Sisterspentmostofher apostolateinFremantle, Withtheexceptionofafew yearsinAlbany.Asamusic teachersheworkedwith untiringenergy,obtaining fruitfulresults.Hercharitytowardsthesickand poorwasdisplayedbyher eagernesstovisitandconsolethem.
Thesuddennessofher deathwasashock,notonly tothemembersofhercommunity,withwhomshehad joinedintheclosingprayers ofthedaylessthananhour beforeherdeath,butalso toherrelatives,friendsand pupils.
Itwasthenthe"acceptabletime"forSister,and withfullresignationher Sistersinreligionsaid, "God'sHolyWillbedone." Mayhersoulrestinpeace. HisGracetheArchbishop presidedattheSolemnRequiemMasswhichwas celebratedbytheV.Rev.J. Sullivan,O.M.I.,inSt.Patrick'sChurch.

TherootoftheProfessor'sdifficultyisthathe understandsverywellwhattheologyconcernsitself with,buthehasnopatiencewithascientific approachtoreligionbecausehisnotionsofreligion arenotalittlenaive.Hebelongstothe"religionis-so-simple-because-it-is-just-love"school,asif anythingwhichconcernedtheinfinitelycomplex simplicityofGodandthewholelifeofmanhere andhereaftercouldbeanythingbutinvolved.Yet inanothersenseChristundoubtedlyintendedHis religiontobesimplebecauseHedemandedthatall menshouldacceptitunconditionally.Andthe simplestwayofdoingthatisbyfaithintheauthoritativeteachingbodyestablishedbyChristforthat verypurpose.
Tohavefaithisnottogiveupthinking,however. Curiouslyenoughitisbecausemenofardentfaith andkeenintellectseektofindreasonsforthehope thatisinthem,thattheProfessorbecomesso irritatedwiththem-"arguinganddogmatisingand contradictingoneanother."Yetthemajorissueof religion-theexistenceandnatureofGod-isnot, inthefirstinstance,acceptedonfaith,becauseone mustbeconvincedthatGodisbeforeoneaccepts sometruthonthegroundthatGodhasrevealedit. Sotheprimarydebateisnotatheologicaloneat all,butamatterofphilosophy.Onceitisestablished thewayisclearfortheacceptanceoftheentire Christianrevelationbyfaith-asimpleanduncontentiousreligion.

Itisquiteanotablephenomenonthattherestof theworldisagreatdealmoreimpressedwiththe calibreofthePrimeMinisterthantheAustralian publicseemstobe.Itis,ofcourse,quiteproper forMr.Menziestoofferortolendhisservicesto anyinternationalcausewherenegotiationmayserve theinterestsofworldpeace.Hedidjustthatin theCairomissionwhich,althoughitfailed,seemed toleaveeveryonepleasedwiththemannerofits conduct.Buthavingnowreturnedtoaderanged economy,theAustralianpublicisreasonablyexpectingthatitsnationalleaderwouldshowmore interestininflationthanintheSuezCanalwhich isindeedquitesecondaryasanationalconsideration.
Thathopehassofarremainedunfulfilledand Mr.Menzieshasquitecheerfullytakenuponhimself thefunctions,notonlyoftheMinisterforExternal Affairs,butofanelderstatesmanoftheBritisn Commonwealth.Australiahasalreadyhadbitter experienceofwherethatkindofambitionends.It hasstillbeforeitthesadcaseofDr.Evattwhose egohasneverrecoveredfromtheworldaccordhe achievedontheeminencesofU.N.O.Themania fortourismisbadenough,buttheambitionof leadingthenationstothewaysofpeaceisalittle over-weaninginamanwhocannotkeephisown houseinorder.ThePrimeMinister'sforeignaffairs pre-occupationmightatthemomentbemoreprofitablydivertedtocounteringIndonesia'sattempt totakewesternNewGuineabystealth.Alsothe penetrationofRedChinaintotheWaStatesof Burmaisamatterwhichwillbeartheclosest scrutiny.
Meanwhilenearerhome,thefightovertheprojectedAnti-ProfiteeringBillisgatheringmomentum.Itispathetictoobservesmallgroupswho professtofightforcivilliberties,bydentoftheir opposition,virtuallylendingaidandcomfortto monopolies,trustsandunhealthyconcentrationsof capital.Theyhave,ofcourse,fallenintotheerror ofbelievingthatitispossibletopreserveandeven extendpoliticallibertieswithoutfirstassuringwidespreadeconomicfreedom.Withoutthatasaground andbasealltalkofpoliticallibertyisanillusion.
Whatisreallyremarkableisthefeeblenessofthe caseputbeforethePremierforthesuppressionof theBillandthefailureofbusinessmentoproduce abusiness-likeplanofself-disciplineasasubstitute. Itiscommonknowledgethatinnotafewfields,particularlywherethereisacornerorcombineina specificcommodity,theprofitmarginisfantastically high.Thebestindicatorinthisdirectionarethe amazingtradediscountsgenerallyapplicable.The dailypressfulminatesagainstthesettingupofa "businessdictator"whenwealreadyhaveasupreme inquisitor'intheTaxationDepartment.Itispossible thatsomeoftheprovisionsoftheBillcutacross presentprivilegeandevenrights,butiftheseprerogativesarebeingemployedagainstthecommon good,thereisastrongcaseinmoralsandpolitical philosophyforcontrollingthem.Tomoderatethe exerciseofarightisnottoinvalidatetheright itself.
Butclearlythetimehascomewhenitisless pertinenttotalkofrightsinthebusinesscommunitythanofdutiesandresponsibilities.One goodresultofagovernmentinquirywouldbeto revealtheextenttowhichtheeconomyisburdenedbymiddle-menwhoperformnoessentialsocial functionandwhoseeliminationwouldgofartowardscheapeningthecostofgoodsandservices.

Atlastcametheanswerfromoursuperior,Abbot CandidaofLaCava.Itwasinthenegative.Straight away,abandoningallthoughtofthemission,wemade allpreparationsforsailingtoNaples.Beforesetting out,afterwehadcommendedourselvestoGod,to theBlessedVirgin,andtoourgloriouspatriarch,we confidedthisdesolatingnewstoMgr.Brunelli,who restoredourcourage,biddingustoremaininRome. Heassuredusthatitwashisbusinesstoobtainper missionforusfromtheAbbot.
Asaresultwereceivedafewdaysafteraletter fromourholyFatherAbbotwhichfilleduswith joyandconsolation.Hesaidthat,fearingwemight nothaveatruevocation,heostensiblyopposedour request,butonconsiderationofourconstancy,which showedwewereactuatedbymorethanasimpleresolution,hehadbeenfirmlyconvincedthatGodHimselfwasmakingHisvoiceclearlyheardinourregard,andthatconsequently,inordertonotrun countertothedivinewill,henotonlygavehisfull permission,butwisheduseveryblessingfromHeaven. HeendedbysayinghewasprayingtoGodforthe successofourholyundertaking.
Withthisletterallourdifficultieswerefinally solved,andweweremorethaneverdeterminedto setoutforAustralia.AtthesametimeMgr.Brady pointedouttotheSacredCongregationofPropaganda,thenecessityofseparatingWestAustralia fromSydney,allegingthegreatdistancebetween thetwocapitals,SydneyandPerth,andthenear imposibilityofcommunicationbetweenthem.

IntherepresentationhemadetotheSacredCongregationonthisscoreherecommendedDomUllathornasbeingineveryrespectmostworthyof beingromotedtothebishopricofPerth.Already ontwooccasions,onaccountofhishealth,hadDr. Ullathornerefusedthathonour,andnowforthe thirdtimeherefusedagain,anditwasthenthat thechoicefellonMgr.Bradyhimself.Havingmade aretreatofafewdaysinamonastery,Dr.Brady wasconsecratedBishopofPerthonSunday.18th May,1845;thedayonwhichthefeastoftheHoly Trinityfellthatyear.Ontheconsecrationofthe newbishop,theSacredCongregationdecidedthat DomSerraandIshouldnotgototheSydneymission ashadbeenpreviouslyarranged,butweretoaccompanyMgr.BradytoPerth.
Onthe5thJune,inthecompanyofMgr.Brady. ConfalonieriandCaporelliwehadanaudiencewith theHolyFathertoreceivehisfinalblessing.After ashortaddress,HisHolinesspresentedMgr.witha crucifix,andeachofuswithasilvermedal,onone sideofwhichwasrepresentedOurLordsendingHis apostlestopreachtheGospeltothewholeworld, andonthereversesidehisownlikeness.Kneeling athisfeetwereceivedhisblessing,andIrecall,not withoutemotion,howwetwoBenedictines,being thelasttoprostrateourselvesbeforehim,heplaced hishandonourheadssaying:

Milan,Sept.6.-Apreviouslyunknowngroupof 14thcenturyfrescoeshas beendiscoveredinSt. Mark'sChurchhereasthe resultofpreparationsfor celebratingtheseventhcentenaryoftheAugustinian Orderthisyear.
Thediscoverywasmade duringrestorationworkon 16thcenturyfrescoesofthe dellaRoverebrothers, knownastheFiamminghini.
Thesefrescoesdepictthe adventofthe"GreatUnion" -theunionofallhermit ordersintooneorderof Augustiniansduringthe reignofPopeAlexanderIV in1256.
Thenewlydiscovered frescoes,whoseoriginisso farundetermined,show scenesfromthelifeofthe BlessedVirgin.Theywere paintedonthelowerpartof thewallofthechurchwhere for400yearstheyhadbeen hidden.
Theyarcnowbeing studiedbyartexpertsto determinetheiroriginand value.

ActingunderthedirectionofRev.HenriRoy, O.M.I.,founderoftheJ.O.C.there,studygroups weresetupin1938-39andanintenseresearchundertaken.ThePapalencyclical,"CastiConnubii," onChristianmarriage,wasstudiedinaneffortto seekaremedy.
Thestatistics-16,464committeemeetings,79,392 studygroupsessionsand600generalassembliesindicatehowintenseandthoroughwasthisstudy intotheproblemsofmarriage.
Itwasfoundthattoomanycoupleswereembarkingontheseaofmatrimonyinshipswhich hadnotbeenbuilttobuffetthestormsahead;the skippersofthematrimonialcraftsdidnotknowwhat todowhenconfrontedbyemergencies.
Rev.AlbertSanchagrin,thepresentOblateProvincialinCanada,organisedwhathasbecomeknownas "TheHundredMarriages."
TheywereafeatureoftheCanadiannationalcongressoftheJ.O.C.in1939andactuallytherewere105 couplesmarriedinopen-airceremoniesbeforethe grandstandoftheMontrealStadium,thatcity'sbaseballpark.
MembersoftheHierarchyandclergyperformed theceremoniesinthepresenceofthousandsoffriends andrelatives.
Studygroupsandclosedretreatshadcarefully preparedthe210youngpeople.Notoneofthose 105marriageshasbeenbrokentoday,exceptthrough death.
TheJ.O.C.,encouragedbythesuccessofthisapproachtothemarriageproblem,setupaMarriage PreparationService,whichconsistedofconferences, forumsandclosedretreats.
Theyear1939wasagrimyearforitmarkedthe outbreakoftheSecondWorldWar.Manyofthe youngpeoplejoinedthearmedservicesandothers workeddayandnightinwarfactories.

Thesecircumstancesmadeitdifficulttogetprospectivegroupsofbridesorbridegroomstogether forthestudiesofthiscourse.
Itwasdifficult,inthosehard-pressedyearsofwar, toorganiseforumsandperiodsofreligiousmeditation,asalsotoassurethenecessarycontrolover theteaching.Everyonewasgoingall-outinwar work,andprofessionalmen,suchasdoctors,were literallysweptofftheirfeetwithlittletimeforside duties.
Thatiswherethe"CatholicCentre"steppedin. FatherGuayorganisedthepreparationofastandard manual,completeandpracticalforallpersonsinterestedintheChristianpreparationformarriage.
Twoyearswererequiredforthepreparationof chaptershavingtodowiththedoctrinal,medical, physicalandeconomicaspectsofmarriageandthe correlationofallintoavolumewritteninlanguage easilyunderstoodbythemosthumblelayman.
Atlonglastitwasready.Eachchapterwas printedonloose-leafpagesandeachchapterhad itspagesofquestionswhichhadtobeanswered beforethenextchapterwasforwarded.
Ahandsomeleatherfolderwentwiththefirst lessonandthefinishedmanualprovidedabooksizedworkwhichcouldbekeptathandforconsultationatanytime.
Itprovidedacompleteanduniformapproachto marriageineasilyunderstoodandcompactform.
Itwasnowpossibletomeetrequestsfromall personsreallyinterested.Thereweresimplyenforcedprecautionstoensurethatitdidnotfallinto thehandsofthemorbidlycurious.
ThesuccessoftheMarriagePreparationService wasapparentfromthefirstweeks.TheAmerican NationalCatholicWelfareConferenceNewsService publicisedthework,specialarticlesandadvertisementsappearedinCatholicpapers.Secularpress reportsandmagazinearticleshelpedtospreadits fame.
DemandsComeFromWholeWorld
Withinafewmonthstherewererequestsforinformationfrompersonsin52countries.Onenotice inoneCatholicpaperinAmericaalonebroughtin 4.000requests.

Allthishappenedltomeandmore,fortheotherwisegoodschoolsthatIattendedinculcatedthesame attitude.Nothingsocrudeasanopenattackon Catholicismeveroccurred,theteacherswerefartoo gentlemanlyforthat;butasneerhere,andanunfavourableallusionthere,inevitablybuiltupastrong prejudiceagainsttheChurch.
ConsequentlyIgrewuptakingitabsolutelyfor grantedthattheCatholicChurchwasavastevil conspiracy,basedonignoranceandlostincorruption.Itwasquiteunthinkableformethatanyintelligentpersoncouldpossiblybelieveinit.
Yetattheageoftwenty-fourIbecameaCatholic. IbecameaCatholicbecauseIhadto,becauseIsaw thatitwastrue,becauseIeitherhadtoacknowledgethattruthorlivealie.Howstrangearethe waysofProvidence.IntheworldlysenseIhad nothingtogainbysuchastep,andquitepossibly muchtolose.Yetinthefouryearsbetween1928 and1932Iwentfromcontemptuoushostilityto Catholicism,throughcuriosityaboutit,toadmiration forit,andfinallytoconvictionbyit.

Bydemocracy,wemeanthedemocraticformof government-aformofgovernmentwhichvestssovereigntyinthepeopleandwhichisadministeredby thepeopleeitherinpersonorbytheirdelegates.
Democracyisnotproperlyagovernment;butwhat iscalledthegovernmentisahugemachinecontrived tobewieldedbythepeopleastheythinkproper. Itcomesfromthepeople,isadministeredbythem andforthem,andthepeoplearetokeepwatch andprovideforitsrightadministration.
Itisabeautifultheoryandwouldworkadmirably, ifitwerenotforonelittledifficulty,namely-the peoplearefallible,bothindividuallyandcollectively. Theyareswayedbytheirpassionsandinterests, whichnotinfrequentlyleadthemfarastrayand producemuchmischief.

Butamongtheseworldlyinterests,somearestrongerthanothersandcancommandthegovernment

Theanswertothisquestionmostcommonlyiseducation.Butwemustrememberthatwemust havevirtueandintelligence.Virtuewithoutintelligencewillonlyequipthepeopletobedupedbythe smartanddesigning.Intelligencewithoutvirtueonly makesapersonanablerandmoresuccessfulrogue. Educationmustbeoftherightsortifitistoanswer ourpurpose abadeducationisworsethannone.
Education,moreover,demandseducatorsofthe rightsort.Wherearethesetobeobtained?Whois toselectthem,judgeoftheirqualifications,sustain ordismissthem?Thepeople?Thenyouplaceeducationinthesamecategorywithdemocracy.You makethepeopletheeducatorsthroughtheirrepresentatives.Thepeoplewillselectandsustainonly sucheducatorsasreflectthepeople'svirtues,faults, intelligenceanderrors.Whethertheyeducatethemselvesthroughothers,theycanimpartonlywhat theyhaveandare.Consequently,withthemfor educatorsandevenmeansofuniversaleducation, wecanbringnoincreaseofvirtueandintelligence tobearonthegovernment.Thepeoplemayeducate, butwhereisthatwhichtakescarethattheyeducate inthepropermanner?Hereistheverydifficulty wepointedoutinthebeginning.Thepeopletake careofthegovernmentandeducation,butwhoor whatistotakecareofthepeople,whoneedtaking careofquiteasmuchaseithereducationorgovernment?
Thereislittlethateducationcando-eventhebest educationpossible-inapaganisedsociety.Children arenoteducatedintheschoolroomalone.They areeducatedinthebosomofthefamily,inthestreets, amongtheircompanions,bythegeneraltoneofthe societyinwhichtheyarebroughtup.Characteris formedfarlessintheschoolroombyteachersand professors,thanbytheenvironmentandcharacterof thesocietyinwhichthechildrenareraised.The toneandcharacterofthesocietyarenottobechanged byeducationalone.Thesemustberightbefore theeducationcanbemadewhatitshouldbe.
ChurchExistsToGovernPeople
Thereis,ofcourse,onlyonesolutiontothiscomplexproblemandonlyoneanswer-religion.
Thereisnofoundationforvirtueexceptingin religionandreligionalonecandevelopandpromoteapopularvirtueandintelligenceequaltothe taskofkeepinggovernmentintherightdirection. Irreligiouspeople,howeversuccessfultheymaybe inthrowingoffoldinstitutionsandintroducingnew ones,havenotthepowertosecurethefreeand wholesomeworkingofanyinstitution.Forthe peoplecanbringtothesupportoffreeinstitutions onlythedegreeofvirtueandintelligencewhich theypossess.Democracyentruststhegovernment tothepeople,andreligionmustequipthepeople totakepropercareofthegovernment,rightlydirectingandwiselyadministeringit.
Butwhattypeofreligion?Itmustbeareligion whichisabovethepeopleandcontrolsthem,orit willnotanswerthepurpose.Ifitdependsonthe people,ifthepeoplearetosaywhatitshallbe,what itshallteach,whatitshallcommand,whatworship ordisciplineitshallrequire,thenwearebackto ouroriginaldifficulty.Thepeopletakecareof religionbutwhoorwhatistotakecareofthepeople?
TheCatholicChurchquiteadequatelyservesthis purpose.
TheCatholicreligionassumesasitspointofdeparture,thatitisinstitutednottobetakencareof bythepeople,buttotakecareofthepeople;not tobegovernedbythepeople,buttogovernthem. Thismaysoundharshindemocraticears,butitis nottheofficeofreligionalwaystosaysoftorpleasingwords.Itmustspeakthetrutheventounwilling listenersandithasfewtruthswhicharenotharshand gratingtotheworldlymindorthedepravedheart.
Wecanhavenosecurityforpopulargovernment unlesswehavesomesecuritythatthepeoplewill administeritwiselyandjustly.Andwehaveno securitythattheywilldothisunlesswehavesome securitythattheirpassionsandworldlyinterestswill bemoderatedbyrightandjustice.Wecanfind thissecurityonlyinareligionthatisabovethe people,exemptfromtheircontrol,whichtheycannotcommandbuthastheauthoritywhichtheywill obey.Weknowtheforceofthiswordandwemean
Religionthenactuallyservestosustainpopular libertybecausepopularlibertycanbesustained onlybyareligionfreefrompopularcontrol,above thepeople,speakingfromaboveandwithauthorityto command.SuchareligionisfoundintheCatholic Church.ItacknowledgesnomasterbutGodand dependsonlyontheDivineWillinrespecttowhat itshallteach,whatitshallordain,whatitshall insistuponastruth,piety,individualandsocial virtue.
Itwasnotmadebythepeople,butforthem.It isadministerednotbythepeople,butforthem. Itisaccountablenottothepeople,buttoGod.Not dependentonthepeople,itwillnotfollowtheir passions.Notsubjecttothepeople'scontrolitfieli notbetheiraccompliceininiquity.Speaking God,itwillteachthemthetruthandcommandthem topractisejustice.
Forthispurpose,theveryconstitutionofthe CatholicChurchismadetoorder.Itiscatholicor universal.Itteachesallnationsandhasitscentre innoone.IfitweremerelyanationalChurch,it wouldtendtofollowthecapriceorinterestsofthe nationandbecomethetoolofthegovernmentor ofitspredominatingpassion.Thegovernment,if notdemocratic,woulduseittosuppressthepeople, tofavouritsambitiousprojectsoritsunjustpolicies. Underthepopulargovernment,itwouldbecomethe toolofthepeopleandcouldplacenorestraintonthe rulinginterestoronthemajority,butwouldbecompelledtosanctionandconsolidateitspower.But havingitscentreinnoonenationandextending overall,itisindependentofallwiththesamevoice andthesameauthority.
ChurchProvidesMoralRestriction
ThistheCatholicChurchalwayshasunderstood andhencethemanystrugglesoftheoften-calumniatedPopestosustaintheunity,catholicityandindependenceofCatholicspiritualpower.
CivilpowersalwayshaverecognisedthevastspiritualpoweroftheCatholicChurchandsome, whileprofessingtheCatholicFaith,havesoughtto breaktheunityofCatholicauthority.Theyhoped inthiswaytosubjecttheChurchintheirowndominionstothemselves.
Weshouldkeepcarefullyinmindwhyitcan besaidthattheCatholicChurchsustainspopular liberty.ItisbecausetheCatholicChurchisnot subjecttopopularcontrol.Itisnotsubjecttothe whimsofdifferentindividuals,nortotheselfish controlofthisgrouporthat.Itmaintainsthetruth andauthorityofChrist'steachingat,alltimes,under anyandallformsofgovernment.
ButinwhatsensedoweasserttheCatholicChurch tohaveauthorityoverthepeople?Theauthority oftheCatholicChurchis,ofcourse,spiritual,and theonlysenseinwhichwedefenditsnecessityis asthemeansofincreasingthevirtueandintelligence ofthepeople.Itisareligious,notapoliticalpower. ItisaChurch,notaState.Itisakingdomonly inthesenseinwhichChristusedthatword.
Democracy,wehavepointedout,isthatformof governmentwhichveststhesovereigntyinthepeople. Ifwerecognisethesovereigntyofthepeopleinmattersofgovernment,wemustrecognisetheirpolitical righttodowhattheywill.Theonlyrestrictionwe contendforisamoralrestriction.Andtheauthoritywecontendforisnotonethatpreventsthem fromdoingpoliticallywhattheywill,butratherone whosemoralandspiritualinfluencepreventsthem fromwillingthatwhichtheyoughtnottowill.The onlyinfluenceonthepoliticalactionofthepeople whichweclaimfortheCatholicChurchisthat whichitexertsonthemind,theheartandtheconscience-allinfluencewhichitassertsbyenlighteningthemindtoseethetruepurposeofmaninthis world,therelativevalueofallworldlypursuits, bymoderatingthepassions,byinflamingthehrt withthetrueloveofGodandtheneighbour, bymakingindividualsactinallthingsseriousy, honestlyandconscientiously.Thepeoplewillthus cometoseeandtodesirewhatisjustandrightand willgivetothegovernmentawiseandjustdirection.
CitizensNeedAuthorityOfPope
Thisisthekindofauthoritywemaintainisnecessaryforthepeople.Andthisisthebogeyofthe "hierarchy"whichsomepeopleusetofrightentheir credulousneighboursconcerningtheaimsofthe CatholicChurch.
Itisourhopethatthepeopleofallcountriesfreely acceptthespiritualauthorityoftheCatholichierarchy.AsthevisibleheadoftheCatholicChurch, asthesuccessorofPeter,theVicarofChrist,and thespiritualauthoritywhichChristhasinstituted toteachandgovernthepeople,weassertthesupremacyofthePopeandtellourfellowmenthey needhisauthority.Theymayflareupatthisand writeabusivecriticisms,butthisrepresentsthe Catholicbeliefandnoonecanhonestlychallenge ourrightsotobelieve.Weholdfurtherthatthose whowantthefullspiritualtruthcanconscientiously donolessthantoinvestigatetheCatholicclaim.
