Forourpartwe,asheadoftheChurch,haveup tonowavoided,justaswedidinpreviouscases,callingChristendomtoacrusade.Wecan,however,call forfullunderstandingofthefactthat,wherereligion isavitallivingheritage,mendolookuponthe struggleunjustlyforceduponthembytheirenemy asacrusade.
ButWedeclare,forthebenefitofall,thatdespite theefforttogiveaninnocuousappearancetosome destructivetendencies,thereisaquestionofthe absolutevaluesofmanandofsociety.Becauseof OurgreatresponsibilityWecannotletthispointbe lostinthefogofequivocation.
OnthisscoreWemustwithdeepestsadnessmourn thehelpgivenbysomeCatholics,bothecclesiastical andlay,tothetacticsofobfuscation,calculatedto bringaboutaresultthattheythemselvesdidnot intend.Howcantheyfailtoseethatsuchastheaim ofallthatinsincereactivitywhichhidesunderthe nameof"talks"and"meetings?"Howisitpossible tomeetifthepathsaredivergent,thatis,ifone partyrejectsordeniesthecommonabsolutevalues, therebymakingall"co-existenceintruth"unattainable?
SilenceWouldInvokeJudgment
OutofrespectforthenameofChristian,compliancewithsuchtacticsshouldcease,for,asthe Apostlewarns,itisinconsistenttowishtositatthe tableofGodandatthatofHisenemies(Corinthians 1,10,21).
Andiftherestillbeanyvacillatingspirits,notwithstandingtheblacktestimonyoftenyearsof cruelty,thebloodjustshedandtheimmolationof manylivessacrificedbyamartyredpeopleshould finallyconvincethem.Still,itisremarked,the bridgesmustnotbecut,mutualrelationsmustrather bepreserved.
Butforthis,whateverresponsiblegovernmentalandpoliticalleadersjudgethemmustdo,bywayof contactsandmutualrelationsforhumanity'speace andnotforprivateinterests,isenough.Thatis sufficientwhichcompetentecclesiasticalauthority decidesitshoulddotogainrecognitionofthe Church'srightsandfreedom.
IfunpleasantrealitiesforceUstosetforththe termsofthestruggleinclearlanguage,noonecan opposingblocsandstilllessofhavinginsome opposingblocksandstilllessofhavinginsome fashionabandonedthatmissionofpeacewhichflows fromourApostolicoffice.Rather,ifWekeptsilence, WewouldhavetofearthejudgmentofGod.
Weremaincloselyalliedtothecauseofpeace, andGodaloneknowshowmuchWeyearntobeable toannounceitinfullandhappytoneswiththeangels ofChristmas.Butpreciselyinordertoprotectit fromthepresentthreats,Wemustpointoutwhere thedangerlies,thetacticsofitsenemiesandwhat marksthemassuch.Nototherwisedidthenewborn SonofGod,Himselfinfinitegoodness,unhesitatingly drawclearlinesofdemarcationandfacedeathon behalfofthetruth.
Weareconvincedthattodaytoo,inthefaceof anenemydeterminedtoimposeonallpeoples,inone wayoranother,aspecialandintolerablewayoflife, onlytheunanimousandcourageousbehaviourofall wholivethetruthandthegoodcanpreservepeace, andwillpreserveit.
NeedOfEuropeanSolidarity
Itwouldbeafatalerrortorepeatwhat,insimilar circumstances,happenedduringtheyearspreceding theSecondWorldWar,whenallthreatenednations, andnotmerelythesmallestsoughttheirsafetyatthe expenseofothers,usingthemasshields,sotospeak, andevenseekingveryquestionableeconomicand politicaladvantagesfromtheirneighbours'suffering. Intheendallweretogetheroverwhelmedinthe holocaust.
Hence,adefiniteneedofthisperiod-a*meansof insuringthewholeworld'speaceandafruitfulshare ofitsgoods,aforcewhichembraces,too,thepeoples ofAsia,AfricaandtheNearEast,includingPalestine withitsHolyPlaces-istherestoringofEuropean solidarity.Butthisunityisnotassureduntilallthe associatednationsrealisethatthepoliticaland economicdefeatsofonecannowhereinthelongrun resultintruegainsfortheothers.
Thisunityisnotstrong,asfarastheformingof publicopinionisconcerned,ifinthehourofcommon peril,criticism,eventhoughjustified,ofonenation's actionsisexpressedbytheotherwithsuchonesidednessastocausedoubtthatanybondofunion atallremains.
beimpossibletojudgecorrectlycertainimportant questions,suchasmilitaryservice,weaponsandwar. Presentdayconditions,whichfindnocounterparts inthepast,shouldbecleartoeveryone.Thereisno longerroomfordoubtconcerningaimsandmethods whichrelyontanks,whentheselatternoisilycrash overbordersandsowdeathinordertoforcecivilian peopleintoapatternoflifetheyexplicitlydetest, when,destroying,asitwere,thestagesofpossible negotiationandmedia`ion,thethreatismadeof usingatomicweaponstogaincertaindemands,be theyjustifiedornot.
Itisclearthatinthepresentcircumstancesthere canbeverifiedinanationthesituationwherein, everyefforttoavoidwarbeingexpendedinvain,war -foreffectiveself-defenceandwiththehopeofa favourableoutcomeagainstunjustattack-couldnot beconsideredunlawful.
If,therefore,abodyrepresentativeofthepeople andagovernment-bothhavingbeenchosenbyfree elections-inamomentofextremedangerdecide,by legitimateinstrumentsofinternalandexternalpolicy, ondefensiveprecautions,andcarryouttheplans whichtheyconsidernecessary,theydonotact immorally.ThereforeaCatholiccitizencannot invokehisownconscienceinordertorefusetoserve andfulfilthosedutiesthelawimposes.
Freedomandpersonalresponsibility,properlyorderedsocialrelations,progresscorrectlyunderstood-theseare,indeed,human values,formaneffectsthemandprofitsby them;buttheyarelikewisereligiousand divinevalues,ifoneconsiderstheirsources.
OnthismatterWefeelthatWeareinperfect harmonywithOurpredecessors,LeoXIIIandBenedictXV,whoneverdeniedthatobligation,but lamentedtheheadlongarmamentsraceandthemoral dangersaccompanyingbarracklife,andurged,asWe dolikewise,generaldisarmamentasaneffective remedy(seeActsofLeoXIII,volume14,Rome, 1895,page210;ArchivesofExtraordinaryEcclesiasticalAffairs,notesofCardinalGasparri,Secretaryof StateofBenedictXV,toPrimeMinisterofUnited KingdomofGreatBritainandIreland,September 28,1917).
Thereare,then,occasionsandtimesinthelifeof nationsinwhichonlyrecoursetohigherprinciplescanestablishclearlytheboundariesbetweenright andwrong,betweenwhatislawfulandwhatis immoral,andbringpeacetoconsciencesfacedwith gravedecisions.Itisthereforeconsolingthatin somecountries,amidtoday'sdebates,menaretalking aboutconscienceanditsdemands.
Thisshowsthattheyhavenotforgottenthatsocial lifeissavedfromchaosonlyinsofarasitpermits itselftobesupportedbyabsolutenormsandan absoluteend.Itshowsthattheyimplicitlycondemn thosewhobelievethattheycanresolvethequestions ofhumanco-existenceonthebasisofgoodexternal appearancesandwithapracticalview,aimingtoact accordingtowhereinterestandpowermaybefound inindividualcases.
U.N.AuthorityShouldBeStrengthened
AlthoughtheprogrammewhichisatthefoundationoftheUnitedNationsaimsattherealisationof absolutevaluesintheco-existenceofpeoples,the recentpasthasshownthatfalserealismissuceeedinginprevailinginnotafewofitsmembers,even whenitisaquestionofrestoringrespectforthese samevaluesofhumansociety,openlytrampledupon. Theunilateralviewwhichtendstoworkinthe variouscircumstancesonlyaccordiAgtopersonal interestandpowerissucceedinginbringingitabout thataccusationsofdestroyingthepeacearetreated verydifferently,andthusthedifferentdegreeof gravitywhichinthesecases,takenindividually shouldbejudgedinthelightofabsolutevalues,is forthwithcompletelyperverted.
Nooneexpectsordemandstheimpossible,not evenfromtheUnitedNations.Butoneshouldhave arighttoexpectthattheirauthorityshouldhave haditsweight,atleastthroughobservers,inthe placesinwhichtheessentialvaluesofmanarein extremedanger.
AlthoughtheUnitedNations'condemnationof thegraveviolationsoftherightsofmenandentire nationsisworthyofrecognition,onecannevertheless wishthat,insimilarcases,theexerciseoftheir rights,asmembersofthisorganisation,bedeniedto Stateswhichrefuseeventheadmissionofobservers -thusshowingthattheirconceptofStatesovereignty threatenstheveryfoundationsoftheUnitedNations.
Thisorganisationoughtalsotohavetherightand thepowerofforestallingallmilitaryinterventionof oneStateinanother,whateverthepretextunder whichitiseffected,andalsotherightandpowerof assuming,bymeansofasufficientpoliceforce,the safeguardingoforderintheStatewhichis threatened.
IfWealludetothesedefects,itisbecauseWe desiretoseestrengthenedtheauthorityoftheUnited Nations,especiallyforeffectinggeneraldisarmament whichWehavesomuchatheartandonwhichWe havealreadyspokeninotherdiscourses.Infact, onlyintheambitofaninstitutionliketheUnited Nationscanthepromiseofindividualnationsto reducearmament,especiallytoabandontheproduc- tionanduseofcertainarms,bemutuallyexchanged underthestrictobligationofinternationallaw.

Wearelikewiseconvincedthatgoodmenwillnot ceasetoprayandtomakesacrificestolightenthe sadconditionsofthismartyredpeople.Thereare alreadymanyonearthwho,intheturbulentchanges ofthelasttenyears;haveexperiencedpersonally whatmiseryis.Howwoulditbepossibletoremain indifferentbeforethedirewantofothers?Andhow cantheywhoarelivingincomfortremaininsensible tothepovertyoftheirneighbour?
Buttogetherwithyourcharity,maytherebe grantedinabundancetothoseinmisfortune,above allelse,thelightandthelifeofthemysteryofChrist birth.BothhavebeengiveninChrist.Andthis grace,thispeaceandthistrustinGodwhichwill restorealljusticeandrewardallsacrificewillnot beabletobetakenawayfromthembyhuman power. TwoFallacies
Legislationsettingupa "unified"schoolsystemwas passedinLowerSaxonyin 1954bytheSocialDemocraticgovernmentofthat State. The legislation, whilestillonthebooks,has notyetbeenenforced.
Sincethattime,the SupremeConstitutional CourtofGermanyhasbeen consideringacaseinvolvingtheschoollegislation. TheGermanFederalGovernmenthasfiledsuitto havetheLowerSaxonylaw declaredunconstitutionalon thegroundsthatitviolates provisionsofthe1933German-Vaticanconcordat.
Inhisremarkstothe Bavarianteachers,thePope saidthattheStatehasan obviousdutytomeetthe expectationsanddesiresof thosewhohavearightto education,eitherthrough theorganisationofschools or,moreparticularly, throughthethoroughfor- mationofteachers.
ApplyingthistoCatholic studentsmeansthatthe Stateshouldinsureproper relationsbetweenteachers andCatholicparents,the Popesaid,basingtheserelationson victionsthereligiousconandmentalityof bothstudentsandteachers.

HewenttoRussiawitha groupofotherAmerican newspaperpeople,andhe spokehismindasplainly thereashedoeshereabouts.
Thegroupwasinthe chargeofayoungwoman CommunistnamedNatasha, whoprobablywishesshe hadneverseen-andespeciallyheardfrom-the AmericanskiMisterHopkins.
Natasha,showingthe grouparoundMoscow, boastedthatreligionisfree intheSovietUnion,andfor evidenceassertedthatthere are14churchesopeninthe capital.
SomeoftheAmerican newspaperpeopledutifully expressedastonishmentand admiration,butnotHoppy Hqpkins.Heinterrupted thechorusbyblurting:
"Waitaminutewaita minute!Fourteenchurches inapopulationofmorethan 4,000,000?Geewhiz-we've got14churchesinNorth East,andourpopulationis only5,200!"
"Furthermo,re,the churchesthatwereopenin Moscowwerelittlebitty things.Therearesome magnificentbigchurches there,especiallybehindthe Kremlinwalls.Butthey

Atonepointinthetour, Hopkinsgotsosickand tiredofhearingNatasha claimthattheSovietsinventedeverythingthathe toldher.-

MariannaHopkinswas scandalisedbypricesin Russia.Shefoundthata smallchocolatebarcosts oneandaquarterdollars, andapoundofbutterthree andahalfdollars.The onlyinexpensivethingisa haircut-20cents.Mostof thebarbersarewomen.

cities.Heburnedupthetransatlantictelephoneto theU.S.StateDepartment. Heenlistedtheservices ofatravelagentofwhomit wassaidthatifhecouldnot getatouristwhatthe touristwanted,nobody could.
Withonethingandanother,Hoppyworedownthe Soviets,untiltheystamped hisvisas,apparentlymuch againsttheirbetterjudgment.

HoppysaidtheRussian peoplearefine-justlike Americans.Theyarefriendlyandcurious.Butthe Sovietarmyofficersandthe politicalpolice,whoappear tobeeverywhere,aredistantandsuspicious.
WhenHoppyandMariannaweretakentothehuge tombinRedSquare,which holdstheembalmedremains ofLeninandStalin,theywereescortedrighttothe frontofthelonglineof patient'Russianswaitingto getin.Theywereastonishedtobeapplaudedbythose inline.SaysHopkins:
