WhenSenatorMcCarthydiedtheotherday,the Presswhichhadtreatedhimlikeamaddogwhen hewasliving,wascontenttoregardhimasanunprematurelyburned-outfirebrand.WhatwassogrotesqueaboutthepublicityaccordedtotheSenatorin lifewasthatnoutteranceortechniqueofhiscould havebeensomaniacalandunbridledashiscritics'. IfMcCarthyinventedthe"smeartechnique"itcan onlybesaidthathissmearresembledaverypolite littlesmudgeagainstthegreatbedaubedcanvasesof thesecularbroadsheetsintheirtreatmentofhim. AndyetthecrimeofJosephMcCarthywasacurious one-hehatedCommunismandheferretedoutCommunisminhighplaceswithazealthatwasonly rivalledbytheCommuniststhemselves.

McCarthyperformedsterlingserviceinthisdirection,notonlyfortheAmericannationbutforthefree worldasawhole.Andhecameonthesceneata crucialtime,whenthebeliefoffreepeoplesintheir leaders'moralintegrityhadbeenbadlyshakenbya blatentseriesofunjustifiableconcessionstothe Sovietmawwhichisneversated.Hisparamount workinthisdirectionwastore-establishrespectfor authoritybyshowingthattheleadersmightbefoolish buttheywerenottraitors.Thisheachievedbyrootingoutnestsofunder-coverCommunistagentsin keygovernmentalagencieswhohaddonesomuchto pervertAmericanforeignpolicyunderRooseveltand whosowedthedragon'steethofourpresentdiscontent.

HadMcCarthybeeninapositionofpoweryears beforethereisnodoubtbutthatChinaneednothave beenlost.ThefatefulYaltaAgreementwouldnot havebeencontractedandthewingsoftheSoviet Vulturewouldhavebeeneffectivelyclipped-in Asiaatleast.Asitturnedout,thelateSenator wasabletoclearoutfromGovernmentdepartments, secretscientificbodies,universitiesandarmedforces numbersofmenwhoseinfluenceshadbeen,and wouldincreasinglyhavebeen,baleful.Inanysuch processes,excessesandinjusticesareboundtooccur. Buttheyhavebeenmagnifiedbytheworld'sPress outofallproportion,forthatwasonecoverof cowardiceandseditionwhichneitherMcCarthynor anyothermanhasyetbeenabletopenetrateand purge.

IhavesaidthelateSenator'sfailingshavebeen magnifiedoutofproportion,andinsuchamatter proportionisthemeasureoftruth.Thereissucha thingasindividualliberty,butthereisalsosucha thingasmakinglibertyacloakformalice.And McCarthy'sseverestcriticsamongtheintelligensia didthemselveslittlecreditbeforeinvestigational bodiesbysheeruntruthsandunnecessaryevasions. Afterall,itisnomoreaninfringementoflibertyto askamanwhetherheisaCommunistthantoask himwhetherheisaCatholic.Icannotforthelife ofmeseewhyamanshouldconcealthefact,unless thefactbedisgraceful.Itmaybethatpenalties attachtoCommunistPartymembershipintheUnited States,butIcannotbutfeelthatpenaltiesshould attachtotreason,howeversincerethetraitormaybe inhistreachery.

Theineptitudeofnewspaperthoughtonthewhole greatissueaboutwhichSenatorMcCarthy'slifeand workrevolvedwasshownbytheridiculoUsphrase thatthedeceasedhadgiventheEnglishlanguagea newword-"McCarthyism."Itissimplyuntruethat thephrasehasattainednyuniversalcurrency.Itis fartruertosaytheSenatorgaveCommunistsand theirfriendsanewwordofcant,anewsloganof Left-Wingjargonforemployingjustsuchatechnique astheywerepretendingtocondemn.Thewordand theideaof"McCarthyism"isnotanunfairtestof theabilitytomakeelementarylogicaldistinctions. ItsusebetraystheusereverybitasSt.Peter'sdialect betrayedtheGalilean.Thatbetrayaliscommonin bothcases-theyknownottheman.

Addtoallthistwopoliticalfactors.OneisTito. TheSovietrulersmadeagravemistakewhenthey overplayedTito'sdesertion.Whattheyweretrying totellthepeopleintheirbig,blacknewspaperheadlineswasthatTitowasaso-and-soandasuch-andsuchandwoeuntohimwhofollowedinhispath. atthesefailuresonthepartofherbigallyprobablyhascontributedtoalltheuprisingsinEastern Europeandspecificallytotheriseoftherevolutionary movementinPoland.

Frankly,theSovietleadershaveneverlookedon theemergenceofChinaasaCommunistpoweras anunmixedblessing.Informedpoliticalobservers tellmethatalthoughStalin,fromaCommunistpoint ofview,welcomedMao-Tse-Tung'svictory,heneverthelessdidnotwanthisvictorytogosofarthatit wouldthreatenthepositionofRussiaasagreatpower. ItisasourceofworrytoSovietleadersthatthe Communistworldnowhastwocentres:aMeccain MoscowandaMedinainPeiping.

Aquestionnaturallyarisesatthispoint.Whyisit thatthefirstrumblingsofrevoltagainsttheKremlin havecomefromthepeopleofthesatellitecountries andnotfromtheequallyrestiveRussianmasses?

Theanswerissimpleenough.ThepeopleofEast CentralEuropearepoliticallyveryalertandmature, farmoreso,generallyspeaking,thanthoseofRussia. IncentralEurope,shiftsofpolicyandeventswithin theSovietorbitareknownimmediately-notjust byofficialsbutbyworkers,students,villagers,everybody.

SatellitesDemandMoreFreedom

Thentoo,eastcentralEuropeanshaveadeep, innateChristianconceptoffreedom,aconceptpeculiartotheWesternmind,aconceptsharedbyCatholics,Calvinists,Lutherans,Jews,Freemasons,andunbelievers.InthecentralEuropeanmind,thedistance betweenafelttruthandtheactionnecessaryto achieveitisashorteronethanitisintheRussian mind.

Thedifferencebetweenthetwoattitudeshasbeen observableonalllevelssince1945.Asitbecame obviousthattheKremlinleaderswerelosingtheir powerathomeandthattheyweregoingtohave lessandlesstoofferforthewellbeingofEastCentral Europe,Communistleadersinallthesatellitesbegan todesert.

InspiteofthebrutalcrushingoftheHungarian Freedomfight,thisprocessisstillinfullswing. Rumaniahasaskedformorefreedom.Herdelegation, headedbyPrimeMinisterStoica,recentlytravelled toMoscow,wheretheirrequestswerebluntlyrefused.Similarrequests,alsorefused,havegonetothe KremlinfromBulgaria.Thesignificantthingabout boththesemovementsisthatthesatelliteCommunist leadershavedaredtopresentsuchrequeststothe

Yes,Russiaisintrouble.Hergreat-powerstatus isshaky.Bywayofsummingup,letusnotethe factorsonwhichRussia'spowerrests-andwhatis happeningtothematthismoment:

1.Tomaintainherhegemonicpositionwithinthe Sovietorbit,Russiamusthavethepoliticalco-operationoftheCommunistpartieswithintheCominform. Thisco-operationbegantogowhenTitoseceded.It slippedseveralmorenotcheswhenKhrushchevand Bulganin-hatsinhand,sotospeak-visitedTitoin Belgrade.Afurtherandmajorblowwasthepractical secessionofthePoles.

2.Attheendofthewar,Russia'smilitaryinfluenceincentralEuropewasmainlykeyedtoheroccupationofapartofAustria.SinceAustriaregained herindependencein1955,thestatusofRussiantroops throughouteastcentralEuropehasincreasinglyworsened.Atpresent,unlesstheKremlinrotatesitstroops everysecondorthirdmonththeyareinevitablyinfiltratedbytherevolutionaryspiritprevalentinthis area.Thus,themilitaryfactorasameanstoRussian powerisalmosteliminated.

Bynowtheamazingphenomenonisknowntoall:In Hungaryand,toalesserdegree,inPoland,theyouthhavebeenintheforefront oftheanti-Sovietrevolt.

Thequestionisaskedon everyside:Butwhatabout Russia'syouth-willthey, too,goanti-Soviet?

FromMarxthroughLeninandStalintoKhrushchev, theSovietregimehasstakeditsfutureonthe youthandtheirindoctrinationandallegiance.But thesedaysitispreciselytheyoungpeopleofthesatellite landsthatspearheadthere-volutionagainsttheCommunistreactionaries.

SomeWesternobservers

oftheEasternscenenow saythat.inthesatellitelands theRedshavenothad enoughtime-onlyabouta decade-towintheyouth overfirmly,tocounteract theinfluenceofthefamily andthechurch,alsoofeach country'sclassicalliterature withitshumanitarianor nationalvalues.

ThatintheSovietUnion itself,afternearly40years ofindoctrination,theyouth aresurelyonthegovernment'ssideandbelievein thetotalitarianSocialism andCommunismardently.

AndthatnationalismhatredoftheRussianinvaders-doesnotoperate inRussiaagainsttheReds asitdoesinthesatellite belt.

HowrecentisthisrestlessnessofRussia'syouth? Itgoesfartherbackthan October-December,1956. Take,forinstance,thebullet-quelledriotsofnationalisticGeorgianyouthsand girsinTbilisi,SovietGeorgia'scapital,inMarch,1956.

Thesebloodydemonstrationswereofficiallyblamed onthe"localpro-Stalinism." Inactuality,however,the riotingstudentsofTbilisi hadaslittleuseforthelate Stalinasforhislatter-dayKremlinheirs.TheyprotestedagainstCommunismof allbrands.

Nay,alreadyin1950-51, whileStalinwasyetalive andhisreignofterroratits mostfrightening,certain highschoolsintheSoviet Ukrainewerediscoveredto haveabandonedtheirCommunistYouthLeague branches.

ApatheticGroup

Instead,non-Communist "councilsofelders"were quietly,spontaneouslyformedbystudents.SomeSoviet educatorsactuallyaidedthe movement.

LocalKomsomolfunctionaries,insteadofreportingthis"treason"tothe secretpolice,joinedthenew councilsas thusiasticordinarybutenmembers,abandoningtheirauthorityas wellastheirMarxism.

The"elderates"were crushed,andKomsomolwas restored,but"KomsomolskayaPravda"haseven sincethenscreamedinanguishabouttheunceasing indifferenceto,andevendefianceof,theCommunist PartyanditsyouthauxiliariesbytheSovietyouthat practicallyallagelevels amongRussiansaswellas non-Russians.

Amongthe"Pioneers,"in the11-15agebracket,cases arereportedanddenounced intheSovietpressofboys andgirlsrefusinegtowear theirrednecktiesasbadges oftheirRedmembership.

Theirelderbrothersand sistersofKomsomolranks arereported-inruralareas especially-toobservereligious themselvesholidaysbyabsenting fromwork(30 outofsome40mechanicsat acertainmachine-and-tractorstationnearKursk,south ofMoscow!)

Incities,Komsomols,are beingincreasinglycaughtin allsortsof"anti-social"and "nonCommunist"behaviour, includingprivateenterprise. "Krokodil"hasrunacrid cartoonsexposingyoung Moscowblack-marketeers peddlingscarce,stolenautomobileparts.

ThemostdisquietingaspecttotheRedleadersis thattheyouthdonotall feelguiltyabouttheirown deviation.The"KomsomolskayaPravda"writer,in hisMarch2story,goeson totellthatinLida,Soviet Byelorussia,alocalKomsomolladlosthisRed membershipcard,yetwas notatallworried.

"LetitstaylostforallI care,"hesaidtohiscomrades."WhatIreallycare aboutisthenotebookwhich waslostwiththeKomsomol card.Ihadallkindsof importantnotesinthatlittle bookofmine."

TheSovietwriter,on hearingofthelad'sreaction,fullyexpectedthatthe chap'spalswouldturnuponhim"inwrath."But nothingofthesort!They remainedindifferent.The writerthendecidedto handlethedeplorablesituationhimself.

"Whydidyouenrollin Komsomolinthefirstplace ifyoudon'tcare?"the busybodydemanded.

"Idon'tknowmyself,"theyoungCommunistreplied. "TheKomsomol secretarynaggedandnag-gedme.Heneededstatisticstoshowthegrowth ofhisbranch."

MindsNotCaught

TheRedwritertriedto propagandizethefellow. Hespoketotheladofthe Komsomol's"grandaims," ofthelad's"Komsomol duty."buttheladshrugged itoff: "Iamnotinterestedin politics."

Anothermemberofthe sameKomsomolbranch,on learningthatafellowmemberwasbeingsummoned tothepartyofficetoaccountforaninfractionof discipline,askedsarcastically: "Andwhatcanyoudoto him?ExpelhimfromKomsomol?"

"Butisthissuchatrifle?" anorthodoxCommunist adultwashorrified.

What"monstrousindifference,"thegovernmentagent wasappalled-sometimes thisopen,bluntindifference, andyetmoreoften"the otherkindofindifference, coveredupbypretty phrasesorsheersilence!"

Somuchindifference thereisthat,onOctober17 last,theKomsomolnewspaperthunderedthat"politicalawareness"isconsidered"oldfashionedeven amongKomsomolmembers,"andthatKomsomol leadershavegivenuptheir formereffortstoguideSo-vietyouthpolitically: "OurKomsomolleaders tryto timecaptureouryouth's butnottheyouth's minds."

Insuchcases,asconfirm= edinaseriesofspecialarticlesonthissubjectin "LiteraturnayaGazeta"in mid-May1956,theyoung

onesasktoomanysharp questionsandshowasort of"creepingskepticism" abouttheveryessenceof theSovietideaandsystem.

Theserieswasonthe "alarming"situationatthe SverdlovskUniversityin theUralswhereagirl-student,LilyPolonskaya,a Kosomolmemberwhoboldlyarguedagainstmany cardinalSoviettenets,had wonasizablefollowing amongherschoolmates,and nearlyconvertedevenone ofherCommunistinstructors.

Lilywasremovedfrom herpostasaKomsomol propagandistatalocalfactory,andlaterexpelled fromherKomsomolbranch. Butsuchwasthepressure ofherfriendsandadmirers thattheRedbureaucrats hadtorestorehertoher membershipwithnoother punishmentexceptareprimand.

RightToQuestion

Remarkably,sheandher comradesattheuniversity wontheirright"toask questions"aboutSocialism andCommunism.Thestudentshadprotestedtotheir Redbosses:

"Polonskayawasonly askingquestions.How canwestudywithoutaskingquestions?Andhow canweknowthatweare askinglegitimatequestions ifwearenottoaskquestionsatall?"

Andsuchquestionsdogo totheheartofSocialism, tothebasicworthand workabilityofCommunism.

OnOctober18,1956,"KomsomolskayaPravda"revealedthatanothergirl-student, intheMoscowPedagogical Institute,hadrecentlyquestionedateacherwhether "thiswasSocialism"indeed.

Yes,saidtheteacheruneasily,thiswasSocialism. Thegirlpromptly"disagreedwithhisarguments." Shespokeof"foodshortagesinsomeofourcities, ofotherconsumergoodsdeficiencies"asproofofthe poorqualityofthisSoviet Socialism.

Again,asintheUralcase, therighttoasksuchquestionswasfuriouslydenied bythepowersthatbe.She wastobepunishedforher daring.Yet,intheend, thisrightwas"granted"evidentlyunderthepressureofherMoscowschoolmates,ofthestirring,risingSovietyouth.

Astheyasktheirsearchingquestions,theseyoung folkknowenoughofMarx toturnhisteachingsagainst theirCommunistelders quiteadroitly.ThisishappeningallovertheSoviet empire,fromPolandto CentralAsia.

Dr.Burgmann,whowasbuildingsweregoingforopeningtheannualAnglicanwardatCanberraBoys' Synod,saidacceptanceof Governmentassistancefor Churchschoolsinfringedno Anglicanprincipleofany kind.

HesaidtheChurchof Englandhadalwaysregardedco-operationwiththe Stateasnormalprocedure.
