Inanelevatedposition,ahandsomebuildingofbrickandtile-thenewconventof theSistersofSt.JosephoftheApparitionwasblessedandopenedbytheMostRev.J. J.Rafferty,AuxiliaryBishop,atKalamunda onSundaylast.

Comprisingsixbedrooms, communityroom,refectory, parlourandentrancehall, thebuildingwasdesigned anderectedbyMr.Stan Costello.

Thechapelformsone wingofthebuildingwith easyaccessfromtheconvalescenthome,andhas beendesignedtoaccommodatethepatientsaswellas theSisters.

Featuresofthechapel arethehand-carvedsanctuaryfurniture,includinga beautifulaltar,Stationsof theCross,stained-glass windowsandjarrahpews. Interestingaspectsofthe buildingarethetiledbath-

Thenewpresbyteryisa veryfinebrickandtileresidencenexttothechurch andfacingSerpentineroad.

roomandtoiletblock,beautifulwroughtironbalustrading,andthestatue nicherecessedintothe frontgablewhereastatue ofSt.Josephistobeplaced. HisLordshipsaiditwas agreatpleasuretocometo St.Emilie'stoblessand openthenewconventfor theSisterswhostaffedthe convalescenthomewhich wasfillingsuchanimportantneedinthecommunity. Thecareoftheagedand thechronicallysickwasan apostolatewhichhadalways been prominent amongstthecharitable worksoftheChurch.

InadequateQuarters

Theywerefortunatethat thearchdiocesewasblessed withtheservicesofseveral religiousorderswhichhad madethattheirspecialvocation,andenjoyedaworldwidereputationfortheir self-sacrificingdevotionto theworktowhichthey haddedicatedtheirlives.

ThereatSt.Emilie'sthe SistersofSt.Josephofthe Apparitionhadundertaken thecareofaparticulartype ofpatientwho,foronereasonoranother,didnotcome withinthecategoriescateredforbyotherhospitals, homesandinstitutions.

Duringtheyearsthatthey hadbeentheretheSisters

hadsatisfiedthemselveswith livingquarterswhichhad beenentirelyinadequate,in anefforttoprovidemore accommodationforpatients.

Theyhadbeenanticipatingthedaywhenthey wouldbeinapositionto erectasuitableconvent.Todaythosehopeswerebeing realised.

Theconventwasafine building,HisLordshipsaid, carefullyplannedtomeat theneedsofcommunitylife. Itwasadignifiedandfitting companiontothebeautiful convalescenthomewhich hadbeensolongtheobject ofadmirationofallwho passedonthenearbyhighway.

Nowonthatmagnificent siteoverlookingthecityand itsenvirons,therewasa groupofbuildings,ina beautifullylandscapedsetting,ofwhichtheSisters ofSt.Josephhadeveryreasontobeproud.

Thedesignerandbuilder ofthenewconvent,Mr. StanCostello,andhisstaff weredeservingofthe highestcommendationfor theirwork.

HisLordshippaidatributetotheinitiative,zeal andenergyofMotherPius whowasamongstthosewho pioneeredtheworkofthe SistersofSt.Josephinthe Kalamundaarea.

Ifanyonefeelsthatthenationalleadersare gettingoutfromunder,Iforonewillnotpointthe fingerathim.Mr.Menziesisundoubtedlyavery personableambassadorforAustraliaabroad.'He hasagoodappearance,afaciletongue,areadywit -inaword,charmcombinedwithwealth,eminence inhisprofessionandundeniablepoliticaltalents. Butitseemstomeheisnotover-endowedwitha senseoftheappropriate.Somefiveorsixyearsago hewastellingtheAustralianpeople(withreason) thattheyprobablyhadthreeyearsaheadofthem beforetheywereembroiledinwar.Inthespace oftimebetweenhisprophecyhasnotbeenfulfilled, exceptinthesenseofaprolongedwarofattrition knownasthecoldwar.

ButforAustraliatheprospectsofahotwarhave notrecededtheyhavedevelopedimmeasurably; BritishobduracyovertheindependenceofMalaya mightatfirstsightseemtosuitourbook.Buteven ifEnglishmotivesarepureandnothighlycoloured bymercantilededication,itwillnothelpAustralia greatlyifthegenuinenationalistsofSingaporeare driventocombinewiththeChineseterrorists. Cyprusisaratherghastlypointertothedisadvantagesofmaintainingmilitarybasesinthefaceof popular,indigenousindignation.InanycaseIam notsurethatAustraliahadanygreatvoiceinthe Britishrejectionof"merdeka."Themeetingof Commonwealthleadershasbeenunfortunately(or deliberately)timedinthatrespect.TheymaytuttutEnglishdecisions,butthedieiscast.

Divinecharity,likenaturallove,provesitselfin harddeeds."Noteveryonethatsaith'Lord,Lord,' buthethatdoththewillofMyFather...Ifyoulove Me,keepMyCommandments."Thatisthegreat testwhichdividesoffsentimentalfromeffective love.Butthereisanothercriterionalso.Sentimentalaffectionbreedsonthepersonalsatisfaction derivedfromloving.Thegenuinethingisaltruistic. Thesatisfactionofloveembracesthefulfilmentof theBelovedevenmorethanofself.Hencearises thedesire,growingtoneed,togiveoneselfandall thatonehas.

Whateverisdecidedbywayofimprovingthe machineryofarbitrationIbelieveshouldinclude thefixationofratesforpoliticians.Thescandalous affairoftheirprojectedrises,soeasilyexcusedby thePress,onthegroundsthatitislongdeferred, cutsnoice.Ifthemillionsofworkingmen(who arethebackboneofthecountry),musthavetheir wagespeggedforyears,itisnogreat,injusticefor thepoliticians(whoarethefunny-boneofthe nation)towaitalike,orlongerperiod.Since politicsistheonlyprofessionwhichdemandsabsolutelynoqualifications,theyshouldbeclassedas unskilledlabourandmadetotastethemedicine Dr.Evattwouldhavethemdispenseforothers.

Thosewhocamespenta veryenjoyable,andbyno meanssilent,afternoon.A numberofapologieswasreceived. Noeffortwassparedby thekindhostandhostessto achievethesuccessofa happygatheringwhichwas appreciatedbyallpresent.

Thesixbluecandlesremindedallhowquicklythe yearshad'spedsincesetting sailonthegreatjourney.

Somehopetogoagainin 1958andsoaddtotheir storeofmemoriesofwonderfulplacesvisitedand privilegesgained.

SoitisthattheHolyFatherinhisencyclical speaksof"actsofloveandreparation"asthe"essentialelements"ofthedevotion,andofthedevotion itselfas"themostefficaciousschoolofdivine charity."Heexpectsfromitmoreabundantfruits, eveninourtime,andchieflytheantidotetothe "coolingofthatcharitywhichisthesupremelaw oftheChristianreligion.'Itmaywellbethatthe HeartofChrist,symbolofGod'sinfinitelovefor errantman,willbetheinstrumentthrough-which thegrossmaterialismofourdaywillbesublimated. Itisnotonlytherightandprivilegeofthelay Catholictoundertaketheselattertasks;itisalso hisresponsibilityandobligation.Hemustwork forandsupportsuchpoliciesandsuchleadersas endeavourtoincarnatesocialprinciplesofChristianity.

Ofiltrseiftherearealternativeprogrammes, altern ecandidatesinanelection,eachinharmonywithChristianprinciples,theCatholicmay freelychooseinnormalcircumstancestheonefor whomhewillworkandforwhomhewillcasthis vote.

InsuituationsofextremeurgencytotheChurch ortothenationhowevertheCatholicmaybemorallyobligedtosupportacertainprogrammeorcandidate;notonlyinthecasewhenhisonlyalternative mightbeanatheistic,totalitarianprogrammeor candidate,butalsowhenbythedistributionof CatholicvotesamongamultitudeofChristian partiestheoccasionmightbeprovidedforthevictoryofaminorityatheistictotalitarianparty.

Insuchbodies,thetasksofthelaityistoformulatethedetailedpracticalprogrammesfoundedon Christianprincipleswhicharenecessaryifthese principlesaretotakefleshinmodernsociety.

Itisalsothetaskofthelaityinsuchanorganisationtoutilisealltheaidswhichademocratic societyprovidesinwinningacceptanceforthose proposalsbypublicopinion,bythepressandby pu:liaments.Inperformingbothofthesefunctions thelaitydonotpurporttocommittheChurch officiallytotheirproposalsortotheiractivities.

Equallythehierarchywillnotdenytolayorganisationsofthistypethelibertytoactontheirown responsibility.Ashavepointedoutonaprevious occasion,"foranyformofLayApostolate,and especiallyfortheiractioninthetemporalorder,in therural,industrial,economic,socialandpolitical spheres,thelaypeoplemustbeallowedtoexercise theirproperresponsibility,initiativeandleadership. Itisonlyiftheyhavebeenledtoseethattheir actioninthetemporalfieldisnottheactionofa politician,aneconomist,oranagriculturalexpert, butthatofanapostleusingeachofthesedisciplines,thattheycanberelieduponproperlytoexercisethegreatpowersentrustedtothem.

Afreedemocraticsocietycanonlybethestrongerasaresultofthistypeofactiononthepartof theChristians.Theconstantleaveningofpublic lifeandopinionwithChristianprinciplesandprogrammesmustofitsveryessencefreethepolitical leadersofthecommunityfromtheirpresentsubjectiontopressuregroupsofsectionaleconomic interestswhichmakestatemanshipalmostimpossibleofachievement.

Furthermore,thistypeofactionwillbringabout theconstantgravitationintopubliclifeofmen,possessedinthewordsofthepresentPontiff,"ofhigh moralcharacterandsteadfastresolutionwhoconsiderthemselvesasrepresentativesofthewhole peopleandnotmerelyasspokesmenofacertain number,towhoseparticularintereststhetruerequirementsofthecommongoodoreonlytoofrequentlysacrificed."

Therecanbenoobjection totheremovalofthecorneaofacorpseandits transplantationtotheeyeof alivingperson,thePope said,becausetothelivingit constitutesthecorrectionof adefectandtothecorpse thereisnoquestionofthe violationofarightorthe deprivationofaphysical asset.

However,hecontinued,it shouldbemadeknownto thepublic,especiallytothe blindwhomightharbour "utopianhopes"ofregaining theirsight,thatthechances ofasuccessfuloperationare small.
