Australian historywasreachedwhen thenationmadeitspotwardecisiontolauncha vigorousprogrammeof plannedimmigration.Prior tothesecondworld-warthe averageAustralianwas moreorlesshostiletoany suggestionoflarge-scale immigrationtoourcountry.

Theexperiencesofwar radicallychangedthisattitude.Almostover-nightall sectionsof acceptedthecommunity theobvioustruth thatourpost-warpopulationwashopelesslyinadequateforthefuturetasks ofdevelopingourvastcontinentandholdingitin security.

Therewas,therefore,no significantoppositionwhen in1945thenationembarkedonaboldplanoforganisedimmigration.Thesuccessthathascrownedthis courageousundertakingwill doubtlessspotlightthepast decadeasoneoftheoutstandingperiodsinour briefhistory.

Thegratifyingsuccessof thefirstdecadeofourmigrationprojectwaslargely duetothefactthatthe schemewaswiselyplanned anddirectedfromthebeginning.TheAustralian schemeavoidedmostofthe dreadfulevilswhichbeset thefloodoffreemigration fromEuropetothe Americasduringthelast century.

Uptothepresenttime theofficialgoalofourimmigrationpolicyhasbeen aregularannualintakeof newpeopleattheapproximaterateofonepercent. oftheexistingpopulation. Addedtothenaturalincreaseofbirthsoverdeaths thishasensuredasteady populationgrowthoftwo andone-thirdpercent.per annum.

RedsAreHostile

Sincethewarperiodour populationhasgrownfrom alittlemorethanseven millionstoaboutnineand ahalfmillions.Atthisrate ofvitalexpansionitwill takeaboutanothertwenty yearstoreachapopulation offifteenmillions.

However,inspiteofthe urgentneedtostrengthen ourinternationalposition, thereisastrongandpetsistentpropaganda,especially fromCommunist sources,callingforadrastic cutinthewholeprocessof immigration.Communists haveshowthemselvesactivelyhostiletorefugees fromCommunisttyrannyin Europeancountries.

difficultyofkeepingpace withtheadequateanddecenthousingofthecommunity.Somepeopleare loudlycallingforaconsiderableslashingofour migrantintakeuntilwe haveovertakenthepresent backloginhousing.

Inthelongrunthisisa counselofreaction.When aparentseeshisboygrowingbeyondthecapacityof hisclotheshedoesnotdecidetostarvetheladso thathissuitwilllastlonger. Heisproudofthegrowth ofhischildandgladlybuys himanewsuit.

AbsurdUnbalance

Likethegreatmajorityof ourfellow-citizens,wefeel proudofthesignalsuccess whichhasalreadycrowned thenation'simmigration scheme.Wethink,however.thattherearesome aspectsofthesystemwhich callforconstructivecriticism.

(a)Beforethepresent tideofimmigrationsetin thedistributionofthe populationofAustraliawas alreadyinastateofabsurd unbalance.Themajorityof itspeoplewascrowdedinto thecapitalcitiesalongour vulnerablecoastline,whilst therestofthishugecontinentwassparselydotted withruralsettlements.

Butinspiteofthisunhealthypopulationgrouping theoverwhelmingproportionofthefirstmillionmighantshasbeendumped intotheovercrowdedcapitalcities,whichhavenot beenabletoprovidethe servicesnecessarytocope withtheirmushroomexpansion.

Itisregrettablethatthe FederalandStateGovern-

mentsdidnotdecidetocoordinatetheimmigration schemewithaboldand imaginativeplanofland settlement.Canadaand

Moreover,ithelpstoswell thatrootlessandshifting populationofthecities,the birdsofpassage,thatare oflittlepermanentvalue Brazilhavesetusastrikingtotheculturaloreconomic examplebytheirgenerouslifeofthenation. usetothemigrantintakedue toopenuplargetractsofFromthespiritualstandtheirundevelopedlands.pointapolicyofthisnature Wemightprofitablystudyisinevitablyassociated theseprecedents. withlamentablemoraldisorders.Itisatotallywrong attitudetoregardthemigrantasjustanotherworker whobringstothiscountryanotherpairofhands.

VerymanyofournewcomersareofpeasantEuropeanstock,andtheyfindit difficulttounderstandwhy thisvastundevelopedcontinenthassolittletooffer theminthewayofrural ownership.

(b)Atthebeginningof theimmigrationscheme therewasanover-emphasis onthepressingneedfor moreworkerstodevelop ourpost-warindustrial potentialasrapidlyaspos- sible. Thisledtoapreference beinggiventosinglemale adults,whosoongravely outnumberedthefemale newcomersandcauseda seriousupsetinthebalance ofthesexesamongstnonBritishmigrants.

FlightOfCapital

Apolicyofthissortis besetwithgraveconsequences,whichareboth economicandmoral.From theeconomicstandpoint,whenwomenfolkandfamiliesarenotwelcomedin due breadwinners,proportiontopotential ahugewithdrawaloflocalmoneyflows fromourcountrytoassist dependentrelativesand friendsleftinthehomelands. Theabsenceoftheir womenfolkandrelatives alsotendstoretainintheir nativelandsthemostdeeplypersonalinterestsofthe migrantsandleadsmanyof themtoreturn.

DeepResentment

Heisahumanperson, andweareboundtooffer himanopportunitytodevelophispersonalityat leastequaltothatwhichhe wouldhaVehadinhis homeland.

Wehavewelcomedthese newworkersintoourcountrytoshareourprivileges ofcitizenship,andwe shouldgivethemfullop- portunitiestotakerootin ourmidstbyestablishing homesandfamilylife.

theButexperiencehastaught unmarriednon-British migrantthathewillreceive littleencouragementto marriagefromAustralian girls,andhisunnatural positioninthecommunity hascausedaspiritofdeep resentment.

Socialworkersinformus thatthepredominanceof malemigrantshasledtoa rapidgrowthinthesordid tradeofprostitution.

Adutyofcorrectingthis seriousdefectinourimmigrationsystemfallssternly ontheGovernment.Weare gratifiedtolearnthatthe directorsofmigrationare painfullyawareofthe problem,andaremaking somesincereeffortsto overcometheeffectsoftheir originalmistake.

LourdesToSeeGreatest ReligiousScenesOfCentury

Withoutdoubtthecentenaryyearof Lourdeswillwitnessthegreatestreligious scenesofthiscentury.Already,forexample,itisestimatedthattherewillbeamillionmorepilgrimsattendingLourdesthan attendedtheHolyYearof1950inRome.

Lourdesiscertainlya magnetthatdrawspeople fromallovertheworld.It hasnosightstooffer,ithas notreasurestoshow,ithas notevenatouristattraction,butithasonething, itisthecityofOurBlessed Mother.

Heresheaskedpeopleto come.ShetoldSt.Bernadettethatshewanted peopletocometothisspot.

Incentenaryyearthereis noknowingwhatwillhappen.Thereistalkofreligiousrevival-ofspecial attemptstogetpeopleto acknowledgeGod-Lourdes doesthesethingsandhas beendoingsofor100years.

Duringthecentenaryyear agreatnumberofpilgrims willcalluponOurBlessed Motherforherhelpandassistance.

IthasbeencommonlysaidinthePressthatboth men,beingCatholics,werestungintotheirrecent forthrightdenunciationbyEvatt'sopenly-avowed sectarianism,epitomisedbyhisunhappyphrase, "clericalFascism."FormypartIthinkthatisless thanthetruth.ForifCatholicswhostillfeelthey can,ingoodconscience,remainwithintheranksof EvattLabour,werenotsorelytriedinspiritbythe PastoralLetteroftheAustralianHierarchy,Idoubt verymuchwhethertheywouldhavebeenfinally movedbythesneeringsloganoftheirsmall-spirited leader.Ifeeltheexplanationoftheirbelatedrevolt istobefoundquitesimplyinthetruththatthe patienceofsanemenhasalimit.Itisnotsomuch thattimehastriumphantlyendorsedtheBishops' warningasthatEvatt'spersonalambitionandits consequentstupiditieshavecaughtupwithhim.

Thatopinionisreinforcedbytheconsideration thatneitherLabourveteranhasanythingtolose atthehandsdfEvatt'shatchetmen.Itmaybethat theirprotestsareinspiredbyprinciple,butnotto thesameextentasthemenwhostoodoutagainst theHobarthoaxatthecostoftheirpoliticalcareers. However,whetheritbeprincipleorthesheerinabilitytotakeanymoreoftheLeftWingsell-out, thepointsMr.Johnsonmadewereveryaptlytaken. Inparticular,hisremarksabouttheSovietatmosphereoftheEvattPartywhichwillnottoleratean honestdifferenceofopinionandhisreferenceto theacademiccrowdwhichpretendstoguidethe workingman,withtheirself-seekingambitionand theirlustforpower.
