Forsomeyearspast,however,thenecessityforexpansiontocaterfortheincreasingenrolmentshad beenbecomingnotonly urgent,butimperative.
Due,however,tocircumstancesoverwhichthe Brothershadlittleorno control,itwasimpossible forthemtodoanythingbeforenow,buttheyhad hopedforthatday,andtodaytheirprayerwas answeredandtheirhopes andtheirambitionswere realisedandfulfilled.
Theirfriendsandadmirershadcomethereintheir hundredstojoinwiththe ChristianBrothersinthe joywhichwelledupintheir heartsonanoccasionlike that,tocongratulatethem, toshowtheirpracticalsympathywiththatproject.
Theywishedtoshowtheir appreciationofwhatthe
ChristianBrotherswere doing,notonlyhere,but everywhereintheother schoolsandinstitutionsin WesternAustralia-toshow theirappreciationofwhat theChristianBrotherswere doinginthefieldofeducationfortheChurchandfor theStatealike.
Asuitableinscription, continuedtheArchbishop, onthecommemorationtabletofthatnewblockwould beaninscriptionfoundin otherandolderschools: "Educatiochristianasalus populi,"whichmeant: "Christianeducationisthe salvationofanation."
IfAustraliaweretotransmittogenerationsofAustraliansyetunbornthe benefitsshehadreceived, shewoulddosoverylargelyasaresultoftheChristianeducationofheryouth.
Theexperienceofother andoldercountries,andthe verynatureofhumangovernmentleftnoroomfor doubtonthatpointinthe mindofthestudentof politicalscience.
Forthepreservationof societyandthemaintainanee oflawandorder,three thingswererequired:auth-
ority,liberty,religion-the State,theindividualandthe Church.
Thosethree,eachinits ownsphererecognised,in itsindependenceguaranteed,initsfreedommaintained,constitutedtheideal government.
Statesmentoday,and sincetheendofthewar, werebusyplanningareorientationandre-organisationoftheworld;they wererightinassumingthat thecoreofallsuchreorientationwaseducation, buttheydidnotseemto havelearnedfromhistory thatitwasonlyChristian educationthatwouldsave theworldfromchaosand ruin.
Thesalvationoftheworld dependeduponprinciples consistentwithChristianity, anditwaspreciselythe functionofChristianeducationtoimpartsuchanattitudetoouryouth.
Thatwasourconviction, andwehadthecourageof ourconvictions,notwithstandingthatthatcourage hadcausedusmuchsacrifice.

Twoimportanteventsinrecentweekshaveleo Catholicthinkerstoreviewthepositionoflaymen actinginthefieldofpublicaffairs:
1.TheApostolicDelegatehasclarifiedthenature ofCatholicsocialactionand
2.TheAustralianHierarchyhasgivenarenewedapprovaltotheCatholicSocialMovement.
ItisnotsurprisingthattheBishopsshould praisetheCatholicSocialMovement.Theblessingsithashelpedtobringtoourcountryhave notbeendirectlyexperiencedtoanylargeextent inWesternAustralia,butintheEasternStatesthey havemeantagreatdealtomanyaworkingman.
Co-operatingwithnon-Catholiccolleaguesinthe IndustrialGroups,theLabourmembersofthis Movementplayedavitalpartintheoverthrowof iniquitousCommunistcontrolofgreatkeyunions, particularlytheIronworkers'andClerks'unions.
Thesevictoriesmeantthatenormoussumsof moneyformerlyinthehandsoftheCommunist Party,foruseinthedisruptionofnormalsocial life,havebeenplacedinthecontrolofunionsrun byhonestandprogressiveindustrialleaders.
Morbover,hundredsofpagesofunionjournals formerlychannellingCommunistpropagandainto thehomesandHeartsofdecentAustralians,have beenwonbackandcleansedandarenowusedto propoundideasconducivetothebettermentofthe worker.
OrganisationsDoNotNeedDirectives
Thesituationhasimprovedconsiderablybutthere arestillaspectswhichcauseconcerntomany patrioticAustralians.Powerfultransportunions, capableofparalysingtrade,arestillunderCommunistdomination.TheWatersideWorkers'FederationandtheShipsPainters'andDockers'Union areunderthecontrolofwell-knownCommunists andtheAustralianRailwayUnionhasaCommunist asfederalpresident.
AtthesametimetheIndustrialGroupsfindthemselvesweakenedbythewithdrawaloftheendorsementoftheAustralianLabourPartyandconsequentlytheCatholicSocialMovement,whoseLabour membershavebeenco-operatingwiththeworkof theGroups,findsthetaskoffightingCommunism mademoredifficult.
AgainstthisbackgroundtheApostolicDelegate spokeinMelbournerecentlyclarifyingtheposition oftheCatholicSocialMovement.Hepointedout thatanorganisationofthisnaturedoesnotcome undertheposftivedirectionoftheHierarchy. Normallytheproposalsanddirectivesofsucha movementaretheresponsibilityoflaymen.
Itisthetaskoftheselaymentoworkoutpractical programmesandtowinsupportfortheirprogrammesasbesttheycan.TheApostolicDelegate alsoacknowledgedtheworkdonebytheCatholic SocialMovementoverthelasttenyearsinthe fightagainstCommunismintheindustrialfield.
ThisclarificationmustendearthePope'srepresentativetoCatholiclaymen.Theyhavebeenaccusedofbeingpriest-ridden,agentsofRome,etc. TheDelegatehasrecognisedpubliclythatwhile carryingtheChurch'sapprovaltheymay,withpropermoralandspiritualtrainingfortheirwork,be trustedtoexerciseafreehand,tofaceupto problemsasAustraliancitizenswithoutnormally anyneedofdirectivesfromtheirBishops.
Theycananswerthecryof"CatholicActionist" bysayinginalltruththattheyareCatholiclaymen exercisingtheirownjudgmentonpracticalissues. InspiredbythecharityofChristintheChurchand guidedbytheprinciplestaughtbyChristinthe Churchthesemenfuelthefightunhamperedby thedangerofinvolvingtheofficialChurchinmistakesthatareinevitable,tosomeextent,inthe confusionofindustrialandpoliticalbattles.They aloneareresponsiblefortheirpracticaldecisions andpolicies.
Inthelightofthisclarificationthepositionof Mr.Santamariacanbeseeninitstrueperspective. AschiefexecutiveofficeroftheCatholicSocial Movement,Mr.Santamariahasbeensingledout forthebitterestattacksbyCommunists,fellowtravellersandperhapssomefrustratedopportunists. Liesandsectarianabusehavebeenusedupand downandacrossthecontinenttoblackenhisname.
EvenafewCatholichereinourownStatehave firedrandomshotsinthevolleyofvilification.This so.'tofthingmustbeexpectedwheneveraman standsoutandwinssuccessesinthefightagainst Communism.Thecomradeshavebroughtalltheir gunstobearandhaveattemptedtotrickothers intojoiningtheminwipingouttheiropposition.
TheHierarchyofAustraliaandtherepresentativeoftheHolySee,afterenquiringcarefullyinto thetruefactsofthecase,havenowindicatedtoall thosewhocaretolistenwhat,infact,isthetruth ofthematter.
ArchbishopMannixbecamethespokesmanfor theBishopswhenonApril15,speakingatNewman CollegeinMelbourne,hesaid:"Withinthelastfew daystheBishopshadameetingatwhichIwas present.CardinalGilroypresided.TheBishops renewedtheirpraiseoftheMovementandappealed toMr.SantamariaandtheexecutiveoftheMovementtointensifytheircampaign,ifpossible,against thegrowingmenaceofCommunism."Suchacommendationwouldnothavebeengiveniftherehad beentruthintheevilaccusationslevelledatMr. Santamaria.
"SolitaryRayOfDemocraticLight"
Later,attheopeningoftheNationalCatholic RuralMovementConventioninCanberraonMay 14,theApostolicDelegatemadeitclearthathe spokeonbehalfoftheHolySeewhenhesaid thatthenameofMr.Santamariawasdeartohim, totheChurch,andtothenation.
Again,suchcommendationisnotgiventoa "strifemerchant"responsiblefordissensionand bitternessevenamongCatholics.Thesuspicion arisesthatthoseevilsarenottheresponsibilityof Mr.Santamariabutofthepeoplewhoseactions deservedtobeopposed,andwhichindeedhedid oppose.
AnissuewhichbroughtMr.Santamariabefore thepublicwastheweakeningoftheIndustrial GroupsbytheFederalExecutiveandtheso-called FederalConferenceoftheLabourPartyinHobart. SenatorCooke,Mr.T.Burke,Mr.D.JamesandMr. K.BeazleyfromthisStatewouldnoteventake partintheHobartConference,becauseitthrew awaytheLabourRuleBookbeforehand,andin ordertopresshomeanattackontheGroups.
CatholicsactiveintheLabourPartyinW.A. cannotforgethowtheseindividualssufferedfor theirstandatHobart.BishopStewartofBendigo paidtributetothematthetime,whenhesaid: "Theirattitudewasthesolitaryrayofdemocratic light TheirsubsequentstandforavitalprincipleofBritishjusticehaswonthemadmiration, andhasgivennewhearttogenuineloversofApstralia."
WithintheStateitself,astrongprotestagainst theweakeningoftheIndustrialGroupswasregisteredbyMr.I.HandcockandMiss0.Anstey,duringthelastFederalelection.Andalthoughthe Groupshadneverfunctionedhere,andconsequently theissueswerenotsoobvious,aconsiderablenumberofvoterssawfittosupportthemintheirpublic protest.Atthesametime,manyCatholicsdidnot seefittosupportthemannerinwhichtheprotest wasmade.
ThiswasnotacaseofdivisionamongCatholics onamatteroftheteachingoftheChurch,norwas theredissentfromadirectiveoftheHierarchy,for nodirectivewasgiven.Itwassimplyacaseof adivergenceofviewsamongstCatholicsinthefield ofsocialaction,notasregardsprinciples,butas regardstheapplicationofthoseprinciplesina practicalsituation,wheremanyconflictingfactors wereinvolved.

Automation,whichburstupontheworldasa ratherlimpanduglyword,hasnowmadeitsbeginningasalargeanduglyfact.Noonecanforsee whatsocialconsequenceswillfollowuponthelatest andfinalphaseoftheIndustrialRevolution,butit iscertainthatitssponsorsareagreatdealless troubledabouthumanproblemsthanaboutmarkets andmoney.Giventhepostulatethatcapitalism startedouttoperfectthemeansofproduction,the comingofautomationwasinevitable.Themad systemofcompetitionmustneedsstrivefora technocraticperfectionwhichwillproducegoods atthegreatestpossiblevolumeandthelowestpossibleprice.Soitisthatthemachinecr by manhasdevelopedtothepitchwherethearititure isgreaterthanthecreator."Weareonlymen. Master.Haveyouheardofmen?"
Buttheincreasingtechnicalperfectionofcapitalismonlyservestodeepenthesocialandeventhe economicdilemma.Inthebadolddaywhenruggedindividualismwasthekeynoteofthesystem, beforetherichhadrealisedtheadvantagestobe hadfromtrustsandcombines,itwasclearthat cheapgoodscouldbemass-producedwithcheap labour.Butapoorly-paidemployeecouldnotat thesametimebeagoodcustomer.Therewasalwaysinherentinthecapitalistsystemthatchronic contradictionabouttreatingthesamemanindiverse ways.Sinceasawage-slavehelackedthepurchasingpowerofaconsumer,thestocksswelledinto aglut,menwereputoffandwarwasmanipulated toeatupthesurplusmanpowerandrestoreaboom.
Thatviciouscirclehasoccurredinourgenerationandhasalltheugly,familiarear-marksof repetition.Atfirstblushautomationappearsto offerprospectsofacceleratingtheprocessrather ofusheringintheLeisureStateofwhichtheplannersdream.Oncapitalistpremises(andmoreso fromsocialistgrounds,Mr.F.E.Chamberlainnotwithstanding)theproblemisinsoluble.Forunder automationthedeadlevellingofthelabourforce asweknowwillyieldtothecreationofanew aristocracyofskilledtechnocrats.Itwillrepresent akindofeconomicselectivityinwhichtheunskilled willgotothewall.Itmaybeanearthlyparadise, butassuredlyitwillbeoneforwhichtheunskilled labourerwillhavenochanceofsalvation.
Manyarewillingtobelievethattheeconomic systemhasgonemad,andtherecanbescarcely anyargumentaboutitfromthepointofviewofa socialsystemrootedinproletarianism.TheLeisure Statemaycome,butitwillinvolvethesupport oflargemassesofidlemenwholack"know-how" maintainedbyStatedolesforwhichthetechnical aristocratsmustpay.Itisnotdifficulttoseethat suchaconceptionoflifewillendforthemajority inthegas-chamber.Thealternativesolutionisthe restorationofproductiveproperty,particularlyin land.Itisasolutionwhichwillnotbeseriously considereduntiltheatombombinwarandatomic energyinpeacedrivesmentoitoutofsheer necessity.
Church,givingopensupporttotheleadinggroup withinaparticularpoliticalparty-anunusualthing inAustralia.
Buthereagain,theHierarchyitselfisnotinvolved.TherewasnocommandtoallCatholics bindingthemundersin,tothrowintheirlotwith thepartyinquestion.TheCatholicSocialMovementisunderlaycontrol,withlaypeopleresponsibleforitsdecisionsandpolicies,andthereforeit cannotnormallybesaidthatitsdecisionsare directivesoftheHierarchy.
Inthissense,theMovementisdistinctfaimthe Hierarchy.Itisitselfalsoaseparatethingismthe A.L.P.(Anti-Comm.).Someofitsmembersmay alsobemembersoftheA.L.P.(Anti-Comm.),but theorganisationsareseparate.
Tosumupthepresentsituation-theApostolic DelegatehasjoinedwiththeAustralianBishopsin acknowledgingtheworkdonebytheCatholicSocial MovementinthefightagainstCommunism;and itispreciselyinthisactivitythattheBishopshave askedforrenewedeffort.
NoPressureGroupofSinisterAims
ItremainsforallCatholicunioniststosupport thisactivity.Atpresentmanydonotevenattend theirunionmeetings;consequentlytheyjustdonot knowhowtheirunionsarebeingrunnorwhat concessionstheirdelegatesmaketoCommunistsat Federalconferences.
Non-Catholicsofgoodwillwouldoftenwelcome theirhelp.Thathashappenedinthepast-Lloyd RossintheNewSouthWalesbranchoftheA.R.U., LaurieShortintheFederatedIronworkers'Union andothernon-Catholicunionleadersknowthat theyowedtheirpositionstotheIndustrialGroups inwhichnon-Catholicshaveworkedtogetherwith LabourmenwhobelongtotheCatholicSocialMovement.
ThesemenrealisedthattheMovementwasno fascistpressuregroupwithsinisterambitions.It ismerelyabodyofCatholicAustralianswhoseek topreservethesafeguardsoffreedomandjustice bymethodsthataretrulydemocratic.
