Thegratifyingsuccessof thefirstdecadeofourmigrationprojectwaslargely duetothefactthatthe schemewaswiselyplanned anddirectedfromthebeginning.TheAustralian schemeavoidedmostofthe dreadfulevilswhichbeset thefloodoffreemigration fromEuropetothe Americasduringthelast century.
Uptothepresenttime theofficialgoalofourimmigrationpolicyhasbeen aregularannualintakeof newpeopleattheapproximaterateofonepercent. oftheexistingpopulation. Addedtothenaturalincreaseofbirthsoverdeaths thishasensuredasteady populationgrowthoftwo andone-thirdpercent.per annum.
RedsAreHostile
Sincethewarperiodour populationhasgrownfrom alittlemorethanseven millionstoaboutnineand ahalfmillions.Atthisrate ofvitalexpansionitwill takeaboutanothertwenty yearstoreachapopulation offifteenmillions.
However,inspiteofthe urgentneedtostrengthen ourinternationalposition, thereisastrongandpetsistentpropaganda,especially fromCommunist sources,callingforadrastic cutinthewholeprocessof immigration.Communists haveshowthemselvesactivelyhostiletorefugees fromCommunisttyrannyin Europeancountries.

AbsurdUnbalance
Likethegreatmajorityof ourfellow-citizens,wefeel proudofthesignalsuccess whichhasalreadycrowned thenation'simmigration scheme.Wethink,however.thattherearesome aspectsofthesystemwhich callforconstructivecriticism.
(a)Beforethepresent tideofimmigrationsetin thedistributionofthe populationofAustraliawas alreadyinastateofabsurd unbalance.Themajorityof itspeoplewascrowdedinto thecapitalcitiesalongour vulnerablecoastline,whilst therestofthishugecontinentwassparselydotted withruralsettlements.
Butinspiteofthisunhealthypopulationgrouping theoverwhelmingproportionofthefirstmillionmighantshasbeendumped intotheovercrowdedcapitalcities,whichhavenot beenabletoprovidethe servicesnecessarytocope withtheirmushroomexpansion.
Itisregrettablethatthe FederalandStateGovern-
mentsdidnotdecidetocoordinatetheimmigration schemewithaboldand imaginativeplanofland settlement.Canadaand

(b)Atthebeginningof theimmigrationscheme therewasanover-emphasis onthepressingneedfor moreworkerstodevelop ourpost-warindustrial potentialasrapidlyaspos- sible. Thisledtoapreference beinggiventosinglemale adults,whosoongravely outnumberedthefemale newcomersandcauseda seriousupsetinthebalance ofthesexesamongstnonBritishmigrants.
FlightOfCapital
Apolicyofthissortis besetwithgraveconsequences,whichareboth economicandmoral.From theeconomicstandpoint,whenwomenfolkandfamiliesarenotwelcomedin due breadwinners,proportiontopotential ahugewithdrawaloflocalmoneyflows fromourcountrytoassist dependentrelativesand friendsleftinthehomelands. Theabsenceoftheir womenfolkandrelatives alsotendstoretainintheir nativelandsthemostdeeplypersonalinterestsofthe migrantsandleadsmanyof themtoreturn.
DeepResentment
Heisahumanperson, andweareboundtooffer himanopportunitytodevelophispersonalityat leastequaltothatwhichhe wouldhaVehadinhis homeland.
Wehavewelcomedthese newworkersintoourcountrytoshareourprivileges ofcitizenship,andwe shouldgivethemfullop- portunitiestotakerootin ourmidstbyestablishing homesandfamilylife.
theButexperiencehastaught unmarriednon-British migrantthathewillreceive littleencouragementto marriagefromAustralian girls,andhisunnatural positioninthecommunity hascausedaspiritofdeep resentment.
Socialworkersinformus thatthepredominanceof malemigrantshasledtoa rapidgrowthinthesordid tradeofprostitution.

PopePiusIXwasconsciousthatthePapalState wasnotademocraticone,wasnotinitsconstitution oradministrationfinallyresponsibletoitssubjects.
ItwasnecessarytotheChurchfoundedbyGod, Goodgovernmentwastheonlygovernmentworthyof it,andtheGovernmenthetookoverwasextremely defective.Hetriedtoimproveit,makinghissubjectsmoreresponsible,moreinterestedandri-Pre content.
