Inthehalf-castemissions forchildrenasimilarsubsidywasnowbeingprovidedasthatallowedfor childrenofourowninstitutions.
Thatwasastepforward, butmuchremainedtobe donebeforethatbloton Australia'ssocialrecord, wouldbecompletelyremoved.
Thebuilding,saidHis Grace,incorporatedawing whereboysfromthevariousmissionswouldbeaccommodatedwhileserving theirapprenticeshipsinthe city.
ThePallottinesweretobe congratulatedinthatthey wereamongthefirstofthe
shouldbesupportedby charity.Theyshouldand couldbetrainedtoearn theirownlivelihood,butif thatwastobedonefacilitiesforsuchtraining shouldbemadeavailable. Thatpreciselywaswhat wouldbedoneattheMissionaryCentre.
TheproblemofthehalfcastesinWestAustralia wasaverypressingonebecausewehadone-fifthof thenativepopulationof Australia.Thebirth-rate wasveryhigh.Sincethe beginningofthecentury theyhadmorethantrebled theirnumbers.
Theirplightwasasorry ono'Theydidnotwishto beclassedasblacksandyet theyweredebarredfrom
hoped,wouldonedayhe giventhem.
Inthatcentreandin othermissionsthroughout theStatewewereendeavouringtomakeapracticalandpositivecontributiontothatcomplexproblem.
Theprocesswouldne slow.Itwouldrequirefaith andpatience.Butwith God'shelpandwithcontinuedsupportfromgovernmentsandgovernmentdepartments,withthepublic conscienceawakened,as thankGoditwasbecoming moreandmoreawakened, theywouldeventuallysucceed.
TheArchbishopcongratulatedMr.StanCostello,who haddesignedthebuilding, andthankedhimandthe tradesmenassociatedwith himfortheirfineworkmanship.

ChurchandStatehad reasontobegratefultothe PallottinesandHisGrace saidhewasdelightedto havethatopportunityof expressingpublicly,onhis ownbehalfandonbehalf oftheotherbishopsofthe province,theirappreciation ofthefineworkthePallottinesweredoinginthat nobleapostolateforWest Australiannatives.
Itwasconsolingtoknow, theArchbishopcontinued, thatgovernmentswerenow becomingmoreandmore awareoftheirrealresponsibilitytothenativepopulation.Inrecentyears. throughvariousdepartments,betterhousing,educationandsocialconditions wereprovided.
HisGracepraisedthe effortsofthegovernment inthesedirectionsandsaid thattheadvocacyofthe natives'causebyMr.Middleton(Commissionerfor NativeAffairs)hadbeesa
missionstoprovidesystematicvocationaltrainingfor theboysundertheircareasystemoftrainingequal inallrespectstotherecognisedstandardsofthecitizensofthecountry.
Atsomefuturedate-and HisGracehoped,before long-aparallelbuilding wouldbeerectedonthat 10-acresite,wheregirls fromthevariousmissions wouldbeaccommodated.

Thatconventwouldbe underthecareofthe SchoenstattSistersofMary, whoarrivedfromGermany afewyearsagoandwho weredoingsuchwonderful workforhalf-castegirlsat TardunandWandering.

Churchworkedforhisadvancementinthatsphere thatonemightthinkitwas herspecialobject.Allthe time,however,theChurch wasconcernedwithman's eternalwelfare,hesaid.
Thetemporalpowers,on theotherhand,hadno directconcernwithman's spiritualwelfare-infact, theyopenlyconfessedtheir unconcern.
Forinstance,duringthe war,themilitaryauthorities,representingthetemporalpowers-werevery worriedaboutthetroops associatingwithwomenin housesofill-fame,Father Lewissaid.
Whatwastheirsolutiontolicensethehouses,send outpatrolsofdoctorsand providethetroopswith safeguardsagainstphysical sickness.
Theyprovidedtemporal welfareforamanatthe expenseofhissoul,he pointedout.
Itwasthereforeleftto theChurchtoprotectthe spiritualormoralinterests ofman-consequently, ChristgavetothePastors ofHisChurch,notonlythe rightbutthedutytoexamineandtopronounceon themoralissuesinvolvedin theeffortsofthetemporal powerstoadvanceman's materialconditions.
Thenovelideaofspiritualauthorityvestedinthe temporalpowers,introduced byLutherintoChristian thoughtandeagerlyadopted-forobviousreasonsbythetemporallordswas contrarytoChristianteaching.
onlytheexaggeratedclaims ofHenryIIandHenryVIII.buthadalsoresistedindefenceoftheChurch'sright toexamineandproclaim therightsofGodoverthose ofCaesar,andtoinstruct menwhen"therightsof Caesarencroachedonthe rightsofGod."
Therewasagooddealof talkthesedaysaboutMcCarthyismandthesmearingofmeninpublicplaces. SomeCatholicsevenwere sometimesafraidofbeing labelledfor"interferingin politics,"FatherLewissaid. NoCatholicshouldfear thatsmearcampaign.Christ himselfhadwarnedHis Churchthatitwouldbe persecutedasHewaspersecuted.
WhenOurLordwasarraignedbeforetwotribunals forthepurposeofsecuring Hisdeath.Hewasaccused ontwocounts,accordingto themake-upofthetribunal.
BeforetheSanhedrinof theJews,whoseinterest was,oroughttohavebeen, religionandmorality,He wasaccusedofsubverting God'sLaw;whenhecame beforePilate,apaganwith nointerestinJudaism,He wasproclaimedapolitical agitator.
So,inthe16thcentury, whenmenweredeeplyconcernedwithreligion,the ChurchwasdubbedasubverteroftheGospeland today,inthefaceofaworld hardlyinterestedinGod, thechargewaschangedto politicalsubversion.

DespitetheclamouringofthePressthereisno goodreasontogrowexcitedattheprospectofa "summit"meetingoftheBigFour.Ofscarcelyany moment,exceptasanalarumfortheoptimistic,is theannouncementofaSovietdisarmamentplan.
TheAmericansalone,ifonemayjudgefromPress reports,arealmosttotallyscepticalofSovietintentions.PresidentEisenhower,weread,is"reluctant butwilling."Editorialcommentgenerallyisthat worldconditionsaresodesperatethatanythingis worthtryingandwhoknowswhatmaycomeofit.
IntheintensificationoftheSovietpeaceoffensive liesamostdangerousdelusionfortheWestern Powers,particularlyforthose(andtheyareinthe majority)whichdonotunderstandtheclassic,undeviatingnatureandaimsofinternationalCommunism.
ThereisnodoubtthattheSovietreceivedabad joltattherestorationofsovereignpowertoWestern Germanyandstillmoreatthedecisiontopermit rearmament.TherewerehopesinMoscowtothe veryendthattheFrenchcouldbe"gotat"andthere werereasonsenoughforthatexpectation.
TheemergenceofWesternGermanyasanation politicallyindependent,economicallystableand assuredofarmedmightwithinreasonabletimedislocatedallSovietplansfor"liberating"Europe. Moreover,bycontrast,thepoliceStateoftheSoviet zonewasleftverynakedintheperspectiveofpro- pagandaandnationalisticdemandsfromtheGermany-in-chainscouldnotlongbequietedorresisted.
Hence,therestorationofAustriamaybeviewed atonceasadiversion,asanalternativetogetting outofEasternGermanyandasatokenofpeaceful intentions(whicharecompletelydeceitful).
Tito'srapprochementwithhiserstwhilefriends alsodovetailsintothisspeciouspatternofpeace- makingwhichconcealstherealdesignofcoaxing pctentialwartimealliesoratbestweeningthem fromtheWestandassuringtheirneutrality.The opportunistofYugoslaviaisnottobetrustedone inch,butfortunatelyhistreacheryisliabletobeas muchaperiltotheSovietastous.
Whatwemustkeepclearlyinmindasthegreat PowersplantomeetinSwitzerlandisthatsucha conventionmayproveagooddealworsethana wasteoftime.Theseedsofthemajorruinoftimes wereplantedatjustsuchget-togethers,bothfor EuropeandforAsia.Teheran,Cairo,Yalta,Panmunjon,Geneva-thatisthelitanyofourhumiliationandwemustberesolvedthatwhatfollowswill onlybetheAmen.

Ifweseekacriterionbywhichtomeasurethe successofthatpropagandistline,wehaveonlyto counttheheadsofthosepeopleinresponsiblenationalpositions(includingCatholics,alas!)who advocatetherecognitionofRedChinaandtheseatingofthosetyrantsinUNO.
Inthispartoftheworldwehaveheardlessof thecantaboutthe"independence"ofGermany outsideNATObecause,howeverbelatedly,wehave realisedthatweareintheAsiansphere.Eventually weshallhearalotofoppositiontotherearmingof Japaninmuchthesamewayaswehavetocontend withthedrivellingnonsenseagainstsendingtroops toMalaya.
Itisperhapsunderstandablethatpeoplewhohave noreligiousbeliefsorwhorejectreligiousdogma infavourofbelievingthattruthisasgoodaserror shouldfailtoseethatadogmaticgodlessness. basedondeceit,shouldexistandprosper.Itisvery difficulttofollowhowCatholicscouldbe"suckedin" insuchfashiondespitethewarningoftheirspiritual leaders.
Partandparceloftheco-existencelinewasthe featureofEast-Westtrade.Thatwasabaitwhich thematerialistsofthedemocraciescouldscarcely resist.Itexplainswhynotafewbusinessmenare sympathetictotheneworderinChinaandpar- ticularlywhythe"follow-Britain"disciplesconcur.

Clearlytherewillbedifferentapproachestothe problemsofthefull-bloodednativesandtothoseof mixedblood.Accordingtowell-tried,established Catholictraditionhere,thefull-bloodnativesare happiestandmostfreeinasegregatedenvironment. Thereissolidreasontodoubtwhethertheycould beabsorbedintothecommunityinanyrealsense. Nordotheywishtobe.Themixedbloodstands inacompletelydifferentandmorecomplexsituation.Bytheaccidentofbirthheisplacedsocially inano-man's-land.Heisneitherfishnorfowl. Todayaswesurveywhat hasbeenaccomplishedin the100years,ourmindsgo backtothatlittleFrench village,andthenoble womanwhosevisionextendedbeyondtheshoresof herbelovedFrancetothe desertsandsofAfrica,to thejungleofBurma,tothe ancientcivilisationsofthe Mediterranean,tothemysticlandsoftheOrient,and tothisvast,thenunknown southerncontinent.
Here,inAustralia,blessedfromthefirstbyOurLadyHelpofChristians, thevisionhasbecomea reality.Amidalltheturmoilsofwarandrumours ofwar,andofconflicting ideologies,herdaughtersgo ontheirtranquilway,accordingtotheRulethatshe hadplanned-arule,thatis timelessandunvarying-foritsbasisissacrifice, truthandcharity. Thesequalitiesknownot time,butlikefaithitself, willremainuntiltimeshall ceasetobe,andtheLord, inWhosevineyardthe SistersofSt.Josephhave toiledthroughoutthecenturies,willsayuntothem: "Welldone-goodand faithfulservants."
