HisHolinessPopePlusXIIhasreplacedallpreviousrules concerningtheEucharisticfastwithanewlawwhichpermitsall thefaithfultoreceiveHolyCommunionafterfastingfrom solidfoodsforonlythreehoursandfromliquidsforonlyone hour.
Thenewruling,whichthePopesaidheissued"attheinsistentrequestsofbishops," alsopermitsthecelebrationofMassintheafternoonoreveninganyoreverydayofthe yearifthelocalbishopdeemsitnecessary"forthespiritualwelfareofaconsiderable numberofthefaithful."
Insimplifyingandextendingtherelaxedfasting lawswhichheissuedin1953,theHolyFatherurged allpriestsandlaymenwhoareabletodosotocontinue"toobservetheoldandvenerableformofthe EucharisticfastbeforeMassandHolyCommunion."
Healsostressedthatallwhomakeuseofthenew concessions"mustcompensateforthegoodreceived bybecomingshiningexamplesofaChristianlife, andprincipallywithworksofpenanceandcharity."
ThenewlegislationmakestheregulationsgoverningtheEucharisticfastthesameformorningMassesasfor eveningMasses,andeliminatestheneedforaskingspecial dispensations.
Inaddition,thereisnolongerneedforasickperson toaskpermissionfromapriesttotakemedicine-solid orliquid-oranynon-alcoholicbeverageatanytime beforereceivingHolyCommunion.
Likewisethepreviousbanonalcoholicbeverageshas beenmodified.ItisnowallowedtotakealcoholicbeveragesuptothreehoursbeforereceivingHolyCommunion.
ThenewlegislationwhichbecameeffectiveonMarch 25,statesthatthenewtimelimitsontakingsolidsand liquidsaretobeobserveddifferentlybythelaityand theclergy.
Theclergymustbegintheirthree-hourfastthree hoursbeforetheybeginthecelebrationofMass.
Thelaity,ontheotherhand,needonlybegintheirfast threehoursbeforetheywillreceiveHolyCommunion. TranslationOfMotuProprio

"Inviewoftheconsiderablechangesthathavetaken placeinthedispositionsofworkandpublicofficesand allsociallife,wehavethoughtitadvisabletocomply withtheinsistentrequestsofbishopsandhavetherefore decreed:

Inacommentaryonthenewdecree,HisEminence AlfredoCardinalOttaviani,Pro-secretaryoftheSupreme SacredCongregationoftheHolyOffice,statesthatthe rulesfortheEucharisticfasthavenowbeenmade "understandableeventothementalityofchildren."
Concerningthepointthatwaterdoesnotbreakthe fast-whichwasfirststatedamongtherelaxationsof
ChristusDominus,theapostolicconstitutionissuedon January6,1953-CardinalOttavianinotesthatthisapplies eventomineralwater,carbcnatedwaterorchemically purifiedwater.
Inhiscommentary,theCardinalsays:

Inaparagraphexaminingthecontentofthedocument, CardinalOttavianiassertsthatthereisnolongerany limitationonthedaysonwhichbishopscanallowMass tobecelebratedintheafternoon.Theonlyconditionis "thecommongood."

Thentherearethetrendsofthought,themovementsofreform,theembryonicorganisations,which, whileofgreatvalueandpromisethemselves,have littletooffertoaprofit-motivatedpress.Suchtrends andmovementsareoftentheorphans,whichthe Caholicpress,truechildoftheCatholicChurch,must adoptandintroducetosocietyatlarge.
AsyetourCatholicpresshasnotforcedthe secularpresstoheeditsevaluationsanditsopinions inthemeasurethatwehopeitperhapswillinthe future.Butwiththegrowthofyourjournalisticcompetenceandtechnicalskillthereiseveryreasonto hopeforawideningattention.Isaythisdespiteour commonawarenessthatmattersreligiouswillalways sufferfromtheconspiracyofsilencetowardsthings sacredsoevidentinthesecularpress.

Thetaskofthereviewer,asweknow,isanextremelyexactingone.HisHolinessgivessuchimpor- tancetotheworkthathehasdecidedtodevotetoit twoallocutions.Fromamonghisobservations,in referencetobookreviewersinparticular,Iwould mentionbrieflythefollowingpoints:
Thecriticmustwintheconfidenceofhisreaders sothattheyarepreparedtoaccepthisviews.Todo thishemustreadandunderstandcorrectlythematter heisreviewing.Hemustbefreefrompreconcep- tions.Hemustbeskilledintheparticularfieldof knowledgewithwhichhehastodeal.Hemustbe abletoplaceitinitsproperperiodandconnectit withthepredominantcurrentsofthoughtinthat time.

FunctionOfCatholicCriticism
Unfaircriticism,asyouknow,constitutesareal wrongagainsttheauthor.Nonethelessaprofessional critic,oreventheordinaryChristian,cannotbe accusedofpartisanshipforthereasonthathetakes Christiantruth,inallitspurityandintegrity,with allitslawsoflifeanddictatesofaction,ashisbasis andstandardofjudgment.Further,thecalmand moderatecriticcanlawfullyexpresshisindignation againstthepornographicwritingthatcorruptsyouth andharmsevenadults,infirmandvigorousterms.
-Onecanscarcelyhopetofindagreatnumberof criticsendowedwithsuchgiftsofmindandheart. Nevertheless,youhavedoneremarkablywellinthe attempt.Icongratulateyouandthemembersofyour staffswhoaredoingsuchsplendidworkinthis regard.Butevenwerethereanabundanceofcritics tochoosefrom,thenormalCatholicpublication,foreconomicreasons,wouldbeunabletoengagethe servicesofmorethanafew.
Iamwonderingifitwouldbepossibletoarrange forthemoregenerousexchangeofworthwhileand ccmpetentcriticisms-onbooks,films,radiopro- grammes,linesofthought,modernmovements?I amsurethatyoucouldworkoutthetechnicalmeans wherebythiscouldbeeffected.Inthiswaythefruit ofthearduouslabourofyourcriticswouldreacha largernumberofthepublic,andtheoveralltotalof worksreviewedwouldbeincreasedconsiderably.
Ihavewondered,further,whetheritwouldnotbe possiblefor,ourCatholicpublicationstogivesome indications,perhapsevenfullreferences,tothe criticalreviewscontainedinotherCatholicpublica- tionsthatareaccessibletoatleastgroupsofthe AustralianandNewZealandpublic.
Possibly,too,cataloguesofsuchcriticismscouldbe publishedfromtimetotime,sothat,althoughperhaps notreadwhenpublished,theycouldbeconsulted whentheinterestorneedofthereaderisaroused.
Imightmentionthatithaspleasedmetoseethe pin-pointreviewsofcurrentfilmssowarmlywelcomed.
Thescreentodayisperhapsthegreatestmeansthat theworldhasyetknownofchannellingideasand sentiments,andofinfluencingtheattitudesandlives ofthemasses.
Bywayofemphasisingtheimportancewhichthe Churchattachestothefilmapostolate,Iwouldbring toyourattentioninpassingthatrecentlymanyMother SuperiorsofReligiousSistersattendedcourseslasting overaperiodofweeksinRometodiscusstheproblemsofthefilms,andtodeterminehowbesttoform thepupilsoftheirschoolsandinstitutesinthenorms ofatrulyhumanandChristianfilmevaluation.

TheProtestantReformationwasnotmerelya religiousupheaval,butavastsocialandpolitical revoltthathittheworld1517to1648.Christian unitywastorntoshredsinmanycountries,andboth faithandworshipwerevastlychanged.Thisconditionexiststoourday,stillgivesrisetomanyprejudices,andhasundoubtedlyinterferedseriouslywith thepoliticalandculturaladvancementofmankind. Ithasalsokeptmillionsfrommanyofthechief meansofdivinegrace.
NOPROTESTANTLINEOFREALORDERS
AmongthegraveerrorsoftheReformationperiod wasthecorruptionofdoctrineinregardtoHoly Ordersandtheothersacraments.Innopartofthe Reformationdenominationswasthevalidlineof ordinationheld.
TheEnglishwerecutofffromtheChurchbecause thePapacywouldnotrecogniseKingHenryVIII's righttodivorcehislawfulwifeandmarryAnne Boleyn.HemarriednotonlyAnnebutalsoothers,in turnputCatholicpriestsandnunstodeath,confiscated morethan200monasteriesandchurchesinorderto plunderthem,andexpelled8,000religiousfromtheir homes.Hehadhimselfdeclaredsupremeheadofthe ChurchofEngland.Thoughheinsistedonthesaving oftheancientsacramentalsystem,itwassoonafter wardslosttomostofEngland.

AnglicanOrdersweredeclared,null,therefore, becausetheEdwardineOrdinalshowedthatitsintentionofordainingpriestsorconsecratingBishopswas nottheintentionthattheCatholicChurchhas.It brokethevalidlineofOrders.
Itispointedoutbycommentatorsthattheoriginal AnglicanriteusedinconsecratingParkercontained newordswhateverinthe"form"accomnanyingthe impositionofhandstodefinetheOrdertobeimparted. BishopChuissaidtobe ingoodhealth,thoughhe haslosthissightinoneeye.
WhiletheBishopisnow freeto cordingleavehishouse,actoreports,heis stillundersurveillance.Of the40 workingpriestsformerly inhisdiocese,only 25remain.
