Hereisasocialphenomenonworthyofthemost intensestudy.AsthecohortsofChristandofMarx drawuptheirranksforthetitanicanddecisive strugglewhichmustsoonberesolved,thesecular States,themajorityofthempayinglipserviceto theChristiancause,arefindingthemoralstrainof theirpositionintolerable.Itisbeingborneinupon themthattheylackthespiritualstrengthtomeet andoverthrowmilitantmaterialism.Soindespera- tiontheyattempttosupplyforthedeficiencyby tamelyapeingtheenemy.Thatprimarilyexplains howtheneedofdisciplineandnationalunityis everywherebeingmetinthedemocraciesbyfurther accretionsofcentralisedpoliticalpowerontheone handandthediminutionofindividualandsocial libertyontheother,asaninevitablecorollary.But thewholeofthistrendtowardsunificationispitiably vainbecauseithasnospiritualormoralroots.The residualtraditionsoftheChristianpasthavewornso thintheynolongerserve.Thereisonlythetimid, hiddenmaterialismtomeetthevigorous,crusading elementofthesamenaturewhichisthedriving forceoftheenemy.Thereisnoquestionhowthe mattershallberesolvedonthatlevel.

Ifthetotalitarianismofsecularismistohaveany showofsuccessitmustbeperfectedanddisciplined withinmeasurabletime.Forthesandsarerunning out.Hence pretensionsinalmosteverynationwithdemocratic isseentheindispensableneedofconditioningtherisinggenerationfortheimpending struggle.Theonegreatobstacletothesekindly tyrannousarrangementsistheCatholicChurch. Becauseitinsistsontheprimacyofthespiritual,on thenegativingdefectofsecularism,ontheneedof religiontosavebothsoulsandbodies,itisbecoming anuisanceofsuchdimensionsandinsistencethat theapostlesofsecularismarefindingitimperative toremovetheobstruction.Since,insomeinstances, themassoftheirsubjectsareCatholics,andin others,becausetheyarededicatedinavagueway topreservereligiousfreedom,theydarenotriska frontalattack.

Hencetheobliquemethodisbeingattempted.If theycansuppresstheconfessionalschoolstheywill succeed,perhapsinacoupleofgenerations,indeChristianisingtheirpeople.Buthereagainthe methodistortuousandthepretextsplausible.Wherethereligiousschoolshavebeensubsidised, governmentssaystheycannolongercarrythe burden.Wheresubsidieshavenotexisted,asin Australia,nopoliticianisbigenoughtosuggestthey should.Sotheendresultenvisagedisathorough- goingsecularisation,oflife.And,sadtorelate,there aresecretandsinisterforcesinthedemocracies impatienttoseetheCatholicschoolsbroughtdown inruin.InBelgium,theArgentineandFrancethese pressuregroupshavenotalwaysbeenatgreatpains toconcealtheiridentitynortheirassociationwith revolutionaryelements.InAustraliathesecrecy isprofoundbutofficialsilencecansometimesbe louderandmoreeloquentthantheboastsofthe godless.

Whatishappeningregardingtheschoolsinthe democraciesatthisverymomentshouldstiffenthe resolutionofCatholicstopreservetheirsystemof religiouseducationatanysacrifice.Thelackof practicaljusticemayintheeventproveadisguised blessingforatleastwecannotsufferthetremendous shockofitsremoval.ButitiscleartoothatCatholics mustplayarrnumerousandvitalroleinpublic life,forsecul..ashasalreadybetrayedourpolitical destiniestoal,_:nbelievableextent.Inmoralhue nothingdividesthesecularistandtheCommunist. Inthesaint'slifetime vocationswereverynumerous;conventsandmonasteriesdottedtheland.Inthe eighthcenturythegreat missionaryworkbeganand ' Celticsaintsandscholars journeyedthroughthedevastatedcountriesofEurope tobringfaithandlearning tothebarbarianpeoples whohadover-runthe Romanworld.

EvenInPersecution England, Scotland, France,Flanders,Switzerland,Germanyandeven Italyitselfwereindebtedto thespiritualsonsofSt. Patrickforthesurvival,reawakeningofthefaith.

Evenduringthedarkand seeminglyhopelessyearsof persecution,Irelandwas truetoitsvocationasthe traininggroundofmissionaries.Assoonasthere wasarespitethemissionarymovementbeganagain anditcontinuedtothisday.

"Everyonewhocallson thenameoftheLordwill besaved.Onlyhoware theytocalluntiltheyhave learnedtobelieveinHim? Mgr.AchilleGlorieux announcedthisataCatholicActionmeetinghere. MonsignorGlorieuxisa memberofanecclesiastical committeeformedtoaid thePermanentCommittee oftheInternationalCongressesfortheLayApostolate,whichwasestablishedbyHisHolinessPope PiusXIIonJanuary23, 1952.

TheBishops'proteston theeducationissuewasin theformofalettertoPresidentPeronsignedbytwo Cardinals,fiveArchbishops, 12BishopsandfourVicars General.Itsaidthatabout 1,000Catholicschoolsare endangeredbyrestrictions adoptedsincetheChurchStatecontroversybeganlast November.

ThesefactshavebeenreportedherebyMaxKarl Feiden,oneofeightGermannewspapermenwhorecentlyvisitedthatIron Curtaincountry.While there,hesaid,hewaspermittedtospeaktothe peoplewithoutinterference bytheReds.

Inspiteofthefactthat manychildrenarestillreceivingreligiousinstruction, henoted,theoutlookfor theChurchinHungaryis notfavourable.Noneofthe youngpeoplethere,he pointedout,canescapefrom theenormouspressureto whichtheyareconstantly exposedbytheCommunists.

Meanwhile,theystated, hundredsofpriestsandnuns whohadtaughtinchurch schoolshadbeenfiredby theGovernmentortransferredtopostsinpublic schools.

TheBishopsdeclaredthat althoughgovernmentmeasuresmayforcemany churchschoolstoclose,they

willcontinuetoopposeeffortstoestablishaState monopolyineducation.

"Undernocircumstances," theysaid,"canweaccept anexclusiveStatesystemof schools,becauseitworks againstthelibertyofeducationandtherightsofthe Churchandthefamily,and leadstoasystemthat ignoresthelegitimaterights ofman."

TheBishops'letterwas sentaboutaweekafter Catholicleadershadconductedacampaignofprotestagainstgovernment measuresharmfultothe Catholicschools.Oneof thesemeasureswasadecreewhichwasseenclosingthedoorstocareersin educationtomanypriests andreligious.

ChargesOfFraud

Thedecreeabrogatedthe rightoftheteachers'trainingcollegeoftheSuperior CouncilofCatholicEducationtopreparestudentsas accreditedteachersfor primaryandsecondary schools.Itsaidthesestudentscouldenrolinsteadat thenationalteachers'traininginstitutehere.

Apromptreplytothe Bishops'lettercamefrom Democracia,apro-governmentnewspaperhere,which chargedinaneditorialthat fraudhadbeendiscovered inthedistributionofState subsidiesforthechurch schools.

Itsaidthese"frauds"had meantthe"squandering"of morethan£3,000,000a year,butitdidnotspecify whatevidenceithadforthe allegation.
