TheCommunistthreattotheChristianworldisnot somethingthathassuddenlyariseninourgeneration. Itsfundamentalerrorswereexposedbythegreat Popes,whoruledtheChurchduringthelastone hundredyears.TheBishopsoftheCatholicChurch, inunionwiththeSovereignPontiffs,havebeenforemostintheworld-widestruggleagainstatheistic Communism.

Inonegenerationthisaggressiveandruthless movementhascontrivedtoholdaboutadozennations inbitterbondage.Untoldsufferingshaveafflicted millionsofhelplesspeople,andsincetheCatholic Churchhasalwaysbeenthechiefopponentofthis sinistersystem,thepersecutor'shandhasstruckmost heavilyattheBishopsofChrist'sflock.

Theclergyandthefaithful,oftendeprivedofthe guidanceoftheirappointedleaders,havesuffered brutalenslavement,tortureanddeath.Theinvader's thrustisnowextendingoverSouthEasternAsia,and weinAustraliahavebecomeacutelyconsciousofthe sufferingsinflictedonournorthernneighbours.It wouldbesheerfollytoblindourselvestothepossibilitythatasimilarfatecouldsoonoverwhelmour owncountry.

COMMUNISTSNEAREDCONTROL

Mindfulofourresponsibilitiesasspiritualguides, theCatholicBishopsofAustralia,assembledatour annualmeeting,gaveearnestconsiderationtothis gravedanger.Wefeelboundtorepeattheserious warningwehavefrequentlygiventhattherecanbe nocompromisewiththeCommunistsystem.The ChurchisunswervinglyopposedtoCommunism becauseofitsatheism,materialismanddenialofbasic humanrights."Communismisintrinsicallywrong," saidthelatePopePiusXI,"andnoonewhowould saveChristiancivilisationcangiveitassistanceinany undertakingwhatever.Thosewhopermitthemselves tobedeceivedintolendingtheiraidtowardsthe triumphofCommunismintheirowncountrywillbe thefirsttofallvictimsoftheirerror."(1)

Itisawell-knownfactthatduringthelastten yearsCatholicsinAustraliahaveendeavouredtoform astrongpublicopinionagainstCommunistactivities inourcommunity.Thiswasanobleundertaking, patrioticallydirectedtosafeguardourFatherland, therightsandlibertiesofourfellowcitizensandthe freeexerciseofreligion.TheleadersofthiscampaignwerefamiliarwiththeextentofCommunist suppressionsofthoserightsandprivilegesinother countries.Theyforesaw,asthehistoryofsubsequent yearsproved,thattheCommunistplantocapture TradeUnionsandotherpublicbodiesinAustralia waspartofaclearlydesignedschemetoseizecompletepoliticalcontrolofthecountry.

Australianpublicopiniongenerallyfailedtorealise thatintheyear1945everymajorTradeUnion,with oneexception,wasinthehandsoftheCommunists. AtthatperiodtheBiennialCongressoftheAustralian CouncilofTradeUnionswasdominatedbyaCommunistmajority.

Itisveryregrettablethathighlyplacedpublicmen, includingsomeCatholics,seemtohaveclosedtheir eyestothegreatissuesinvolvedinthepresentupheaval.Theydonotappeartorealisethattheyare forwardingtheinterestsofCommunism.

REDTHREATTOTHENATION

Thereseemstobeeverylikelihoodthatthepresent politicalupheavalhaspresentedtheCommunistswith anunexpectedvantagegroundintheirfight.Wefear thatthehard-earnedfruitsofvictoryinindustrywill bespeedilylostbyarenewalofCommunistcontrol overourindustriallife.

Manypeoplearedeeplyconfusedbytherecent happeningsinourmidst.Theyjustlyfearthatthe causeofCommunismhasbeenadvancedconsiderably duringthelastfewmonths.Internallyandexternally thepositionhasworsened.Verymanypeopleare askingustogivethemsomedirectioninthepresent confusedsituation.

TheChurchisnotconcernedwithPartyPoliticsas such.IthasnodesiretoestablishaCatholicdominationinpubliclife,norhasitbeenattemptingtodo this.Itseeksonlytopreservefreedom,toservethe commongoodandtounitewithourfellowcitizensin achievingtheseaims.LetusemphasisethatCatholics havealwaysbeenfree,andremainfreetoexercise theirfranchiseaccordingtotheirconscientiousjudgmentsonpolicies,partiesandcandidates.Theyare, ofcourse,notfree"toprofess,defend,orspreadthe materialisticandanti-ChristiandoctrineoftheCommunists."(4)

Atthemomentthereisoneoutstandingissuefor theNationandtheChurch.ItistheimmediateCommunistthreattothesecurityofthepeopleandtothe freedomofreligioninAustralia.

GRAVITYOFCASENOTREALISED

Thisperilhasatwofoldaspect,disruptionfrom withinandaggressionfromwithout.Wedeplore thefactthatsomepublicmenhavefailedtorealise themagnitudeofthisissue.Theyseemtoconcentrate onissuesoflessermoment,ortoactfromconsiderationsofpersonalambitionoradvantage.Itisonly theCommunistcausethatwillultimatelybenefitfrom thisfailuretofaceuptothebasicnationalissue.

Wearealarmedattheattitudeofthosewho, withoutfindinganadequatesubstitute,haveseenfit todisbandawell-provenmeansoffightingeffectively theCommunistthreattothenation.Iftheyfailto providesuchasubstitutetheywillhavefailedintheir dutytoAustralia.Meregeneraliseddeclarationsof hostilitytoCommunismarecompletelyfutileinthese times.

TheircontroloftheTradeUnionMovementenabled theCommuniststoexerciseastrangleholdoverthe economiclifeofthenation,astheseriesofgreat strikes,whichplaguedAustraliafrom1945to1949, conclusivelyproved.

FREEDOMSAVEDBYCOURAGE

Inspiteofgeneralapathy,manycitizensofdifferent religiousfaithscourageouslydedicatedthemselvesto theorganisedtaskofhelpingTradeUnioniststoelect officialswhowereopposedtoCommunism.

Itisaremarkableandinspiringfactthatthese realisticcitizenswereabletoachieveaspectacular measureofsuccess.Therewas,however,littlepublic appreciationofthevaluableworkbeingdoneby thesepatrioticmenandwomen,althoughgovernments,commerce,industryandtheAustralianpeople generallyreapedthebenefitsofthepeaceandsecurity whichensued.

Werecognisethatthiscourageouscampaignsaved ourcivilandreligiousfreedomsataperiodwhenthey wereingraveperil,andwetakethisopportunityof payingawarmpublictributeofgratitudetoallwho havebeenengagedinthestruggle.

ThisgreatworkoffightingandstemmingCommunistaggressionwhereveritshowsitselfhasour fullsupportandapproval.Itisthereforemostdeplorablethattheonlyeffectivewayyetfoundof defeatingCommunisminindustriallifehasbeen destroyedforthemomentbypoliticalintrigue.

ItwasvitaltotheCommunistcausethatthe militantoppositionwhichstoodbetweenitandthe controloftheTradeUnionsshouldbedestroyed.

Previousrallieswereheld inJanuaryandhotweather militatedagainstbigattendances.Withthechangeto thethirdSundayofMay, HolyNameSocietyofficials hopeforarecordcrowd.

ThefirstenclosedRetreat oftheyearwillbeconductedovertheweek-endof May21-22,andthesecond fromMay28-29. Although applications closedlastSaturday,afew vacanciesarestillopenfor thesecondRetreat.Atelephonecalltothesecretary atW4105mayresultinaccommodation.

Asaresultofapulpit appealandavisitfromthe executive,oneparochial branchrecentlyforwarded 21applicationsfortheRetreats.

Theanxiousattentionofpatrioticandthoughtful Australiansisdirectedinthesedaystowardsthe nationsinthenorthofAustralia.Weknowthatthere areforcesinthatvastareawhichareworkingfor good,andothersevenmoreactivelyworkingforevil. VC%ehavethedeepestsympathyandadmirationforthe nationalaspirationsofthesecountries.Wesharein thewell-foundedfearsofmanyofournorthern neighboursthattheirnewly-wonfreedomwillbe sacrificedonthealtarofatheisticCommunism.For thisreason,Australia'sforeignpoliciesmustbe judgedinthelightoftheirbearingonCommunist strategyathomeandabroad.TheoverallCommunistobjectiveisthegravestperilnowthreatening thefreedomofAsiaandthefreedomofAustralia.

APPEALTOFELLOWCITIZENS

Therefore,wecallonallCatholicsandappealto allourfellowcitizensoftheCommonwealthtoface thegreatthreatofourtimeswithcourage,coolness ofjudgmentandself-sacrifice.Westronglyurge themtoopposevigorouslyanyrevivalofCommunist influenceandpowerinourpolitical,industrialand culturallife.

ItisthedutyofeveryCatholictoworkforthe goodofhisowncountry.Itsgreatestgoodcanbe obtainedbytheapplicationofChristianprinciples tcprivateandpubliclife.WemustbeGod-fearing andGod-loving,faithfultoourreligiouspractices. WemustobserveloyallytheCommandmentsthatGod haslaiduponus,mindfulthat"Hisyokeissweetand Hisburdenlight."Wemustbetruetooursocial obligations,opposingallinroadsonman'sdignityas asonofGod,andinsistingonhisGod-givenrights. AsCatholics,werealisethatmoreiseffectedby prayerthanbyhumaneffort.Thepresentemergency callsforcontinuedprayerandpenance."Thereis nowayofcastingoutsuchspiritsasthisexceptby prayerandfasting."(St.Matthewxvii20.)

Theyweretryingtoconservesome-1 thingwhichtheybelievedtobevitaltothe naturallifeofman,thatispersonalliberty, freedomfromfearofthepoliceState ."

Thatissomethingthat couldbewrittenofmany Whotodayaredefending theinherentdignity,rights andfreedomsofman againstthedespotismofthe totalitarianpoliceState.

Butitwaswrittenofmen ofanearlierera.They wereonlyseveninnumber, buttheylackednothingin moralcourage.Theywere themenof1848who,as convicts,weredeported fromIrelandtoAustralia.

And,asthecalltodayis forCatholicsandProtestantstounitetoavertthe conversionofAustraliainto apoliceState-whichit willbecomeiftheimminentthreatfromAsianCommunismisnotremovedthereis inspirationencouragementand inthefactthat someofthesesevenmen wereCatholicsandsome Protestants.

"The1848Men"isoneof the13absorbingchaptersin abookbyDr.T.J.Kiernan, untilrecentlyAmbassador forIrelandatCanberra. Theimpressofthescholar andthehistorianisonthis book,whichisentitled,"The IrishExilesinAustralia."

Intheprefaceitisremarkedthat"the'desperate characters'oftheAustralianHistoricalRecordscan beseenmorewhollyand moredecently,andsym-pathisedwithandpitied,by linkingthem,astheirbodilyliveswerelinked,withwhat broughtthemtotheconvictsettlement.

That,inbrief,isthepurposeofthisbook."Itis apurposewhichtheauthor hasachievedadmirably.

AtthedawnofCatholicisminthiscolony,puny governorsweresuspicious "thattheir(theconvicts') religiousfeelingsmightbe workeduponbyadesigningartfulpriest,soasto exciteaspiritofresistance, insubordinationandinsurrection."

Theprieststhussuspectedweretruetotheirexaltedvocation:theyrendered

toCaesarthethingsthat belongedtoCaesarandto GodthethingsthatbelongedtoGod.

Today,significantly,countlesspriestshavebeendone todeathandcountlessothers areinfouldungeonsorin enslavementbecausethey refusedtorendertoatheistictyrantswhomtimewill brandaspuny,thethings thatbelongtoGod.

Dr.Kiernanrecordsthat "thewaywashard,sovery hard,forFathersDixon, O'FlynnandTherry,butit wasinthishardwaythat theseedoftheCatholic ChurchwasplantedinAustraliabyIrishmen."

Concludinghischapteron "The1848Men."heobservesthat"Tasmaniawas nevermorehonouredthan bythepresenceoftheIrish leadersof1848.Thediggers ofBallarat,presentingSmith O'Brien,onhisrelease,with avaseofnativegold,may havethoughtasmuch."

It'sironicalthatmenwho weredeportedfromtheir nativehomesandhearthsas felonsweredestinedto achievedistinctioninother landsfortunateintheir adoptionofthem.

TypicalwasThomasFrancisMeagher,who,inAmerica,wasalecturerandjournalist,wascalledtotheBar, andwasBrigadier-General inthenorthernarmyduringtheAmericanCivilWar. WhenitendedhewasappointedChiefSecretaryand ActingGovernorofMontana.

Inviewoftherecentlycelebratedcentenaryof Eureka,itisappropriate thatachapterisdevotedto "TheIrishBackgroundof PeterLalor"-toLalorwho addressedtheharasseddig- gersthus:"Itellyou,gen- tlemen,ifonceIpledgemy handtothediggers,Iwill neitherdefileitwithtreacherynorrenderitcontempt- iblebycowardice."

AhernofManningPark wasaneloquentappealfor; thefamilyrosaryasthe, perfectprayertoOurLady.; Recallinghisreturnto Irelandin1948,hepainted apictureofhisfamily's welcome,ledbyhisdelightedfather.Butsuch unusualexcitementwasno excusetodispensewiththe familyRosary,andhis father,asheadofthehousehold,gaveouttheRosary, eventhoughhispriestly sonhadreturnedhome.

AgoodnumberofHoly Namemenfromoutside madethemarchingman impressive.Thetwostatues of withOurLadyweregarlanded flowersandlooked reallylovely.

The24littlegirlsand boyswhostrewthepathof OurBlessedLordwithrose petalsandheraldedhisap- proachwithsilverbells, wonouradmiration.They weresoperfectlytrained bytheSistersandtook themselvessoseriously.

Itisahorrifyingspectacle,asthehordesofthe godlessgaingrounddailytothenorthofAustralia, thatthepassshouldbesoldinourverymidstand thatthehouseofamajorpoliticalforceshouldbe sweptandgarnishedforthereceptionofevilspirits. WhenPopePiusXIwrote,"CommunismisintrinsicallywrongandnoonewhowouldsaveChristiancivilisationcangiveitassistanceinanyundertakngwhatever,"hehadinmindthepre-disposing elementswhichsoftenupanationforthegreat betrayal.Thesecularisationoflifeinthe"neutral" schools,inthedivorcecourt,inbusinessethics(or thelackofthem),inthepopularpropagandaabout love,money,workandleisure-thesearealldevelopingfacetsofaspiritwhichncessarilyenervates anationbydenyingbasicspiritualtruthsandglori- fying beforemereexternals.Hencetheimperativetask Australiais,intheshort-term,negativeview thecontainmentofCommunismwhereveritisfound. Butthatwillnotservebyitselftoturnthetide. Thepositive,long-rangeobjectiveistoreChristianiseindividualsandsocialinstitutions,not merelytochangeformsbuttorevivifyandrevitalise thespiritwhichinformsmaninhispublic,asinhis private,acts.

Itisparamountlynecessarytopurifythemotives whichanimatethefightagainstCommunism.It wouldbefatalforusasCatholicstoleaveany generalimpressionthatwewantedtopreservethe statusquointhepoliticalorder,economicsorculturallifeofourcountry.Democracy,certainly,can benoultimatesofarasoursocialidealsareconcerned.Forthespiritofmaterialism(thephrase isparadoxical)informsallthedemocraticpatterns alltoopainfully.Itexplainsthepoliticalappetite formerepolicyasagainstprinciple;thefailureto assertmoralauthorityontheinternationallevel; theexaltationofwealth,lustandtheprideoflife; thedecayofmarriedlove,familylifeandloveof theland;theevasionofresponsibility,thesenseof vocationandthedevouringhuntforhedonism.Our crusadecallsforatotalreversalofvalues,firstin therestorationoftherequisitesofnaturallawand theninthebuildingofthesupernaturalstructure onastablehumanfoundation.Inaword,the restorationofallthingsinChrist.

Thewithdrawalofthe controversiallawfollowed ajudgmentbythenation's highestjudicialauthority, theSupremeCourt,rulingr ascontraveningtherightof parentstoeducatechildren inschoolsoftheirchoice.

ThejudgmentwasinterpretedbyCatholicsassupportingtheChurch'spositionthatparents,notthe State,shoulddecidethe formofeducationfortheir children.

Iftheprintedsupplyruns short,postersmaybe paintedlocallybutthecommercialartistiustcopiesa posterfurnishedbythe distributor.Accordingto oneofthechiefmovieex-

Itisadisservicetothe PhilippineandotherOrientalpeoples.Itdisfiguresthe pictureoftheAmerican peoplebeforetheFarEast. Itplaysintothehandsof Communistpropagandists.

Presumablysome,at least,ofthefilmsdolikewise. Ihavebeentoldthatthe functionofthemotionpictureistoentertain,notto representthelifeandstandardsofthecountryit comesfrom.That'stheory.

Thefactisthatpeople's opinionsabouttheUnited StatesarestronglyinfluencedbyHollywoodfilms andeverythingconnected withthem.

OfcourseallHollywood advertisingisnotobjectionable.Butithasincluded enoughoff-colourstuffto lowerconsiderablytheprestigethattheU.S.InformationServiceandothergovernmentagencieshavebeen tryinghardtobuildup.

Insomeinstances,politicalaction(notablythe introductionofChildEndowment)maybedirectly tracedtotheBshops'advocacy.Inallthattime, noresponsiblepoliticianorpartyleaderhassuggestedthatamanceasestobeacitizenbecausehe hasreceivedtheplenitudeofthepriesthood.On thecontrary,theBishops'statementshavebeen welcomedandanticipatedwithconsiderableinterest.

Hence,whenthesesamechurchmenhaveseenfit toexaminehowthegrowthofatheisticCommunism .0menacesthewell-beingandindeedtheprospectsof survivalofthisnation,bothasanexternalthreat andasaninnercorrosivefactor,theirviewsare entitledtoarespectfulandattentivehearing.No offenceisfeltbyCatholicsifmenofgoodwilldisagreewiththeopinionsoftheirleaders.Butof theirrighttospeak,freemenofalldescriptionswill scarcelydebate.

IGNORESISSUEATSTAKE

Iamwrong.Therearetwoexceptionsofnote. Dr.EvattandMr.F.E.Chamberlainregardthe Bishops'Pastoralasaninterferencewiththeinternal organisationandgovernmentoftheA.L.P.Before IcometolookintothoseallegationsIshouldlike toremindreadersthatthesubjectmatterofthe PastoralwasthemenaceofCommunism.Whathas Dr.Evatttosayoftheircontentionwhichsumsup thewholeimportoftheirmessage:"Theoverall Communistobjectiveisthegravestperilnow threateningthefreedomofAsiaandAustralia"?

ItisindeedastrangethingthatDr.Evatthasnot thesmallestcommenttomakeontheissueatstake. Hecouldhavesaid,ashisconfrere,Mr.Chamberlain,did:"CommunisminAustraliahasbeen exaggeratedtoanalarmingdegree."Orhecould rationallyhaveclaimed:"Communismisindeeda menacebutIhaveaveryfinesubstitutemethodof meetingitsinroadsinmyparty."ButDr.Evatt breathednotasyllableontheboneofcontention. SofarashisremarkswereconcernedtheBishops mighthavebeendiscussingtheravagesofthewhite butterflyincabbageortheprospectsoftraining beaversforcoalmining.

CONSPIRACYORCOINCIDENCE?

WhatDr.Evattdidhavetosaywouldhave chieflyinterestedapsychiatrist,forthepersecution complexthatdevelopedfromthePetrovinquiry hasmounted,throughanever-changingseriesof conspiracies,toobsessionalfears.Buttodealwith hisviewsereatim.HecomplainsthatthePastoral wasissuedonthe"veryeve"oftheVictorianState election,theinferencebeingthattheBishopshave cunninglytimedtheirstatementtoinfluencethe resultofthepoll.OnewonderswhetherDr.Evatt hasbotheredtoreadthePastoralwhichstatescategorically:"LetusemphasisethatCatholicshave alwaysbeenfree,andremainfree,toexercisetheir franchiseaccordingtotheirconscientiousjudgments onpolicies,partiesandcandidates."Thatholds goodevenforEvatt-typeLabour.

WhatDr.Evatthasoverlookedisthat,foryears past,theannualmeetingoftheCatholicHierarchy ofAustraliahasinvariablybeenheldshortlyafter Easter.Nochangewasmadethisyear.EvenDr. EvattdidnotloomsolargethattheirLordships shouldadvanceordefertheircustomarydate.And whatevertheBishopshadtosaypubliclywassaid inthenormalcourseaftertheirmeeting.Thenotion thattherewasspecialtiminginvolvedexistsonly inthefeveredimaginationofLabour'smessianic leaderwhohasseeminglybecomeincapableofdistinguishingacoincidencefromaconspiracy.And ofcourseifLabourgoestothewallinVictoriahe willemergetriumphantintheroleofprophet insteadofintheabnegationofaddled"leadership."

LISPINGINHIERARCHICALEAR

ThebasicthinkingofthePastoral,accordingto Dr.Evatt,stemsfromMr.Santamaria.He,itseems, is"running"theBishopsinmuchthesameway, onepresumes,thatDr.JohnBurtonistheLeftlobe ofDr.Evatt'sbrain.ToonewhofollowstheRed partylinewithsuchslavishdevotionasthelittle Doctor,itissurelyoddthatheshouldnotappreciate ideologicalsolidarityandcommunionofthought.

delusion.ItargueseitheralackofcomprehensionofthenatureofCommunismoradesignto propagatetheMarxistfictionthatitismerelya somewhatradicalpoliticalmovement.

ItisnotexclusivelytherightanddutyofCatholic bishopstodemandthatthe"normal,"i.e.,constitutionalpoliticalparties,ridthemselvesoftheCommunisttaint.Itistherightanddutyofevery citizen,irrespectiveofreligion.Itisnotpurelyand simplyadomesticpartyaffair.Hence,whensomethingwhichhasprovedtriumphantlysuccessfulin attainingthatobjectiveisunlawfullyandwantonly destroyedandthewreckershavenoalternativeto offerinitsplace,suchatragicsituationbecomes thebusinessofeverycitizen.Foritmeansthata constitutionalpartyisleavingitselfopentobecome apawnofinternationalbrigandage.Thesecurity ofthenationisthreatenedthroughthedefectionin responsibilityofhithertoacceptedpartyleaders.

MORDANTPICTUREOFLEADER

AstheBishopspointout,weinAustraliahad cometooperilouslyneartoReddomination,during theyears1945-49,evertoriskalikedevelopment recurring.ThegrimtruthisthatDr.Evattandhis henchmenarenotworriedaboutCommunism because"theyhavefailedtorealisethemagnitude ofthisissue.Theyseemtoconcentrateonissues oflessermoment,ortoactfromconsiderationsof personalambitionoradvantage."Ifeveranuncannilyaccuratepen-picturewaspaintedofineptitude,ofcriminalirresponsibility,ofsubjectingthe nationalgoodtopettypersonalends,ofrefusalto facegreatfundamentalissues,itistobehadinthose episcopalsentencesinthelightoftheEvattreaction tothem.ItwouldalmostseemthattheLeaderof theOppositionhasafixitytowearthatcapofscorn becauseitfits.

delightedthathehascaughtthispointfromthe Bishops'Pastoral,butIgreatlyfearthathedoesnot realisethatheisamajorparticipantinthis ignominiousgameandthattheBishopswanthim andotherstostopplayingandfacethefactsoflife. Inthisgameofpoliticalmake-believeMr.ChamberlainwouldhaveusbelievethatCommunismin Australiahasbeenexaggeratedtoanalarming extent.Why,hesays,notonememberoftheCommunistPartysitsinanyoftheparliamentsofthe Commonwealthandinhighlyindustrialisedseats theylosetheirdeposits!Nownoonewillmakeme believethatamanwithMr.Chamberlain'sexperienceinindustrialmattersisassimpleasallthat. Mr.ChamberlainknowsaswellasanyCommunist thattheRedvictorydoesnotcomebyconstitutional means.Revolutionistheverysoulofthething.It doeslittlecredittoMr.Chamberlain'shonestyof purposetoomittheindustrialrecord.Whathashe tosayoftheBishops'startlingstatement,that"in theyear1945everymajortradeunion,withone exception,wasinthehandsoftheCommunists"? Heknowsbetterthanmostthatitiscontrolofthe keyunionsthatmatters.Thepoliticiansarevery smallfryindeedinrevolutionaryplanswhenpitted againstmenlikeThornton,Brown,Williamsand theirilk.

OMISSIONSANDANALTERNATIVE

Mr.Chamberlainisalsoconcernedtoplaydown thesuccessofRedofficialsintheunions:"Itwas due,"hesaid,"totheirefficiencyandapplication." Itisinfinitelymoretruetosaythatitwasdueto theappallingapathyofrank-and-fileunionistswho weretootiredtoattendmeetings.Itisequallytrue thatLabourleaderswereimpotentinthefaceofthat creepingparalysisandthatonlytheindustrial grouperswereabletoshakeofftheinertiaandmake unionismalivingthing-forwhichtheywereduly praisedbyDr.Evatt(ante-Petrov).Mostofallis ittruethatthewantondissolutionofthegroupswill seetheoldlangourreturnandthecomradesseizing' theirvantagepoint.

Mr.Chamberlain,however,hasanedgeonDr. Evattinthathedoessuggestsomekindofanalternative.Heproposesthetrainingofunionofficials whowillbeequallyasefficientastheCommunists. ButsurelythatsmacksofFascism,fortherankand-fileunionistdoesn'tcomeintothepictureatall. Coulditbethat,whereheusestheterm"antiCommunistofficials,"hemerelymeans"pro-Evatt officials"?Inthatcase,thelaststatebecomesworse thanthefirstandweshalllookoutinterestedlyfor theevicteddevilwanderingabout-presumablyat theTradesHall.

WHYEVATT-LABOURFAILS

Again,hadhereadthePastoralinsteadofhis secretary'sprecis(orthePressversions)hemight havenoticedatoncethatthepointsofauthorityon whichtheBishopsrestarescarcelymodern.The Papaldoctrinequotedis1937vintage;another directionoftheHolySeeharkensbackto1949.Mr. Santamariamusthavebeenabeardlessboywhen someofthoseformulationsweremade.Perhaps eventhenhewasplottingtheDoctor'sdownfallas helispedintothehierarchicalear!Surely,sometime inhiscareerasalegaleagle,Dr.Evattmusthave heardofinternalevidence!

FromcolourfulspeculationDr.Evattmoves,asin anineluctiblegroove,todownrightdishonesty."A primarypurposeoftheBishops'statement,"hesaid, "wastocriticisethesupremegoverningbodyofthe A.L.P.forhavingdirectedtheterminationofall recognitionbytheA.L.P.oftheso-calledindustrial groups."WhatdotheBishopssay,infact,ofthe dissolutionofthegroups?"Wearealarmedatthe attitudeofthosewho,withoutfindinganadequate substitute,haveseenfittodisbandawell-proven meansoffightingeffectivelytheCommunistthreat tothenation."Thereistheclovenhoofofthegreat

Fromdishonesty,Dr.Evattmoveswithafascinatingfatuitytotheexerciseofthatcraftinwhich hehasprovedsoadept-thecreationandmaintenanceofconfusionalstates.Inoneparagraphhesays theindustrialgroupswerebeingusedasafifth columnwithintheA.L.P.,"notsomuchforthe purposeofcombatingCommunismasforthevery differentpurposeofcapturingcontrolofthe machineryoftheparty."Inthenextbreathhe allegesthat"theobjectofthisoutsideorganisation controlledbyMr.Santamariawasnotreallyto capturecompletecontroloftheA.L.P.Itwasto carryouttheSantamariapolicy."Thatseemsto meequivalenttostating:Santamariausedthegroups tocapturecontroloftheA.L.P.buthedidn'twant tocontrolitbecausehecoulduseitforhisnefarious purposeswithoutcontrolingit.Inthewordsof .JoshuaBagstock,"thatsir,isdevilishsly,"butit's quiteovermyhead.

MR.CHAMBERLAIN,FOOTBALLER

Fortherestwemaywastenofurthertimeonthe incoherenciesofthegoodDoctor.Hedoesnotdeign totelluswhatthediabolicalplansofMr.Santamariawere,exceptthattheywereopposedtothe letterandspiritoftheLabourplatforms,hostileto theChifleypoliciesandresembledsomeoftheantidemocraticandanti-socialistaimsoffascistgroups abroad.SufficeittosayfornowthatDr.Evatt's attitudetotheChurch'srightstocriticisepolitical issueswhichaffectmoralrightsinunpleasantlyclose tothatoftheFascistdictatorPeronofArgentina.

OurownMr.Chamberlain,newly-electedpresidentofthefederalexecutiveoftheA.L.P.,ismore coherentbutscarcelymorelogicalthanhisleader. He,too,sees"interference"fromtheBishops.But whenhespeaksofthe"threattoindependentpoliticalthought,"onewouldnotimagineforamoment thathewasacoginthepartymachine.Very generouslyheadvisedtheBishopstotakestockof the"growingnumberofdevoutRomanCatholics whoareregisteringrespectfulbutstrongprotest againsttheChurchdictatingtheirpolitics."Itmight bewellforMr.Chamberlaintotakestockofthe factthatthe"devoutness"ofCatholicsisinfallibly measuredbytheiracceptanceoftheirBishops' leadershipandthat,iftheyfeeltheyarebeingled astray,thenormalplaceforaprotestistheBishop's HouseandnottheTradesHall.

ItisrathersadforMr.Chamberlaintoinaugurate hisnewofficewithdeliberatedistortionofthefacts inamajorcontroversywithresponsibleparties. TheBishopshavemadenoattemptto"dictatetheir politics."ButtheyareconcernedthattheCommunistsshallnotcontinuetodictatethepoliticsof Dr.Evatt,Mr.Chamberlainand"otherhighlyplaced publicmen,includingsomeCatholics,"who"seem tohaveclosedtheireyestothegreatissuesinvolved inthepresentupheaval."

Mr.Chamberlainrightlysaysthatthe"question ofComr'-,icm'nAustraliahasbeenmadeaconvenent'tic&f,,tballformanypeople."Iam

ItisquiteidleforMr.Chamberlaintolookto LabourpolicyasaneffectivecountertoCommunism, exceptasanideal.Labourhasneversucceededin containingtheReds,exceptwiththeuseoftroops. PurposeOfUnions

Afterthediscussionwas concluded,ourguestspeaker,Mr.Lipsett,wentonto dealinfullwithtrade unionsfollowingtoacertainextentthelinestaken inthediscussion.

Mr.Lipsettbeganbysay- ingthatthemostimportant questionwaswhatwasthe unionfor?Iftheydidnot knowthenitwasofvery littleusetojoinaunion.

Whatweretradeunions for?Theywerethereto helptheworker.Itwas importantfortheindividual workertolookafterhimselfinindustrialmatters, conditionsbeingasthey wereatthepresenttime.

GoodRelations

Theindividualworker couldnotappearforhimselfintheArbitration Court,hencethenecessity ofbelongingtoaunion.

Someunionssaidthat theywereconcernedwith industrialquestionsonlywages,workingconditions andsQon.However,social relationshipswereveryimportant.

Everyorganisationshould seektofosteragoodrelationshipbetweenemployer andemployee.Thatwayof thinking,however,didnot suittheCommunists,so theydidallintheirpowertopreventthefosteringof suchWhatrelationships.hadtheunionsdone fortheworker?Themajor- ityofpeoplecamewithin thescopeofsomeindustrialorganisationandthe goodconditionsenjoyedto-

Indealingwiththepoliti- calset-upMr.Lipsettsaid thattheunionswereunable todoalltheywanted throughindustrialaction only,sotheydecidedto sendarepresentativeto parliamentanditwasfrom thisbeginningthatthe LabourPartygradually grew. Eachunionaffiliatedwith theA.L.P.sentamember tothedistrictcounciland fromthedistrictcouncila delegatewasselectedto attendFederalconferences.

ReligiousAspect

Whyshouldaworkerjoin hisunion?Themotive closesttothemwasaselfishoneofpersonalbenefit.Awardsweremadefor theguidanceofgoodemployersandasawarningto bademployers.

Inthelattercaseaction bytheunionwasoften necessary.Ifapersonal- liedhimselfwiththeunion heobviatedmisuse.

Amanwhomarriedand raisedafamilydidthemost forthegoodofthecommunity;yethisconditions wereabouttheworst.
