders,theviolentpropagandaagainstthe ChurchwhichfollowedthevictoryofLiberalism everywhere,werenowintroducedintotheformer PapalStates.
KingVictorEmmanuelwasdeterminedonpossess,ingthewholeofItaly.Anotherwarin1866drove AustriaoutofVenice.ButnowNapoleon,worried bythereactionoftheFrenchCatholics,toldhimhe mustnotatt-ckRome,andaFrenchgarrisonwas placedthere.

ItwasanironythatPiusIX.'slossofhisTemporal PowercoincidedwiththedeclarationbytheVatican CouncilofhisprimacyintheChurchandhisinfallibility.
AsthePope'stemporalsovereigntyshrankinthe 1850'sand1860's,hisecclesiasticalpowerwasexercisedevermorefully.Theseweretheyearswhen thePopegatheredintohishandsmoreandmoreof theChurch'sadministration.TheRomanliturgywas substitutedforlocalliturgiesinItalyandFrance, theCanonLawwasappliedmoreuniformly throughouttheChurch.

Themostobnoxiouscondemnationwasoftheidea that"thePopecouldandshouldcometotermswith progress,liberalism,andmoderncivilisation."This was,infact,acondemnationofaggresivelyhostile thinkersandsociologistswhoweretryingtomake contemporarysocietyturnawayfromChristianity.
TheviolentreactionstotheSyllabusgaveRomean unpleasantbutusefullessoninPublicRelations,and thenecessityofconsideringthequiteignorantpublic towhichthePressnowcarriedtheologicaldirectives issuedbyRome.
WhilethePopelostfavouramongnon-Catholics, theimprovedcommunicationsofthe19thcentury madeitpossibleforthousandstocometoRomeand meethim.ToPiusIX.isduethemoderndevotionto thepersonofthePope.ThelossofhisStatesintensifiedthatdevotion,butitwastherebefore1870.

Itwasinnoatmosphereofpeacethatthedefinition wasmade;therewasstrongoppositiontoitamong the700BishopsattheCouncil.ManyFrenchBishops hadbeenbroughtupontheologythattaughtthe inferiorityofthePopetotheBishopsinCouncil.

Therewasalivelywarofpamphlets,andinthe Councilitselffeelingsometimesranhigh.ThePope wasatfirstuncertainwhetherthedefinitionwas advisableandpracticable.Ashegrantedliving allowancestothemanymissionaryBishopswhocould notsupportthemselvesinRome,hesaid,"Idon't knowwhethertheCouncilwilldeclaremeinfallible (infallibile),butitwillcertainlymakemebankrupt (fallito)."
Buthewassoonconviced,astheargunmentson bothsidesdeveloped,thatonlyacleardefinitioncould endthedebateandavertdisruptionintheChurch itself.Hemadenosecretofhisconviction,andwas, infact,betrayedbyhisfeelingsintoindiscretionin hisconversationswithBishopsoftheopposition.
Thedefinitionthatfinallyissuedfromthelong debateswasamoderateandcarefullyqualifiedone, andonJuly18,1870,threedaysafterFrancebeganits disastrouswaronPrussia,thePopeinasolemnfinal sessionoftheCouncil,tothedramaticaccompaniment ofviolentclapsofthunderandatorrentialdownpour ofrain,promulgatedthedogma.
TwomonthslaterhehadbecomethePrisonerof theVatican.IntheVaticanhewastospendthelast eightyearsoflifeandreign.
Duringall'thoseyearsthePope'spopularityhad grownamongCatholics.Tonon-Catholicshebecame somethingofabogey.HerestoredtheHierarchy inEngland,andthuscausedaviolentoutburstofNoPopery,andanActofParliamentwaspassedprohibit- ingtheCatholicBishopsfromclaimingthenamesof theirSees.
