Theschool-church,situat-;theirFathers-purchased edinBeaconsfield-st.,Bel-atthecostoftheirblood levue,wasdesignedandbytheirforbears-would builtbyMr.A.Poweratthebehandeddowntosucceedcostofalittleover£7,000.inggenerations. ItconsistsofthreelargeThatwastheheritageen- well-lightedclassrooms,trustedtothepeopleofBel- andhasasanctuaryandlevue.Inhelpingtobuild sacristyadded.Midlandtheschool-church,they,in tapestrybrickshavebeenturn,wereensuringthat usedinthebuilding. thatheritagewouldbe

HisGracesaidthatwas thetenthbuildinghehad blessedsincethebeginning ofFebruary.Allwerenecessaryandwereevidenceof progress.Nonewasmore necessarythanthebuilding hehadblessedthatday.

Forover30yearsMass hadbeencelebratedina houseownedbytheSisters ofMercy.Hethankedthe Sistersforaffordingfacilitieswhichwouldnothave beenavailableotherwise.

Butthedevelopmentof Bellevuen!adeitimperativetoacquireasitethat wasmorecentralandconvenient.Asusual,thefirst buildingtobeerectedwas aschool-churchwhich wouldserveadualpurpose.

Itwouldmeasureupadequatelytothedemandfor modernschoolbuildings. HehopedthattheSistersof MercywouldbeabletosupplyastaffnextFebruary. TheSisterswouldbringto Bellevuethefinetraditions thatcharacterisedallthe Schools. HisGracecongratulated theFranciscanFathers andthepeopleontheir visionandcourageinundertakingafinancialcommitmentthatwaslargeinproportiontothenumberof Catholicsinthearea.

Butwhensuchbuildings wererequiredtheycould notcountthecostofsacrifice.ThepioneerCatholics ofAustraliahadestablished finetraditions.Theywere few;theirresourceswere limited.Buttheyhadwhat wasmorepreciousthan materialresources;they hadtheFaithandthe courage,confidenceinGod, andspiritofself-sacrifice beonttenofFaith.

Junctionparish,ofwhich Bellevueisapart.Noparish couldbebetteradministered spirituallyandmaterially.

Truetotheglorioustraditionsoftheirancientand illustriousOrder,the Fatherswerespending themselvesintheinterests ofthepeoplecommittedtotheircare.

HethankedFather ThomasPearson,whowas formerlyinchargeofthe parishandwhodidsomuch inarrangingfortheconstructionoftheschoolChurch.InFatherPeter Waterstheyhadaworthy successor.Hehadableand zealousassistantsinFathers Columba,BerardandCrispin.Thepeoplewerecooperatingwhole-heartedly. HisGracethankedthe designedandcontractorMr.L.Power-andthose associatedwithhim.Itwas aserviceableanddignifiedbuilding.Thecost,£7,000, wasveryreasonable.

"MayGod,"heconcluded. "blessthenoblepurposeforwhichithasbeenerected,viz.,theChristianeducationofthechildrenof Bellevue."

Staffsfornewschools weretragicallydifficultto provideinthesetimes.The magnificentandunique Catholicschoolsystemin Australiawasfoundedand dependedforitscontinued existenceuponthecourage. self-sacrificeandprofound loveofGodofboysand girlswhohadbeenprepared toleavefatherandmother. brothersandsisters,andin someeaseseventheirnative landinorderthatthey mightdevotetheirlivesto whatwasperhapsthe greatestandmostfarreachingtasktowhichmen andwomencouldsettheir hand-theChristianeducationofyouth. Warsaw,April6.-The PolishMinistryofHealth hastolddoctorswhodonot wanttoperformabortions thattheyshouldchangetheirprofession. TheHealthMinistryremindedthephysiciansthat refusaltoperformabortions wouldbeinviolationofa lawpermittingabortions passedbythePolishParliamentonMay8,1956.

Thelawhasprovoked strongcondemnationby CatholicsofPolandandby manydoctors.Evendoctors whoapproveabortionwere incensedbythelateststatementoftheHealthMinistry.

Dr.T.Kielanowskiwho saidhedoesnotobjectto abortionsassuch,wrotean articlecondemningthe actionoftheHealthMinistry.Hesaidhecouldnot agreethatanylaworexecutiveordercanforcea doctortoperformanopera- tiontowhichheobjectson moralgrounds.

Bonn,Germany,April4.-Theopinion handeddownbytheGermanConstitutional CourtinKarlsruheinregardtothe.German concordatwiththeHolySee,hascreateda situationwhichraisesseriousproblemsfor thiscountry'sCatholics.

validityoftheconcordat, whichwasconcludedbetweentheHolySeeandthe Hitlergovernmentin1933.

ThecourtconfirmedtheunlessParliamentcanfind awaytodefinemoreclearly thecompetenceofthefederalgovernmentinrelation tothatoftheindividual States.

Atthesametime,however, itruledthattheindividual GermanStates,whichare sovereigninmattersofeducation,arenotboundbyits provisionsconcerningthe maintenanceandestablishmentofconfessionalschools.

Thisissueistheverycore ofthetreaty.Asamatter offact,themainpurposeof the itHolySeeinconcluding wastosafeguardareligiouseducationforchildren ofCatholicparents.

EventhoughtheNaziregimeeventuallydisregardeditsprovisionsandabolished allparochialschools,Catholiceducationalprinciples wereupheldbytheHoly SeeandtheGermanHierarchythroughoutacritical period.

RightsOfStates

Afterthewarasemblance ofgovernmentalauthority wasfirstregainedbythe individualGermanStates setupundertheauthority ofAlliedoccupationforces. LaterontheseStatesbecametheconstituentelementsofthenewGerman FederalRepublic.

ThewesternGermanconstitutionwasadoptedbya two-thirdsmajorityofthese States.Itprovidesspecificallythatcertainrights andprivilegesaretobereservedtotheStates,most importantofwhichislegislationinthefieldofeducation.

Ontheotherhand,the federalgovernmentisresponsiblefortheconductof foreignaffairsalthoughitis supposedtoconsultwiththe Statesinmatterspertaining totheirexclusivejurisdic- tion. Article31oftheconstitutionstatesthat"federallaw shall law."supersedeland(State) However,otherprovisionsleaveconsiderable doubtsinthemindsofjur- istsastotheproperapplicationofthisprinciple.

Thesedoubtsandactual contradictionsinthephras- ingofconstitutionalprovisionsledtotherecentinterpretationoftheKarlsruhe court.Thenewruling means,ineffect,thata treaty,suchastheconcordatwiththeHolySee,is validforthecountryasa wholebutisnotapplicable toitsmemberStates.

Sincenationalelections arescheduledtobeheldin westernGermanythis autumn,theseissueswill probablyremaininabeyance.

TheHolySeecertainly couldnotbeexpectedto reviseitspolicies,whichare basedonbothnaturaland divinelaws.

Theonlywayout,then, wouldappeartobethe negotiationofseparateconcordatsbetweentheHoly Seeandtheindividual States.Suchconcordats nowexistbetweentheVaticanandtheStatesofBavaria,Baden(nowBadenWuerttemberg)andthe formerStateofPrussia.

Evenifseparateconcordatswerenegotiated,however,thenegotiatorscould notignoretheintentofthe constitution,whichprovides foracloseinterlockingof federalandstatepowers butwhichneverwasmeant toleadtoasovereigntyof theStatesindependentof thesovereigntyofhewhole republic.

Undoubtedlyallthese problems,andespecially theirrelationtointernationallaw,willoccupythe mindsofbothjuristsand politicalleadersforsome timetocome.

TheoldWarsawCommunistregimeclosedtheuniversity'sCollegeofLaw, SocialSciencesandEconmicsbeforeStalin'sdeath fouryearsago,andaslate as1955orderedtheabolitionoftheuniversity's theologyandcanonlaw schools.

Theuniversityhasbeen movingtoregainitsold statussincelastNovember, however.Anumberofpro- fessorswhowerebarredin 1952havereturnedtotheir posts.Theuniversitystaff nownumbers300,including 170scientificworkers.

Catholicismisoutstandinglythereligionofjoy andofsolidhopewhichtheworldcanneithergive nortakeaway.OnEasterSundaytheChurchis "exceedingglad"inthejoyofherrisenLord.Even duringthesolemndaysofHolyWeek,thewhole darkbackgroundofCalvaryisrelievedwiththe premonitoryglowoftheResurrectionmorn.Forthe lifeofJesusofNazarethdidnotendwiththePassion.OnlyinthegladEastertidedidChristrealise thefulfilmentofHismissiontoseekandtosave thosethatwerelost.For,St.Pauldeclares,"If Christbenotrisenagain,thenisourreligionvain andyourfaithisalsovain foryouareyetinyour sins."Heasserts,moreover,thatitbehovedChrist tosufferandsoenterthegloryofHisFather.In thesamespirittheChurch,withdivineimpatience, anticipatetheResurrectionofherLordintheliturgy usedonHolySaturday,singing,"Thisisthenight inwhichChristbrokethechainsofdeath."

ThefactsoftheDeathandResurrectionofOu: LordstandasproofsofHisperfecthumanityandof hisGodhead.Inthiswaytheyarethefoundations oftheChristianreligion.Hencewhentheenemies oftheChurchwishedtoundermineherdivine authorityandmission,themostobviouspointsof attackwerethesetwocardinaldoctrines.Particularlyinthelastcenturyweretheseendeavours rampant.AhostofingenioustheoriesthatOur Saviourhadnotdied,butonlyswoonedenCalvary, thattheApostleshadstolenthebodyofthedead ChristandfabricatedthestoryoftheResurrection, thattheywerethevictimsofhallucination,and manyothersucheffortstoexplainawaythestart historicalfacts,wereputforward.Butofthesenot asingleonecouldbecontrivedtofitthesimple Gospelnarratives.LiketheeffortsofthePharisees themselves,theseweakfictionshaveservedonlyto illustratehowsolidlythefactoftheResurrectionis established.

Themanoeuvrewasseen hereaspartofanoverall planofMoslemleadersin Sudan'scapitalatKhartoumtohalttheprogress beingmadebyChristian missionariesinthesouth andtospreadtheinfluence ofIslamthere.

WhenSudanbecamean independentnationonJanuary1,1956,theGovernmentwasformedmainlyby Arabic-speakingMoslems fromthenorthernpartof thecountry.Membersofthe Negrotribesofthesouth weregivenonlytokenrepresentationingovernmental affairs.

Sudanisdividedgeographically,economically
