Afterteaandsandwiches wereserved,followedby nationaldancesandfolk songs.

Theceremonywasheld onthesiterecentlybought bythePolishcommunity atEastBelmont.

TheannouncementbyGeneralMotorsHoldenofarecordprofitofnearly £10,000,000,thelargesteverrecordedbya businessenterpriseinAustralia,occasioned thefollowingeditorialinthe"SydneyMorningHerald"(August2).

Exactlytodefineajust pricefortheHoldencarand areasonableprofitmargin foritsmanufacturerwould nodoubtbequestionsfora medievalschoolman,though manypeopleinthestreet willalsoformtheir opinions.

Whatcannotbequestionedisthattheunprecedentedfinancialresultsandpolicy ofGeneralMotors-Holden's Ltd.arebeginningtoraise seriousdifficultiesforAustralia'sdollarsolvency.

Alreadythecompanyhas withdrawn,bywayofdividends,considerablymore dollarsthanithastransmittedtoAustraliabyloan andcapitalsubscription sincethewar.

Thisyear'spaymentofa 10,000,000-dollardividend totheAmericanparentis extremelyonerousfora nationwhosetotalyearly exportstoU.S.A.areabout 100milliondollarsandare insufficienttomeetitsbasic importingneedsevenwhen supplementedbyborrowingsfromtheWorldBamt.

DividendRate

Butinaddition,G.M.-H. hasvirtuallygivennotice that,intermsofitsprogrammeandphilosophy,the recurringannualchargefor dividendswillbecome greater.

Itproposestodevotemore than£20millionofthe ploughed-backprofitstobe earnedwithinAustraliain thenextthreeorfouryears, foranexpansionofits vehicleoutputby55per cent.

Thiswoulddoublethe amountofshareholderfunds

(capitalandreserves);and thecompanyarguesthatit isshareholderfunds,not capital,uponwhichearning anddividendratesshould bebased.

Aheavierrecurring chargewouldhavebeen thrustuponAustraliawithoutanycorrespondinginvestmentofdollarcapital byGeneralMotorsCorporation. Whatmakestheposition acutelyembarrassingisthat Australiahasrecently girdeditselftoentera double-taxagreementwith theU.S.A.withtheobject ofattractingcapital.

Theimplicitundertaking toallowbiggerdollardividendtransmissionsinfuture wasoffsetbyaquidproquo inthesecases.

Butitwouldtaketen capitalinvestmentprojects ofthekindrecentlyannouncedbytheAtlasCorporationofU.S.A.toequal therecurringcostofthe newHoldendividend.

Whatevermaybethought aboutcarpricesandprofits, thisdividenddemandisdisproportionate.Amore reasonablepolicybyG.M.H.itselfwouldeliminate theneedtoconsidercounter-measures.

WhenMcLeod,thenanavowedCommunistParty member,calledhis1946-47"strike,"thegeneral rateofwagesforwhichnativeswithdrewtheir labourwas30/-aweek.

Insomeinstancesnativeworkerswhowere alreadyreceiving£5aweekandmore(with"keep" forthemselvesanddependants)struckforthe30/aweek.Thatisaprettypowerfulcommentary upontheconfusedstateofmindinwhichtheywere inducedtoleavethestations

Evenso,thenativesaremorallyasfreetochange theirtypeofemploymentasanywhiteman.The pityofitisthattheymadesopoorabarter.For whiletheyseemed-onpaper-toprosperattheir newavocation,theyhavebeenforadecadefarless well-offunderMcLeod'sleadershipthantheywere atthestations.

Inbothinstancestheyreceivedfood,clothing, medicinesandmedicalattention;butatthestations theydidgetwages(howeverlow).UnderMcLeod theygetliterallynothinginthewayofmoney.

WHEREHAVEPROFITSGONE?

ItisalsoironicalthatMcLeodhasspentconsiderablesumsofthenatives'moneyinbuying abandoned-andpracticallyuseless-pastoralproperties,towhichpresumablytheywouldhave returnedunderinfinitelyworseconditionsthantheir originalpastoralemployment.

Furthermore,McLeod'shandlingofthenatives' affairshasbeensoineptthatonatleasttwo occasionstheyhavebeenonthevergeofhunger. In1952,forinstance,thesecretaryofNorthernDevelopmentandMiningCo.,Pty.,Ltd.,aMr.Griffin (whohadfrequentlycomplainedofMr.McLeod's irresponsibility)reported;afteravisittoMarble Bar:"Thenativepeoplealmoststarvingandragged. NosignofMcLeod.Aboutamonthlaterheturned up."

McLeod'shandlingofthevariouscompanieshe floated(supposedlyinthenatives'interests)had beensoinexpertthatitmaybesaidthenativeshave hadnodirectholdingofanysharesorinterestin theCompaniesandnodirectinterestintheownershiporprofitsoftheminingclaimsorpastoralpropertiesacquired.

OnMr.McLeod'sownadmissionstheearningsof thenativesoverthepastdecadehavetotalled severalhundredthousandpounds.Itseemsthat theseprofitshavebeendissipatedinlitigationover miningleasesButMcLeodhasissuednostatement ofexpenditureandthenativeshavereceivedno cash.

WhenNorthernDevelopmentandMiningCo. foldedupinAugustoflastyearwithliabilitiesof £20,000,thenativeswereonthevergeofstarvation andtheNativeAffairsDepartmenthadtosupply food,tents,etc.McLeod'sattitudewasdescribedby thedepartmentascallous.

AQUESTIONOFCONTRASTS

DisillusionedbyMcLeod'srepeatedfailuresthe natives,attheendof1954,approachedthedepartmenttotakecontroloftheiraffairs.Butbydint ofawhisperingcampaignandlyingreportsMcLeod againwrestedtheleadershipofthenativegroup.

WhathashappenedinNewSouthWalesmay welldeepenthestruggleforpowerbetweenLabour's politicalandindustrialwings.Butsolongasthe Groupersareable,evenwithouttheblessingof officialLabour,tokeepCommunismfromusing unionismforpoliticalends,someredressofthe balanceofpowershallhavebeenachieved.And thehistoryoftheall-too-recentpasthasproved thatthecontrolofthekeyunions,usedunscrupulously,isabletoholdthenationtoransom.FortunatelytheIndustrialGroupershaveprovedthemselvesmenofmoderation,responsibilityandtrust andthereisnoreasontofearanabuseofpower ontheirside.Butbythenormalexerciseofthe authoritydemocraticallyentrustedtothemtheymay legitimatelyexerciseprofoundinfluenceforgood onthepoliticians,particularlyinthefieldofforeign affairs.Everyoneremembersthemalignpressures maintainedbytheCommunistsinthisdirection.

WereDr.Evattawiseman,hemightseethatthe starofhisascendancywhichwasclearlywaningin theVictorianelectionshasnowsufferedalmost totaleclipseinNewSouthWales.Butinsteadhe hasexhibitedallthesymptomsofdemagoguery.He nolongerscoutsaboutfornewconspiraciesandnew conspirators.Heconcentrateshistotalvenom,now effectivelydiluted,uponMr.Santamaria.ButbehindSantamariaheseestheCatholicChurch operatingthroughitsorganisedapostolateofCatholicAction.Dr.EvattnolongerattacksCatholicism inanopenwaybutitisstillthechiefobjectofhis hostility.Heisasectarianwhofindsitnolonger advisabletonamethesect.Butthepoisonno lingerworkswithanythinglikethelethalvelocity ofitsoriginalinjections.Menwhoalmostlost endorsementastheresultofstandinguptoDr. Evattnowgainthatofficialsanctionwitheaseand sometimeswithoutopposition.

ItistruethattheCommunistshavegainedalittle insomeareasoftheland reform.Buttheyhave capitalisedontheenvyand discontentofthosepeasants whohavereceivednothing, orofthosewhoexpected more.

Perhapsthegreatestsuccessoftheland-reformprogrammeinthisrespectis thefactthattheCommunistshavefoughtitconsistentlyandhavetried everytrick-sometimes withsuccess-toopposeit withactsofviolence.

ThepeoplewithwhomI amassociatedintheseorganisationsaredecentAustralians,manyofthem faithfulstalwartsofthe LabourMovementlongbeforeDr.Evattenteredit.

Overthelast12years verymanyofthemhave givenalltheirtimeandall theirenergytothefight againstCommunisminthe tradeunions.Theyneither sought-norreceivedthanks.

ReeksOfHypocrisy

Torewardthemwiththe title"Fascist"isaninsult, unworthyevenofDr.Evatt. ThereisonlyoneorganisationinAustraliatoday whoseprinciplesofpoliticalactionarethesameas thoseoftheFascists-the CommunistParty-with whichDr.Evattandhis supportersareobviouslyin regularconsultation.

Inthatworkhecoolly discusses,inrelationto HughesandHolman,the possibilitiesofrallyingthe non-CatholicvotebyattackingtheCatholicChurch. Itisobviousthathehas givengreatthoughttothis strategyandthatheistodaypractisingwhatheenvisagedin1940. Whetherthesearegood politicaltacticsforLabour isnotmybusiness.Ido think,however,thattherecentVictorianelectionmade itveryobviousthatCatholicsresentsectarianattacks andthataverylargeproportionofthemwillnot supportapartywhoseleaderusesthisweaponasa politicalstock-in-trade.

Finally,IrepeatwhatI havealreadysaidontwo occasions.Thestatement thateitherIorpersonsassociatedwithmehavebeen interestedininfiltratingthe LabourPartyistotallyuntrue. Wehavebeeninterested infightingtheCommunists inthetradeunions.Wedo notapologiseforthat,althoughwecanunderstand thatitupsetstheforces whichnowkeepDr.Evatt inhisposition.

Wearequitepreparedto bejudgedbythecommunity,incomparisonwithDr. Evattandhissupporters, accordingtotheBiblical injunction:"Bytheirfruits youshallknowthem."

WhiletheorganisedopponentsofCommunism couldfunctionfreelyinthe tradeunions,theCommunistswerepushedbackand Australiaenjoyedsome yearsofrealindustrial peace.

OnceDr.Evattlaunched hisattackuponCatholics, andsplittheanti-Communistforcesintheunionson thesectarianissue,theCommunistsdidnotwastetime incomingback,asrecent tradeunionelectionsin Victoriaamplyprove.They camebackinclosealliance withDr.Evatt'ssupporters intheEvattLabourParty.

Atthesametime,anumberofunionswhoseCommunistleadershipiswellknown(forinstancethe WestAustralianBranchof theSeamen'sUnion)have announcedthattheyare preparedtoaffiliateagain withtheEvattLabourParty becausetheycanfindno faultwithitspoliciessince theHobartConference.

"Rollingstrikes,""slowdowns"and"squatting"on plantationshavebeenthe mainweapons-andthe authoritiesmadelittleeffort tocheckthesesabotageac-tivities.

AnotherfeatureofRed activitieshasbeentheformationof pars-military ex-servicemen'sorganisa-tion,"Perbebsi,"which

claimedamembershipof somethingover200,000.

Itwasnotinpossession ofarms,butitsmembers drilledregularly,andthe DefenceMinister,IwaKusumasumantri,furnishedthem withbarracksfortheiruse.

DutchIII-Treated

ThisMinister-whohad beenaCommunistParty memberandwasstillan active"fellow-traveller"wastheobjectofdeepdistrustamongtheArmyleaders,aswellasthepolice chiefs;andhisplanstoappointanewpro-CommunistChiefofStaffandto "democratise"theArmy werethechiefcauseinthe endofthebreakdownofthe Ministry. Underitsfeebleandcorruptrule,however,the P.K.I.hadincreasedits card-carryingmembership toaformidableextent,and hadcreatedanetworkof influence.

Ithadhopesof"managing"thelong-promisedelections-iftheycouldbedelayedsufficiently-soasto bringabouta"Leftist"victorybymanipulation,and defeattheMoslemNationalistMasjumi,whoarealmostcertaintowinina fairly-conductedpoll.

Amongrecentscandalsof theSastro-Amidjogoadministrationhasbeenthe stockingmaltreatmentofa numberofDutchmensuspectedof"conspiracy"in supportingtheParulIslam terroristmovementinJava.

Twenty-threeofthese peoplehavebeenlyingin prisonformorethanayear, awaitingtrialuponcharges whichhavenotevenbeen knowntothem.

AWhitePaperrecently issuedbytheNetherlands

Governmenthasdescribed thegrossmisconductofthe authoritiesinconnection withtheircase,inwhich allrecognisedprinciplesof justicehavebeensetaside, whilethejudicialapparatus hasbeeninterferedwith andwitnessessubjectedto avarietyofillegalpressure.

Theaimhasbeen,it seems,tostageapolitical "trial"aftertivCommunistmodeltoservethepur- posesofanti-Dutchpropa-ganda.

TheeminentBritish lawyer,Mr.Curtis-Bennet, Q.C.,whowasbriefedfor thedefenceoftheaccused bytheNetherlandsGovernment,wasrefusedanentry visalatelyonnoclear groundswhatever,sincehis engagementviolatesno legalruleoftheIndonesian courts.

FairElections?

Aftertheresignationof Kusumasumantri,caused bythearmycrisis,thegovernmentlostthesupportof almostallbuttheCommunists:and,intheabsence ofPresidentSoekarno-on pilgrimageatMecca-the Vice-PresidentMohammed Hattahastakenovercontrol,pendingtheformation ofaCoalitionCabinet.

Thereseemssomehope nowthattheelectionsdue onSeptember29maybe conductedwithareasonable amountoffairness.

IftheMasjumiisestablishedinpower,inalliance withmoderateSocialistand Nationalistgroups,wemay hopeforaregimewhich possessessomereal strength,andwhichmaymoveinthedirectionof Pakistan'sfriendlyunderstandingwiththeWest, ratherthaninthatofthe recentgovernment.

TheCommunists,however,arenotlikelytoabandonthestruggleafterthis setback,andtheystill possessgreatresources,and havespentenormoussums onelectionpropaganda.

Menintheentourageof ChouEn-laiduringtherecentBandoengConference declaredrepeatedly-accordingtoDenisWarnerthatIndiaandIndonesia werenowregardedbythem asthetwomostimportant countriesintheworld.

Thisviewshouldbe noted,andremembered,by Australians,asanindicationofthedevelopmentof Redplansinaregionwhichliesnextdoortoourown emptynorth.

Sir,-Someofyourcor-respondentsappeartobe anxioustocreatetheimpressionthatintheirPastoralontheCommunist menace,theBishops,while deploringthedestructionof theIndustrialGroups,did notindicateonwhose shoulderstheblameshould beplaced.

Inorderthatno-onemay bedeceivedbythislineof argument,itispertinentto pointoutthatDr.Evatt himselfisundernosuchdelusion.Hisimmediateand violentreactionleftno shadowofdoubtthathe realisedthePastoralcontainedastrongrebukefor himandhissupporters.

Similarly,thePresswas unanimousininterpreting thePastoralasbeingcriticalofEvatt-Labourfor destroyingtheIndustrial Groups.Notonepaperat- temptedtoreadintoitany criticismofthegroupers.

NoMisinterpretation

IfDr.Evattandthe Pressandthegeneralpublic werewronginsoconstruingthestatement,thenIsuggest,withrespect,thatjus- tice haveandcharitywould impelledtheBishops toremovetheerroneous construction.

Itisnotpossibleto imaginethatTheirLordshipswouldhavepermitted agrossmisinterpretationto endurewithouttakingsteps tocorrectit.

Weallknow,ofcourse, thattheyhavetakenno suchsteps-fortheobvious reasonthattherehasbeen nomisinterpretation.

Dr.Evattwasrightwhen hesawinthePastorala rebukeforhim.Hesawno rebukeforthegroupersbecausetherewasnonetosee.

Finally,inconsideringthisquestion,itisvitaltorememberthatinrecent monthstherehavebeen numerousstatementsbyindividualmembersofthe Hierarchypraisingthe groupers,CatholicandProtestant.

NotoneBishophasutteredonephrasewhichanyreasonableman,orevenDr. Evattforthatmatter,could regardasbeinginanyway derogatoryconcerningthe Groups.

Thesegirlshavesince madehistorybybeingthe firstinPapuatoreceive diplomasfromtheDepartmentofPublicHealthfor anapprovedcourseinmidwifery.
