What,then,makesacity holy,liftsitoutofthe squalorofthemodernslum andthesinthatismore ancientthanNinevehand Babylon?Theanswerisan exaltedandunswerving purpose,thehighest,holiest purposeofall-theservice ofGodandthevisionthat goeswithit,thevisionof thenewJerusalem.
Inthreearticlesonthe CityofPerthweshalltry toexaminetheproblemof citydevelopmentasitconcernsus,(1)asfaraswe havecometoday,(2)asit hasbeenplannedforthe future,and(3)aswemight stillplan-thedreamcityof 2000A.D.
CityExistsForMan
Thus,thesecondarticle willattemptacritical analysisoftheStephensonPlan,bearinginmindthat thisplanisnecessarily limitedinscopebythe natureofProfessorStephenson'sassignment;whilethe thirdarticlewillseekto transcendthoselimitsand, unshackled,takeapeepat Utopia.

Obviouslythisplanning businessisextremelydifficult,andforthisreason:it doesnotliewithinthe powerofmantoforesee evenafractionofthedevelopmentsthatbearonthe patternofacity.
Indeed,sostaggeringhas thescientificandindustrial
progressofthishalf-century beenthatanythoughtof thenext50yearsmustremainthesheerestconjecture,whateverthecredentialsoftheprophetmay happentobe-shortofhis beingdivine.
WastedSpaces
Onehasonlytolookat someofourremotecountry towns,forinstance,towonderwhytheirplannersever thoughtofthosewidestreets whichseemdestinedtoech'j theiremptinesstothetraveller'sfootfallforasfar intothefutureastheimaginationcanleap.Yet,atthe time,theirplannersmay wellhavebeenregardedas wiseandfar-seeing.
Adelaideseemstobeanothercaseinpoint;itsambitiousandimaginativeplanleavesonewonderin'i whetheritwasnotindeed tooambitiousandtooimaginative.For,thefurtherone goessouthofRundel-st.the morevacanttheaspectof thecitybecomes,andthe morepointless. Inbroadoutlinethe growthofourcityhasfollowedthefamiliarpattern. Featuresofthispatternare:
(a)Theheartofthecity; or,aswehavetermeditthecityblock.Thiscomprisesthemaincommercial andshoppingcentreswith somehotels-thelargest.In nosensecanthisbecalled aresidentialarea,despite thehotels.
(b)Theslumring(nottoo wellpronouncedorwelldefinedbecauseofthecomparativelylimitedgrowthco far)comprisingportionsof East,NorthandWestPerth. (SouthPerthissavedbythe river.)Herewehavemixedbusinessandindustrial premisesandsubdivided houses.
CentrifugalForce
Someofthelargerhouses, nowshabbyandunkempt, wereoncefashionable homes. Railwayyards, carbarn,gasometerand powerstationaretypical features.
(c)Theintermediateregion:Thisincludespartsof Mt.Lawley(south),Maylands,Bayswater,Inglewood,Mt.Hawthorn, Leederville,Subiaco.This areaismoreorganisedwith evidenceofplanningand buildingcontrol.
(d)Thesuburbs:stretchinggenerallysouthandeast oftheriver.Thesearecomparativelyrecentlydevelopedareas-betweenthewars andafterWorldWarIIsuchareasasApplecross, MorleyPark,ShentonPark, Graylands,etc.
(e)Somesporadicslummingontheoutskirts.These areofrelativelyrecent growthandarenottoopronouncedinthiscity.Smelters'Campisanexampleof thissortofthing. Itisimportanttonotethe trendinresidentialareas. Thistrendisprogressively outwards,asitwereacen-
trifugalforceoperatingin ever-wideningcircles.
Andthesignificanceof thisisthatitisaperfectly naturalprocessillustratingthemainthesisofthisentire seriesofarticlesonthe variousfacetsofdecentralisation,viz.,thatthisfleeing fromcongestionisnotonly desirablefortheoptimum lifeofthecitizen,butalso sovitaltohiswell-beingas tomanifestitselfasacompellinginstinctiveforce,an almostprimaldesire.
Itunderlinesthedual characterofman:onthe onehandhisgregariousinstinctwhichappearsinthe communityspirit(often moremarkedintheremoter suburbs)and,ontheother hand,hisneedtobealone sometimes,hisnatural yearningtobefarfromthe maddingcrowd,torelax andtofeelthedeepthrob oftheheartofcreationand toadore,howeverfeeble, howevervaguely,however confusedly,theCreator.
CityIsStrangled
Theauthorofthe"Imitation"quotesSenecaassaying:"AsoftenasIhave beenamongstmen,Ihave returnedlessaman."The philosophicalvalueofthis seeminglyextremeviewis intheemphasisitplaceson thedeepspiritualneedto bealone,andjustbecause thisneedisspiritualitis notonewhitthelesshuman; rather,themoreso.
Indeed,itisthecalculated eliminationofthespiritual fromtheconceptofhumanitythatisthemostheinous ofthecrimesofourage. Thisisthedeadliestadder lurkinginthetangledforest ofourneo-materialism.
theHavingbroadlyexamined salientfeaturesofour citygrowthletusnowattemptsomebalancedassessmentofthemeritsanddemeritsofthecityaswefind ittoday,leaving,aswe must,thespecificremedies andtheiranalysistolater consideration.
Itmaybewisertobegin withthefaultsandthento seehowfartheseare counter-balancedbythe virtues.
Thoughofrelativelysmall importanceinthewider contextofourdiscussio thereis,firstofall,the problemoftrafficcongestion.
Thecityblockisstrangled tothenorthbytherailway yardsandcentralstation, and,sinceitsexpansionto thenorthwouldbethemost natural,thisisaserious drawback.
Theunwieldymassof peak-hourtrafficisanervefrayerwhichcannotbe lightlydismissed.
Thecity,strainingtodisgorgeitself,seemstotumble overitsnorthernbarriervia twoinadequateandunsightlybridges,butnotbeforeits innerarterieshavebeen poundedandcloggedbythe everincreasingmassofits life-blood.
Thisbedlamisonlyaggra- vatedbythemonstrous notionthat,somehowr other,cumbersomebuses and-evenworse-trams shouldbekeptrolling(whentheyarenotstationary,as throughtheyusuallyare!) thedeepesttangle ofitall. Thisrailwaylinebarrier andtheconsequentrigidityofwhatwehavetermedthe innerateries(mainlyHay andWellington-sts.)iswhat medicalmenwouldcall sclerosis-disseminated sclerosis-oftheacutest kind.
SomeEye-sores
Thenwehavetheeyesores:thehideouspilesof hybridarchitecturescatteredabouttheplacewithcarefreeabandon;the shabbyandunprizeddwellingplaces,sosoullessand despair-riddenintheirmessagetothestreetstheydis-figure; tisementtheunsightlyadver-splashedwallsof nondescriptmansionsand warehouses;and,most soberingofall,men,women and deavouringchildrenactuallyentolive(eking outanexistencewouldbe morelikeit)insomeof thesesoul-corrodingplaces.
Theothersideofthepic- tureiseversomuch brighter.
Firstofallwehavethe almostperfectnaturalsetting,acknowledgedassuch bythemostdiscriminatingvisitors.Thewide,generousreachesofaplacidriver undertheblue,peaceful sky,thegold-fleckedsands ofitsbanks,yellow-gold dustofoursunlightthatso royallyburnishesagentlyrollinglandscapeandbathes eventhemulti-coloured workofmaninitsallpervadingsplendour.
Thehundredsofvarieties ofwildflowers-allthen thingsarebalmtosoulof thetiredcitydweller,the deeply-felt,vibrant,trium phantmusicoflife.
SereneEnvironment
Andmanhasn'tdonetoJ badlyeither.Witnessthe numerouspublicandprivate gardens,thewell-keptparks andrecreationgrounds,the widespreadsenseofpersonalprideinthebeautyandcleanlinessofthecity.

EvenformodernmanGenevastillsmouldersin theruinsoftheLeagueofNations.Itwerebad enoughifitweremerelythepyreoftheaspirations ofsecularman,butitis,too,thePhoenixoftoday's widespreadscepticism-"God'sscornforallmen governing."Itmaybebeerisbest.
Finallyandmostcontemporaneously,Geneva standsinourtimesforthedefeatistnotionsthat passforpeace.Itisthemarket-placewherethe tradersofMuscovyboughttherichlandsofIndoChinaforthesmallpriceofEuropeanhonour.Itis theplacewhere12millionhumanbeingswere handedovertoabondagecomparablewiththeworst inantiquity.Itisthesitewherethedisintegration ofSouth-EastAsiawassetafoottoourmortalperil.
Whatisdisturbingaboutthepresenthostingis notonlytheunhappybackgroundofthevenuebut thedisastroushistoryofpastmeetingsbetweenthe WesternPowersandtheSoviet.Wherepast"summit"gatheringshavenotprovedmerelyfrustrating andabortive,theWesthaslostoutdecisively. WhetherthereleaseofCardinalMindszentyby theHungarianCommunistregimeisathingesture toimpresstheGenevaConferencedelegates,itis assuredlynoindicationofmagnanimity.Wehave yettolearnthatCommunismhasevertakenage orill-healthintoreckoninginitstreatmentofhuman beings.Furthermore,thereiseveryindicationthat the"release"willrepresentnorealchangeofstatus asinthecaseofAloysiusCardinalStepinacof Yugoslavia.ThePrimateofHungarywillbeheld underhousearrestinamonasteryinsteadofina formalgaol,andhewillbepreventedfromcarrying outhisepiscopalresponsibilities.Now,ithasbeen commonknowledgeinHungarysinceOctoberof lastyearthattheCommunistshaverepeatedly offeredtoreleasetheCardinalonjustsuchterms andthattheCardinalhasrefused.Hence,his releasehastheappearanceofbeingcoercive.
Itisusefultorecallatthistimethat,irrespective ofwhatconditionsmayhavegovernedtheCardinal's release,theChurchinHungaryistotallyinchains. Neitherpriestsnorbishopscanactfreely.Their mailisread,theirstatementscensored.TheactingheadoftheHungarianhierarchy,ArchbishopCzapik, hasbeencompelledtoattendspuriouspeaceconferences,where,however,hehasbeenabletoput forwardsomeChristianviews.Officialinformers takenotesofsermonsandcriticismofthegovernmentispunishedbyfinesandgaolsentences.Every possibledifficultyisputinthewayofparentswho wanttheirchildrentohavereligiousinstructionin schools,eventothelossofemploymentandthe failureofchildreninexaminations.TheHungarian Reds,however,havetriedtokeepuptheoutward appearancesofreligiousfreedomforpropaganda purposes.
Sothat,evenwereCardinalMindszentyfreein hispersonalmovementshewouldstillnotbeable tofunctionasArchbishopandPrimate.Yethistrial andmorethansixyears'imprisonmenthavenot beeninvain.Theworldknowsnowthatthe"trial" wasarrangedinallitsessentialsthreemonthsbefore itwascarriedout.Despitedrugsandperjury,the HungarianCommunistsfailedtoconvincetheworld atlargeoftheCardinal'sguilt.Theyoverdidthe processgrotesquelybypresentingtheaccusedina completereversalofcharacter.Moreover,theCardinalhadforestalledtheminalettertotheBishops disowningwhateverhemight"confess"fromhuman frailty.Itwascleartoanyonewhofollowedthose remarkableprocessesoflawthattheCardinalwas condemnedforcarryingouthisdutiesasaCatholic Bishop.
ThatMoscowwasnotpleasedwiththeresultsof theMindszentytrialwassoonevidenced.ForArchbishopBeranofPragueandCardinalWyszynski wereaddictedtothesame"crimes"whichare enoughtomeritCommunistcondemnationatany time.TheirdefenceoftherightsoftheirChurch andtheirpersonalpopularityamongthepeoplehad tobesuppressed,buttheRedsdidnotdaretobring eitherofthemtopublictrial.Furthermore, Krushchev,firstsecretaryoftheCentralCommittee oftheSovietyCommunistParty,wasconfessedly promptedrecentlytoproclaimacessationofactive persecutionoftheChurchpreciselybecauseofthe failureofthesetactics,evenintheSovietUnion itself.Itistheage-oldstoryoftheCrosslaidonthe ChurchandofHercertainandgloriousresurrection. Butitisastorytooplainandtooboldforthe megalomaniacstoread.

Thereareindications,atthetimeofwriting,that theKremlinwillmakeastrongbidforRedChina's claimtoFormosa.Andwhilethataspectofthe Genevameetingisofprimaryinteresttousinthis country,itishardlylikelytomakemuchheadway. Butitwillbeusefulforpropagandaanddiversionarypurposes.Thereisnoroomforbargaining anyfurtherportionsofAsiaforconcessionsin Europe.Thereshouldbenoquestionofbargaining onoursideatall.
ItistimefortheWesttoimproveuponthe initiativewhichthefreeingofWesternGermany hasgivenitandagainstwhichtheSoviet"liberation"ofAustriaissmallbeer,indeed.Theoccasion isripetomakemajordemandsupontheRussians forconcreteproofofsincerity.Andinthisrespect twoissuesloomlarge.Oneisthedissolutionof theCominformwhichwouldmeanthedisbandment oftheCommunistpartiesinthedemocraticnations. Todaymorethanevertheacuteworldcrisisdemands thatthosewhodisposeofimmensefunds,builtup onthesweatandtoilofmillions,keepconstantlyand singlyinmindthecommongood.Statefunctionaries andallemployeesareobligedinconsciencetoperformtheirdutiesfaithfullyandunselfishly,imitating thebrilliantexampleofdistinguishedmenofthe pastandofourownday,who,withunremitting labour,sacrificedtheirallforthegoodoftheir country. Ininternationaltrade-relationsletallmeansbe sedulouslyemployedfortheremovalofthoseartificialbarrierstoeconomiclifewhicharetheeffects ofdistrustandhatred.Allmustrememberthatthe peoplesoftheearthformbutonefamilyinGod.
UNRESTRICTEDFREEDOMFORTHECHURCH
AtthesametimetheStatemustallowtheChurch fulllibertytofulfilherdivineandspiritualmission, andthisinitselfwillbeaneffectualcontribution totherescueofnationsfromthedreadtormentof thepresenthour.Everywheretodaythereisan anxiousappealtomoralandspiritualforces;and rightlyso,fortheevilwemustcombatisatitsorigin primarilyanevilofthespiritualorder.Fromthis pollutedsourcethemonstrousemanationsofthe CommunisticsystemflowwithSataniclogic.Now, theCatholicChurchisundoubtedlypre-eminent amongthemoralandreligiousforces'oftoday. Thereforetheverygoodofhumanitydemandsthat herworkbeallowedtoproceedunhindered.
Thusitisthattheradicals,whoarenotsovery numerous,profitingbythisdiscord,areabletomake itmoreacute,andendbypittingCatholicsone againsttheother.Inviewoftheeventsofthepast fewmonths,Ourwarningmustseemsuperfluous.
Werepeatitneverthelessoncemore,forthosewho havenotunderstood,orperhapsdonotdesireto understand.ThosewhomakeapracticeofspreadingdissensionamongCatholicsassumeaterrible responsibilitybeforeGodandtheChurch.
INVITATIONTOALLBELIEVERS
Butinthisbattle,joinedbythepowersofdarknessagainsttheveryideaofDivinity,itisOurfond hopethat,besidesthehostwhichgloriesinthename ofChrist,allthose-andtheycomprisetheoverwhelmingmajorityofmankind-whostillbelievein GodandpayHimhomagemaytakeadecisivepart. Wethereforerenewtheinvitationextendedtothem fiveyearsagoinOurEncyclical,"CaritateChristi," invokingtheirloyalandheartycollaboration"in ordertowardofffrommankindthegreatdangerthat threatensallalike."
Since,asWethensaid,"beliefinGodistheunshakablefoundationofallsocialorderandofall responsibilityonearth,itfollowsthatallthosewho donotwantanarchyandterrorismoughttotake energeticstepstopreventtheenemiesofreligion fromattainingthegoaltheyhavesobrazenlyproclaimedtotheworld."

Suchisthepositivetask,embracingatoncetheory andpractice,whichtheChurchundertakesinvirtue ofthemission,confidedtoherbyChrist,ofconstructingaChristiansociety,and,inourowntimes, ofresistinguntovictorytheattacksofCommunism. ItisthedutyoftheChristianStatetoconcuractively inthisspiritualenterpriseoftheChurch,aidingher withthemeansatitscommand,whichalthoughthey heexternaldevices,havenonethelessfortheirprime objectthegoodofsouls. Inthisway,bydenying trueequalitybetweenthe
differentschoolsystems,the governmentisviolatingthe rightsofcitizens.Thetime hasgonewhenpeoplebelieveditwasenoughto grantpurelytheoretical rights.
Todaywebelievethatin additiontheStatemustput attheindividual'sdisposal thematerialmeansofexercisingrights.

Theefforttomakethe publicschoolssupremeis, moreover,contrarytothe BelgianConstitution.The foundingfathersof1830 (theyeartheConstitution wasdrawnup)attached particularimportanceto barringtheroadtoaState monopolyofeducation,for theyhadhadexperience withsuchamonopolyunder Dutchrule.
Yetsinceindependence waswontherehasalways beenaschoolproblemin thiscountry.
In1879,forinstance,a Leftistgovernmentformed byLiberalstriedtoimpose anti-clericalschoollegislationonthecountry.The LiberalPartywasbeatenin the1884electionsandhas neverrecoveredfromthe blowitreceivedatthat time.

Redobviouslyrepresents fireandblood,burninglove andsacrifice,thefruitof love.Itisthesymbolof theHolySpirit,Whoenkindlestheheartsofmen, ofthatgenerosityandlove whichtriumphsoverdeath itselfbythesacrificeof earthlygoodsandoflife itself.Itisusedonthe feastofthePreciousBlood, onPentecostandonfeasts
ofmartyrs,includingthe Apostles. Greenalwayssymbolised hope,whichisthesentimentarousedinthesoulby thecomingofChristandby participationinHisMys- teries.Itisthecolourfor Sundays,exceptinAdvent andLent.
Purple recollectionmeanspenance, andhumility. Itiscalledviolet,because itisthecolouroftheflower ofthat significantname;theviolet,ininappearance,andcoveredbyabundant foliage,betraysitspresence byitspowerfulanddelicate odour.PurpleisusedduringAdvent,Lent,Ember Days,andtheFeastofthe HolyInnocents.Alsofor benedictions.
Ifpurplestillinspiresa feelingofdeepsweetness, thisdisappearsatthe presenceofblack,whichis thenegationofcolourand oflight.Itisareminder ofdeathandburial,of tragedyanddesolation,and isreservedforGoodFriday, forthecommemorationof thefaithfuldeparted,and forallRequiemMasses.

Itistoldthatmanyyears agoanArchbishopwho livedinthecapitalwasbelovedbythedevout,but hatedbyagroupofenemies.
Thelatter,knowingthat heveneratedaparticular imageoftheCrucified Christ,smearedapowerful poisononthefeetofthe image,hopingthatwhenhe kissedit,theArchbishop woulddie.
However,thetradition says,itdidnotturnoutthat way.Nothinghappenedto theArchbishop,butthe figureofthePoisonedChrist turnedalmostblack.
Thefaithfulhereinsist thatthePoisonedChrist hasfiguredinscoresof miraclesforbelievers,and eachyearithasbeenreveredinspecialceremonies.
