Quiteanachievementto haveescapedtheearlywinterrains.Eachyearthe parishionersareassured fromthepulpitthatnorain wouldfall,nomatterhow darkandthreateningthe skylookedbetweenthree andfourthirtyintheafternoon.

Andthepromisehasheld goodfor25years,even thoughitrainedbefore threeandwhentheprocessionended.Thesameguaranteeisgiventhisyear.

PioneerRewarded

OurLadyoftheMayhas rewardedthepioneerby callingoneofhisdaughters toleaveherteachingina Stateschooltobecomea SisterofSt.Josephandtoday,asSisterHelen,she teachesintheparishschool atKalgoorlie. Agrandson,Kevin Mahony,thisyear.entered St.Charles'Seminary,and, oneday,DN.,hemayoffi-

ciateasapriestintheMay processionbegunbyhis grandfather.

The1932processionhad thelateArchbishopClune carryingtheMonstrance. Againthejarrahgrovewas thesceneoftheopen-air Benediction.

Itwasacold,bleakday, andtheorganisationwas haphazard.TheoldArchbishophadtokneelonthe dampgroundandtheprocessionambledlikeBrown's cows.

Butfromsuchhumble beginningsithasgrownto beaverydevotionaltribute toOurLadyoftheMay.

Manila,March23.-ThePhilippineBishopshave issuedastatementprotestingagainstastrikebya Catholic-orientedlabourunionagainsttheCatholic UniversityofSantoTomoshere.

TheBishopscoiledthestrike "ascandaltomanyandosorrowtoall."Theysaid"that notallmeanshadbeenexhaustedforajustsettlementof thedispute"beforethestrike wascalled.

Thestrikeinvolvesworkmenn attheuniversitywhoaredemandingincreasedwagesand thereinstotementoftwounion memberswho,theybelieve, weredismissedbecauseoflegitimateunionactivities.

Theworkers,whobelongto theUniversityofSantoTomos EmployeesandLabourers'Association,arebeingsupported byofficialsoftwolaborfederations,theFederationofFree Workers,ofwhichitisamember,andtheNationalLabor Union.

"Intheirnewintellectualistattempttounderminethe Catholicreligion,theCommunistauthoritiesofvarious countrieshaveorganised 'progressiveCatholic'groups andsupportedthemina struggleagainstthelegitimateChurchauthorities.

These'progressiveCatholics'haveworkedoutanew ideologywhichclaimsthat

theidealsofCommunism andChristianityarenotincompatible,thatitisindeed thedutyofCatholicsclergyandlaity-tocollaborateactivelyinthesocial andeconomiceffortsofthe Communistregime.

"TheCatholicChurchhas consistentlydenouncedthese andsimilarmovements whichaimatpenetrating andunderminingtheChurch fromwithin,andtheHoly Fatherhimselfinhislast Christmasmessagedevelopedthistheme."

Bangalore,India,March20.-Catholic schoolsinIndiaarehamstrungby"blunderingtotalitarianinterference"despitethefact thattheyeducatethousandsofnon-Catholic students.

TheCatholicBishops' ConferenceofIndiamade thischargeinanofficial reportdescribingtheups anddownsofCatholiceducationinIndiaduringthe pastyear.

Thereportwasprepared byBishopLeonardJ.RaymondofAllahabad,director oftheConference'ssection oneducation.

BishopRaymondsaidthat "denominationalschools"in Indiaarevictimsofaprevalentideawhichregards educationasthe"privileged provinceoftheall-powerful State."

Totalitarianismisinthe air,theBishopdeclared.He addedthatmanyIndian leadersholdtheviewthat allprivateschoolsshould be"suppressed."

Inspiteoftheseideas, BishopRaymondpointedout,Catholicschoolsand collegeshaveremained openandarecarryingon theirdailytaskwithquiet efficiencyandvigour.

Theydrawthousandsof India'syouthandastonish theenemiesofChristianity by larity,theirever-growingpopuhesaid.

Howeveritwasmoresuccessfulinthetropics. TheretheaboriginesarecaredforbyPallottinesin theKimberleys,theSpanishBenedictinesinthe DrysdaleRiverareaandtheSacredHeartFathers intheNorthernTerritory.

ThusfromtheshoresoftheIndianoceantofarinlandtherearefoundatwidelyspacedintervals Catholicmissions.IntheirmidstProtestantmissionariesarealsoatwork.

Allhoweverhavetocontendwiththesameclimatic,ethnicandeconomicdifficulties.Allhave toreckonwiththefactthattherateofconversionis painfullyslow.

TheKimberleyVicarateembracesanareaofabout 120,000squaremilesandistherebybiggerthanthe WestGermanrepublic.Thenativesnumberapproximately42,000.Itisverydifficulttoassess themaccurately.Theyarenottillersofthesoil butgenuinenomadswanderinginsmallgroupsfrom onewaterholetotheother.

Theirwayoflifeisfree.Theydependfortheir foodonbushfruitsandwildgame.Thereisbut cnedomesticanimaltobefoundamongthem,the wilddogcalledthedingo,whichaccompaniedthem inthedimdistantpastontheirmigrationtoAustraliafromMalaccaway.Thedingodoesnotbark buthowlslikeawolf.

Thearidconditionsmorethantheheathavedeterminedtheirwayoflifeoverthousandsofyears andhavetaughtthemtoliveonandbecontentwith little.AttimesfromJanuarytoMarchcyclones sweepthecoastandthroughtheinterior.

Butotherwisefortherestoftheyearabluecloudlessskycoverstheareafromthegoldenspacious beachesoftheIndianOceantothered,bare,parched mountainsinland.

Theregionitselfisdividedamongthemanytribes. Tribalboundariesextendsofarastoallowthetribe tofindsufficientfoodwithintheirlimits.Onthe coastthetribalterritoriesaresmaller(1,600sq. miles)becauseofthegreaterrainfall,vegetationand fishingpossibilities.

Totallingsome500,000 words,thereportconcedes manypointstotheCatholic viewpoint.

Thecommission,madeup of19leadingprofessional menandwomen,heardevidenceandideasonmarriage anddivorcefrom67national organisationsandmanyindividualauthoritativepersonsofalmosteveryshade ofopinion.

Thecommissionsaidthat itdoesnotthinkmaking divorcemoredifficultwould solvetheproblemofmarriagefailures.Peoplewho wantdivorcewouldstill getit,thereportsaid.

Thecommissionisrather convincedthatthereal remedylies"infosteringin theindividualthewilltodo hisdutybythecommunity,instrengtheninghisresolutiontomakemarriagea unionforlife,ininculcating

Itstronglysupportedthe provisionofgreaterfacilitiesformarriageguidance andconciliation,andmade specific recommendations fortheencouragementand developmentofsuchwork.

Italsorecommendedthat divorcecourtsmakegreater effortstoeffectreconciliationandsuggestedthatif theyputthewelfareofany childrenfirstintheirconsiderations,theymight oftenerbringtheparents togetheragain.

SlightChanges

Thecommission,whose recommendationsveryprobablywillbecomelaw,suggestedonlythreecomparatively;lightalterationsin existingdivorcelaws.

Itwouldchangewilful refusaltoconsummatea marriageintoagroundfor divorceinsteadofadecree ofmarriagenullity.

Itproposedthatartificial inseminationfromadonor withoutthehusband'sconsentshouldbeanew groundfordivorce,andthat existinggroundsofincur-

ableinsanityshouldbeextendedtoincludehopelest mentaldeficiency.

Divorcebyconsentafter afixednumberofyearsof separation,mostcontroversialissueofthepresentreport,wasleftundecided.

Nineofthepanelapprovedofdivorcefollowinga separationofsevenyears, butnineothersrejectedthe ideaaltogetherasdetrimentaltothecommunity. The19thmembermadea compromiseproposal.

Religiousaspectsofmarriageanddivorcewerenot discussed.Thecommissionerssaidtheyexaminedthe problemsbeforethem"from thepointofviewofthe Statewhichhastolegislate forallitscitizens."
