AlotofpeopleusedtothinkDaliwasplaincrazy -butDali'spublicitystuntsseemedtobeplanned withconsiderableintelligence.Oneguessisthat Dalihadseenrightthroughthe"manbitesdog" philosophywhichdominatesthepublishingindustry. Ifadogbitesaman,thatisnotnews;butifaman kitesadog,thatisnews.

Daliseemstohavedecidedtotakeadvantageof thisphilosophytogetattentionforhisart.Hewas abletothinkupstuntsasfastasthenewspapers wouldfallforthem.Hislobstersusingthetelephone. Iliadroopingwatches,gothimreamsofspaceinthe publicprints.Hereceivedreporterscladinadiving suit,holdingtwoRussianwolfhoundsonaleash-enthatsortofthing.

ThenewspaperssimplyadoredDaliandhisqueer stunts,astheyadoresomanyothersillythings. Dalicrazy.No-perhaps"crazylikeafox,"twice assmartasthepeoplewhoweregivinghimallthe treepublicity.

Thesechurchescouldnot replacetheonesleftbehind,

butineachinstancethey weretentimeslargerthan thehabitationsofthe people..Nevertheless,only afourthofthepeoplecould getinsideforHolyWeek services.Therestcrowded aroundoutside. Thesepeoplehadlost much,buttheystillcould

gatheraroundtheirpriests andfilltheirmakeshift churches.ItwasFaiththat sustainedthemandkept themsmiling,despitetheir manyhardships. Servicesonthemorning ofHolyThursdaywereaccordingtotheRomanLiturgy,andtherewascontinualadorationofthe BlessedSacramentthroughouttheday.

Theeveningservice,however,followedthetraditionalliturgyofVietnam, institutedbytheJesuits 300yearsago,theysay,at thebeginningoftheevengelisationofthecountry.

Itisasimpleadaptionof theRomanLiturgytothe mentalityofthepeopleof thattimewhich,duringthe courseofthreecenturies, Continuednextcolumn

AVietnameseCatholiccangetalong withoutahouseforhimselfbutnotwithout ahouseofGod.

ThisfactwasquiteevidentlastEaster soonaftermorethan70,000CatholicsemigratedtotheSouth,motivatedbyanumber ofreasonsnottheleastofwhichwaspreservationoftheirFaith, hasbeenpreservedandis stillrevered.

OnGoodFriday,accordingtotradition,thedrama ofthePassionisenacted, withtheSaviourandHis

BlessedMotherrepresented bylife-sizestatues.

Towardsthreeinthe afternoon,a procession forms,inthecourseof whichChrist,carryingthe cross,meetsHisMother. TheCrucifixionscene,withinthechurch,isfollowed byrecitationof15meditationsofthePassion,correspondingtothe15candles oftheTenebraehearse.

Duringthenightthe imageofChrististaken downfromthecross,-.ced onalacqueredandded bier,thencarried the tomb. Thoseparticipatinginthis processionaregarbedin whiteasasignofmourning andcarryalightedcandle.Theychantinmournful tone,"Jesus,placedinthe tombbytheApostles,have mercyonus."

OnHolySaturdayvisits aremadetothetombto kissthewoundsdepictedon thefeetoftheimage.

Justbeforemidnight,the ceremonyoftheResurrectionbeginswiththecarryingofChristTriumphant, bearingaloftaredflagwith awhitecross,erectonthe samebier.

Asitwasaveryhotday wewerethirstysowewent intoasmallcafecalled TudorTearoomsandhada bottleof"Fanta."

Alittlelaterintheday weboughtamilkshakeina shopnearLondonCourt.

Timepassedquicklyaswe walkedaroundtheshops, andby12.0wewerefeeling quitepeckish. AtthetopofBoansthere isalargetearoom,so,ascendinginaliftwewalked throughacrowdofpeople, tookatray,andwenttothe counter.

Mr.Hegneytracedthe historyofnegotiationsfor Stateassistanceforprivate schoolsandexplainedgovernmentpolicyonthismatter.

Sincehewasasmallboy hehadhearddiscussionon thejustificationorotherwiseofassistancebeing grantedbytheGovernment to schools,known under Actas"efficient school, Bydegrees,and becomingmoretolerantand onlybydegrees,peoplewerepreparedtotrytounderstandtheviews,religious andotherwise,oftheirfellowcitizens.

HewasappointedMinis-terforEducationinMay. 1954,andsometimelater theParentsandFriends' Federation,inassociation withtherepresentativesof otherprivateschoolsmet himtodiscussproposalsforassistancetotheseschools.

Aswasgenerallyknown theEducationDepartment suppliedtoitsschoolsfree padsforthechildren,certainschoolpapersandthe highschoolmagazine.He hadafurtherinquirymade ofthecostofincludingprivateschoolsinthedistributionoftheserequisites.

CompromiseReached

Atthepresenttimethere were107,000childrenin Stateschoolsandabout 28,000inprivateschools. Theinquirysoughttodeterminethecostofsupplying thesebooksandpapers,includingtextbooksforall schoolchildren.

Thecalculationrevealed thecostatmanythousands ofpoundsanditwasshown thatitwouldbeimpossible fortheStatetoimplement apolicytoprovideforthe freedistributionofallthese suppliesinoneinstalment.

"Itwaseventuallydecidedthatfortheyearwhich beganonFebruary13last weshouldprovidepads forallschools,schoolpapers andthehighschoolmagazineforallschools,"the Ministercontinued.

Thestandardisationof textbookshadbeenasubjectfordiscussioninmany circles.Aparentboughta setofschoolbooksforone childonlytofindwhena youngerchildenteredthe sameclassthatmanyof thesebookshadbeenchanged. Certainobjectionshad beenraisedineducational circlestoarigidsystemof standardisationandinquiries hehadinstitutedshowed thatitwouldbewrongto standardiseentirelysuch books,buttherewouldbe noobjectionifthegovernmentprovidedthesebooks forallchildren.Changes wouldnaturallybekeptto aminimum.

EnablingBill

Mr.Hegneysaidthatafter theGovernmenthaddeclareditspolicy,despitethe closeststudyoflegalopinion obtainedonthematter,it wasadvisedthattheGovernmentmightbeactingillegallyinprovidingsomethingfor"efficientschools" whichwerenotunderthe controloftheState.

TheGovernment,after suchannouncement,had theresponsibilityofgiving effecttoapolicywhich mightnotbelegalandit wasagreedtosubmitan enablingbilltoparliament.

Inthatmeasuresubsidies forprojectorsandradios undercertainconditions werespecificallymentioned andthatcertainschoolrequisitesshouldbesupplied despiteanythingwhichwas containedintheActof 1895. Therewasafurtherpara- graphinthebillthatthe Ministercouldprovideanythingelsefor"efficient schools"whichmightbe prescribedbyregulations.

Ifthatparagraphhad beenapproveditwould havebeencompetentfor theMinisteroftheday,

TheGovernmentwasin aminorityintheHouseat thetimeandanamendment forthedeletionofthis clausewasmovedbythe Opposition.Tosavethe balanceofthebillhe agreed,afterhurriedconsultationwiththePremier (Mr.Hawke),toacceptthe eliminationoftheparagraph.

Hence,beforeanyfurther subsidiesweregrantedto privateschoolsitwouldbe necessarytohaveabillintroducedbytheGovernment todecideonextensionofthe subsidyscheme.

"Ihavemetafewwho haveopposedtheattitude andactionoftheGovernmentbecausethereareso manyclassroomswanted forStateschoolchildren," saidMr.Hegney."However,itwaspleasingtonote thatpeoplewhoraisedthis pointwereinthegreat minority.

AccidentInsurance

"TheaveragepersonsendingachildtoaStateschool isquitehappytoseethat theirneighbours,whomay besendingchildrentoanotherschool,receivesome considerationandthesame facilitiesforeducationfrom aGovernmentwhichreceivesthesametaxesfromall."

TheMinistersaidthatthe ParentsandFriends'Associationwasalsoinstrumentalinhavingthenecessary billintroducedtoparliamenttohaveallchildren, irrespectiveofwhatschools theyattended,coveredby theaccidentinsurance scheme.

HewasmadeMinisterfor EducationwhentheParentsandFriends'Federationsoughttheimplementationofthescheme.Hewas alsoMinisterinchargeof theStateInsuranceOffice andtherequestwassubmittedtoCabinetanditwas determinedthatthemachineryandfinanceforthe schemeshouldbeharnessed totheGovernment'smarine andgeneralinsurancefund.

Non-ProfitScheme

Therewasaquestionof legalityraisedinthisissue alsoandhetooktheview thatiftherewastobean insuranceschemeitshould beharnessedtotheState InsuranceActandthatit shouldincorporateprovision fortheschemetoapplyto allschoolchildren.

Allsectionsofthecommunityworkingtogetherhave erectedamemorialto"CommunityEffort"whichwill lastforgenerationstocome,givingcomfort,health,securityandhappinesstothousandsofresidentsneedingits care.

Socialwelfare,recreation,educationandmanyother facetsofmoderncivilisationglistenbrightlyinthis uniquesuburbwhichhasjustachievedmunicipalhonour.

"YourCouncilwouldnot havebeenashamedifits secondreporthadbeenless spectacularthanthefirst;in actualfactitcanreport evengreatersuccessforthe yearendingMarch,1956.

"Theincreaseinaffiliationsduringthepast12 monthshasbroughtthetotal ofaffiliatedassociations from28to61.Thenumber isincreasingsteadily,for notonlyareestablishedassociationsjoiningtheFederation,butnewassociations arebeingformedlargely becauseofthesuccessful developmentoftheFederation.

"Theschemeofaccident insuranceforschoolchildren,referencetowhichhas alreadybeenmadeinthis report,appealedtoalarge numberoftheparentsof childrenattendingCatholic schools.

"Atthetimeofourlast annualreporttheoperation oftheschemehadjustbegun.TheCouncilactingas anagentoftheStateGovernmentInsuranceOffice hadsenttoallCatholic schoolsthenecessaryforms

andexplanatorymatter,but noreportcouldbemadeon theresponse.

"Theactualfiguresfor 1955arerevealing.Ofsome 22,000childrenenrolledin Catholicschoolsonly8,500 (lessthan40percent)participatedinthescheme;of over160schoolsonly87had pupilsinsured.

"Thelaterfigureisperhapsthemoresignificant; thereweresome70schools withoutevenonechildinsured.

InsuranceSuccess

"Admittedlysomeofthese schoolsweresmallbutit canonlybeconcludedthat theseschoolsdidnotpresenttheschemeadequately totheparentsiftheypre senteditatall.

"Whereverschoolprincipalshaverealisedtheadvantagesoftheinsurance schemethepercentageof childreninsuredishighand theconclusionthatinsome schoolscircularlettersand insurancematerialwergignoredisinescapable.

"Injusticeeveryparent mustbegiventheopportunityofparticipatinginthis scheme,whichasaninsuranceschemeisunrivalled. Theparentis,ofcourse, freetoinsureornot,but noonehastherighttodecideforhim.

"Thebenefitsavailableto parentsarestrikinglyillustratedinthefirstyear'sstatistics.Claimsamounting to£1,019todatehavebeen madeinrespectofchildren attendingCatholicsschools andnodoubttherearestill manyclaimsoutstanding. Theamountofpremiums paidislessthan£300in excessofthisfigure.

"Theworkofenrolling childrenandcollectingpremiumsisdonebymembers oftheteachingordersand muchoftheadministration workiscarriedoutbymem bersofyourCouncil.It mustnotbeforgottenthat, butforthis,theStateGovernmentInsuranceOffice couldnotpossiblyaffordto offereithertheveryhigh benefitsorthelowpremium rates.

Co-operation

"YourCouncilhasworkedharmoniouslywiththe manager(Mr.Brown)and officersoftheStateGovernmentInsuranceOffice,who havemeteveryrequestwith courtesyandpromptness.

'FurthertheStateGovernmentInsuranceOffice hasmettheexpensesincurredinspecialprinting, postage,andsuchthings,incidentaltotheeffectiveadministrationofthescheme byyourCouncil.

"Itispleasingtoreport thatthisFederationhas beeninvitedtoco-operate withtheParentsandCitizens'Federationinseveral projects.Weareonlytoo happytodososincewe havecommoninterestsand obviouslymuchmorecan bedonebyconcertedthan individualaction.

"Attheendof1955representativesofyourCouncilwenttoajointmeeting todiscusstheprovisionof safetydevicesatroadcrossingsnearschoolsandthe desirabilityofhavingpedes- trian-controlledtrafficlights atmajorschoolroad-crossings.Wehaveagreedto workwiththeirFederation inthisplan.

"Aballwasheldduring ShowWeekwiththedual purposeofprovidingan opportunityforasocial gatheringofcityandcountrymembersofourassociationsandaugmentingthe fundsoftheFederation.It achievedthefirstpurpose butnotthesecond.

Archbishop'sInterest

"Itcouldbededucedthat membersofassociations havesufficientfunctionsof thistypeintheparochial spheretoleavethemno timeorenthusiasmforsuch anundertaking.

ontheCouncil,Rev.J. Bourke,buthastakenevery opportunityofshowinghis personalinterestintheFederation'swelfare. "FinallyIwouldliketo expressmythankstothe membersoftheCouncil whohavegivensuchtime andefforttoFederationaffairs.Theyhavebeenzealouscommitteemenand more,theyhavebeenmost able."

Theconstitutionwas amendedtoprovideforthe annualmeetingtobeheld

in1957andinallsubsequentyearsinApril.

Theannualfeestothe Federationwerefixedat £1/1/forschoolsofupto 100children;£2/2/for schoolsbetween100and 150;and£3/3/forschools of150andover. TheelectionoftheCouncilresultedintheunopposed returnofthepresentoffice holders.Theyare:presi- dent,Mr.W.A.Mahoney; vice-president,Mr.R.P.
