In1952heundertooka secondexpeditiontoWarnerana,anislandinthe WesternBrockmanCreek, some110milessouth-southeastofPortHedland,and herehediscoveredhitherto unknownpetroglyphicsites. Thelasttribelivingthere, theIndjibandji,hadalmost completelybeendispersed bycattleandsheepstations andthecountryhadallbut beenabandonedowingto thedestructivenessofdingoes. Theseunfortunatecircumstancesprovedfortunate forFatherWorms,forhe wasabletoworkundisturbed.Hewasabletostudy thenativeengravingson rocksinthevicinity,to photographthemandto makefreehanddrawings.

Themonumentsareof greatage.Manyoftheengravingsareveryclear,as canbeseenfromthephotographs,thoughinother casessuperimpositionsof laterperiodshavefrequentlyblurredprimaryengravingstosuchadegreethat thoseofthelowerstrata canbetracedonlywith difficulty. Thisstratification,how ever,whileitmaybemystifyingtoalayman,affords toatrainedobserversuch asFatherWormsarareopportunityforfollowing stylistic differentiations basedonprehistoricethnic andculturalmigrations.

Hefound"asurprising three-dimensional effect" producedbyengravedfigureslaiduponthecurveof aboulderedge.Theengravingwhichhefoundat Wameranahadbeenpeckedintothegranitesurfaces withsmallhammering stones.

Theoutlineshadbeen markedbyregularlyspaced puncturesandtheoutlined areasthenfilledinwitha kindofstippling.Insome casestheopenareaswere coveredbyparallelstripes.

Ineightinstancesthesex isindistinguishableand otherpicturesrepresent animalsandconventional designs.Ononehill,which FatherWormsnamedGalleryHill,hewastakenunawaresbytheprofusionof largepetroglyphs.

"Theyweretieredonthe bouldersandruggedrocks givingtheimpressionofthe wallsofagiganticpicture gallery."

Mostofhisphotographs weretaken.there.Heexpresseshisgreatsatisfaction thatthepetroglyphswere undisturbedintheirnaturalstate. Vandalismhadnotleftits marksonthemasthesites werenotyetknown.Father Wormsstatesthathein-

Hisaimwastoshowhow dairyfarmersmightbecomebetterequippedtotakemore effectiveactioninimproving theirefficiency.

Someofhismoreimportantfindingsareoutlinedin thefollowingparagraphsandtheywillservetoguide

water shedsuppliedthemilking andlive-stockwateringpoints,butsometimes livestockweresupplied fromcreeks.

Fencingconsistedofjarrahpostsstrungwithplain andbarbedwire;often boundaryfenceswerenot stock-proof.

Nearlyeveryfarmerownedmilkingmachines,separatorandengine,hay-making equipment,mower,fertiliser spreader,harrowsanddiscs andmanyfarmerspossessed a plough,grain-crusher, chaff-cutterandapowersaw.

Itwasfoundthatlabour was andmainlyfamilylabour thatonlyeighthired full-timeworkerswereemployedonthe102farms. Women-folkusuallyhelped inthemilkingshedandwith calf-rearing.

Intheyearunder review (1950-51),23farmersearnedincomesoffthefarm rangingfrom£20to£1,033

Minorsidelinesincluded thecultivationofpotatoes, saleofsubterraneancloy,r seed,fruit,eggsandpoultry.Personalandsocialfactors arealwaysinterestingand giveaguidetoefficiency.Of the308childrenonthe farms,76werepre-school, 73wereatprimaryschool, 16atsecondaryschool,one attheUniversityandtheremainderwereindependentchildrenlivingaway fromhome.

Thetotallabourforceon thefarmswas136,ofwhicn 14percent.wasover60 yearsofageand52percent. ofitbetween30and49 yearsofage;therewere threeladsunder15yearsof age.

Mostofthefarmersand theirwivesleftschoolatthe ageof14.Seventeenofthe menhaddonecoursesat schoolsofagriculture,one wasan maker,apprenticedwatchanotherhadhis mastermariner'scertificate, andstillanotherhadpassedtheBankers'Instituteexamination.

Ofthe94wivesthreehad beennurses,onehadbeena teacher,onehadacommercialcertificateandonea dress-makingdiploma.

PoorHousing

Beforestartingontheir presentfarms16percent.of thefarmershadnoprevious farmingexperience.Fortysevenfarmershadprevious- lybeenoccupiedatunskilledorsemi-skilledmanual labourandoftheremainder mosthadworkedonfarms alltheirlives.

Thetimberandcorrugatedironhousesconformedlargelytotheearly GroupSettlementstyleof home.Thisprovidedfor twobedrooms,kitchendiningroom,loungeandan openverandahattheback andfrontofthehouse.

Manyhouseswere neglectedanddingyinap- pearanceandsomehadunlinedrooms.Sevenpercent. ofthehomeshadrunning water,electriclight,washingmachine,refrigeratorandtelephone,but17per cent.hadnoneofthese facilities.

Mostfarmershadamotor conveyanceand11ofthem hadtwo.Fifty-twomen wenttoFarmers'Union meetingsand25wiveswent toCountryWomen'sAssociationmeetings;31personsattendedParentsandCitizens'meetings,and57personswenttochurch.

Sales,whichprovidedop-portunitiesformeeting, werelookeduponaspartly socialaffairs.

PlightOfWomen

In1951,71farmersand44 wiveshadnoholiday;twofarmershadafortnightand 28hadoneortwoweeks; 47wiveshadfromoneto threeweeks'holiday.

Somewomenregardedtheirconfinementinthe maternityhospitalasaholiday,butthishasnotbeen includedabove.

Whenweconsiderthis attitudeandthefactthat somewomenworkedinthe paddockswithasmuch verveasthemen,ourrespectforcountrywomen mustbestillmoreenhanced.

Herethenisthepicture ofthedairyfarmandthe

personalandsociallifeof thedairyfarmerasseen throughtheeyesofthe trainedresearcher.

Therealincomewassufficenttoprovidethenecessitiesforhealthylivingand torearandeducateafamily. Therewerealsotheadvan-

theirfarms.Theinefficient organisationwasdue,itwas thought,toignorance. WhentheAustralianCouncilofTradeUnions recentlyproposedageneralstoppageofallAustralianindustrytoprotestagainsttheseriesofheavy penaltiesimposedbytheFederalArbitrationCourt onanumberofunionsforstriking,itmadea declamatorygesturewhichmeritsseriousattention. Althoughthemonstrousproposaltoholdup .nationalindustryforadaywasprobablynotenvisionedasapracticalmove,itsrejectionbythe metropolitanTradesandLabourCouncilsinseveral Statesdoesnotsignifythatanythinghasbeendone tomeetthedeep-seatedcausesofindustrialunrest.

Itistoofacileatthisstagetoclaimasatotal explanationthatthesuppressionoftheIndustrial GroupsandthewaveofstrikesinNewSouthWales presentacaseofcauseandeffect.Thatisnotto denythattheCommunistshavetakenfullopportunityoftheGroups'lackofstatus.Anyonewho reads,knowsthatthe"unityticket"hashadsuccess ontheMelbournewaterfront,andintheVictorian Railways'Union,tomentionbuttwo.Itisbuta revivalofthe"popularfront"tactic,butbyhiding behindtheskirtsofEvatt-typeLabourandthe newly-kindleddelusionofinternationalaccord,it goesonfromsuccesstosuccess.

DISPUTESHINGEONWAGES

Forallthat,itremainsthattherearereal grievancesbasedonprofoundinequalitiesinthe fieldofwages.Whileitisimpossibletoignorethe workofCommunistsinexploitingfortheirown ignoblepoliticalendsthegenuinedisordersofindustry,itisonlyrealistictonotethatthemain sourceofthetroubleistobefoundinthefailure oftheA.C.T.U.toformulateascientificwagepolicy suchaswasoutlinedinrecentyearsbytheCatholic BishopsofAustralia.

Itisprobablytruethatindustrialoutbreaksin theformof"directaction"wouldhaveoccurred withoutanyCommunistprompting.Sinceboth unionsandemployershavebeenunwillingorunable tosolvetheirownproblemsandtheco-ordinating bodiesoftheTradeUnionmovementmakenoshift toexercisedisciplinarypowerstheypossess,the Arbitrationauthoritieswillnaturallyintervene.

Section29oftheArbitrationAct,whichgivesthe Courtpowertoimposeheavypenalties,isboundto antagonisetheunions.Forithitsthemwherethey feelitmost-inthepocket.Theyfeartheirfinancial strengthwillbecrippledandmore,thattheright tostrikeitselfisunderindirectattack.

ExaminationoftherecentdisputesinNewSouth Walesindicatedthat,almostwithoutexception, whethertheyoriginatedfromrealgrievancesoras pretexts,theyinvariablycentredonwagesclaims. Anditisnotalonethecourtpenaltieswhichworry theunionist.Hesmartsundertheinjusticeof havingthebasicwagequarterlyadjustments "frozen"and,ifunskilled,resentsthedisparity createdbythegreatlyincreasedmarginsforskilled men.

Dr.LloydRoss,whoworkedontheunskilledlevel forsomemonths,haspubliclydeclaredthatitis onlypenaltyratesandovertimewhichmakeit possiblefortheunskilledworkertomeethiscommitments.Thepositionisgravelyaggravatedfor theunskilledmanwhohasafamilytosupport.

!';row,inthefaceofthesefacts,combinedwitha mildbutprogressiveinflation,thepeoplemostconcernedwiththelotoftheworkingmanseemtobe sufferingfromacuteintellectualpoverty.Thebest theA.C.T.U.hasbeenabletodevise(asatJuneof thisyear)isastatementofpolicyonwagesbased onabalancebetweentheneedsoftheworkerand theabilityofthenationaleconomytopay.Onthe politicalside,pricecontrolisbeingwidelycanvassed, althoughitisgenerallyconcededthatwagesare onlypartofthetotalcomponentofcosts.

Butgrantedthatpricesbe"fixed"oncemoreand thattheA.C.T.U.settlesfortherestorationofcostof-livingadjustments,thedisparitiesinwagerates forthesameworkwillremainandinflationwillbe givenadangerousimpetus.Suchmeasuresaremere improvisation.Whatisneededdesperatelyand quicklyisascientifically-basedwagespolicywhich willensurecomparativejusticeasbetweengradesof workersandwhichwillsharetherising'productivity amongthosewhoproduce.

Ofcourse,onecannotjustconcentrateonthelot oftheunskilledasifthemarginalincreaseshad permanentlysolvedtheproblemsoftheskilled worker.Alreadythevalueofthemarginsinterms ofpurchasingpowerhasdeclinedandpresently therewillbeademandforfurtherincreases.That clearlyistheroadtocatastrophe.

Butthefundamentalcategorisationofworkershas notbeengenerallyconsideredevenasatheoretical proposition.Itsexistenceisthrownintostartling reliefwhenweconsiderthatunskilledbachelors, spinstersandjuvenilesarethemostprosperousof wageearnersatthepresenttime.

Catholicsociologistshavemaintainedforsome yearsthatthebasicwageshouldbecomputedon needsofasingleman(includingprovisionformarriage).Therestorationofbasicwageadjustments willdonexttonothingtocompensatetheworker withfamilyresponsibilities.Butaradicalincrease inchildendowmentwouldhelpquiteabit.Instead ofageneralwagesincrease,theprovisionofthisaid tofamilymenoutofthetotal"wagespool"would

notaddtothecommunity'sdifficultiesandwould notputanyothercategoryofworkersatadisadvantage.

Furthermore,itwouldbeprogressivepolicyif legislationwereenactedtomakechildendowment paymentsadjustabletothebasicwage,sothattheir relativevaluewouldalwaysremainunimpaired.

Onwhatbasisshouldthebasicwagebeassessed?

AccordingtoA.C.T.U.policyitshouldsupplythe "reasonableneedsofamarriedwage-earnerandhis family determinedfromtimetotimebythe standardsgenerallyacceptedinprogressivecommunitiesandthesocialaspirationsoftheAustralian people."

Obviously,thelackofdifferentiationinthatconceptmaintainsthepresentinequalitiesandperpetuatesexistinginjustices.Forthewagerateso setwouldbesohighinmonetaryvaluesthatit wouldmakeanadequateamountofchildendowmentimpracticableforthenationaleconomy.

Andthatbringsmetothecruxofthequestion. SincetheFederalArbitrationCourtclaimsthatit basesitsfindings,notontheneedsoftheworker, butonthecapacityofindustrytopay,wemay fairlyaskwhereisthisindexofproductivitytobe found?Muchoftheevidenceadduced,bothby employersandbyunions,ishypothetical,indirect andsometimestendentious.Iftherearetobejust variationsofwagesthereshouldbesetupsome scientificstandard,bywayofaproductivityindex, whichwould.beacceptedasauthoritativeandrespectedbyallparties.

CHALLENGETOOURWITS

Economistsdifferonthepracticabilityofsuchan index,buttherearethreeacknowledgedcheckson changesinnationalproductivity-directmeasurementintermsofvolumeofproductionandmoney values;companyprofits.Eachsystemhasitsweaknessesbutthestrengthofthethreeincombination isthattheyactasmutualchecks.Itissurelynot beyondthewitofmantomeasurethethingshe makesintermsofsocialbetterment.

Inconclusion,Imaysaythatnoresponsibleperson inthecommunitywouldreckonanationalstoppage ofworkasmorallyjustifiableorofpoliticalutility. Asachallengetotheorganisedlifeofthecommunityitisapoliticalactwhichrationalmenshould unitetodefeat.

Itisreassuringthat,despitethedeplorableleadershipoftheLabourParty,itsindustrialwingshowed ahighdegreeofresponsibilityinrejectingthe A.C.T.U.proposal.Butthatitcouldhavebeen raisedatallissurewitnessofthefeeblenessthat marksLabour'shighestoffices,bothindustriallyand politically.Theirhoneymoonwiththeminionsof Moscowisnearlyover.Soontheyshallhavethe people'sverdictanditcanonlybeinonedirection.

Thepriest-scientistand notedbotanistsaidthatthe surveywouldlistallplants andtreesinthecountryto discoverraremedicinal plants,andalsoforbotanicalresearch.

Hedeclaredthatultimately,whentrainedpersonnelisavailable,asurvey ofthefloraofthewhole continentofAsiamaybe undertakenundertheauspicesoftheIndianGovernment.
