Thesecertificateswere awardedontheresultsof examinationsheldrecently intheTerritorybytheDepartmentofEducationunderanewschemeforthe developmentofteacher training.Thefirstfiveplaces weregainedbyCatholic Missionteachers.

When,afewweeksago,Iwroteindisparagement oftheattempttofoistcompulsoryfluoridationof publicwatersuppliesonthepeopleofthiscity,I didnotimaginethatitwouldbenecessarytoestablishmyqualificationsasascientificspecialistofany sort.Ithoughtthatthecommon-senseviewofa layman,reinforcedbytheclearimplicationsof Catholicsocialprinciples,wouldhavebeenenough tobrandtheproposalasuntenable.Iwassadly mistaken.Indeedmydentalprotagonistshavebeen atsomepainstoestablishmyabyssmalignorance. ButIdonotfallintothesnareofpretendingtobe infallibleorthatnorationaloppositioncanbemade tomyviews.ItoccurstomethatwhatIoriginally wroteaboutthefluoridationistsexhibiting"arrogance,ill-foundedsuperiorityandnotalittle bounce"hasbeenborneoutalltooaccuratelyin theevent.
ItwouldappearthatIhavebeenpresumptuousin querying:-

Noweventoafellowofmybucolicignorance itappearsthatthesefivepropositionsarenotofthe sameimportanceas,say,fivestatementsfromthe DecalogueorfiveArticlesfromtheAthanasian Creed.IndeedIwouldn'tbesurprisedifotherlaymenthoughttheysmackedof"vague,unsubstasstiatedgeneralities."Inbrieftheyarealittletoo heartytobestrictlyscientific,withsuperlatives bristlingasthicklyastheincidenceofcaries.
Isetoutbyobjectingtotheintroductionof fluoridetreatmentonaStatebasiswhenitcandemonstrablybehandledinalesscomplexfashion, andsecondly,Iobjectedtoitsbeingthesubjectof compulsion.Nothingmydentalfriendsputforward hascausedmetoretractthatposition.Indeed theirletterhasconsiderablydeepenedmyobjection totheimpudentattempttoforcemedicinedownthe throatsofourcitizens.Foronethingtheyspeak offluoridationasauniversallyacceptedscientific factinrelationtotoothdecay,whereasitismerely hypotheticalandunprovenevenafteradecadeor moreofexperimentationintheUnitedStates. Despitetheirpropagandistenthusiasmthereisa considerablebodyofreputablescientificopinionon theotherside.
AgnewandAgnew.forinstance,foundnosuch relationshipinChina,nordidWeaverinEngland. Kankorowicz,McCallum,Maynard,Phillips,McCay andotherleadingnutritionistshavefoundno'evidencetowarrantthebeliefthatfluorineinANY quantityisessentialtotheproductionofgoodteeth. InAmericanSamoa,HamminWestphaliaandTelaviv,forinstance,thereisaremarkablylowincidence oftoothdecayinpopulationswhosedrinkingwater
containspracticallynofluorine.Duringthefluoridationcampaign,Americanhealthofficersanddentists havebeenmadetolookridiculouswhen,afterdeploringthehighprevalenceoftoothdecay,somebodyhasdiscoveredbelatedlythatthetown'swater supplyhasalwayscontainedonepartPermillion offluorineorthereabouts.
Sincethewholecasefortheflouridationofwater hangsonitsallegedpotencyinpreventingdecay,it maybewelltonotethatthefigure(exceeding50 percent.)quotedbythedentistsmustbetakenwith apinchofsodiumchloride.Theestimatesofdental examinersinthetesttownsoftheU.S.A.varyso widelythatDr.V.0.Hurmehasquestionedboththe methodsandtheobjectivityoftheinvestigators.It isclearthattheD.M.F.(decayed,missedandfilled) yardstickisaveryimpreciseinstrumentforusein ascientificsurvey.MenofsucheminenceasDr. McKlererandDr.CharlesDillonhave,inaddition, spokenofthe"manipulationcifdata"byPublic HealthServiceofficialvaluators,whileDr.F.B. Exner,M.D.,saysforthrightlythattherecanbeno meaningfulstatisticsoftoothdecayandthat"allthe talkabout60percent.reductionsoranyother reductions,isjustplainnonsense."
ThedentistscitethecaseofNewburgh,N.Y.as havingdisclosed,after10yearsoffluoridation,"not ashredofevidenceofanyharmfuleffect,"butgiving "apositiveproofofflouride'sgreatvalueincombattingdentalcaries."InthisconnectionitisinterestingtoquotetheobservationsofsomeNewburghdentistsinterviewedbythe"NewburghNews" (Dec.14,1955)onthecompletionoftheexperiment.
Noneofthemwaspreparedtoconfirmtheofficialclaimofa 66percentreductionofcaries.AFewbelievedtheyhadse-n someImprovementintheteethoftheyoungerchildren.One dentisttestifiedthathisyoungestchild.hornsincethesta,,of fluoridation,hadworsecavitiesthananyofhisolderchildrn. AprominentmemberoftheNewburghDentalSocietydeclar-d that"whatlittleeffectit(fluoridation)mighthavehadwasnot apparent.Oneeffectoffluoridation,howeverwasabundantly manifest."Insteadoftheexpected10percent-rrt'ld"and -unobjectionable"mottling,theNewburghchildrenhornsince theinitiationoftheprogrammewereaveragingatleast30per centmottling,someofitsevereenoughtobecomeultimately disfiguringwithage.
TestTownStatisticsChallenged
Newburghin1953alsoshowedanabnormaland suspiciousriseinmortalityfromheartdisease,well abovethenationalaverage.Theamountoffluoride addedtothewateratNewburghexceededthelimit forapublicwatersupplyassetforthatthattime bytheU.S.FederalGovernment.MottledfingernailswerealsofoundamongthechildrenofNewburghandDr.LeoSpirain1943identifiedthisasan earlysignoffluorosis(fluorinepoisoning). No statisticianandnooneoutsidethegroupofofficial experimentershaseverbeenabletomakeheador tailofwhatisbehindtheirpublishedfigures.

Theveryminimumin suchacrusadeshouldbea betterattendanceatmorningMassandCommunion; strictfidelitytothe"Family Rosary,"PerpetualNovenas andDevotionofthefirst Saturdays,andthatspirit ofsacrificethatsuchfidelity demands.

AmissionaryinChinafor almost20years,FatherMcGrathworkedintheDioceseofHanyangfrom1930 until1947.In1948hewas appointedbyArchbishop Riberi,PapalInternuncioto China,topromotethe LegionofMarythroughout Ithecountry.
